Those who rocall the excitement which a.t- tended the annual meetings of the Welsh County Oouncila during the first few yeans after their eotablishmeint can hardly fail to be amused at the humdrmm nature of the proceedings which we chronicle this week. At the outset, the xnjore sanguine nuemabera of the progressive party seemed to think thai the milleniunii was about to dawn; while on the other haoid, the devotees of the stick-in- the-mud persuasion quaked and trembled as though a revolution, accompanied by a. reign of terror, was about to convulse the earth and jerk the stars out of their orbite. Nothing; very wonderful has happened. Uploai the wht^fe, tilie admfindstrattticn df county work has been fairly efficient. But somehow, though the Councils have not done anything noteworthy in the way of making luewroods, building bridges, erecting county halls and court-houses, or promoting allot- ments, and1 chough a certain spirit of sttingineea HaS been maujifeafbed somewhat generally, the expenditure has not shown a I tendency to decrease. In fact, it may be doubted whether the new administration is as economical as the old. However, the present Councils have settled d'own in a rut; amd they are not likely to change their methods until some further uprising of the democracy takes place. dem.()cr8JCY takes The appointment of Chairmen and Vice- chairmen is a work which proceeds pretty smoothly. In Merionethshire, Mr Edward Griffith, of Dolgeilley, has been promoted from the vice-ohair to the presidency. Mr Griffith is a public man, of unsullied record and conspicuous ability; and it is certain that he will discharge the dHrties of the office in a thoroughly satisfactory manner. In Anglesey, Mr Lewis Hughes, of Ajnlwch, was chosen. He has not at all times been a favourite with every member of the Couincil. Impetuous, fiery, andl tframik, he has not always been careful not to tread upon people's corns1. But) he means -well; and it he will take care to act "suaviter in modo" as well as "fbrtiter ini re," he will distin- guish himself. The choice of the Carnarvon- shire Council fell upon Mr Edward Jones, cf Conway. He is a gentlemato of excellent repute; and we feel certain he will fill me office with credit. The three Councils dusoussed mee more the quesbion of the Denbigh Asylum; and the enormous expenditure which the Visitors have embarked upon. Anglesey seems noTfl to re-sign itself to the inevitable; but the' Councillors must bitterly repent their refusal to join with Carnarvonshire in getting a branch asylum for the southern part of the district; or failing that, in getting the union dissolved'. It is proposed,. we see, to borrow tnoney at three per cent; but surely the credit of the county should be good enough to secaro the loan alii a fraction beloii that. Merioneth seems to be prepaning it- self to pay the same rate; but does not seem to think it worth while to get the money in instalments, as the work at Den- bigh proceeds. Carnarvonshire still provea. stubborn. The question of getting an Act of Parliament to dissolve the Union will ba considered soon; and the sooner the betters The Sea. fisheries. Question seems to ba iii a fair way of being temporarily settled. We say "temporarily" because there can 1MJ no ultimate settlement until the duty of pro- tecting the Sea Fisheries is made a national concern, instead of being imposed upon the sea-coast shires, which do not dterive ang; more benefit- from the industry jhan: the in- land counties. -Mr J. R. Pritchard raised some impoitant and timely questions at the Carnarvonshire Council. It is all very w. to save the rates; but it should not bd effected at the oost of swamping the control of IVales over Welsh expenditure, and of subjecting Welsh fishermen to injustioej through the ignorance of monoglofc bailiffs. The long expected new start in contniectBOQ with railway making in North Wales seema about to be made. Anglesey is to be covered' with a, network- of electric railways. In Carnarvonshire, there is renewed activity; with a view of bringing the Snowdon Valley line to Carnarvon, a-nd extending it from Rhyd-ddu through Beddgelert to Porlh madoc. When that has been accomplished there are plenty of other diacriots whictt need attention. The various schemes to ap- proach L-landndnta will apparently be pushed forward with vigour. The Great Western Company is about to spend large sums OIl improvements in the Valley of Dee; and a Montgomeryshire, the public bodies Aoq rnueh enterprise and determination. Aber- ystwyth will push a tentacle towards the Devil's Bridge and Pllnlimon. Altogether^ we seem1 to be waking up. It is a great pity^ however, that most of the schemes are pebt parochial affairs destined to be swamped sooner or later by the existing railway com- panies.
