Editorial Notes.
Editorial Notes. The district of Mid-Rhondda received with joy the news that' the prolonged Blaenclydach strike has at last come to ,a termination. Mr D. Watts Morgan's report was agreed upon, and the terms of settlement will bring, about the re-opening ol the colliery, subject to the through- and-through system of working being substituted by the working of -the large coal, the men to be given adequate allow- ances where they had to deal with abnormal places. The suspension of work in this district, though, not of a very extensive character, still affected a large number of the oldest miners1 in the Rhondda. The colliery has a long his- tory, and as a house coal undertaking it has gone through many vicissitudes. The men, where scattered far and wide as house coal miners, have ho great liking, particularly if they have had a long lease in the No. 3 Seams, to start late in life in the lower measures. Many old faces will therefore return, and they will have a good welcome from friends and neigh- bours as men who have earned the stamp of true aiid-loyal Federationists. -+- We are glad to note that the Executive Council of the Miners' Federation is moving with due deliberation before giving a reply to the demand that the existing conciliation agreement should be annulled at the end of June, as a result of the then coming into opera- tion of the Miners' Eight Hours Act. It is a critical time in all coal-mining dis- tricts, and particularly in South Wales, where the coal industry is the first in importance and magnitude. The owners desire to have the question whether the annulment of the agreement should take place, submitted to an authority named by the Lord Chancellor. The Federation leaders, however, cannot consent to acknowledge that the coming into force of the Eight Hours Act constitutionally calls for any exceptional departure in the relations of the agreement. This is clearly indicated by them in the fact that their decision on Monday was to ask the owners to agree to the appointment of a sub-committee to deal with any dis- agreements that may arise through the operation of the Act. If the present Board is for the express purpose of ad- justing differences between masters and men in isolation or collectively, then there is very strong; surmort in reason for the contention of the men that the intro- duction of the Miners' Eight Hours Act should not mean cancellation of the exist- ing utility of the Conciliation Board agreement, but a broadening of the scope and expectation of the Board itself. The men's leaders desire to delegate the dis- putes arising out of the new Act to this committee, and to give it as much plenary power as possible to deal with any new labour precedents that may arise. We trust that the present calmness and deliberation which prevail will prove the dawn that will open out a bright day of another period of co-operation by con- ciliationa condition which means so much to this great commercial and indus- trial Rhondda. Mrs. Principal Edwards, Cardiff, in a very laudable attempt to better the morals of Cardiff, has made statements against shop assistant's which are hotly and indignantly contested by members of that community. We have every sym- pathy with the purity of purpose of Mrs. Edwards, but we think in her burning zeal, she has possibly dragged into her crusade sweeping weapons which have had an over-reaching effect on the good object she had rightly in view. We have no sympathy for Mr. Chamberlain's methods of repu- diation. They smack too strongly of the bar nractice of slinging epithets, and though we grant that Mrs. Edwards has not specific proofs of justification in the answer, there is no denying the general conclusion that there is to an unhappy extent a strong .'undercurrent- of im- morality in the town of Cardiff. We have in our memory more than one picture given by, Mr. George R. Sims in the Western Mail" when he was pur- suing his commission of penetrating the shady side of Cardiff. We think, how- ever, that Mrs. Edwards was not so war- ranted when she made her wholesale traduction of the shop assistants. There are black sheep in every fold, but her sweeping accusation implies the applica- tion of a black reputation with all its recurring insinuation to a whole class. This is manifestly unfair and very regret- table. The lOp assistants of Cardiff have made a complete, and successful, to our mind, denial of the charges. In one allegation a direct challenge is given;, that is, the number of marriages between shop assistants. Dozens of such marriages have taken place. We think that Mrs. Edward,s would show her sincerity for the main good if she withdrew a general charge. At any rate, she should be quite safe that the cases she states are well founded.

Cwmparc Building Club. Banquet and Presentations. A banquet to celebrate the successful winding-up of Hillside No. 2 Building Club was held at Park Hotel on Tuesday evening last, and a certain small amount of business transacted by some of the landed proprietors at all interval did not in any degree detract from a full enjoyment of the delights of the festive occasion. Host Higgon was the caterer- a, statement which is synonymous with the highest praise, for "Park Hotel has long ago established a record for the ex- cellence of its displays Epicurean." A goodly number sat down to table, and the Falstaffian exploits of some of the trenchermen were no doubt flattering to the host and his ubiquitous hostess and serving-maids. Post-prandial proceedings resolved themselves into a series of pre- sentations, oratorical periods, and a song (by special request) capitally rendered by the chairman, Mr. Tom Herbert. Mr. Dan Morgan, who as secretary so success- fully engineered the club to a successful issue, was presented with a handsome roll-top writing desk. Mr. Tom Owen made the presentation, and spoke in terms of high praise of Mr. Morgan's con- scientious discharge of duties and his straightforward business abilities. Mr. Higgon was presented with a meerschaum pipe, Mr. John Jones who represented the club, referring to him as the Mayor of Cwmparc and ever a friend in need. Mr. Higgon, responding, declared him- self highly gratified, and was only too happy to be connected with an institu- tion which made for thrift and saving. There was an abundance of young and older men at Cwmparc who even now could form another successful building club. In his position as a local Guardian, he was glad to make a public statement to the effect that less people by 75 per cent. in Cwmparc were receiving parish relief than in any other part of the parish. His hearty advice to all was to prepare for a rainy day. Mr. Evans, pro- prietor of the i" Pembrokeshire County Echo," representing Mr. Ebenezer Wil- liams, a deceased member of the club, made a most acceptable speech, and said; he had highly enjoyed his visit to Com- pare, and he was more than satisfied with the way in which the affairs of the c|"t> were conducted. Votes of thanks to the chairman, the officials, &c., concluded the- proceedings.
