RHONDDA District Council. Monthly Meeting. The ordinary monthly meeting of the Rhondda Urban District Council was held on Friday last. Councillor Ben Davies presiding. The attendance included Coun- cillors W. H. Morgan, Griffith iivans, W. T. Jones, J.P., Walter Williams, R. S. Griffiths, J.P., William Thomas, L. W. Llewelyn, J. D. Williams, J.P., D. C. Evans, L. Tribe. r VOTE OF CONDOLENCE, At the outset of the proceedings, Coun- cillor Ben Davies feelingly referred to the bereavement sustained by the re- spected chairman, Mr. Thomas Thomas, J.P., by the loss of his wife, who had died that day, and moved that a vote of condolence be placed on the minute book of the Council. Councillor J. D. Williams seconded, and the resolution was passed in impres- sive silence, all the members reverently standing. PROPOSED PENRHYS CEMETERY. A letter was read by Mr. T. G. Jones (Deputy-Clerk) from the Local Govern- ment Board in reference to the proposed new Penrhys buaialground, as follows: — To W. P. Nicholas, Esq. Sir,—I am directed by the Local Government Board to advert to your letter of the 4th March applying on behalf of the Urban District Council of Rhondda for approval of the pro- vision to use for burial purposes of land at Penrhys, and for sanction to borrow L3,900 for the purchase of the site; and to state that, before deciding on the application, the Board will direct a local inquiry to be seld on the sub- ject by one of their Inspectors. The inquiry will take place as soon as the other engagements of the Inspectors will permit, and due notice will be given, A QUESTION OF LAW. A communication was read from the Treorchy and Cwmparc Ratepayers' Asso- ciation, directing attention to the state of the road at Treorchy near the Red Cow Hotel, which had on several occa- sions during the past few months been impassable to pedestrians, and even the electric tramcars, in going through, were like steamers surging through a heavy sea. Working men had to wade to their homes in 3 feet of water, parts of the roadway being converted into miniature lakes. Councillor Edward Jones said this was quite correct, and moved that the matter be referred to the Roads Committee for immediate attention. Councillor R. S. Griffiths stated that the road had been below the proper level, and whatever action was taken should be with prudence, in order that the Council might hot prejudice their position in cases of a similar nature. Dr. Tribe hoped that matters would not be delayed. Councillor R. S. Griffiths replied that no valuable time would be wasted. Councillor J. D. Williams suggested that the Olerk should give the Roads Committee legal advice before proceed- ing. After further discussion, it was resolved on the motion of Dr. W. E. Thomas that the Roads and Health Committees deal with the question, and Mr. Nicholas be requested to report on the Council's legal position. HOLIDAYS FOR THE STAFF. The Municipal Employees' Association petitioned the Council to allow all their staff to participate in general holidays. The matter was referred to the Deputy- Clerk to inquire into. A COUNTY COUNCIL MATTER. The following correspondence was sub- mitted in regarding the counting of votes for South Glamorgan — Glamorgan County Council Offices, Cardiff, 4th April, 1910. Sir,—I am directed by the County Council to inform your Council that a proposal has been made to them by the Barry Urban District Council to ap- point Barry as the place where the counting of votes and the declaration of the poll for Parliamentary elections in the Southern Division of the County should take place there, instead of Car- diff. which is, of course, a Parliamen- tary Borough of its own, though for the purpose of ownership voters it is within the Southern Division of the County. Before making a decision upon this proposal, the County Council desires to know the views of the various District Councils whose areas are in the divi- sion, and they would be obliged if you would lay this letter before your Coun- cil and communicate their views on the

County Council Election. Enthusiastic Meeting at Ynyshir. The anticipated excitement of an elec- tion in the County Council district that comprises Ynyshir, Wattstown and Mount Pleasant has been avoided. The hopeless- ness of a fight was plainly evident from the first, and had one been forced, it would have only been from the obstinacy and recklessness of a few extremists of the Labour Party. The popular recog- nition of Mr. W. J. Thomas' ability and fitness for the position was amply demon- strated by the enthusiasm aroused when it became known that Mi". Tsomas had consented to become a candidate. About 800 electors, including tradesmen, minis- ters, workmen, and, in fact, all classes ofa the. community, signed Mr. Thomas' nomi- nation forms-a remarkable state of things unknown in any, previous local election. Mr. Thomas' position is an unique one. He holds a place in the hearts of the people from which it will be hard to dis- place him, as is amply proved from the number or Labour men in no way con- I nected with his own collieries who, while I filled with zeal for and unflinching in their devotion to the principles of their cause, signed his nomination papers and extended their services. It is recognised that the conditions prevailing at Ynyshir have not a parallel in the whole of the coalfield. Mr. Thomas is the only resident owner in the whole of the Valleys. His relations with his workmen are of the happiest; he lives, moves and works amongst them, is always approachable, and takes the greatest interest in the social elevation of not only his own em- ployees, but the inhabitants of the dis- trict generally, while hia own life is in turn almost an open book. A meeting had been called for Friday evening last to further Mr. Thomas' can- didature, but later, when the glad news went forth that the Labour Party had withdrawn their candidate, the meeting was changed into one to receive Mr. Thomas' thanks for his unopposed return to the Council. This gladness made itself felt in the meeting, which is considered to be quite the best ever held in the dis- trict. Saron Vestry was filled to its utmost capacity, and under the presi- dency of Mr. J. W. John (Ynyshir Schools), the meeting was happily con- trolled and kept in perfect good humour. Mr. W. J. Thomas, who on rising was greeted by a perfect tornado of applause, spoke under stress of pardonable emotion. The reception was an affecting one, and stronger men might be touched by it. Respectful, sympathetic and understand- ing silence prevailed at his opening remarks. The short speech was a plain, honest, straightforward expression of thanks. He thanked them, he said, with greater sincerity than he could perhaps convey for the loyalty and enthusiasm they had displayed on behalf of his can- didature. He would endeavour to justify their choice by paying every attention to his duties as a Councillor. Financial questions claimed the attention of the Council from time to time, and he hoped he might be of some use in this respect. Roads and bridges were under the direct control of the County Council, and he had had some experience in this respect, and his knowledge would permit of his taking part in the body's deliberations, he hoped, to some good effect. In conclusion, Mr. Thomas hoped they would make allowance for his feelings on having to face so many on this, to him, proud and supreme moment, and asked them to excuse him from making a long speech (hear, hear). A great roar of applause greeted Mr. Thomas' final remarks. As a more tangible expression of his gratitude, he would give a cheque for £ 10 to each of the places of worship connected with the electorate of the dis- trict. He also intended providing a recreation ground for the children of the district, the scheme providing the laying out of a large piece of ground and the planting of shrubs and placing of seats therein. A speech that commanded the deepest attention was that of Mr. John Thomas, M.E., Fernbank. He felt it a great plea- sure that they should be there on that evening to congratulate each other as voters and supporters of Mr. Thomas upon having a conquest and not a contest, or a victory without a fight. It was pos- sible that serious consequences would have arisen out of a contest in their neigh- bourhood. He had known of very un pleasant things arising out of a contest between one Labour man and another. He had also known very unpleasant things ing out of a contest between a Labour 11 _1 1_ 1_1 _1 man anci a Business man, aim ue nua aibo known very evil effects arising from a con- test between a Labour man and a minister of the Gospel. But he had to come to a position which was far more abstruse and delicate—a contest between an owner and one of his workmen. This was, of all con- tests, the most serious. It was quite possible for it to create spleen, and this spleen to create unpleasantness between owner and workmen and destroy the good feeling that might previously have existed (hear. hear). It was not beyond the bounds of possibility for it to end even- tually in a serious local strike, or have some other evil effect. Some people will say that, when an election is over, every- thing is forgotten and forgiven but these people must consider that we are all human, and are at all times more oj- less governed by human nature, and this may lead us into trouble. Seeing that thev had travelled so near a dangerous cliff this time, he hoped they would all take a. lesson, and avoid contests or possi- bilities of a contest in the future when a vacancy occurred on any of the boards in this Ward (applause). In his opinion, the right way to endeavour to avoid a contest would be for them to meet as 31" general body of electors in a general meeting and endeavour to select a can- didate that would meet with the approval of all the voters of the Ward (hear, hear). He sincerely hoped this would be the- course they would take in the future. He felt they could all congratulate them- selves upon having Mr. Thomas to repre- sent them on the County Council (ap-- plause). He thought their member was one of the best men that they could pos- sibly select for the position. He had all the qualifications that are necessary tot' make a qualified County Councillor. An elector had told him (the speaker) that he did not consider Mr. Thomas to be a great talker, and his reply was that Mr. Thomas might not be a. great talker, but he was a great worker, and whenever he did talk, he knew what he was talking about, which was more than could be said of some men who held public positions (loud applause). There were, in his opinion, three essential qualifications for a position of this kind—a good and sound commercial experience comprising a know- ledge of finance, some influence, and, above all, a high moral character (loud applause). All these qualifications, he thought, he could conclusively prove Mr. Thomas to amply possess (hear, hear). He had known him for the past 25 years, having run with him in double harness for all that time, and having moved with him in every sphere he had entered, thus being able to claim to speak from a special and best personal knowledge of him. Mr. Thomas had some antipathy to appearing too much in the front of things, having no desire whatever for pomp and show. He was not like many shopkeepers who,, kept their best goods in the window, and were shoddiness personified in the stores. His window show was often a very poor one, but there were great treasures in the store-room (loud applause). He dis- tributed these treasures amongst the people. Most of these things were un known to people, and it was always the desire of Mr. Thomas to do thing? quietlY;1 but where a man did so much good, it was impossible to hide it all from the community. He wished Mr. Thomas si long life to represent them on the County Council, and to enjoy the position he hasf. attained (loud applause). Speeches of exceeding interest were also- delivered by the Rev. M. H. Jone5 (Wattstowiii), Mr. J. Griffiths (Mount- Pleasant), Mr. E. Samuel, M.A. (head- master County School), Rev. E. O. Davies (Saron), Mr. D. B. Davies (newsagent),. Mr. W. Evans (draper), and the vRev. R, E, Salmon (Porth). After the warm expressions of thanks to the chairman, the very successful I meeting terminated.

Babies of All Rations. One of the most striking features of the Ideal Home Exhibition which was opened at Olympia yesterday by Her Royal Highness Princess Christian was the remarkable gathering of Virol Babies of all Nations promoted by Virol, Ltd., to illustrate the world-wide use or Virol as an Infants' Food. In the tastefully decorated courts and under the verandahs of an Eastern nursery were seen playing together babies- from all quarters of the world. matter to me as soon as they have come to a decision hereon.—I am, yours faithfully, T. Mansel Franklen. Mr. T. B. Fardoff, Clerk to the Barry Urban District Council, also wrote on the subject, stating the grounds for the application as follows — (1) In the case of all the other elec- toral divisions in the county, the count- ing of votes and the declaration of the poll take place within its division. (2) Cardiff, where the counting and declaration for South Glamorgan have hitherto taken place, is not only outside the division, but is also outside the Adminstrative County. (3) Barry is the largest town in the division, having a population of nearly 34,000, and is easily and quickly acces- sible by rail and road from all parts of the division, (4) If required, the Barry Railway Com- pany would run a special car from Porth and Bridgend. In the direction of Car- diff the ordinary train service would be amply sufficient. (5) Both candidates at the recent Par- liamentary election declared themselves in favour of Barry, and showed that they considered it the more convenient centre by establishing their election headquarters there. (6) There are several convenient halls in the centre of the town where there would be more ample accommodation for the counting of the votes than where it is now done. A similar letter was received from the Llantrisant Parish Council. Councillor R. S. Griffiths inquired why the letters had been sent. The Deputy-Clerk replied that it was because a part of the division was in the Rhondda. Councillor R. S. Griffiths then proposed that the matter be left with the local representatives on the County Council, that body being responsible. As a matter of fact, the Rhondda "Division was very little concerned. Their representatives were quite capable of safeguarding the local interests of the electorate. Dr. Thomas held that Barry was a most inaccessible place. Alderman W. H. Mathias contended that the County Offices at Cardiff were most convenient for the count, to which Councillor L. P. Griffiths dissented on the ground that the counting should take, place within the division. Ultimately, it was decided to leave the decision with the County Council, only five members voting in favour of Barry. POST OFFICE THURSDAY HALF- HOLIDiAY. The Porth Postmaster (Mr. Davies) wrote: Several of the sub-postmasters in my district have applied for permission to close their offices of public business at 1 p.m. on Thursdays, and I shall be obliged if you will inform me whether, in the opinion of the Council, any public inconvenience is likely to be caused. It was unanimously resolved that the innovation be tried for a month. PAYS BETTER TO KEEP CLOSED. Mr. C. W. Poole, manager of Poole's Theatres, Ltd., wrote to Mr. Nicholas:- Dear Sir,—I am in receipt of yours re licenses for Good Friday for Porth and Treherbert. I am sorry I cannot comply with the demands of the Coun- cil bi giving R5 5s. for each place to charities, and have, therefore, decided to close each theatre on Good Friday. As I have informed you in the past, Good Friday is an ordinary working day in Wales, and we cannot, therefore, raise a matinee to be able to pay our companies for six days instead of five. We have hitherto agreed to pay JE2 2s. If I opened at Pbrtli on Good Friday, my expenses would be £ 30. My average Good Friday returns are from £ 4 to £ 10, so you can easily understand it pays me better to close. My returns last Good Friday at Treherbert were: First house, £1 6s. 2d.; second house, E2 10s. 4d. In no other part of Great Britain am I asked to pay anything even for a license for Good Friday and Christmas Day. I am aware that the Council did not initiate this charge. It was someone who had not applied for a license, and then to be allowed to open, offered the matinee benefit for the charities, and turn over a good lump sum; but we are now and always have been helping one cause or another when asked. I presume^ the skating rinks and picture shows, not having a theatrical license, can do as they please, and various cantatas given. I think it only fair that all places of amusement should be treated alike. In a footnote, Mr. Poole stated that Pontypridd, Merthyr, Aberdare, and other towns opened on Good Friday and Christmas Day without a license. The letter was allowed to lie on the table. II PROTECTION FROM FIRE. The much-vexed question of public safety regarding fire outbreaks found ex- pression in the following letter from the Clerk to the County Council:- To Mr. W. P. Nicholas, Clerk to the Rhondda V.D.C. April 1st. Dear Sir,—I am directed to say that the letter of Mr. W. J. Jones, your Survevor. of the 11th February last has been considered by the Standing Joint Committee, and they are prepared to apree to the telephone connections be- tween the Post Office and the Police Stations being put up for fire alarms, and also for the transfer of the fire alarms from Pentre Police Station to the Ton Police Station. In giving this consent, I am again to call the attention of the District Coun- cil to the views of the Standing Joint Committee that the police are not to be deemed responsible for the extinguish- ing of fires. They should be left un- hampered to keep order and protect property in the gyent of outbreaks of fire. T. Mansel Franklen. PORTH SKATING RINK, A deputation was received from Porth in reference to the contravention of the Council's bye-laws by the erection and use of a building at Porth as a skating rink, which had not been sanctioned by Mr. W. J. Jones, the Council's Surveyor. Mr. E. S. Williams, after thanking the members for their courtesy in allowing him to explain the position, said that he and others interested were too busily engaged to conduct affairs personally, and had engaged the services of an experi- enced manager to deal with details. He had carried out successfully similar work at other places, which were, perhaps not so well looked after municipally as in the Rhondda. He had not come there to plead justification for the opening of the rink; that was not so, he had come to express the company's deepest regret for what had inadvertently taken place, and leave it with the members to deal with. Dr. Armstrong concurred. Councillor J. D. Williams pointed out that the company had not carried out the buildings in accordance with plans. That might be within their knowledge or not, but, at any rate, it must haft been known that the building should not have been opened until it had been certified and approved by the Council's Surveyor. Mr. E. oS. Williams said the company was not aware that there was a clause in the rules of the Estate that a corrugated iron building should not be erected on the land, and on being informed of it, the I only thing they could do was to substi- tute a wooden roof. It would be, well to bear in mind there was an iron church on the Estate. Councillor J. D. Williams: Do you put the blame on the manager? Mr. E. S. Williams: No; we should ourselves take the blame. Their manager was quite competent, but was not con- versant with the bye-laws. Councillor W. T. Davies asked if the sanitary requirements had been attended to, and on this and fire safeguards he was reassured. In the result, it was determined that the building should stand, but that a fire- proof lining be added to the roof. THE DUST AND SMOKE NUISANCE. A deputation was received from Porth respecting the nuisance caused by coal- dust from the Tramway Company's Elec- j trio Power Station. Porth. The Rev. R. E. Salmon stated that he lived in the immediate vicinity of the station, and was one who signed a peti- tion some time ago as to the vibration from the engines. He and others had now a much more serious allegation to make, i.e., that the dust from the works was detrimental to health and property. The rev. speaker then produced a sample of the dust in a bottle. Continuing, Mr. Salmon said it was impossible to open doors or windows, as the rooms at once became smothered with dust, which was a residue from coal. This, notwithstanding that the chimneys to the generators were 100 feet high. The Council decided to give the matter its serious and immediate attention.
