Gambling in BJvM.I

Gambling in BJvM. I rContributed by Mr. R. R. WILLIAMS, QydachVaJe.] j Sir,—There is a justiciable cutcry througliout the land against gambling, j and gambling is almost invariably asso- ciated with the racecourse; but it is a comparatively venial oNeTice when ccm- ">=;: pared to the practice of gambling "in human lives. This latter practice, how- ever, would not flourish under its proper label, and so the more euphonious name of "life insurance has been adopted and its legitimate business perverted. Several correspondents who have written to me in reply to my letter to the Morning Leader of the 4th inst., have made the usual "dig" at the churches, and have asked, What are the churches doing? The churches are very strict and just disciplinarians where most phases of gambling are concerned, but the gamblers in human life so succeed to cloak their practices under the guise of respectability that it is a very dimcult matter indeed for the churches, as such, to locate the corruption. I venture to suggest that the proper person to'reform the whole matter is the President of the Board of Trade, who has already admitted that 10,000,000 policies existing in this country at pre- sent are void in law—i.e.. roughly speak- ing, out of every four existing policies one is illegal. The Bill now before Par- liament extends the sphere of insurable interests, and will legalise a large pro- portion of the policies now existing but I question whether the promoters of the Bill have realised how general are the illegalities even outside this extended sphere. By all means extend the privi- lege of insurance protection to cover family connection, but what about the prevalent practice of insuring lives where there is no insurable interest? Person- ally, I know of only one other game capable of showing a more depraved state of human nature] and that is white slavery." Every insurance premium paid by these modern ghouls means an exten- sion of life beyond the .hopes and wishes of the insurer. It is said that an inquiry into these abuses by a Royal Commission would disorganise the whole of the insur- ance world. It may inconvenience the business for a while, but I venture to u state that all companies with clean hands would facilitate every inquiry and would enhance their status thereby. Medical men will bear witness that prompt attention and thorough cleansing in the treatment of wounds have saved I many a limb, and even many a, life, and the little pain incidental to this early ¡ treatment was far preferable to the pos- sible complications following delay. So it is here. Promptness and thoroughness will cleanse this scourge out of our land, while delay will only bring further com- plications, and so weaken our moral strength that reform will be very im- probable. I don't for a moment believe that Par- liament will legalise these gambling policies, but I hope that there will be no difficulty in legalising all policies where blood relationships exist. But wdiat is to become of these gambling policies? That's a, question worthy of an enquiry. The whole atmosphere of the industrial sec- tion of life assurance is vitiated by the unscrupulous action of those agents whose only policy is Get new business, honestly if you can, but get new business." All these transactions are serious financial handicaps for those insurance companies who make an honest eifort to keep strictly to the legitimate business of insurance, and likewise to the agents of those companies, who dare not, even if they would. suggest illegal transactions. I am accused of niaying Into the hands of the Socialists but the agents whom I am attacking are playing so effectively Into the hands of the devil that, Liberal though I am, I am nroud to associate myself with the Socialist's if that is the only chance of killing this abuse. Person- ally, I am a strong believer In insurance, and consider it a great encouragement to thrift; and there are plenty of legitimate sources of business practically untouched yet to keep deserving companies in a nourishing condition. I am appending two typical cases of gambling In lives which, I think, justify my present attitude. An insurance agent canvassed a counter- hand in a draper's shop for a case.' The name of an old lady who seemed likely to give a profitable (?) return was suggested. and. althoush there was absolutely no insurable interest, the agent gave the relationship as that of grandmother, and completed the business. Some time later the agent called on the young lady, and, with a chuckle. Informed her that her grandmother (?) was In a very bad state. A fortnight ago the old lady died, and the young counterhand is now congratu- lating herself on her good spec." <=> A minister's nrst intimation that he
