LETTER TO THE EDITOR. ANGLESEY CALVINISTIC METHOD. ISTS. Sir,—Now that there is a lull in the wars of the churches, it may be worth while to note some of the characteristics of religious I life in Anglesey as regards Church and Dissent. At the Calvinistic Methodist Association held lately at Beaumaris, it was stated how that Calvinism embraced 32,000 of the people of Anglesey, leaving but about 2500 to be shared amongst all other religious bodies, including "stay-at-homes," which a writer in a local paper estimates at ore third of the population^! If their figures be true, what a heavy responsibility is laid upon this religious body! Acting, presumably, upon this feel- ing, the Sunday School Association of the Amlwch district in the island issued a circular, dated September 15th, drawing attention of school boards to the habit now becoming rampant amongst children of pro. fane swearing.and suggesting the advisability on their part to make use of their authority over the teachers by way of inducing the latter to do their utmost to counteract this evil by rebuking those found guilty of the sime. This resolution was read at our Tre- walchmai U.D. School Board on the 20th ult., I am happy to say, not without effect, for it led to the revivifying of a resolution passed March, 1889, That a portion of the Bible be read without comment for 20 minutes each morning at all the schools of the board," which resolution had long since become a dead letter. The moral I would draw is this: If we wish to reform our young, we must adminis- ter a more effective antidote than a negative reprimand, we must teach them in God's fear and love; we must not only drive forth the evil .spirit, but moreover seek to strengthen them with the sevenfold gifts of the Holy Spirit, and I would suggest to our Calvinistic brethren that they should free themselves from their morbid jealousy of the daily teaching of Bible truths, that they should strive to instil morning by morning into our youngsters' minds new thonghts of God, new hopes of Heaven." It was not without a struggle that our re- solution of 1889 was passed; a determined minority tried to quash the rule, one plead- ing the possibility of having a Mahometan for our teacher and I regret to add that at our last meeting it was pleaded that the reading of the Bible involved a sad waste of precious time to our already overworked teachers. May I also suggest a further remedy to my fellow-ministers in the Gospel amongst the Calvinistic Methodists, that we should strive to preach, to pray Christ, not "of contention, but of love," for like people like priest." INTERMEDIATE SCHOOLS IN NORTH CARNARVONSHIRE. MEETING AT PENMAENMAWR. A meeting of the Local Intermediate Education Committee was held in the Dis- trict Council room on the 3rd inst. Mr C. H. Darbishire, in the absence of Mr Knee- shaw, the chairman of the committee, being in the chair. It will be remembered that at the last meeting of the county governing body an application was made by the Conway Local Governing Body for permission to establish a school at Llandudno. A deputation from Penmaenmawr (a part of which is ia the Bangor district) requested that the wholc of their parish should be attached to Bangor, or at all events that the holders of scholarships should be allowed to attend Friars School in- stead of the proposed school at Llandudno. This was conceded, that they should attend Friars School if preferred. At a recent meeting of the local governing body it was determined to offer six scholarships tenable at Llandudno, Penmaenmawr to be excluded because their children had won all (except two) of the existing scholarships. Since that meeting the parents of the scholars had re- ceived a circular from the secretary of the local governing body stating that the scholar- ships. will be renewed for two terms, but if the children go to Bangor tuition fees only will be paid, while if they attend at Llan- dudno railway fares will be paid in addition to the tuition fees. Mr Kneeshaw wrote regretting that Mrs Kueeshaw and he would be unable to be present. The Chairman said that at present there seemed to be a good deal of misunderstand- ing about the intermediate education scheme, which could only be brought home to those it was intended to benefit gradually and by experience. It ought to be clearly understood that the object of the scheme is not to educate children free, but to pro- vide a number of intermediate schools in the county as conveniently situated as possible to give intermediate education at the lowest possible charge, then, if after doing so there is money over, this money can be devoted to assisting the clever children who from their circumstances are unfortunately unable to avail themselves of the advantages provided without help in money. With regard to the six scholarships being offered, tenable at Llandudno, it was quite within the power of the local governing body to allot scholar- ships proportionately throughout their dis- trict as they think best to meet the educa- tional requirements therein as a whole. At present Penmaenmawr has secured ten scholarships, and therefore it was not un- reasonable for the next six scholarships to be offered in the way they will be, especially as they would have to run into debt to do so. I Mr Picton thought that the paying of the railway fares to one place and not the other was to practically annul the concession made by the county governing body. Rev D. P. Davies considered the action of withholding the scholarships from Penmaen- mawr a 'hardship, especially as there were many children in this parish who had stayed at the Elementary School longer than they otherwise would have done in order to have a chance of competing for these scholarships. It looked very much like a bit of spite on the part of Llandudno people. The Chairman again pointed out that they were quite within their right in what they had done, and with regard to paying the railway fares it was only fair to remember that they were anxious for the success of their school just at its commencement, and every praise was due to Llandudno in making such an effort to establish a school. LLANDUDNO URBAN DIS- I TRICT COUNCIL. A special meeiing of the above aufclioiity was held at the council offices, on Friday afternoon. There were present: Councillor John Jones (chaiiniian). R. Conway, T. T. Marks, Joseph Hughes, T. W. Giiffith, J. Owen, W. H. Jones. E. Thorpe, W. Wil- liams, E. E. Bone, J. O. Thomas, and Ro- bert Roberts the clerk (Mr Alfred Conoily), and the engineer and surveyor (Mr E. P. Stephenson). THE POPULARISING OF THE TOWN. The Clerk read the report of the cOllullitr tee appointed at the last monthly meeting of the council for the purpose of con; i deling what means cou'ld be taken with a view of popularising the town of Llandudno as a seaside resort. The committee were of op- inion that a great deal m'.ght, be done to carry out the object in view by placing in a. more prominent pos:tion at Euston Sta- tion, London, the oil pointing of Llandudno, now on view in the man hall, aoid by having a number of phot-ographie views of Llan dudno exhibited in various other places within the precincts of the railway company's premises, and small illustrated cards in the windows of the company's receiving offices. The committee also thought that the col- oured posters with views of Llandudnio might be more liberally and promitnently placed on the sitaltions alienor the various "ines of the company. Many other points had been considered by the committee, such as issuing by the railway company of continental tourist tickets to North Wastes, the issuing of ex- cursion tickets from Euston from Easter, and the adverting of Llandudno in extensively circula\tiJd papers, such as "Schoolmaster," and "Schoolmistress," but some of these' questions, the committee felt., would be better discusse(i at an intenview with Mr Turnbull, the general superintendent of the -ine, atud they suggested that he be asked to receive a deputation, consisting of the committee, on the subject generally. The canmui'ttee had also had under confederation the question of advertising at Earl's Court, and at the Crystal Palace, and they had in- structed the clerk to wiite and ascertain what facilities can he obtained from these places. With regard to the first-named place, the committee looked with confidence to MOILS. Riviere for valuable assistance, he being engaged there as musical director, and el t-I it was proposed to approach the managers through him. The, committee had also in- structed the clerk to write to Messrs Gaze and Sons, the weJl-known tourist agents, with a view of ascertaining whether they can in any way assist the council in bring- ing the town prominently uefore the notice of tourists. With regard to the offer made through 'Councillor Robert Roberts, by the editor of the "Bow Churchyard Review." to publish an article on Llandudno in the said publication, the committee were of op- inion that the offer should be thankfully ac- cepted. It was also suggested that Mr Turn- bull should be asked to allow himself to be interviewed on the questich1 of railway faci- litiles from London to the Welsh coast, with a view of the interview being published in some well-known periodical, Mr Turnbull to be supplied with the necessary figures. Councillor Conway moved, and Counoilior William Williams seconded, the adoption of the report. A question arose as to the number of gen- tlemen the deputation should consist of, and the expense which it would incur. Coun- cillors Marks and John Owen thought that ct r, in order to curtail the expenditure, the de- putation should be as small as possible, wlilist Councilor T. W. Griffith contended that it was not necessary for the deputation to travel as far as London, inasmuch as Mr Turnbull could be interviewed at Chester, on the following Tuesday. It was, however, explained to QtiintiZor Griffith xh^t the deputation would have other business to transact in London. The report was adopted, and it was de- aided that the deputation should consist of the Chairman (Councillor John Jones), Councillors R. Conway, T. T. Marks, and Robert Roberts. THE REFUSE DEST^lXTTORv Another question, for the consideration of whiich the special meeting of the council had been summoned was that of providing a refuse destructor for use in the town This question had on several previous occasions been discussed by the council, but further tflian the adoption of the principle of pro- viding a destructor 110 steps had been taken. In accordance wtih the request of the autho- rity, at a special meeting held in October last, the engineer (Mr Stephenson) had pre- pared a supplementary report on the mat- ter for presentation on this occasion. It was to the effect- that at present the quan- tity of home refuse disposed of from Llan- dudno amounts to aJbout 7515 tons per an- num, varying from 15 to 25 tons per day, and the whole of this quantity, since the old Pit on the Conway road had been filled up, was carted to a tip adjoining the Gasworks. Councillor Marks suggested that the en- gineer's suggestion with regard to the ap- pointment of a. committee, be carried out. Councillor Bone, in moving a resolution to that effect, stated that unless a few members of the council visited some of the towns where the different destructors were in use and saw them with their own eyes, it would be impossible for them to come to a satisfactory decision. The question at issue was indeed a moet important one. It struck him very after reading most carefully the report of their engineer, that the disposal of refuse hy means of. a destructor would be quite as expensive if not more so, than, the disposal of it by sea- On page ten of his report, the engineer stated that, the cost of the disposal of refuse bv sea would be 2s 9d per ton, as against 2s 2d by a destructor. But the board must understand tha.t if they had a destructor they must aJso have a cremator, which would make the total cost of disposal 3s Id, as against 2s 9d by sea. It was perfectly clear from the engineer's report that in every case in which the dlestructor had been found to work satisfactory it had been worked in conjunction with a cremator, therefore, with- out the one the other would be practically useless. If the disposal by means of a de- structor, andi the disposal by sea. would' have anything like the same results he would be inclined to favour the latter scheme, because it did not matter how perfect the destructor might be, it wou'ld ceitaiiuy prove an eye- sore, and even if it did 'not smrfl, people would say that it did. The Engineer, in reply tb Councillor Bone's statement, said! that the 2s 9d cost of disjiosai by sea, as against the 2s 2d cost of disposal by a destructor did not include the cost of destruction. The resolution was seconded by Councillor J. O. Thomas. Councilor "William "Williams moved an amendment to the effect that the question be referred back to the works committee, which, he said, was the only proper body to deal with it. Councillor Jose-ph Hughes seconded, ai- though lie gave it as his orpin ion that the council should leave the matter entirely in the hands of the engineer, whom, he said, had seen the different destructors and knew every tiling about them. The Engineer said he must admit that lie was almost tired of seeing destructors. There were, however, one ur two new ones that he had not yet seen. Councillor Thorpe thought that if tiie works eoaiumittee had again to consider the question, they should &e given power to act. But the council had not yet decided in favour of having a deiitnictor (Cries of "Yes, ves"). The Oleik infr*me-l Councillor Thtrpe that the principle had already been adopted. The council had now to decide upon the kind of one necessary. Co unci E or Marks said it was very neces- sary that they should see the destructors used in towns similarly situated to their own. The OllGV town which oould be well compared with Llandudno was Eastbourne, and if he could see the destructor working •sau-sfaetcsy there, he would have no par- ticular objection to the establishment of one of its kind in that town. Ail that he wanted was to be thoroughly satisfied that they in JLViandudlno were not plunging into a. debt, whilst at the same time creating a nuisance that, they would- ail be sony for. Councillor Bone said that if it had been decided to procure a destructor before the present board was constituted, the members on the board at present were entirely new. Each member had, at. the time of his elec- tion, been asked whether he would have a destructor, but no definite answer could then be given. If it had already been decided to procure a destructor what was the good of his being asked at the time of his election whether he was in favour of one ? Ine fact of the matter was, they were elected as a new board when this important matter was pending. However, he would like to see the matter ihorougi^y gone into by a com- mittee, who would not be doing their duty unless they visited places as suggested. Their doing so mmld mean perhaps an expen- diture of from £ 50 to £100, but this should certainly not be taken into consideration when so important a question was at issue. Unless the recommendation of the engineer was carried out, and the -u^iierent towns visited he would oppose most strenuously the erection of a destructor. Councillor William Williams, speaking in support of liis amendment, said the fact that the majority cf the members who con- stituted the works committee had visited several places and seen the different kinds of destructors, must also be taken into con- sideration. They should go again if it was necessary. As to the principle, it had, as the cfierk had stated, already been adopted. Councilor T. W. Griffith expressed him- self in favour of the amendment. If the question was referred to a special com- mittee, it would be a kind of vote of censure 011 the works committee, on which there was as good a staff of men as on any other com- mittee, and they could safely leave the whole matter in their hands. With re- ference to the suggestion that a committee should visit some of the towns where destructors were in use, there was certainly a great deal of force in it, but Coun- cillor Bone had more than once re- ferred to the possibility of disposing of the refuse by the sea. If such a plan could be adopted, and at a smaller cost than that of a destructor, it would, of course, be a waste of money to visit the different places. He ventured to say that if such a scheme could be adopted, it would be a great deal more acceptable to the residents and visitois than a destructor. The Chairman, ventured to say that if a thorough and most careful inquiry was made by the committee into the whole question, and if the feeling then was antagonistic to a destructor, those members who had voted in favour of it in 1893 would willingly agree to the resalutii-jn being rescinded. As to the question of whether the matter should be referred to the works committee, the council should retmember that they had had 1" under their consideration for years, and the works committee had already done its very hest, and had referred it back to the council. If they again referred the question to the works committee wh&t was the good of their meeting together as a council that afternoon ? If the matter was referred to a special committee, the works committee would not be in any way sighted as several members of the works committee were also on the special coni/niittee. It was high time something was done, as they were continu- ally pressed by Lord Mostyn, and their ash refuse was nothing less than a disgrace to them as an authority. They n-ius I, that they had gone the length of their tether. They had had a piece of land, but that had been filled up, and now they were filling up a hole for Messrs P. and H. Lewis. Something should be done at once. Councillor Thorpe, as a member of the works committee, thought that they had been slighted. The works committee, he said, had not yet had the opportunity or power to deal with the matter, and were in no way to blame. A vote was then taken when Councillor Bone's resolution was carried by seven, votes to three. —i

PUBLIC INQUIRY AT LLANDUDNO. THE COUNCIL'S BORROWING POWERS.. There were present, in addition to several meTubers of the council, a l'arge num- ber of tradespeople and other ratepayers. It was understood that the sum of £ 16,050 was (required in order .to carry out the several contracts whidh the council had agreed to enter into duiing the last year. The outstanding loans amounted to £75,254, including ainnurjties, wl/eh, capitailised tl 30 years' purchase, amounted to B56,500 It was decided, upon the suggestion of Mr John Jonets, to apply for a loan of £ 25,000, which would enable the council to erect a new market hall, muiiiicipail buildings, and slauglh ter-houses, and to carry out any con- tract that might be entered into in the future. Another subject .matter in the anqisiry was an app'llcaition by the council to the Local Government Board, for sanction to in- crease the amoitot wliich they were em- powered to contribute each year towards the cost of maintenance of a public band for the town. The object wKch the council had in view in making the application, was to en- able them to expend £250 each year in the legitimate iadjveritiiiing ,of the town. T.h £ Local Government Board had, however, al- ready 'intimated that -they were not in a position to consider the question of borrow- ing money, for advertising purposes, and, thaib in recent app'ioations the question had been struck oult. The inspector now stated that this being so the council should not en- tertain much hopes that the application would be granlted. The Clerk (Mr Alfred Cono'lly) informed the inspector that at Blackpool, a rate of twopence in the £ was levied for the purpose of mainlining the Thorough band and the adveriisements. It was very hard that they, in a place 'like Llandudno, were not able to advertise its attractions. The only means of advertising they had a.t the present time was the Town Im.provamen-t. Association, which, however, was not sufficiently sup- ported to enable it to carry on its work. Mr John Jones (chairman of the district council) said fehey found it most difficult in Llandudno to carry in- forward, such as advertising in an effective manner. The Totwn Impjrovami/nt (Association had very' few supporters, and it was generally felt that before they could do anything effective in this direction they would have to fall upon the rates. Their intention was to increase their present contribution of J3100 to £ 250. That, he took it, would be considerably less than twopence in the £ on their ratable value. He was sure thalt the council, having only the best interests r the town at heart, would act most judiciously in the matter of expenditure. He also felt certain that were they empowered to spend twopence in the £ lin the way they suggested, it would be conducive to the good of the town. Each year the number of contiiibutors to the Town Improvement Association had become smaller until this year, from lack of support, they were quite unalble to proceed with their work. The fact that the members of the council were all unanimous on this question ought also to be considered. During the 14 yea,ns he had been a member of the council, a feeling had prevailed that they should be empowered to" levy a rate for advertising purposes. Councillor R. Conway, as chairman of the Town Improvement Association, and Coun- I cillor T. T. Marks, as secretary, also spoke in support of the application, the latter gentleman remarking that when the associa- tion was constituted, four years ago, a large number of gentlemicin loyally agreed to sup- porb it, but a feeling had since prevailed that the cost of advertising ought to be, mot by the ratepayers in genleral. Since its formation, the association had done -,oml very excellent work, which included the cir- culation of some two hundred large framed views of Llandudno all over the country. The application was a most important one, and he earnestly hoped the Local Govern- ment Board would take it into consideration. Councillor Bone, as a ratepayer, also sup- ported the application. Mr Stephen Dunphy supported the ap- plication because, he thought it was most unfair th(A scfreraj. (ratepayers, including' himself, were called upon to subscribe to- wards the support of the association, whilst there were others, deriving infinitely more benefit from ift than Kmself, who did not subscribe ait all. Mr Durnphy added that he was very much opposed to the first applica- tion, because the question of erecting a new town hall had not been put before the rate- payers. The Inspector said that was a subject- matter of inquiry. Besides, he had noting to do with what Mr Dunphy had referred to. M.r Dunphy said he hardly thought the council were justified in going into so large an expenditure without the consent of the ratepayers. The inquiry concluded with a vote of thanks to Colooiel Clerke.

It is stated in the "Tyst," that the "Gol- euad'' articles attacking Mr Lloyd-George, M.P., were written by a Bangor minister.

PENMAENMAWR DISTRICT COUNCIL. The monthly meeting of the district council was held on Tuesday, 7th inst., when there were present :—Mr C. H. Darbisbire (chairman), Dr Hughes, Messrs H. Kuee- shaw, B. Massey, J. Allanson Picton, John Bowen, Richard Morris, T. T. Roberts, Dr Jones, R. Lloyd Jones, S. Williams, Richard Williams, T. E. Parry (clerk), J. S. Coverley (surveyor), and John D. Davies (collector). Before commencing the business, the Chairman wishe r the members and officials I a happy new year." They bed had some important work in hand during the past year, and no doubt the present would be equally as important in that respect. He trusted that the work of the council would be as satisfactory in the future as in the past. THE MINUTES of the last meeting were read and con. firmed. COMPENSATION. A latter was received from Mr J. J. Marks, -^landudno, claiming JE75 on behalf of Mr Hugh Williams, Nant, for the abstraction of water. Dr Hughes said as requested he had seen Mr H. Williams and had offered him R8 to satisfy his claim. But Mr Williams stated that he fully expected to have from JE40 to £ 50. He further stated that he brought his claim because compensation had been awarded to Mr Peel. Mr Bowen said that in the course of con- versation Mr Williams said he was prepared to take £ 30. Dr Hughes also said he had visited the boundary with Mr Williams and noticed that in some places there was a considerable amount of land between Ithe boundary wall and the river, and he asked Mr Williams to whom that belonged, and he replied: "I suppose it belongs to me." Mr Picton stated that when this question was before the committee they bad nothing definitelto go upon, but it was pointed out that in Mr Peel's claim one of the items of damage was the loss of water to Ty'nyffrith for which only JElSwas claimed, and this seemed a parallel case with Mr Williams's claim, but they could not say to what extend the Ty'nyffrith claim affected the award. The Clerk stated that if the boundary did not touch the river Mr Williams could not have any claim. Mr Picton then moved that steps be taken to ascertain the correct boundary of Mr Hugh Williams's property, and that full in- formation be furnished to Mr Chamberlain as to said boundary, and he to reply to the claim accordingly. The Chairman undertook to get the infor- mation. FEVER HOSPITAL. At a meeting of the health committee Mr Massey had suggested that Glyn Uchaf should be taken on lease or purchased for the purpose of an isolation hospital. Mr Richard Williams, who was deputed to interview Mr Humphrey Lewis, the owner of the property, reported that Mr Lewis was prepared to sell the place for JE350 or let it at £ 20 per annum. The committee recommended that a com- mittee be appointed to consider the question thoroughly, and the following were appointed by the council to act on the committee The Chairman, Dr Hughes, Messrs Knee- shaw, Picton, Massey, and R. Williams. THE PARK. The Surveyor was directed to order 53 yards of iron railings for the park, and also a sufficient quantity to put round the top of the service tank. MAIN ROAD. The Surveyor reported that the coping at Penyclip had been made good, and the loose stones and debris that had accumulated on the top of the wall were being taken away in order to relieve the wall. GLYN-TERRACE BRIDGE. This blidge had been satisfactorily com- pleted, and the inhabitants in that neigh. bourhood were very much pleased with the work. CAE MAEN GRAVEL PIT. A draft lease of this pit was received from the Office of Woods, &c., and the clerk was directed to return the same fer completion. NEW ROAD. The Surveyor stated that the work of shaping this road at the lower end would be commenced in a few days. A copy of a draft agreement with the L. and N.-W. Railway Co. for concessions made by the company, and the purchase of a small plot of land by the company in lieu thereof was read, and the clerk was directed to send the same to Mr Chamberlain for perusal. A NEW ROAD. Mr T. T. Roberts proposed that the new road above Gilfach road, recently made by Mr Kneeshaw should be taken over by the council, as the public made very considerable use of it, and it was a. great boon to the traffic in the upper part of the district. Mr Kneeshaw said this motion was quite new to him, and he would have to consider the matter. The Clerk was directed to write Mr Knee- shaw to ask him if he was prepared to hand over the road to the council, and also to write to Mr O. Lloyd Jones to inquire if he would hand over the short road between the Gilfach-road and Mr Kneeshaw's road. Mr Elias Jones wrote that he was pre- pared to hand over the road leading from Rock Villa to Upper Maenan to the council. The Surveyor was directed to inspect and report on these three roads. THE CARTERS. A memorial was received from several tram owners working for the council, point- ing out the inconvenience to them of having to wait three months for the payment of their bills, and asking that in future the bills for carting should be paid fortnightly. The Chairman pointed out that it would be impossible to pay fortnightly. It was eventually agreed that bills for carting should be paid monthly, and the surveyor was directed to inform them of this arrange- ment. MORE COSTS. A large bill of costs was sent in by Messrs Jones and Porter in connection with Mr Peel's arbitration claim, and the same was sent to Mr Chamberlain with instructions to have it taxed.

RUTHIN GUARDIANS AND THE WELSH LANGUAGE. THE BILINGUAL DIFFICULTY. The Ruthin Board of Guardians met on Tuesdsy at the workhouse, Mr Owen Wil- liams presiding.-The Clerk (Mr R. Hum- phreys Roberts) read a letter from Mr W. Graham Rigby, Plas Llanychan, intimating that he resigned his seat because the pro- ceedings of the council and board being con- ducted chiefly in Welsh, he was unable to understand them, and therefore felt that h- could DO longer attend to the interests of the parish he represented.-The Chairman said that for his part he was sorry Mr Rigby felt it his duty to resign. He had spoken to himftm the matter, and told him he hoped he was not offended with him or with any other members of the council, and Mr Rigby said he was not, but was obliged to resign for the reason stated.—The Clerk said, in answer to a question, that Mr Rigby could not resign without the sanction of the Local Government Board, unless he absented him- self from the meetings for six months, when his membership would lapse. If the board decided to accept Mr Rigby's resignation, he would forward it to the Local Government Board. He bad had a conversation with Mr Rigby, and he seemed very determined to resign, for the simple reason that he was not able to follow the discussions.—Mr E. T. Jones said he was sorry in one sense that Mr Rigby had resigned, but at the same time hu thought it was only his duty to do so, seeing that he could not converse in Welsh. It would not do to carry on the :discussions in English merely for the sake of obliging one member. He moved that the resigna- tion be accepted.—Mr John Jones, Llan- rhaiadr, seconded.—Mr E. P. Jones said he did not see why English should not be spoken.—The Clerk There are one or two guardians I know who cannot follow a dis- cussion in English.—Mr Gower Roberts said there were more than one or two who could not follow an English discussion. He was very sorry Mr Rigby had resigned, although he acquiesced with what Mr Rigby had said as to his reasons for so doing.-The Rev J. F. Reece said Mr Rigby was a very valuabk member of the board, as well as a ID""t valuable public man. At the same time guardians who could not speak in English ought to have the right to express themselves in Welsh. Until they adopted that practice there were guardians who came there year to year and never opened their mouths. At the same time, if Mr Rigby had gone on attending the board, the difficulty mig 1^ perhaps have been overcome, and he nope^ the Local Government Board would not ac- cept the resiguation.-The motion was thûü carried.
