THE NEW COUNCILS. We publish to-day reports of the meetings of the newly-elected County Councils of Car- narvonshire. Anglesey, Merionethshire, and Flintshire. In Carnarvonshire, for the first time, a Conservative has been elected to the chair. The election was partly due to the magnanimity of the Liberal party and partly to the sterling merits (apart from politics) of Colonel Sackville West. The election of aldermen was chiefly noteworthy for the sub- stitution of the Hon. Henry Mostyn and Mr Menzies for Mr J. E. Greaves and Mr John Davies (Gwvneddon). Thus we have two Conservatives, more or leas extreme, for two Liberals, more or less moder- ate. In Merionethshire and Anglesey there was no compromise, the chair- men, vice-chairmen, and aldermen being Liberals to a man. Apart from politics, we congratulate Merionethshire on having select- ed so capable a man as Mr Thomas Jones, Biynmelyn, to till the chair; and Anglesey may well be proud of having honoured Mr McKillop, the brave Seoto- Welshman who has so valiantly fought the battle of the platelayers. The cause of the oppressed Welshmen still attracts the attention of the country. Both the Flinshire and Carnarvon- shire Councils protested against the action of the railway company, though the latter declined to commit itself to the bold project of the Anglesey Council. The question of the asylum, it may be taken for granted, will soon reach the deciding point. The Anglesey Council is being frightened by the enormous expense incurred at Denbigh. The controversy has evolved a tremendous lot of fog. When it has cleared off, it will be seen: that what is wanted is preservation of the union of the counties; and the building of a supplementary asylum in a position which # will be convenient for Carnarvonshire, Aug- lesey, and the western portion of Merioneth- shire.

It is. understood that the negotiations with Lord Stanley of Alderley for the erection of a new post-office in Holyhead have fallen through, owing to the refusal of the postal authorities to guarantee such a length of tenancy as the construction, of so important, a building might be fairly considered to warrant. His lordship, upon being ap- proaehed by our excellent postmistress, Misa Siddorn, at once expressed his desire to do all in his power to provide the postal and telegraphic facilities that a town of the peculiar situation and importance of Holy- head imperatively requires, and though hampered by certain legal disabilities, he offered to pull down same of his property and to build a handsome edifice upon the best and most valuable site in the town. Lord Stanley was naturally desirous of ob- taining some assurance both as to the ten- ancv and period within which he might calculate upon the bare return of his outlay, but it is believed that upon neither of these reasonable points could he obtain satisfaction, It is well that the public should understand that this is not the first time upon which the illiberal policy of the postal authorities has deprived the town of opportunities for obtaining a. fine building, and the mean and niggardly spirit evinced by the Department is unfortunately calculated to deter gentle- men like Lord Stanley who would be glad to assist in a work of public improvement if they were met in a fair and conciliatory manner. The senseless arrangements made by the Government authorities ;\a to the provision of premises, their want of ordinary business principles in the conduct- of nego- tiations, and their excessive parsimony, fre- quently defeat their own object, and retards the provision of those improvements that they themselves profess no diligently to desire. One of the first acts of our new council should unquestionably be a strong expression of its disappointment at the failure of the scheme and hopes that it might be again revived.
