Conway Board of Guardians. At the Conway Board of Guardians' monthly meeting on Friday, June 5th, the Chairman (Rev. W. Venables-Williams) presided, and there were also present the Vice-Chairinan (Mr John Davies), Alderman Hugh Hughes, County-Councillor Hugh Owen, the Rev. David Davies, and Messrs John Porter, J. Allanson Picton, Edward Williams, Richard Jones, Daniel Phillips, Robert Evans, Hugh Caraher, Owen Williams, Thomas Roberts, J. E. Fincham, G. O. Jones, W. F. Jones, Robert Ellis, and Henry Williams, and the Clerk (Mr T. E. Parry). THE CHAIRMANSHIP. The minutes having been read relative to the election of Chairman at the previous meeting, the Chairman said,—I was not aware until now of the state of the voting on the appointment of Chair- man. Three voted for me and two against. I am very reluctant to occupy the position with such a majority as that. Mr Porter There were very few in the Board- room. The members had not arrived owing to the hour of meeting. The Chairman If there is any unanimous desire to appoint another Chairman, I will not in any way whatever stand in your way. Several Members: "No" and "Certainly not." The matter then dropped. THE COUNTY RATE. Demands were received from the Carnarvonshire County Council and the Denbighshire County Council for £ 994 and £ 414 respectively, as the Board's contribution to the County Rate.

THE ESCAPE OF "DAVID HARDY." Mr Allanson Picton reported that a lunatic (known as David Hardy ") had absconded from the House. He was found after a search, in the pouring rain, on the mountains in the parish of Dwygyfylchi, but when asked to come home lay down on the grass, and said that he would have to be carried home. [Laughter]. It was not known where he was now, but the police had been communicated with. He (Mr Picton) supposed that the Board was liable for the man's safety. The Chairman asked the Clerk whether that was so. The Clerk said that the Board was liable if the man was a lunatic. The Chairman But is he ? The Clerk Well, we class him as such to keep him in. [Laughter]. A TREAT FOR THE ADULT INMATES. Request was received from the Ladies' Com- mittee to be allowed to give the adult paupers in the House a treat, in the form of a day's outing. The Master (Mr Edward Jones) pointed out that if the adult paupers were taken out anywhere it would be necessary to spend a sum of £6 15s on shawls and bonnets for the women in order to make them look decent. Mr Caraher objected to the suggestion being put into effect, as it was not for the Board to create envious feelings among people by clothing these paupers in gaudy attire, in spite of which everybody would know who they were. Alderman Hugh Hughes thought that if the inmates had not suitable attire the question should be considered, and on his motion it was referred to the House Committee, the request of the Ladies' Committee being granted with thanks.

A WASHING-MACHINE REQUIRED. Mr Caraher alluded to the washing of the clothes from the Infirmary, and proposed that the House Committee be instructed to report on the purchase of a washing-machine. It was desirable for sanitary reasons. The Chairman said that it seamed to him a proposal for washing to be made easy. If these people were outside they would have to wash without machinery. The Rev. D. Davies seconded Mr Caraher, and the motion was carried. THE HOUR OF MEETING. It was resolved that the Board's meetings should in future be held at 11.15 a.m. THE MATRON'S SALARY. Mr Picton moved that the Matron's salary be increased by ^5 per annum, and produced com- parative statistics of the amounts paid in other Union Workhouses. The Matron had not made any formal application, but he thought that it would be a very graceful compliment and testi- monial to a very capable public servant, to increase the Matron's salary without a formal application. Mr Porter had much pleasure in seconding, and the motoin was carried without amendment or opposition. THE RELIEF-LISTS. Mr Caraher said that he had noticed that some Guardians hurried away, to catch trains, or to do other besiness in town, before the relief-lists had been dealt-with. There were five families in Llandudno who had had £65 in out-relief during the last half-year. In one case an outdoor pauper was going about on a bicycle, and in other cases families ot outdoor paupers were increasing. The amounts of outdoor and indoor relief from the Llandudno District had greatly increased, and he thought that they should investigate the question thoroughly. He moved that in future the relief- lists be taken before the general business. Some system should be adopted to reduce the waste in the Llandudno District. The Chairman questioned Mr Jesse Jones (Relieving-Officer) as to the bicycle case, and he said that the case was that of a Llandudno young woman who hired a bicycle, and whose mother received outdoor-relief. The young woman was in employment, and dressed rather gaudily. The Vice-Chairman I suppose she is obliged to. The Relieving-Officer Yes, but she is not obliged to ride a bicycle. [Laughter). The Chairman I suppose she thinks she must follow in the wake of the other ladies. [Laughter]. It costs is an hour to ride a bike." LaughterJ. Mr W. F. Jones seconded the motion. The Chairman feared that the reporters would stay away from the Board's meetings, should the motion be passed. The motion was carried, 12 voting for it.

A VOTE OF CONDOLENCE. The Chairman said that he quite understood the reason of the absence of Mr John Roberts, who httd last month given a notice of motion. He now moved that the Board pass a vote of condolence with Mr John Roberts in his bereavement, by the death of a daughter. This was seconded and carried unanimously. INTEMPERANCE AND OUT-RELIEF. The Chairman said that he would take up Mr John Roberts's notice of motion, and moved that no outdoor-relief be granted in cases where destitution was the result of intemperance or improvidence. Mr Picton seconded. Mr Caraher and the Rev. David Davies opposed, on the ground that the proposed resolution could not practically be applied. The latter asked what they would regard as improvidence. It would be hard to compel some people to come to the House. It would mean that the families of drunken people, if they asked for relief, would bj brought to the Workhouse and there were cases in which it would be a great cruelty for a wife, who has done her best, to be refused relief on account of the drunkenness of her husband. Mr Robert Evans proposed as an amendment that notices be published threatening that the Board would not give outdoor-relief to any cases where intemperance had caused the application for relief. Councillor Hugh Owen thought that notice should al-o be given that relief would be reduced where outdoor recipients went to public-houses. There were in Llandudno people who earned a lot of money in the summer and spent it on drink. Their relief ought to be lessened. The Chairman: That's the fault of the Llandudno Guardians. [Laughter]. Ultimately, the Chairman accepted Mr Evans's amendment, and the motion as amended was passed, 11 Guardians voting for it. Councillor Hugh Owen gave notice of motion to the effect of his suggestion. THE YOUNG BICYCLIST AGAIN. In considering the Llandudno relief-list, the Relieving-Officer gave further particulars as to the young bicyclist. She lived at home with her mother, who was helped by the bicyclist daughter or by someone else, and who paid 5s a week rent. The bicyclist was aged 16 or 17. The Board instructed Mr Jesse Jones to make -1 further inquiries.
