AT a M EETING held on t le 7th day of Novem- ber, 1839, at the County Grand Jury Room, Car- marthen, of Magistrates deputed from the counties of Carmarthen, Pembroke; and Cardigan, to take into consideration the best methods of Erecting a LUNATIC ASYLUM for Paupers, at the expense of such counties of South Wales as may agree to join for that purpose. THE RIGHT HON. TH IS EARL CAWDOR ? THE CHAIR. Resolved unanimously,— That the Report now read to the Meeting by Mr Philipps be adopted, and published in the local news- papers; and that copies thereof be sent to the Chairman of the Quarter Sessions of the counties of Glamorgan, Brecon, and Radnor. THE REPORT. "The Committee feel as a very serious evil in those counties of South Wales with which they are connected, the want of any wetl regulated k ta fo*the-wceqi,)n of Pauper Lunatics. From this denciS&cy the painful alternative must ensue, of either suffering these unfor- tunate persons to remain deprived of the mode of treat. ment most calculated to alleviate their misery, or of sending them to distant asylums, over which those magistrates who from local connection, would naturally feel the strongest interest in their condition, have no power of inspection, or control. They most earnestly press, on general consideration, the statement made by competent authority that two thirds of all the ordinary cases of mental derangement may be restored to health, if they meet with early attention and care; while if neglected or ill treated, they constitute a drain upon the county, which can only be removed bv death. And as it appears to the Committee, that the limited amount of Property assessable to purposes of local taxa- tion in the aforesaid counties would render the ex, penses attendant on the erection and maintenance of an efficient Lunatic Asylum in each, too heavy a burthen on their resources; they are of opinion, that the only remedy for the evil complained of, is to be found in such union of counties, as after mature deliberation it may be found expedient to form under the provisions of the Act 9th. Geo. 4th. c. 40, for the purpose of making and maintaining one Central Lunatic Asylum at their joint proportionate expense. And as one objection most commonly urged against the adoption of such a measure is founded on the in- equality of expense likely to be incurred by parishes in the conveyance of Pauper Lnnatics to such Asylum, ac- cording to their respective distances from the same, he Committee are of opinion, that after investigation, this objection will not be found of sufficient importance to warrant the rejection of such a great pubic benefit, inasmuch as the expense incurred at present by sending Pauper Lunatics to Establishments in England, is greater than any that can be incurred, if the proposed measure be adopted, and also such expense must be one not liable to repetition in the.case of the same Lunatic nor of frequent occurrences as regards the sarne pans "And as a necessary preliminary to the union of any counties for the aforesaid purpose, the C Oinmittee I-e- commend that the notice required by the c I, to. 4th, c. 40, be forthwith given, respecting t e ment at the ensuing Quarter Sessions, of a Committee of Magistrates, not exceeding five in number, to arrange the terms of the Union." And it being the opinion of the Committee, that u might eventually be found beneficial to all the counties comprised within the limits of South VVales, to unite in the formation of one common Lunatic Asylum, they recommend that information of these Resolutions be communicated to the Magistrates of those counties, wherein no decided opinion respecting the expediency of forming such Union has been expressed, that they may at least have the power afforded to them of enter- ing into a negotiation with a view to be included in the same. A Letter from the Right Hon. Lord Dynevor to Edward Jones, Esq., Clerk of the Peace for the county of Carmarthen, assuring the Meeting of his Lordship's cordial support of the resolutions adopted by it. having been read, it was unanimously Resolved,—That the thanks of the Meeting be given to his Lordship. Ilesolved unanimously,— That the thanks of this Meetmg be given to Richard Digby Neave, and John Henry Philipps, Esqrs., for their exertions and the valuable information they have given to the Meeting. Itesolved unanimously,— That the thanks of this Meeting be given to the Right Hon the Earl Cawdor, for his conduct in the chair. CARDIFF. ROBINSON S STOMACHIC APERIENT PILLS, VTILL be found peculiarly useful in most com I" plaints of the stomach and bowels. They tend most speedily aud effectually to restore the weak and debilitated frame to soundness and vigour by removing obstructions in the alimentary canal, imparting tone to the stomach, gently stimulating the liver and enabling it to discharge its important functions with due regularity and effect, thus relieving the vessels of the brain from that plethora, inactivity, and tumescence, which are too frequent precursors of paralysis, apoplexy, mental aber- ration, and partial or universal suspension of nervous energy, on which account they are strongly recommend to students and all those whose occupations are sedentary DR. ROBINSON'S BRITISH COUGH PILLS. As a remedy for coughs in general, asthma, difficulty of breathing, &c. the pills stand unrivalled, and need only a trial to command their general adoption; they open the chest, allay the irritation and tickling in the throat, promote expectoration, remove stricture from the cutaneous vessels, and eminently as well as speedily re- lieve and subdue the cough. The inventor of the above-named pills, besides being educated in the various branches of his profession under the most celebrated physicians and surgeons of the age, has been actively engaged for more than twenty years in extensively successful practice, during which time he frequently found the above remedies to be eminently useful. 3 Sold in boxes, price Is. lid. and 2s. 9d. each, duty included, wholesale by the proprietors, BEACH and BARNICOTT. at their dispensary, B,idport; by the ■ondon houses; retail by all respectable medicine ven- ders m the United Kingdom. I HE remarkable properties of Medicines have K eng^ed at,ention of mankind in all apes, and to the sagacity, industry, and good fortune of inquirers, the world is indebted for many valuable discoveries. Among these are some which have maintained their claim to distinction for a Ion-, period of time, and have commanded approbation as real additions to the general stock. THE 1 Cordial Balm of Syriacum ays claim to this distinction, as no remedy has hitherto been discovered which Droves so generally beneficial in disorders of the nervous system and of the digestive organs. In trembling of the limbs, palpitation of the heart, vertigo, flatulence, lo« ness of spirits and general debility, and m the symptoms of a cold, bilious and con- sumptive habit, its efficacy is very great. Whether used to give relief to those who have reason to repent an ex- cessive IIldulgence of the passions or the habits of fashion- able life, too great atteJtion t0 business, or juvenile indiscretions that strike at the root of health and vigour, .twill be found an invaluable bracerand invigorant. Nothing perhap. weakens the mind so much as per- melons practices, which take possession of the whole mind and attention, and prevent its votaries from follow- ing their respective vocations, by engrossing their ideas, even when they should be employed in devotion or business; rendering them stupid, dull, and tilotiglifiti, and destroying their vivacity, cheerfulness, and health, by bringing on consumption, and all that dreadful train of complaints which make them timid- whimsical, and ridiculous. n r \i nnder Divine Influence, the CORDI AL BALM Ob SYRiACUMwi„ restore to the enjoyment of all the comforts of life It is universally admirtd being pleasant to the taste'and smell, gently astringe. the fibres of the stomach, and gives that proper tensity which a good digestion requires. As nothing can be better adapted to help and q nourish the constitution, so there is nothing more generally acknowledged to be pecu- liarly efficacious iu all inward wasting, loss of appetite, indigestion, depression of spirits, trembling or shaking of the hands orlimbs, obstinate coughs, shortness ot breath, or consumptive habits. It possesses wonderful efficacy in all nervous disorders fits head aches, weaknesses, heaviness and lowness of spirits, dimness of sight, con- fused thoughts, wandering of the mind, vapours, and melancholy, and all kinds of hysteric complaints are gradtiallyreinoved by its use In sickness of the stomach, flatulencies, or obstructions it is safe and powerful, and as a purifier of the blood 'it has not its equal, in the world This Balsamic Cordial may be jlJtly enumerated amongst the foremost of those happy discoveries which medical research has procured as the b.lessings of the human race, and the greatest counteractive to human misery; thousands at this moineut in the United King. dom, praise the day they first made trial of this restorative. This Cordial is highly esteemed in the East and West Indies for nourishing and invigorating the nervous sys- tem and acting as a general restorative on debilitated constitutions, arising from bilious complaints contracted in hot climates. The studious. as well as theigedentary part of the community, should never be without the Cordial Balm of Syriacum, which removes diseases of the head, invigorates the mind, ilJJprovea the memory, and enlivens the imagination. Those who have long resided in hot climates, and are languid and relaxed in their whole system, may take this medicine with the happiest effects; and persons going abroad, cannot store a more important article of life and health.
