CHARITIES OF PEPTYRCH PARISH. Cwaelod-y-Carth Footpath Question. Two reports of considerable interest (writes a correspondent) haye recently been circulated in this parish. The first is the Charity Commission- ers report upon the endowments and charities of the parish. The second is that of the Foot- paths' Committee of the Parish Council with reference to the recently much disputed Gwaolod- y-Garth Footpath Question. Concerning the first, it will probably surprise many of the parishioners to learn that a certain Margaret Matthews bequeathed, in 1729, the sum of L300 to her executor, one ANTHONY MADDOCKS OF CEFNYDFA, in trust to be laid out at interest and to pa) the interest thereof "for ever among the poor ci the Parish of Pentyroh." Up to the year 1862 the sum of 212, being interest at 4 per cent. on the said E300, was paid yearly to the Overseers of the parish for distribution among the deserv- ing poor, which payment was made b the suc- cessive owners of the Cefnydfa Estate in the parish of Llangonoyd, now the property of Sir Arthur Mackworth; but after that year the pay- ments ceased. Enquiries made from time to time failed to elicit any satisfactory information as to the discontinued paymeats, and in all pro- bability the matter would have been allowed to drop were it not for the determination of the Parish Council to make careful investigation into uie affair. The result of the indefatigable labours of the Council, and chiefly of its secre- tary (Mr E. M. Phillips) was the UNEARTHING OF THE WILL of the said Anthony Maddooks, the executor of the will of Margaret Matthews. In this gentle- man's will it is provided that certain nroperty of his, situate in the parishes of Coyty and Llangonovd, was to be charged with the payment of the said legacy of JE300 to the parish of Pen- tyreh, with interest thereon at the rate of 4 per cent per annum ( £ 12). This 212 per annum was duly paid as stated, u to the year 1862, and in 1865 the 'sum of £22, representing the amount due from Lady Mackworth in respect of the charity, for the years 1863-4-5, was paid into the National Provincial Bank, Cardiff, to the account of Messrs-Thomas Harry and Evan John, the Churchwardens for the time being This sum of JB22 has been lyiog aV the Bank for 32 years, and on enquiry at the bank it transpires that it was deposited there on a "current account" so that not a penny of interest has accrued in respect thereof. The position of matters now is that the legacy of £"j) and unpaid interest thereon, amounting to over £ 4-00, remains to be recovered if possible from the present owner of the Cefn- ydfa Estate (Sir Arthur Mackworth), and it is satisfactory to learn that the Charity Commis- sioners are in communication with this gentle- man. Whether they succeed in recovering these amounts for the POOR OF OUR PARISH remains to be seen, but we rely upon the Parish Council not to let the matter drop. The JE22 lying at the bank has also to be withdrawn and distributed to the poor. I have no time at present to criticise the other report re the Gwaelodygarth Footpath question, but hope to return to this again. I am some- what surprised, however, to find that the Foot- path's Committee consider his matter as ot sufficient importance to iustifv the expenditure of about P.2 10s of the ratepayers' money in the printing and distribution of the report, es- pecially as they labour all through to impress upon us that the issue is so clear and simple as re- make it unnecessary to refer the question to the District Council, within whose province the consideration of the matter really lies. On this point they inform us that they are of opinion tha.t this is a matter which, with ordinary com- mon sense and intelligence, a Parish Council it quite competent to deal with unaided." This GRATUITOUS SNEER at those who are of a. different opinion, and who are therefore devoid of "common sense and in- telligence, is, to say the least, in very bad taste. If the report proves anything, it certainly shews that the question is a difficult one, and the committee would appear to have forfeited their bold claim to a monopoly in "ordinary oommon sense and intelligence" by arrogating to themselves the ability to deckle finally and in- fallibly the intricate and delicate questions of law involved. ♦

FERNDALE BAND BISTEDDFOD. Full List of Awards. The first animal eisteddfod under the auspices of the celebrated Ferndale Prize Band was held at the Tudor Hall, on Monday. This was the occasion of the opening of the hall after it has been enlarged. The weather was beautifully fine, and the tewn waa crowtied with people throughout the day. The principal attraction was the Brass Band competition, in which 19 bands had entered, and 14 turned up, A novelty in the shape of a silver medal each for the mem- bers of the 'best band that would play a march of their own choice created great excitement, the Nelson band winning. The adjudicators were: Bands, Mr T. Young, Blainau; vocal, Mr W. Thomas., leader of the Reyal Male Voice Partv, Treorky; literary, Mr J. Probert Evans, Fern- dale; conductor. Mr D. W. Thomas, M.E., Ferndale; presidents, morning, Mr D. Hannah; evening, Mr D. Fenwiok. The results of the various competitions were Marching contest for bands, Nelson (conduc- tor, Mr Carl Taylor). A special prize of a medal was given to the conductor who would occupy the least time on tke stage. Much amusement was created by the membajs of some of the bands rusjhing on and off the stage, even tumbling over eaoh other. The Tylorstown Band won the nodal. The eisteddfod was a grand success from every point of view, and great credit is due to Mr Hugh T. Richards, who was the indefatigable secretary.

Charge Against Rhondda Traders John Lloyd and T. J. James, who formerly carried on business as Lloyd and James grocers, Maerdy, were summoi-ed to appear at the Porth Police Court on Thursday to answer a charge of committing varials offences under the Debt- ors' Act. Mr W. P. Nicholas (Messrs Walter Morgan and Bruce), appeared for the Treasury, and Mr Rees, solicitor, Pontypridd, appeared for the defendants. Mr Nicholas said that there were four charges preferred against the defendant James and a former co-partner named Lloyd, who was a tim- berman at Clydach Vale, but had left the place on the previous Saturday. He therefore asked that a warrant be issued for Lloyd's arrest. The magistrates wished to hear further evi- dence before issuing a warrant. Mr Rees did not think that the other defen- dant had left the place on account of the sum- mons, for he VjaS aware that the proceedings were in contemplation against him. Mr Nicholas: The significant fact is that the summons was served on Saturday, and he left that evening. The magistrates adjourned the case until Wed- nesday.

A Wholesale Beer Dealer's Offerice; RETAILING DRINKS WITHOUT A LICENCE At the Porth Police Court on Thursday—be- fore Dr H. N. Davies, Dr I. A. Lewis, and Di Parry-Evan Evans, Taff street, wholesale beer dealer, Blaenllechau, was charged with selling beer without a licence; and Lewis Williaws, Rcsser Jones, David Jones, William Jones,Walter Schoon, David Worthington, John Jenkins, and Henry Davies, were charged with aiding and abetting. Mr James Phillips, solicitor, Pontypridd, pro- secuted on behalf of the pouce, and Mr W. P. Nicholas, solicitor, Pontypridd, appeared for the defendants. P.C. Rees Davies said that in consequence ot information received he watched the defendant's premises on Saturday evening from 10.30 to 11.10. During this time he saw fourteen persons enter tha premises and then leave. He had a good view of the window and door, and he saw Evans selling soma liquor to the men, acme of whom consumed it upon the premises. Police-sergeant James said that at 11SO he entered the premises, and then Evans was cater- ing what he had sold to the defendants. Mr Nicholas requested the Bench to deal len- iently with the defendant, but Mr Phillips said that Brans had attempted to defraud the Be- venue. and did injury to local licensed vistautl- lers. The distributing mains have been extended into Ilton Road and Carne Terrace on the Ynys- boeth Estate. Several of the new streets are WITHOUT NAMEPLATES, and I await your instructions in the matter. Mr Williams reported that he had injected. the premises of John John, Margaret street, Abercynon, for which he applies to have a licence to use as a slaughterhouse. He stated that afc present they were unfit for the proposed use. He also recommended that the Council take into consideration whether or not they could approve of the premises, which, were in such close proximity to the dwellings. Mr Williams continued: Hitherto it has not been my practice to report to you cases where portable temporary buiklings have been put up in the district.. Action was recently taken by the Rhondda District Council against a person who had put up in their district a building of the above character, and the justices made an order that drawings be deposited. There are similar instances in your district, and your instructions as to tho course in these cases are desirable. The Council discussed iie question, but the matter was deferred for future consideration. Death and Funeral of tyr Jolyi Rowlands, Bedwaa, Caerphilly. By CASTBLLYDD. "The memory of the just is blessed." The subject of this biographical sketch was a famottt character in the neighbourhood of the ancient and historical town of Caerphilly. He was born in November, 1808, at Plasturton Farm, near Llanbradach Colliery, in the pariah of Llan- fabon, on the banks of the Rhymney river, which gently flows through one of the most picturesque valleys in South Wales- His parenta were named William and Mary, and were both niemberii of the Calviniatio Methodist Church at Ystrad Myn- ach. Here he learnt to read Welsh in the Sun- day School, and was taught that the word (f God should be "a lantern to his feet and a light to his path." Ia the year 18 hisparenis moved from Plasturton to Pwllypant. His father died in the year 1829, and was buried at L-donfabon, where a one year old brother had been buried previously mers being no burying ground by Ystrad Chapel at that period. The mother re- mained a widow 33 years, and was buried at Yatrad Mynach, leaving six sons and four daugh- ters to reflect to the world the exemplary way in which they had "trained their children in the way they should go." When his father was buried there was one brother older than he. At the age of 23 be received a little elementary edu- cation at a day school. At this period there was a flourishing Sunday School at Ystrad Mynach, which was attended by three voung men (non- members) who were good readers in Yv elsh, and rendered excellent service in teaching the young to read. These young men were the sole con- ductors of the school, as very few of the old members could read at all, but his father was a fluent Welsh reader. After his removal to PwlIy. pant very seldom he attended at Ystrad Mvnaeh ■as there was over three miles to walk there, and only one mile to Caerphilly. The Methodic Church at CaerDhillv was rather low at the time. there being no young people attending the ser- vices unless some great preacher was officiating. The Independents had no place of worship in the town at this period, but they wero holding pray- er meetings and "society" meetings in a small cottage under the Castle wall, kept by one Lewis Edwards, a devout and zealous old Christian. Mr Rowlands and a neighbour very often went to Groeswen, where his companion's parents were members. When 23 years of age he was received into fellowship, after four months' probation at G roes wen. by the late famous preacher and di- vine, the Rev Gruffydd Hughes. It was at Caer- philly he joined the church, there being several members belonging to the little fraternity at that place. Some of these were anxious to have a chapel to worship in, but some of the older mem- bers were not willing. Subsequently they rented a room over the stable, of the Clive Arms Inn, where held Sunday School in the afternoon and meetings in the evenings. After burying two or three of the old members, in the year 1848. thev decided to have a chapel. In the 1842 he was ordained one of the dpaJll. at Groeswen an office he filled with conspicuous ability and devotion the remainder of his long and service able life. What a splendid record--55 years .) faithful and serviceable member, and 55 years a distinguished den eon! He and the late Mr Thomas Anthony (father of Alderman H. An- thony, J.P., one of the present deacons), were zealous iu fostering the young church of Bethel in its infancy. They hardly left a single service I pass without being present lin-ough all weathel's during their exemplary careers. Mr Rowlands walked from Bedwas for upwards of 43 years to meet the brethren at Bethel. On (Sunday even- ing, October 24th the weary labourer in the vine- yard of his Lord and Master was called away to his eternal rest after a brief illness. The pastor, the Rev D. Richards, to whom the deceased was affectionately attached, and the church mourn deeply in their affliction after this polished corner of the temple. His constant support to the minister and experienced counsel to the church, together with his unblemished deportment in the world, gave might to his sound advice at sll times. In whatever sphere our departed, patri- archal, and esteemed old neighbour turned, he never displayed irritation or excitement, but maintained always a tranquil and sober attitude under all circumstances. On Thursday the ob- sequies took place at Groeswen, when an im- ;is" Coiwx/Uiso of people attended to pa.y the last tribute of respect to our old Christian pil- grim. A preliminary service was held at Bedwas House, when the Rev Thomas Jones Davies (C.M.), Llanbradach, read a portion of Scripture, and the Rev M. James (B.), Bedwas, prayed. The cortege, which contained nearly 50 vehicles Imd horsemen, made its wa.y to the place of sepulchra. At Grooswen Chapel the Rev T. C. Thomas, delivered a short address, and the Rev D. Lloyd Williams, Maohen, prayed. At die grave the Rev D. Richards, Caerphilly, delivered a pathetia address, and the Rev J. P. Davies (B.), prayed, and the Rev D. John, Risdry, gave out a hymn. Deceased was very averse to f11- aeral sermons at the burial. He preferred a memorial service which he had desired to be oarriod out at his owa obsequies. Thi comn was of panel oak, with heavy brass furniture. The breast plate bore the inscription, "Johi1 Itowlmdo, died O who her Elrd, 1897, &g«d 89 years." Wounding Affray at Treerehy. SERIOUS QUARREL BKTWEKN RIVAL TRADESMEN. A PAIR OF TONGS IN EVIDENCE. DEFENDANT HEAVILY FINED. At the Yatrad Police Court on Monday— before Mr Ignatius Williams, Alderman R. Lewis, Messrs I). W. Davios, and E. H. Davie»—Wm. Stranks, a Treorky greengrocer, appeared on bail on a charge of wounding Jacob Horton, an- other Treorky greengrocer, on Thursday even- ing, the 2ath ult. Mr James Phillips, aolieitor, Pontypridd, de- fended. It appears chat the parties live nearly oppo- site each other in High street, Treorky. The evidence showed that on the nighte in question, the oomplainant went over to a Mr Arthur's shop (next door to the defendant's shop) to buy some salt, and was having a conversation with Mr and -iirs Arthur, when defendant came in and called the complainant, ''You dirty b, Complain- ant, who had a bar of salt under his arm, asked tho defendant to go home, whereupon the latter came on and struck him. Complainant pushed Straijfcs back, and the latter again rushed on, and the salt fell to the ground. A scuffle ensued, during which Mrs Stranks picked the salt up and struck the complainant on the neck with it. Mr .-rthur oame on, and took complainant to the house-, and prisoner was taken home. The prisoner again came on, and challenged com- plainant to fight. The latter advised him to go home, but he refused to go. Another scu ensued, and complainant saw Mr. Stranks i-nrov.- ing shop weights at his head, but the- did not strike him. Prisoner then caught hold of a pair of fire tongs, and struck him on the face with them, causing a wound through tlie face. He then went into the house, an<l Di Armstrong was called for, and stitched the wound and '^Corroborative evidence was given by Mrs Alice Horton and Mr D. Arthur, who deposed to hav- ing seen the prisoner strike complainant with the tongs. He could not sav where the blow took effect, but immediately afterwards he saw blood oozin? from the complainant's lips. p.S. Lewis gave evidence of arresting tlie prisoner, who pleaded not guilty. For the defence Mr T. Jones, boot shop, Tre- orky. gave evidence as to having witnessed th row, and said that the prisoner never struck com plainant with a tows. Prisoner elcct-ed to he tried summarily. The Bench imposed a fine of 25 and costs, with an alternative of two months' imprisonment.
