LADIES AND G'EINTLEMIEN,—IN con- sequence of the regrettable death of Mr John Evans Jones, your late repres-entative on the County Council, the duty of electing a y successor has devolved upon you. Having been honoured by the Parish Council of Trefriw with an invitation to that, effect, I have pleasure in placing my services at your _al disposal. Two years ago 1 was .honoured by being chosen to the 'Parish Council of Trefriw. I am also a member of the Trefriw and Llanrhvchwyn Joint Burial Committee. I am an elected lnem- ber of the Trefriw and Llanrhychwyn School Board and I venture to say that the equipment of the new iSchools now just, about completed at Trefriw cannot be surpassed by any Village School in the County. I am also a) member (on behalf of the Geirion- ydd Rural District Council) of the Joint Water Committee which has been entrusted with the carrying into effect of the important Scheme for securing an improved Water Supply to Llan- rwst and Trefriw respectively. In connection with this important matter, I beg to say tha.t after many years of protracted negotiations, all y 11 obstructions have at last been overcome. The consent of the 'Local Government Board to the scheme has also been obtained and the further progress of the 'scheme appears to be free from difficulty. It is confidently hoped that the necessary construction works will be com- pleted during the ensuing Summer. In my opinion the essential principles of local Government may be summarised briefly in the two words "Sanitation" and "Education"; i.e. — 1. A full supply of Pure Water. 2.—An efficient Sanitary iSystem of Sewers and Drains. 3.-Hea.lthv homes for the people." 4. -Healthy schools and a sound practical education for the children. 5.—Proper facilities for physical and mental recreation for our young people after leaving school. I Attention to, and due provision of the above necessities will tend to induce "A sound mind\ in a sound body." J am well acquainted with, and in full sym- pathy with the local circumstances and require- ments of this section of the Northern Division of the County. I hope to find opportunity at an early date to express mv views generally in greater detail.
