TO THE ELECTORS OF LLANRWST. Ladies and Gentlemen, At the request of a large and influential body of Electors I offer my services as your representative on the County Council, with the object of stem- ming the tide of Reckless Extravagance upon which the existing majority of the Council have embarked. I am convinced that the heavy burden of the Rates can be lightened and ought to be lightened. The debt of the County has risen from ^"6318 in 1897, to f.56,353 in 1906, to which must be added £ 128,453 liabilities of the Education Commrttee, making the huge total of £ 184,807. This entails the raising of £ 13,714 annually for interest and repayment; about the equivalent of a 6d. rate, which all we ratepayers have to pay. Three years ago, in their Election Addresses, the party in the majority promised economy, if you re elected them. Have they kept their promises ? Have the Rates gone down ? One of the last acts of the late Council was to pass a contract of £ 6500 for building new offices in Ruthin, and they have just planted trees (where trees grow very badly, even if they can be got to grow at all) at a great cost, and requiring a large annual sum for their up-keep, for the purpose of giving instruction in forestry AT THE COST OF THE RATEPAYERS to those who can afford to pay for it themselves. Yet they promised not to squander money With regard to EDUCATION, I think that every child should receive in the Elementary Schools such religious instruction as its parents desire. I strongly advocate that School Teach. ers should be appointed strictly upon their merits and educational qualificationsl without favour- itism, and I desire larger powers delegated to the Local Managers, who have greater knowledge and experience of local requirements than the Central Body can possibly have. I hope to call upon you shortly, but mean- while, I request you NOT TO PROMISE YOUR VOT^E until I can give you details (rarely seen by the general body of the Ratepayers) of the huge increase of expenditure of County Fund's, and Qf the County Loans, for which we all, as Ratepayers, are liable. If elected, I will give my best efforts to pro- mote your local interests, and to benefit the town and trade of Llanrwst. I have the honour to be, Your obedient servant, S- SANDBACH. D ENBIGHSHIRE COUNTY COUNCIL. TO THE ELECTORS OF THE URBAN DIVISION OF TRE'R-DRE, LLANRWST. Ladies and Gentlemen, The County Council having conferred upon your late representative, Mr. W. J. Williams, a well- earned reward for faithful services by electing him an Alderman, a vacancy is created in the represen- tation of your Division on the County Council. I have been invited by a large section of the electors to become a candidate for the honour of representing you on the above Council. I therefore offer myself as a candidate to fill the vacancy created, and am desirous of taking a part in the administration of the affairs of the County in which I was born and in which I hope to spend the rest of my life. I am of opinion that all institutions supported by Public Monies should be controlled by the Public, and that no religious tests whatsoever should be imposed on any official who is paid out of the Public Funds. My extensive business connections with the farm- ing community brings me into close touch with this important section of the Electors of the County. 1 consider that their views and grievances should receive the most careful and serious consideration of the County Council, and I would endeavour to do all in my power to support any scheme where- by the farmers would be able to get reduced Rates on carriage of Agricultural Produce, and a modifi- cation of the restrictions imposed by the Board of Agriculture in regard to the removal of animals. I am of opinion that strong representations should be made to the Railway Companies for a general reduction of Rates on all goods carried by them. Should you be pleased to return me as your re- presentative, I shall endeavour to act for the com- munity at large in a straightforward and conscien- tious manner. My motto will be Efficiency combined with Economy. I hope to be able to call upon you before the Polling day. In the meantime I confidently appeal for your support and interest.
