Resolved unanimously,— That the Report now read to the Meeting by Mr Philipps be adopted, and published in the local news- papers; and that copies thereof be sent to the Chairman of the Quarter Sessions of the counties of Glamorgan, Brecon, and Radnor. THE REPORT. "The Committee feel as a very serious evil in those counties of South Wales with which they are connected, the want of any wetl regulated k ta fo*the-wceqi,)n of Pauper Lunatics. From this denciS&cy the painful alternative must ensue, of either suffering these unfor- tunate persons to remain deprived of the mode of treat. ment most calculated to alleviate their misery, or of sending them to distant asylums, over which those magistrates who from local connection, would naturally feel the strongest interest in their condition, have no power of inspection, or control. They most earnestly press, on general consideration, the statement made by competent authority that two thirds of all the ordinary cases of mental derangement may be restored to health, if they meet with early attention and care; while if neglected or ill treated, they constitute a drain upon the county, which can only be removed bv death. And as it appears to the Committee, that the limited amount of Property assessable to purposes of local taxa- tion in the aforesaid counties would render the ex, penses attendant on the erection and maintenance of an efficient Lunatic Asylum in each, too heavy a burthen on their resources; they are of opinion, that the only remedy for the evil complained of, is to be found in such union of counties, as after mature deliberation it may be found expedient to form under the provisions of the Act 9th. Geo. 4th. c. 40, for the purpose of making and maintaining one Central Lunatic Asylum at their joint proportionate expense. And as one objection most commonly urged against the adoption of such a measure is founded on the in- equality of expense likely to be incurred by parishes in the conveyance of Pauper Lnnatics to such Asylum, ac- cording to their respective distances from the same, he Committee are of opinion, that after investigation, this objection will not be found of sufficient importance to warrant the rejection of such a great pubic benefit, inasmuch as the expense incurred at present by sending Pauper Lunatics to Establishments in England, is greater than any that can be incurred, if the proposed measure be adopted, and also such expense must be one not liable to repetition in the.case of the same Lunatic nor of frequent occurrences as regards the sarne pans "And as a necessary preliminary to the union of any counties for the aforesaid purpose, the C Oinmittee I-e- commend that the notice required by the c I, to. 4th, c. 40, be forthwith given, respecting t e ment at the ensuing Quarter Sessions, of a Committee of Magistrates, not exceeding five in number, to arrange the terms of the Union." And it being the opinion of the Committee, that u might eventually be found beneficial to all the counties comprised within the limits of South VVales, to unite in the formation of one common Lunatic Asylum, they recommend that information of these Resolutions be communicated to the Magistrates of those counties, wherein no decided opinion respecting the expediency of forming such Union has been expressed, that they may at least have the power afforded to them of enter- ing into a negotiation with a view to be included in the same.
