FRIDAY, DECEMBER 7, 1906. THE LORDS AND THE PEOPLE. In order to 'be on what they deem firmer ground when they fight for religious aseen- dancy, the Tory Lords bave yielded to the demands of the Trades Unionists and of the Tenant Farmers. The government of a great Kingdom is a. very serious business; but the pranks of the solemn Lords have turned it into a rollicking farce. On Tesday, tihe Lords accepted the Tradtes Dispute Bill. This is a bill which all Tories dislike, and which some Tories bate. It is moreover a bill which many philosophical Liberals do not quite like for it seems to con- fer upon Trades Unions privileges and im- munities such as are not enjoyed by any other kind of organisation. A strong and capable Second Chamber, conscious of no ^desire to play a partisan game, and cherishing a strong and rational objection to a new measure, would have known how to deal with the Trades Dis- pute Bill, and with any similar Bill. But the Lords are weak [because they are timid and unjust. Being afraid of the Trades Unions, they are timid; being ooruscious that they stand for privilege and not for right,, they are unjust. In a cowardly mood, they allow a Bill to pass, though they denounoe it in the severest terms. (Lord Ha/Lsbuiry believes on ■wftiait he oalls his conscience "that if Parlia- ment passes the Bill, it will strike a serious blow against the spirit of freedom which has hitherto reigned throughout our laws." Lord Lansdowne says he thinks the Bill "a calamity." Yet both of them persuade the Lords to pass the Bill. Why? Lord Lans- downe very cynically and shamelessly con- fesses the reason. "We are passing through a period wthen we must move with Caution. Conflicts may be inevitable. But let us take care that if we are to join issue we' do so on grounds which is as favourable as possible to ourselves." So, we have a Bill labelled "tyrannical," "dis- graceful," "outragimus," "daaigewup," mid so forth, read the second time without a divi- sion. The object is to safeguard the privi- leges of the Lords. Are they safeguarded by dodges of this kind ? Manj who are resolutely opposed to hereditary legislation would have more respect for the House of Lords as an in- stitution, if the peers had stuck to their guns, however absurd their principles may be. As it is, they earn the contempt, always awarded to those who are "willing to wound and yet afraid to strike.' As with the Trades Bill so with the Land) Bill, the Tory Lords have dealt timidly and sneakishly. Party advantage and class privi- lege were considered ibefore the claims of equity and progress. On Wednesday, Loru 0 Carrington (who has distinguished himself both in and out of t'he House as a Land Reformer) I moved the second reading of the Land Tenure ¡ Bill in a very able speech. With great good I humour, he rallied the Tory lords on the change that had come over the spirit of their dreams. True, Tory disparagement was not so violent on this as on the previous occasion. I Probably, the peers do not hate farmers quite so bitterly as they hate Trades Unionists. Possibly, the ridicule which they had already j brought on ,t,hemselves made them dread an- I other shower of contemptuous criticisms. Nevertheless, there was much grumbling and growling. Very concisely and wittily, Lord Carrington declared what the Government is I trying to do. "The object of the Bill," fem do- clared, "was in no way to make an attack on any single landlord or on landlords as a class, j Its object, and its only object', is to make a bad landlord—if die re was such a thing—do by law what all good Jandlords had for years and years done by grace, j by favour, and by instinct. The re- sult of the burial debate was to let the Bill pass its second reading. Land questions like labour questions are not battle grounds which ¡ the Tory lords think "favourable to ourselves." As to the school question, the Lords are more hopeful. We can only reply that those who live longest will see .most. But< even now, the Tories might as well drop the silly demand | that the Government should dissolve Parlia- ment, since the Lords have mangled a Bill. As Mr Lloyd-George declared to the Palmer- stbn Clu'b, the sufficient answer to that de- mand is that the Government appealed to the country last year and received an emphatic mandate to settle the Education problem. JOURNALISM AND THE PUBLIC. We report elsewhere the bankruptcy of Mr George Kemp, tobacconist and stationer, of Hoylake, who attributed his insolvency to an investment which he made, in the firm of W. H. Evans and Sons, Limited, of Chester, printers and publishers of the "North WaJea- Pioneer." The speculation proved a failure; and early in the present year the nrm went into liquidation, the paper being acquired/ by an older company. Mr Kemp admitted that while he, had every reason to .believe that it would be- a profitable enterprise, he had made- po independent1 examinatibn of the books. This adds one more to the disastrous record: of North Wales newspaper speculations. It would be difficult to compute the losses sus- tained by private individuate and con- ceirns interested in newspapers in tins- district within recent yeans, owing to- the insane cutting of prices and other causes. We think it is to the public interest t'hat strong and independent public journals should circulate in the district. It should be. an easy thing not to start a newspaper; but the temptation to the ambitious and inexperienced is apparently very great. Most people have no conception of the capital, skill, and diligence required in order to establish and keep going a news- paper concern. Many public men in North Wales (both Tory and Liberal), and many more private persons, now know. by bitter ex- perience that it is much easier to take shares in newspaper partnerships and companies than to get dividends. They also know that dividend in the form of political and social support is as precarious as the cash dividend. Some of them, before now, have been as- tounded to find that a free and independent paper supported them in a crisis, though their own particular organs deserted them, or "hedged." The public interest, we repeat, de- mands strong and independent papers. Public bodies would therefore promote public interest by supporting newspapers of that kind. Whenever amd wherever; competition forceis prices below too level of the "living wage," the result is bad for journalism as a whole; and though the evil effects on public life may not be evident forthwith, the result in the long run must be deeply detrimental.

The Hon. John L. Griffiths, the American Con- sul, has returned with Mrs Griffiths to Liver- pool by the "Baltic" from a short visit to their home in America..

Mr J. E. Ellis, Under Secretary for India, was on Saturday evening presented at Notting- ham with his portrait, patinted in oils, to I commemorate hia unbroken service for 21 years as representative in Parliament in the Liberal interest in the Rushcliffe division.

The death took place at Rhyl on Tuesday of Mr John Foulkes, one of the best known re- sidents of the town. Mr Foulkes was a large property owner. He served for a number of years as a Poor Law Guardian and a church- warden, and he was one of the oldest magis- trates in the county.

Lieut. F. L. Coplestone, R.N., has been retired from the service on a pension and gratuity as the resurt of an accident to his ear, due to heavy gunfire. For three years Lieut. Ooplestone had been attached to submarines,. and was in command at the date of his re- tirement.

Sir 'Richard Williams Bulkeley, Lord-Lieu- tenant of Anglesey celebrated his 43rd birth- day on Tuesday. The employees on the Baron Hill Estate were given their usual holiday, and a peal in honour of the occa- sion was rung on t'he bells of the Parish Church.

The High Sheriff-elect of Flintshire (Colonel Edward Lloyd, of Hafod), has been in- formed by cable of the death of his eldest son, Lieut. Edward Lloyd, of the" Royal Welsh Fusiliers, from injuries received whilst playing polo in India. Great sympathy is felt with the family.

"Ar Bobl" for November 24th contains a powerful plea by Marc Coursin for Bretoit local autonomy. He .recalls the vote of the Chamber of Deputies of January 16, 1903, by which Brittany, though voting with practical unanimity for religious instruction in the Breton language, was denied that right by the will of the neighbouring provinces.

In a letter of Sir John Puleston, acknowledg- ing on Mr Chamberlain's behalf a resolution passed on the 28th uilt. by the Executive Committee of the City of London Conserva- tive Association, Mr Wilson says:—"Mr Chamberlain is grafteful for this kind expres- sion of goodwill and sympathy, and is glad to say that he is deriving much benefit from tiie rest which he is taking."
