Ladies & Gentlemen,—At a Public Liberal Meeting in this Ward, held in connection with the above Election, I was almost unanimously invited to stand as a Candi- date for a seat on the Urban District Council, Aberdare, in the forthcoming Election. I am a native of Aberdare, and am thoroughly well acquainted with the re- quirements necessary in this important industrial centre. I am in favour of taxing Mineral Royalties and Land Values for the benefit of Local Rates. The young life of a nation being its most valuable asset, I am therefore in favour of the health of the school chil- dren being closely watched, and the pro- vision of meals for the underfed being made, out of the public funds. I strongly advocate the teaching of Welsh to our children at our Elementary Schools, so as to arouse their interest in our native language, and enable them to become conversant with the literature of our country. Any movement or provision made to avoid overcrowding of workmen in slums shall have my strongest support. The better housing of workmen, with bath-room accommodation, shall also have my support. I believe in, and stand for Economy and Efficiency, but any movement which tends to do the greater good to the greater number of fellow townspeople, shall have my sympathy and support. Should you do me < the honour of elect- ing me as your representative, I shall be faithful unto you, and shall keep in view the interests of all sections of the com- munity. Ladies and Gentlemen,—At the earnest request of a large number of Electors of the above Ward, and after deeply con- sidering the matter, I have consented to come forward to seek your suffrages. I have bad the honour of representing you upon the District Council for nine years in succession; but owing to ill- health at the latter part of the time, I was compelled to relinquish that honour- able position. Now, that I have re- covered my health and strength, and have time at my disposal, it will give me great pleasure to be again at your service as your representative on the Guardianship of the Poor. I will do all in my power to fulfil the duties to your entire satisfaction. It is needless to state that a great amount of poverty exists in our district, which requires careful ;attention from those whom you may elect to look after their interests, and to do justice to the Ratepayers. It will be my sole object, as a man with a heart throbbing in deepest sym- with a heart throbbing in deepest sym- pathy all his life, to aid the weak and poor that may require relief. Board of Guardians Elec- tion, 1910. To the Electors of No. 2, Gadlys Ward. Ladies and Gentlemen,—In deference to the unanimous wish expressed at a public meeting of the Progressive Party in the Ward, I respectfully beg to offer myself as a candidate. I humbly submit to your consider- ation my long experience of public work in different spheres. As a citizen of Aberdare, and particularly of the Gadlys Ward, I have conscientiously en- deavoured to promote the welfare of the community. The Electors are no doubt aware of the adverse report lately issued by the Local Government Board on the lax administration of the Merthyr Board of Guardians. Under the circumstances, I hope the appearance of a new can- didate will not be considered inoppor- tune. With due regard to economy, I am in favour of revising the present scale of relief, and believe that poor people, who through no fault of their own are de- barred from old Age Pensions, sho uld be adequately maintained, I need hardly say that I am conver- sant with the special claims of the work- ing classes, and that if elected I shall faithfully endeavour to watch their interests on the Board, I am, Yours faithfully, EDWARD OGWEN WILLIAMS.

Merthyr Board of Guardians. TRIENNIAL ELECTION, 1910. TO THE ELECTORS OF THE GADLYS WARD. Ladies and Gentlemen,—You have now for over 15 years done me the honour of electing me as one of your representatives on the Merthyr Board of Guardians, and I once more respectfully solicit your Votes and Interest. The following among others may be mentioned as reasons why at least a fair proportion of women should be elected on the Board. 1. The largest number of paupers are wcmen and children. 2. Women are best suited to the care of women and children. 3. The great evil of Pauperism can only be diminished by more care in the bring- ing up and training of children. 4 It is desirable that many of the women who are brought before the /-n J u 1_J_1J. -J..1.. 1. Women are accustomed to household management, and have proved their use- fulness in the Unions where they have already served as Poor Law Guardians. Since I was first returned many of the Teforms I have advocated have been carried out. Ten Years ago the Board decided to erect two Cottage Homes, and subse- quently two more were erected at Bar- goed. The intention at that time being to proceed with others as required. Owing, however, to the congested state of the Workhouse, and the pressure brought to bear by the Local Government Board, it has become imperatively necessary to either extend the Workhouse (which cannot" be done on the present site) or to remove some of the inmates to another building. The Board has, therefore, de- cided to erect 10 more Cottage Homes, which will take all the children at pres- ent at the Training School, and thus en- able that building to be used for some portion of those now in the house. This in the end win, I am convinced, prove both advantageous to the children and economical to the ratepayers. Our ex- perience already has proved that the boys, and especially the girls brought up in the Cottage Homes are better trained for after life, the girls from these Insti- tutions making far better domestic servants. You are, I have no doubt, all well aware that I have attended the meetings of the Board and its various Committees regu- larly and faithfully. Although the fort- nightly meetings are hardly ever over until nearly 3 o'clock on Saturdays, I have but rarely left before the whole of the business is over. During the 15 years I have been your Member I have given every case brought to my notice individual and sympathetic consideration. I can make no fresh pro- mises, but I venture confidently to appeal for One of the Three Votes at your dis- posal on Monday next. I remain, Yours faithfully, MARIA RICHARDS. March 28th, 1910.

Aberdare Urban District Council Election. Monday, April 4th, 1910. To the Electors of the Gadlys Ward. Ladies and Gentlemen,—My third term of office having expired, I beg to solicit your vote for my return next Monday. At the request of scores of electors, and in response to a unanimous invita- tion from the Liberal Association of the above Ward, I beg to submit myself as a Progressive Candidate. I will, if elected, do all in my power (whilst carrying out in the immediate future, Housing and other schemes, and the building of the Destructor, and Infec- tious Disease Hospital, which have already been passed by the Council), to prevent any indiscriminate extravagance of public money, I hope the varied experience I have acquired as an Over- seer of the Parish, as Governor of the Intermediate School, and as a member of the Education and Pension Commit- tees, and my record of active service as your member for nine years on the Council, will appeal to ail fair-minded citizens for a renewal of your confidence and support. Ladies and Gentlemen,—In response to the earnest request af a large number of the Electors of the above Ward, I have decided to come forward as a candidate seeking your favour and vote in the forth- coming Election. Having resided in the District for the long period of 30 years, I am well-known to the majority of the Electors and am in a position to know the needs of the District. I desire to state clearly that I have not bound myself to the interests of any person or persons, but will, if elected, devote my services impartially to further' the interests of the Ward. As a working man, I feel it will be my part to pay due attention to the needs of this section of the Community. More- over, I am desirous of bettering the con- dition of the poor, and am convinced that a more substantial support should and could be extended to the widow and the orphan; and that, too, without further burdening the ratepayers.
