Professor Hudson Williams, M.A., of Bangor, on Wednesday evening, distributed the prizes at the Llanrwst County School, the ceremony taking place in the Church House. Mr O. Isgoed Jones, J.P., pre- sided over a large and influential gathering, the hall being packed. There was great dissappoint- ment when it became known that Mr William Jones, M.P., would not be present, having been detained in London. His place was ably filled by Professor Hudson Williams. Mr J. J. Farr, the Head Master, said that he was happy to be able to report that again this year the school had been steadily advancing in numbers, and had fully maintained its afficiency. He was glad to notice a gradual improvement in the number of pupils remaining in the school for a third year. His desire for the establishment of a school library, to which he had referred last year. had not diminished, but was being steadily kept in view. With regard to the list-of successes, he need only say that he considered that the pupils had given a good account of themselves. The attendance during the year had been remarkably good. At least ten of the pupils had not been absent once, while six of these had also not once been late. The confidential report on the school by the Central Welsh Board was again this year highly gratifying and reflected much credit upon staff and pupils. (Applause). The programme opened with a Song, The Mill Stream," by the Girls' School. Recitation, I he Jackdaw of Rheims," by- Elizabeth Hughes, C. E. Mclntyre, C. M. Rowlands, E. M. The Elementary Schools had dorft good work, and they were the feeders of this school. He was pleased to see so many boys and girls enter for scholarships, for which he thanked them he also thanked the teachers for encouraging them, it was a credit to them. u Geirionydd Rural District Council. The Monthly Meeting of this Council was held on Tuesday, Mr E. Jones Williams, J.P., presiding. There were also present Rev John Gower, Messrs Ellis Pierce, E. W. Roberts, Ed. Roberts and J. Lloyd Morris with the Clerk, Mr R. R. Owen. THE SUPPLY OF WATER TO CARROG TERRACE. A letter was read from Mr Trench, Lord Penrhyn's agent, granting permission to lay pipes along land belonging to his Lordship, and to form a reservoir, on his land at a cost of 7s. 6d. per annum, providing that it would not interfere with the overflow. After a very heated discussion, it was resolved that the offer be accepted, but a notice of motion was given by Mr Lloyd Morris that he would at the next meeting move that the work be not proceeded with any further at present. ENGINEER AND CONTRACTOR. The contractor for the Cwm Water Scheme, Mr Mitchell, appeared before the Council. He explained that he had written to the Engineer, but could not get any reply, so he came before the Council. Since the excavation at the reservoir a land slip is threatened at the back thereof. He simply came before them as an honest business man to explain that the wall suggested would not be strong enough to hold the land slip, and if they were to go on with the work, which they were quite prepared to do, they asked that the Engineer should take the responsibility. The Chairman said that as it was a piece of engineering that was in dispute it must be left to the Engineer to settle. Mr Mitchell then withdrew, and it was resolved that the Council write to the Engineer to press the Contractor to go on with the work at once. SUPPLY OF WATER. A letter was read from the Penmachno Parish Council asking for a supply of water for Beniarth and Carrog Terrace. The Chairman said that had already been decided upon.

A Xmas Box for Conway and Gyffin. To THE EDITOX OF The Weekly News. Sir,—I shall be glad if you will allow me to draw the attention of the Ratepayers in the Parishes of Conway and Gyffin to the County Council's proposal to saddle an unnecessary burden upon their rates, on account of a further contribu- tion to the New Schools at the Junction. This Xmas Box which they so kindly want to give us cannot be less than of an addition of one thousand pounds to our' present rates-an undesirable gift when we remember that not one penny of it is due from them either in law or equity. In reply to a protest against the proposal, Mr E. R. Davies ignores entirely the only point at issue. The Act says distinctly that the local contribution to the School shall be paid by the parish or parishes, which, in the opinion of the County Council, are served by the School." It is a question of Parishes therefore, and not of Boroughs. If it were a question of Boroughs, we should be having Llandudno coming next to tax Conway and [ Gyffin, on account of the children from the Borough now attending Llandudno Council Schools If Mr E. R. Davies wishes to tax Conway and Gyffin, common justice requires that his census should show how many children from these parishes attend these Schools. The census would show that not a single child attends either from Conway or Gyffin. This is the only fact that is germane to the question at issue, and he never mentions it! In accordance with the issues of the Ratepayers, repeatedly and constitutionally expressed, there is no Council School in the Borough. The fixing, therefore, of the site of the new School just within the Borough Boundary, when the majority of the children come from outside the Borough, has not been done out of regard for the expressed wishes of the Borough Ratepayers. The Inspector, I believe, recommended another site more convenient to the great body of children attending the Schools. It looks, therefore, that there has been some unfair forcing of the proposed site in order to have an excuse for rating the whole Borough. But, fortunately, the Act, if carried out, protects the rights of Parishes not served by the School. Mr E. R. Davies' statement that there is no contribution by the Borough Ratepayers in respect of School Buildings is not correct. (i). To begin with, the Ratepayers of the Borough pay a penny Education Rate to the County Fund, which provides not only half the cost of the New School at the Junction, and of every 11 ew Council School in the COU]lt)7 I but also pays half the debts on Board Schools of the County, amounting to more than £ 100,000! This is, of course, the reason why the Education Rate is so high. (2). To further rate us in Conway and Gyffin for the other half of the cost of the New School at the Junction is to rate us, not once, but twice, for Schools that will not benefit a single child in either Parish. (3). And when Mr Davies remembers that Con- way and Gyffin have already at great sacrifices provided for excellent schools, he must surely see that in rating us for the local as well as for the County Contribution to the New Schools, he is asking us to pay not twice, but three times over for School Accommodation. And yet he writes as if we had made no contribution in respect of School Buildings Mr E. R. Davies makes a plea for Llangystenin Parish as if he held a brief for Llangystenin Rate- payers. Why does he not shew equal tenderness for the over-burdened Ratepayers of Conway Borough ? They, also, should be consulted, and should demand an enquiry. In the meanwhile they want to know (I) Why should Llangystenin be relieved at the cost of the Borough ? (2) Will Mr E. R. Davies propose that Llangystenin should be rated, when the County Council came to provide Schools in Conway and Gyffin ?-Yours, etc., J. P. LEWIS. Conway Vicarage, Dec. 20th, 1905.
