In an inter eating circular which the Head- master of Friars School has sent to the press, he pleads egainst the tendency to "protect" intermediate schools in various localities. After making due deductions for personal bias, we find Mr Gliyiwi Williams's letter very cogent and conclusive. If the schools in each locality are to be propped up and buttressed by a system of close scholarships, the sahi'tbry tompetiition between schools will be checked the minimum number of scholars necessary in order to ensure due classification will not be. reached in many cases; parents will still be tempted to send their children aWay to England; and the difficulty of amending the scheme in the difficulty of amending the scheme in the direction now perceived to be necessary will be made greater. As Mr Glynn Williams pertinently observes, "however much the •stdhocte may suffer, it is after all the com- munity that will suffer most from a narrow land parochial policy which interferes so unwarrantably wtith the 'liberty of the sub- ject, and may be politically defined as a relapse into Toryism of an antiquated and tyrannical type, and singularly at variance with all modem enlightenment."
