I Llandilo Urban District Council. The monthly meeting of this Council was held on Tuesday evening. The members in attendance were —Mr J. W. Nicholas (chaumnn), and Messrs W. Griffiths, T- H. Powell, T. C. Thomas, Thomas Ilopkin, D. Morgan, R. Griffiths, Evan Jones, W. Jones, H. G. Philipps, Jeukin Jones, Evan Thomas together with the Clerk (Mr R. Shipley Lewis). GENERAL. Mr B. Morris's tender for a sign" at the entrance of Allan-read to direct persons to the Railway station for 18*. was accepted. Alaiket-street diainage was under consideration, and the Surveyor was instructed to take action.— Air W. Jones asked that the question of putting Latimer and QneenVroad iu order, be left for a month, as masons were at present too busy to get anything in that way done. For the same reason other work had to be deferred. A good deal of discussion took place on various minor matters. THE FINANCES. The Clerk said that for the last three half years the rate had bean Is. (jd. in the JE, but he thought it would have to be raised a littlo,. There would be ZCIOO repayment of lean on Water Works and JE20 for other expenditure connected with it. Repayment of Electric Light Loan, £ 120; mainteoance, £ 137 10s. collector Total for Electric Lighting, £ 2(12 10s. Highways, JLJ52. Salaries, > scavenging, £ 45; fiie-brigade, £ 5: Notification of Diseases, £ 5 establishment, £ 30 other expenditure, £ 20. Total, £ 800 for the half- year. The aacaunts were overdrawn to the extent of EtO-.) in the bank. He took it they should receive;C80 from the County Council for the roads, and t28 for salaries; klO tolls; £ 53 for water-rent; jE6 for si atiles. Ho had been at some trouble to estimate the amount that would be received for the electric light. Of course it was only an estimate, but he put it down at j6180. Mr. Philippa: Rather a high estimate.—Clerk: I have been down at the works, and gone through the figures with the man.—Mr. Philippa said that up to the present E52 had been earned.-ThoOleik replied that if they went on consuming as they did at present it would not be far off £ 180 by the end of December. To that they comld add £10 for rent of meters. It meant £ 300 from sou-ceei other than rates.—Mr. D. Morgan: How many consumers are there now ?-Clerk Forty four. —Mr. D. Morgan did not think tho clerk's estimate far off.—The Clerk said that if they made a rate at 2-i in the pouud, it would give them a total including the £3(;1) of £ 824. The rate would produce t41il). They would just have B24 over and above what they wanted. He thought they ought to have a half-crown rate.- It was agreed to make it 2s.—Clerk These figuies are an estimate. If we ran over, you must not biame me.—In answer to Mr T C Thomas, he said he had made allowances for drainage. Latimer Road would probably cost £100, but that would have to be re-paid by the owners, so he had made no allowance for it- He thought he had allowed a liberal sum for highway repairs. I will prepare the rate for signature on the distinct understanding that if you are overdrawn at the end of l he half-year you must not blame me.—Mr Evan Jones We must not-go on as we are, or we shall be overdrawn again. THE ROADS, It was decided to accept the tender of the Llandebie Linie Works Compy. for broken stones at 3s 8d per ton delivered, On the motion of Mr T C Thomas, it was decided to have a sample truck of gravel and of chippings respectively before any order was given. THE NEW LOAN. Various tenders for the loan of the additional money required for the Electric Light were under consideration, and it was decided conditionally to accept that of the Prudential Assurance Company, from whom the last loan was obtained. A COMPLAINT. A letter was read from the G. W. R. Company complaining that a gulley at the bottom of Allan- road got flooded, and that the overflow found its way to the station premises.—The surveyor said it had only occurred once, and the gulley had got choked in aonseqnence of the amount of waste paper that was thrown on the road just above the station.—Mr T C Thomas and Mr Powell both agreed that papers were thrown there, but did not think it was done by the bookstall boys, but by boys who sold papers for others. IMPROVEMENTS AT THE CRUG. Mr Thomas said it was time the Council did some- thing. Ke was willing to meet the Council in making that place.—Chairman Making the access to thd works convenient ?-Mr Evan Thomas: I want t) have the path gravelled as well.—The Clerk said h3 had put the tenders for the shutter gates before tha Council, and it was resolved to defer the matter.— The Chairman said he at the time had asked that the matter should be deferred, as Mr Thomas, who had given notice of motioa, was not present.—Mr Jenkya Jones,who thought the former tender was reasonable, proposed it be accepted, and Mr W Jones seconded'. He suggested it should be left in the hands of Mr Jenkyn Jones, Mr Evan Thomas, and the Surveyor. —This was agreed to.-Cliairniau We shall have fair play now.The Clerk was instructed to com- municate with the owners of the property before any. thing was done. J THE SURVEYOR'S MONTHLY REPORT. This contained nothing of note, but some passages in it caused a good deal of laughrer,which was brought to a climax by the Chairman remarking, "This is getting quite an institution, Mr Tenkins "—Chair- man Is the lodging house kept pretty satisfactoril,, ? -Surveyor According to the class that goes the e (more laughter).

The commencement and termination of the close season for rods in the Fishery District of the Rivers Towy, Loughor, and Taf are hereby altered, so that such close season shall commence on the first day of November, and shall terminate on the first day of April, both inclusive, in each year. 2. The Bye-law relating to the Annual Close Season, confirmed by a certificate of the Home Office, dated the 26th day of February, 1886 the Bye-law relating to tho Weekly Close Season, confirmed by a certificate of the Home Office, dated the ltith day of January, 1889; and so much of the Byq-law, confirmed by a certificata of the Hon.e Office, dated the 21th day of August, 1899, as relates to the close season for rods, are hereby revoked. 3. That in the Towy, Taf, and Loughor Fishery District in that portion of the River Towy which lies between the outlet of the Carmarthen Tinworks and the Estuary, the license duty for fishing for trout with a road and line shall be 7s. 6d. during the months of April, May, and June in each year as far as this Bye-law is inconsistent with any previous Bye-law or any item in the scale of License duties|it5shall be held to have revoked the same. 4. The use in any inland water in the Towy, Taf, and Loughor Fishery Distiict of any net, except a landing net, or a net for taking eels between the expiration of the first hour after sunset, and the last hour before sunrise is hereby prohibited. 5. The commencement and termination of the close Season for nets in the Fishery District of the Rivers Towy, Loughor, and Taf are hereby altered, so that such close season shall commence on the first day of Septen ber, and shall terminaae on the fifteenth day of Marsh, both inclusive, in each year 6. So much of the Bye-law, confirmed by a certificate of the Home Office, dated the 24th day of August, 1899, as relates to the close season for nets, is hereby revoked. A copy of the said Bye-laivs is kept at the office of the Board, and all persons may at all reasonable times inspect such copy without fee or reward, anJ the Board will furnish every person who shall apply for the same with a c )py thereof, or any part thereof, on payment of One Penny. DEATH OF THE OLDEST UNITARIAN MINISTER —The death took place suddenly on Wednes- day of last week, at Aberyctwith, of Pro- fessor Evans, the senior Unitarian minister in Great Britain. The deceased, 'who was in his ninetieth year, bad, since his retirement from, the chair of Hebrew and Mathematics in the Presbyterian College, Carmarthen, which college; he entered so fa rback csi 1831 has devoted his leisure to a study of the Hebrew Scriptures.
