COUNTY COUNCIL ELECTION (MONDAY, MARCH 3rd, 1919.) Cadlys, No. 2 Ward. Fellow-Electors of GacUys Ward, both Ladies and Gentlemen,- Having been importuned by a large number of the Electors of this Ward to seok your suffrages upon this occasion, I beg to place my ser- vices at your disposal. My quali- fications for office aro as follows:— 1. I am a resident in the Ward, and also a thorough Welshman. 2. You require a representative who has had practical experience in the educational machinery of our country. "I have been through the mill." As a master in a secondary school, head-master of an elementary school, and a t-caeher for many years under the County Council, I can claim to know something about education from the inside. The interests of Aberdare, .as an autonomous area, are largely in the realm of secondary education, as far as the Glamorgan County Council is concerned. These inter- ests have suffered severely of late. The ridiculous powers the County Council offers over the proposed middle schools of this district simply add insult to injury. 3. You need a democratic can- didate one who is in direct touch I with the people, and with all the people: one who is always accessible. I declare mysolf to be such. I j promise, if returned, to keep in I touch with my constituents througn Ward Meetings held from time to time. Hitherto this has not been done. 1 4. The. work of re-construction I after the devastating effects of this ruinous war demands a. bold and progressive policy on the part of all public bodies. Apart from watching keenly pur local interests, such as the maintenance of county roads, and the separation of Aberdare from Merthyr for all administrative pur- poses, I would promote every power the Comity Council possesses to- wards social amelioration—for in- stance, "the care of the feeble- minded and kindred questions, re- quire a. more definite interest on the- part of t he Cot nty. In conclusion, my acquaintance with public, work is varied and considerable. Before coming to Aberdare I served for some years on the Bed- wellty Board of Guardians. During the period of over four years in which I have lived among you, I have er.deavoured to serve- everv good public and social cause.. The lact that I represent my follow-townsmen upon the executives of the Central Free Library and the General Hospital, as well as my being one of I the representatives, of the Urban District Council upon the Court of Governors of the University College of Wales at Cardiff, testifies to the confidence they repose in me. as a public servant.
