Ladies and Gentlemen, Eighteen years ago, when :he Act forming, County Councils first came into operation, you did me the honour to elect me as your Representative, and it has been my privilege to retain your con- fidence ever since. During the term of my office it has been my constant endeavour to promote the best interests of the County in general, and the Borough of Conway in particular. As a Member of the Surveyor's Committee, I have had the opportunity of supporting the claims of the Borough, with the result that you have received the utmost possible relief in the shape of contribution towards the maintenance of our Main Roads, My views are so well known Co you that it is scarcely necessary to enter into matters is general at great length. Suffice it to say that if you approve of my work on your behalf during the past [8 years, and return me as your Member, I will do the utmost in my power in the future, as in the past, to satisfactorily represent your best interests. Ladies and Gentlemen, An appeal has been made to me by a. number of influential ratepayers to contest this Ward as tlw Rev. Thomas Parry (who has been a mem- bar of the County Council since. ts formation), much to our regret, does not seek re-election. In response. I beg to offer my services and to solicit your vote and influence, We are well aware that the duties of the Cotiaity Council are becoming more and more important, and in all probability the present Session of Parliament will add still more to tbair duties' by giving them more power. I understand that more power will be given them in connection with the Liquor Traffic and Administration, of the Education Act was nevar, perhaps, more importantthair. at the (present time. I am strongly of opinion that more power should be given to the Local Educa- tion Authority in carrying out this noble and important work. I eonis-idter that it is time that Colwyn Bay should demand fair treatment from the County Council in connection with the maintenance of OQ., roads, especially as the rates are continu- ally increasing. For instance, in. 1904 the Call was ^6,960, and in 1906 is £ 8,055. If elected, I shall do all in my power to seek Efficiency with the minimum of expenditure, as I consider that the rates are at present higher than tihey ought to be. I have resdiedhere for many years and am oae of the largest ratepayers in. the distiict- have done my share in extending the town, and have always taken a deep interest in the welfare of Colwyn Bay. Ladies and Gentlemen, It must be a source of gratification to you to know that the Local Government Board have now decided that the Deganwy portion of the Borough of Conway is in future to be represented by a Member on the County Council. I have been asked by numerous Ratepayers to place my time and services at your disposal, and I have consented to do so. As a Resident and Ratepayer in the Ward, I am well acquainted with your needs, and during the period I have had the honour of representing you on the Towrf Council I claim that I have shown that I am fully alive to the requirements of the Ward. I am an advocate of efficiency with economy, and like yourselves I have been alarmed by the way in which taxation during the past few years has gone up by leaps and bounds in Carnarvon- shire. During the last 15 years the County Expenditure has been nearly doubled, while at the present moment the Rates collected for ELEMENTARY j EDUCATION ALONE in the County reach a total of £ 31,435. If you do me the honour to elect me as the first "Member for Deganwy" on the County Council, it will be my constant endeavour to look after your interests with satisfaction to you, and, I hope, credit to myself. Ladies and Gentlemen, After careful consideration, and without in any way seeking to push myself, I have consented to accede to the request of so many Ratepayers to become a Candidate for this Election to represent this important district. From personal exper- ience, after many years residence here, the wants and requirements are well known to me, and I can assure you that I would, if elected, study your interest in every way without fear or favour and iirrespective of partv or sect. 1 am in favou- of full public control of all A. Educational matters which are supported from public monies, and under the circumstances am averse to permitting the doctrines of any one sect being taught in such schools at the publ' expense. Z, Ic As a matter of equity I am in favour of denomina- tional teaching being given in denominational schools at the expense of such denominations, and of paying a rental for the use of such property when required for publicly controlled schools. I I would, if elected, strive to secure a considerable reduction in the cost of management of the County, and thereby secure a reduction of the burdensome County Rate. At the same time I would urge that, inasmuch as we contribute a cons] 'derable amount for the ryiaiiitenance of public roads and footpaths, we should be entitled to greater improvement and repaymeilts in our own Parish, and further, as this district has not in the II past received its fair share of the maintenance of our roads from the County, I would gladly do my utmost to remedy this state of things, and so lessen our own Borough Rate. Having already held a Public Meeting explaining our views, I hope during the week to call upon every elector, when I shall have an opportunity of putting my views before you. I am no stranger to you, having lived amongst you for many years. I stand upon exactly the same grounds as I did 12 years ago, as an Inde- pendent Liberal. I do not wish to shield my politics. I am a Liberal, and should not oppose any other Liberal Candidate should he have been a resident and taking interest in this particular district, but as the Liberal Party have selected an outsider who does not I've -*ii, l?as iio interest, and has te111 the distri lct, I'therefore clairii that lie no vo has not the district at heart. Furthermore, Dr. Morgan has had the honour of representing this Division for the last three years on the Council, but after careful examination, I cannot find that he has raised his voice even once for anything beneficial to this Division in the Council, therefore, should you deem it wise to do me the honour of electing me, I shall attend the Council with a perfect independent, free, and un- biassed mind for the benefit of this district and not political purposes. I may also point out to you that this Division has not been represented by one of its residents for the last 18 years, only by an out- sider, so that it is no wonder that it is a Division which has been entirely neglected by the County Council. We have not had the fair-play some other more lucky Divisions have had. Why ? Simply because we have been represented by out- siders who had not the same interest a local man has in his own Division. There are questions of more financial interest to us as ratepayers than the Education Question. Being a Farmer myself, I quite understand how difficult it is for farmers to face the everlasting increase in the County Rates. Almost every election address promises economy and retrench- ment, but the time has now come for action. We have lived upon promises long enough who can deny the fact which stares us in the face year after year of the great increase in the County Rates ? This is almost entirely an Agricultural Division, so it is high time, in face of increased rates, to elect a Farmer to represent Farmers, and not a Professional man who knows nothing about farming interests, which feel more than any other from heavy rates. To my mind the question of Agricultural Edu- cation wants the attention of the County Council to get the value of the money spent upon it yearly. I think it should be put upon some more practical basis, and I should be prepared and pledged to bring the matter before the Council's notice. There is also the question of Light Railways (which I mentioned in my address to you 12 years ago), which is very much wanted in this, the Carnarvonshire side of the Conway Valley, either in the form of a Railway or Motor Buses (which have already come into daily use in South Car- narvonshire), and which would be a great con- venience to residents and an attraction to visitors who bring and spend their money and which would benefit all classes amongst us. I admit the main roads have benefitted under the regime of the County Council. I am a strong supporter of even better roads, and should go so far as to advocate steam rollers for parish roads, as the days of bad roads should be over and we should proceed with the times if we are not going to be left in the lurch, especially in a district like this which depends so much and is so near to such important watering places. There is also the question of Bridges, so sadly neglected in this Division, the old Pont Felin, near Roe Wen, being left as a marvel of antiquity and danger to the public. I am strongly in favour of establishing and supporting local industries as far as possible. I cannot see why Bacon Manufactories and Creamer- ies could not be established and successfully worked in this Agricultural Division as they are in foreign countries which receive millions of our money every year. My policy is plenty of work for those who want work and that in a healthy country district such as this. The Education Ouestion will undoubtedly be raised as I have said before during this Election. I believe in the schools being ruled by the majority who have to pay for maintaining them. Howev-r much people may differ on this question the child- ren must receive education and that of the best, to face the ever increasing competition we have to fight with, and which they will have to fight with in future years. I admire the words of Mr A. T. Davies, the Secretary of the New Welsh Education Department, which are as follows :—" I should like as far as possible to see all contention hushed and the interests of the child alone regarded." My address to you is running longer than I in- tended, but I think, anyhow, I have endeavoured to explain my views honestly and fully to you. There are several other questions which affect us, but I do not wish to tire you with too long an address but I will just name one, viz. :-The question of sheep-dipping which has been so aggravating to Carnarvonshire farmers for some years now, and which a man on the spot would be of some help to farmers. You could always bring your grievances to me as I am always amongst you. I do not intend holding any meetings but I shall be pleased to answer any questions as far as it lays in my power to do so, and now I leave the issue fairly and squarely to be decided by you the Electors, but before I close I appeal to you to vote for one who has lived amongst you for many years, for one who has the same interests as yon have. I appeal to farmers as a farmer, to the working class as a friend, and to the Electors at large as one who is willing to give his time and services to serve you honestly with an open unbiassed mind both politically and religiously. Ladies and Gentlemen,—I beg to offer myselfas a Candidate at the above election, which will take place on Monday, the 4th of March. The County Council is an Administrative Author- ity—its duties are solely of a business character. Out of our local Poor Rate of 2s. 8d. in the C, is. 9d. ounci -a total of nearly is paid to the County C 'I [6,000 per annum-an amount growing by leaps and bounds with no apparent effort to check. If elected, it will be my duty to endeavour to reduce this enormous drain upon our resources. A COUNTY SCHOOL FOR COLWYN BAY.—To secure the advantages of a County School for our Higher Grade ought, I think, to be one of the objects of our representatives, so as to avoid the inconvenience, trouble, danger, and expense of sending our children to Abergele. TECHNICAL EDUCATION.—The County contribution to our Technical and Evening Classes is at present restricted by an arbitrary condition, and if I am elected I shall make every effort to have this removed, so that we may receive the full amount we are entitled to. ALDERMEN. -Although we have now the privilege of returning four members from our Urban District, this portion of the County is entitled to a fair proportion of the County Aldermen, and if elected I will heartily support the nomination of any patriotic local man. I do not ask your support as a politician, or to use my position for party purposes; I ask your support as a man of business, who has had the financial affairs of this district in his hands during the last 14 or IS years. It is in the belief that my experience will be of use in the many negotiations we have with the County Council on matters relating to our dis- trict that I venture to hope you will return me at the head of the poll.—Yours obediently, Overton House, GEORGE BEVAN. Ladies and Gentlemen, Three years ago you did me the honour of elect- ing me as your representative on the above Coun- cil. During this period I have conscientiously endeavoured to perform the duties devolved upon me regarding your interests. I, with others on the Committee, succeeded to bring about a change in the order and the time of Sheep-dipping, which is considered very favourable for and by the farmers in the Division. For the first two years_ I not only attended the Council, but was a member, as well, of the Educa- tion Committee, and did what I could for the Talybont and Roe Wen Schools. For the hist two years I was appointed a visitor to the Denbigh Asylum,—an important post, requiring great care to economise without curtailing the efficiency of the Institution. I brought the question of the old Pont y Felin Bridge more than once before the Council, but the reply of the Rural Council to the offer made has not yet been received by the Council. The present Council has been most careful of the financial interest of the electors. Since the last election the County Rate has beeen reduced from 6d. to 4d. in the [ I am not in any way a stranger to you, and my personal views on the different questions now before the country are well known to you. There is no need of my saying that I am the Candidate Elected by the Liberal Association and I am.a Liberal in practice as well as in profession. In accordance with the pressing request of the Liberal Party in the district I have consented to offer you again my services. If you confer upon me the honour of electing me again as your Repre- sentative, all the needs of the Division will have my most careful attention. Castellmai, Conwy, Chwefror 25am, 1907. Election Addresses. COUNTY COUNCIL ELECTION, 1907. TO THE ELECTORS OF THE PARISHES OF LLANGWSTENIN AND PENRHYN. Ladies and Gentlemen, Up to last Wednesday I had no intention of offering myself to the Ratepayers of Llangwstenin and Penrhynside as a Candidate to represent them at the Carnarvonshire County Council, but on that day, to my surprise, several prominent Ratepayers who strongly opposed and voted against me at the last Election, interviewed and pressed me to contest the Division upon independent lines. Several of my nomination papers are signed by Ratepayers who voted against me at the last Election, and in parti- cular I wish to thank these gentlemen and all others who are similarly disposed to support me. This generous action on the part of i-ily old opponents stimulated me to offer my services to you once more, and in doing so I declare that my aim is primarily an endeavour to do all I can to secure for the Parishes of Llangwstenin and Pen- rhynside their full share of County Council administration consistent with economy and effi- ciency. I believe that economy was practically unknown under the late administration, and statistics prove it. Fifty per cent, of the Members' time was spent in debating abstract political questions, while administrative economy was entirely lost sight of, and the Ratepayers have had to suffer in greatly increased rates. Fifteen years ago the County Rate was only ),(5,335. Last year it reached CII,192 or double what it was in 1891. This increase is entirely apart from Educational requirements. The Educa- tion Rate has gone up from CI5,000 to £ "31,000 from 1902 to 1906. This shows an increase of 100 per cent. in four years. The debt of the County has increased from £ 9,727 in 1902 to £ 43,827 in 1906. In the face of these figures I respectfully submit that the policy of economy is absolutely imperative for the County, or the position of the Ratepayers will be intolerable. Local industries and general trading in the County are already handicapped severely with rates quite inconsistent and out of proportion to the benefit derived from them, and I believe that unless the Council elected for the forthcoming three years will adopt an economic policy, and give more time to consider (.heir financial position, results may be serious to the Ratepayers. The present depression in County industries will be prolonged, the depressed Building Trade, which is so essential to increased ratable value, may come to a stand- still, with only a remote chance of recovery. As to my qualifications, I shall leave you to judge. You are aware that I have taken my share in public life for 25 years. I am one of the three largest Ratepayers in the Division, and a property owner, and your interest is also mine. I desire to declare my candidature is on strictly independent lines. My only ambition to be elected is to help others to promote the better interest of the Division which I desire to represent, and also the general welfare of the County of Carnarvon. The time is too short for me to make a systematic canvass personally, I therefore rely upon all friends to help me, assuring you of my devotion to duty if elected.
