VALLEY RURAL COUNCIL THE HOLY HEAD WATER SUPPLY. An adjourned meeting of the Valley Rural District Council was held on Tuesday, Mr E. R. Hughes (chairman) presiding. Mr Lewis Gritlith, Henllys Fawr, said he understocd that a letter had been received from Mr T. R. Evaru;, solicitor, Holyhead, relating to the action of the Attorney Gene- ral v. Robert Jones, and at his (Mr Griffith's) request the Clerk (Mr Owen J. Hughes) read the letter which stated that the appeal came on for hearing in London last week.' The hearing occupied a very short time, and he (Mr Evans) would say that Mr Justice Pick- ford's notes (who heard the case at Beau maris) were very much against the Council. Those notes, of course, were only supplied to the Judges who heard the appeal, and they decided that the two portions of land enclosed by Mr Robert Jones were not road- side wastes, and therefore not part of the I highway. Before proceedings were taken I against Mr Robert Jones, the Attorney Gene- ral had to satisfy himself that the Council had a right of action. A committee of the Council visited the place, and came to the conclusion that the two pieces of land were roadside wastes. No doubt the Council would remember that he (Mr Evans) took a different view, with the result that he was instructed to take the opinion of Mr Elllf Griffith, M.P., on the matter. He, with another barrister and Mr Gardner, viewed the portions of land enclosed by Mr Robert Jones, and they came to the conclusion that they were. roadside wastes, and Mr Griffith gave his opinion to that effect, and so did the jury at Beaumaris. Mr Ellis Griffith was very much disappointed with the result ) of the appeal, and never anticipated such a result. Mr Lewis Griffith: So Mr Evans was I against taking any action. Mr J. N. Thomas: He did not feel sure enough. He was not ready to adviee the Council without having obtained counsel's opinion. Mr Lewis Griffith felt that the proceedings of special and important committees should be recorded in a special minute book. Mr R. D. Owen was of opinion that Mr Evans was trying to put the blame on the Council. Mr J. N. Thomas: This was the greatest I surprise Mr Ellis Griffith ever had during his career at the Bar. The decision which came as a surprise to the other side as well, was a new ruling. The Council did not get fair play in the matter, and Mr Ellis Griffith would not be allowed to say anything in de- fence. In fact the Judges arrived at their decision without listening to him at all. Mr Lewis Griffith: To be successful a pub- lic authority must present a very strong case. The discussion was then closed. MISCELLANEOUS. It was reported that the inquiry in con- nection with the Aberffraw footpaths would be held on October 21 at Aberffraw. The Clerk reported the receipt of a circu- lar containing references to the Govern- ment's Town Planning Bill.—Mr Lewis Grif- fith said it was high time that the provi- sions of the bill were enforced in this dis- trict. The Clerk read certain correspondence re- lating to the Holyhead Water Supply, but it contained little that was of interest.—Mr Lewis Griffith The Holyhead Urban Council are already dealing with the matter, and we can safely leave it in their hands. CAERELEN LAND. The special committee appointed to deal with the question of Caerelen Land sub- mitted its report. Having viewed the place in question the committee decided not to discharge the water running from the road to the existing drain, which was already in- sufficient to clear the water on wet weather from the land of adjoining owners as proved by evidence taken on the spot. It was agreed that a new ripe drain of about thirty roods in length should be made across the field, and to discharge itself into a water course 011 Brynside as the best remedy for the de- fect. It was further agreed that the drain akeald be at least two feet deep, with six inch agricultural or non-socketed pipes along the whole length. It was also suggested that both parties should contribute a cer- tain portion towards the costs of making the drain, and after its completion that the owner of the land was to take upon him- self the whole responsibility of maintaining the said drain in proper repair, and to re- lieve the Council from further liability, and that the Council were to offer a certain sum towards the cost of making the new drain. The committee recommended the Council to contribute the sum of E10 towards the mak- ing of the drain referred to on condition that they would be relieved from all fur- ther liability, and that each party should pay its own coats. The Council approved of the recommendations.

CONWAY REVISION COURT
CONWAY REVISION COURT THE REVISING BARRISTER AND THE OVERSEER. I The revision of the voters' lists for Con- way was conducted on Wednesday by Mr A. M. Latham Revising Barrister. Mr J. Pentir Williams appeared on behalf of the Liberal party, and the Conservative inter- ests were watched by Mr M. E. Nee. Most I of the claims and objections had been amicably arranged by the agents before- hand, so that the work of the Revising Bar- I rister was comparatively light. I The Assistant Overseer for the parish of Llangelynin, Mr William Jones, school- master, sent a letter apologising for his ab- sence, and explaining that he had been un- able to obtain the consent of the chairman of the school managers to his absence from school. The Revising Barrister, commenting on this letter, observed that he did not think the chairman of the school managers was more important than himself. As Mr Jones knew some time ago when that court was to be held, he ought to have asked the chair- man of the school managers at once to grac- iously accord his permission to Mr Jones: to attend. He would consider the matter, and very probably would disallow this assist- ant overseer's certificate. If he did not choose to attend to get his money he must do without it. Mr Nee supported a claim for four votes for the Misses Roberts, of Frondeg, Conway, the joint tenants of the house. Two of the ladies had already been on division 3, and Mr Nee pointed out that he now found that I they were all entitled to be placed on the I register. They were joint tenants of the I house, the rateable value of which was 230. Mr Pentir Williams objected. He said that as the house was not occupied for the purpose. of a bona fide business the claim- ants were not all entitled to votes. They were very liberal in allowing the franchise to two of the ladies. Mr Nee held that there was no limit to the number of persons who had a right to be piaced on division 3 as joint tenants. The Revising Barrister: Are there any I more sisters in this family? Mr Nee: No. The Revising Barrister Then we shall not have two more claimants next year. Mr Nee: Oh, no. After further legal argument, the Revis- ing Barrister decided to allow only two votes. Earlier in the day Mr Latham revised the lists of Penmaenmawr and Llanfairfechan.

LADY M'LAREN'S VOTE. At the Llanrwst Revision Court, on Tues- day, before the Hon. Richard C. Grosvenor, the name of Lady Dora Elizabeth M'Laren, wife of Sir Charles M'Laren, M.P., was eli minated from the list of voters on the ground thatshe was a married woman. Mr C. C. Mott, the Conservative agent, ex- pressed regret that it was his painful duty to object to the vote for such a champion of women's suffrage as her ladyship.

SoHOOL CONTROVERSY j ABERGELE'S RETORT TO COLWYN BAY. I The verbal warfare between Colwyn Bay and Abergele people with reference to the County School question was resumed on Monday night, at the Abergele Council meeting, when Mr H. E. Prichard proposed the following resolution — That this Council note with satisfaction the attitude taken up by the Board of Edu- cation in refusing to allow pupils to remain in the Higher Grade School at Colwyn Bay after attaining the age of 15 years under section 22 (2) of the Education Act, 1902, thua doing away with the unfair competition between that school and the Abergele Coun- ty School, and this Council further pledges itself to do everything in its power consis- tent with justice to retain the Abergele County School on the existing lines." We have been accused of being stagnant, said Mr Prichard, and that may be true, as compared with Colwyn Bay, in regard to bricks and mortar, but we are up and doing in a more important thing, the edu- cation of our children (hear, hear). Bricks and mortar will not add an atom to a man's brain, but education will. Our friends at Colwyn Bay are to-day accusing the county authority of being short-sighted and unwise. But where were they twenty years ago? Why did not they tell the county authority then they were short-sighted and unwise in establishing the County School at Abergele? It took twenty years for our Colwyn Bay friends to get long-sighted. They had no seers at Colwyn Bay twenty years ago; they could see no further than their noses, if they could see that far, and they refused to provide for their children and the child, ren of their district. What would the children of Colwyn Bay and the district have done if Abergele also had refused the school, as Colwyn Bay did? For fifteen years the Colwyn Bay children have received here an excellent education. It might be said that Colwyn Bay provided schools; that I is true, but they were expensive private schools, and not schools for the working; classes. The new scheme is going to turn our school into an agricultural school, and you may take it that there is only to be one County School between the Clwyd and the Conway, and if we let them open such a school at Colwyn Bay, we may say good night" to ours. The Colwyn Bay Higher Grade School was opened to take the child- ren who have passed the sixth standard in the other schools, the children having to pay 6d a week for the higher education, and we say that it is unfair to our school that the Higher Grade School should be allowed to take pupils of 16 or 18 years of age (ap- plause). Mr John Edwards (Tanybryn) seconded the motion, and referring to a statement by Mr William Davies at the Colwyn Bay: Council meeting that the Colwyn Bay reople entrusted to its representative on the Coun- ty Council said that the very statement of Mr Daviea himself showed conclusively that no practicable application for the County School was in fact made by Colwyn Bay. He remembered very well that the late Mi- Thomas Gee and Mr J. E. Powell went to Colwyn Bay and "begged and prayed" for the town to take the school, and the town I would not take it. But the success of the Abergele School had made them envious, and they now wanted to take away Aber gele's ewe lamb. Abergele might appear stagnant as compared with Colwyn Bay in the summer time, but what about the win ter? Colwyn Bay was dead enough then, but Abergele went on all the year round in its steady way, and was superior to Colwyn Bay in every respect. In fact he did not hesitate to predict that in a generation or so some Abergele man, like Macaulay's New Zealander, would stand on Penmaen Head and look pityingly down on the ruins of Colwyn Bay (laughter). The resolution was carried unanimously, with another directing that copies of it should be sent to the Minister of 'Education, the Board of Education, the member for ¡ West Denbighshire, and the neighbouring rural and district councils.
