AT A MEETING of the Inhabitants of tbe Borough of CARDIFF, (convened by the MAYOH pursuantto a requisition), held at the Towu Hall, Cardiff, oa Thursday, the 18th day of Novetrfber, 1841. JAmgs LEWIS ESQ., MAYOR, in the Chair. Resolved, Unanimously:—on the Motion of C. (j, Williams, Esq. seconded by Mr. Griffith Philips. Thata Loyal and Dutitui Address of Congratulation on the Birth of an Heir Apparent to the Throne, be presented to her Majesty, the Queen. On the Motion of the Honourable LORD JAMES STUART, M.P.; seconded by Mr. Win. Harries. That the following Address be adopted,- MAY IT PLEASE YOUR MAJESTY, We, your dutiful and Loyal Subjects the Mayor; Council, and inhabitants of the borough of Cardiff, impressed with sentiments of deepest thankfulness and gratitude to Almighty God, for the blessing vouchsafed to your Majesty, to your Illustrious Con- sort, and to this nation, in the birth of the Heir Apparent, hasten to approach the Throne with ex- pressions of the most heartfelt, and dutiful congratu- lation upon that auspicious event. We gladly avail ourselves of any opportunity to declare our attachment to your Majesty and to the ancient, and revered institutions of our country but we feel that this is peculiarly an occasion to demand the expression of such sentiments. The birth of an Heir Apparent to the Throne appears to offer an additional guarantee for the maintenance of those Institutions, and of that form of government under which, by tbe favour of Providence, this nation has advanced to a high degree of Prosperity and Glory and which have secured to its People, we firmly believe, the enjoyment of as great a degree of Civil, and Religions Liberty; and as large a share of hap- piness, and prosperity, as any nation has ever yet been blessed with, We look forward to a long continuance of such blessings; as well as to a constant care for the welfare of all classes; under your Majesty's Mild and Benignant Rule: trod we are persuaded that the Illustrious Infant now given to us, will be so brought up under your Majesty's foster in g care, that when in the fulness of time he may be called to the Throne of his Ancestors, the attached, and faithful people of these Realms will find in him, as just, enlightened, and Beneficent a Monarch, and as firm a Protector of their Constitutional Rights, as his Illustrious Parent has ever shown herself to be. Such Madam, are the sentiments humbly offered by the inhabitants of your ancient town of Cardiff; who pray that your Majesty may be blessed with a long, and prosperous reign, happy in the attachment of a devoted and loyal people. On the Motion of John Moore, Esq., M D seconded by Captain Howells. That a Respectful Address of Congratulation be presented to H. R. H. On several occasions, Sir, we have lhad the honour to address you; but never has the duty been so pleasing and joyous as now, when we hail you the happy Father of a Son destined at some future, although we trust far distant, day, to assume the government of this great Empire. We partake sensibly, Sir. of the happiness of your present position, gratefully rejoicing with you in the tous favour extended by the divine mercy to her gracious Majesty in the birth of a son: and we may be per- mitted to remind your Royal Highness that we of the Principality of Wales have a peculiar and special interest in the Heir Apparent, since from very remote times it has been our distinguished privilege to have him styled our Prince. We cherish this privilege and we may be allowed, Sir, to fix our hearts and hopes upon your Royal Son, recognizing in him our Prince, and praying for him every blessing of grace and honour. We fondly indulge tha hope that her Majesty's subjects of the Principality will continue to your Son an attachment as devoted as that which they have manifested at variou-i periods to his Royal Ancestors and that he may perpetrate the virtues, the faith and other eminent qualities tvhich History justly attributes to your own illustrious House. WOMAN'S AFFECTION.—Sir Robert Barclay, who commmded the British squadron in the battle of Lake Erie, was horribly mutilated by the wounds lw received in that action, having lost hi right arm and one ol bis legs. LATEST INTELLIGENCE. Mr. Ernest RapaTlo, one of the alleged Exche- quer Bill forgers, was on Wednesday committed for trial. The latest accounts of the Queen Dowager's health are rather unfavourable. Two dreadful murders and a suicide have been committed at Burnley.—A private in the 1st battalion of the 60th Rifles having first murdered a young woman and his officer, and then rtabbed himself. We are sorry to inform our teaders that Incendiarism is on the increase. No Foreign Intelligence of any importance has arrived.

I NOTICES TO CORRESPONDENTS.
I NOTICES TO CORRESPONDENTS. We cannot insert any more Letters on the subject of the Pennydarran explosion. "A Conservative" next week. The communication of Hope must be deferred for a time. "An old Subscriber may well complain of the disgraceful state of Frederick-street. He had better, however, address his Letter to the proper authorities, who will no doubt give it due con- sideration. A host of communications received on Friday are unavoidably postponed.

OUR Conservative Administration is pursuing with calm but vigorous courage its career of use- fulness. It has none of the fussy, bustling, "multa agendo nihil agens," vivacity of its prede- cessors, nor does it sound a trumpet before it after the fashion of hypocrites. We expressed our belief that it would present an effective con- trast to that of the Whig Radical Cabinet, and our augury has been verified. We have not mistaken our men. There has been no petty intrigue nor base expediency, no pandering to popular flattery, no fear of the threats of Dema- gogues or the clamours of faction. The political history of the last seven years has been an affair of popular delusions, a catalogue of promises made to be broken, a system of coups d'etat. The reign of honest statesmanship has we trust re- turned. Sir Robert Peel, if he could not satisfy, might have silenced much of the opposition he encountered at the close of the last session, by hinting at measures never intended to be enforced —but he preferred the sound, the straightforward, the honest course. I will never make promises' was his dignified avowal, 'unless I am sure of being able to fulfil them—and in these simple words are comprehended the true principles of a British statesman. He has earned his present position by the most unequivocal of all itles, unsullied honour and first-rate ability-his political altitude is second onl to that of Pitt,— and he will neither forget his own fame, nor dis. c

THE Queen and the Infant Prince are the all absorbing topics of public interest. Never was an heir apparent hailed with a more generous or enthusiastic welcome. Independently of the feeling of additional security given by this event to the Brunswick line, the warm-hearted people of England estimating at a high price the bless- ings and comforts of domestic life, rejoice in the birth of a Prince as a new source of joy to the affectionate heart of their Queen, and as another bond of union between Her Majesty and her illustrious Consort. It is gratifying to add that the same Providence which has, as it were, answered the prayers of a nation by that heritage and gift," has extended in an almost peculiarly favourable manner the Divine protection orer our exalted Queen. Each day's bulletin has been of the most favourable character, and the great peril and danger has been signally overpast. While the ambitious are indulging in bright dreams of coronets and titles, and our gallant soldiers and sailors are speculating on brevet rank, we again recur to the subject of gladdening the hearts of the poor by some acts of well-timed benevolence. Amongst other modes of bringing comfort to their dwellings the distribution of 11 blankets, stamped with the record of the interesting event, has been suggested, and appears to us well worthy of the occasion.—But whatever may be the form in which the liberality of the wealthy may exhibit itself, we entreat that the poor may be first considered. To press this with deeper earnestness would seem to imply a doubt of the charitable dispositions of those whom we address. We therefore leave the subject, in the fullest confidence that the birth of an Heir Apparent to the Throne of these Realms, and the creation of another Prince of Wales, will be celebrated throughout the Principality by the most liberal spirit exercised in the wisest manner. The best trumpets of rejoicing are the lips of the poor.
