Mountain Ash District Council. On Tuesday, Mr. G. H. Hall, J.P., in the chair. The other members present were: Messrs. Wm. Davies, W. Lam- burn, Chas. Maddox, Geo. Neighbour, Griffith Evans. J.P., T. W. Jones, Bruce Jones, John Powell, D. Rogers, Noah Bowles, with Messrs. A. Pin- combe (clerk) F. Stock (accountant), ,W. G. Thomas (surveyor), and H. T. Jones (sanitary inspector). i War Pensions Committee. A committee of the Council submitted their recommendation for the appoint- ment of a Local Committee under Naval andMilitary War Pensions, etc. Act, 1915. The committee's scheme includ- ed the appointment of 25 persons to form the committee. Mr. Bruce Jones asked if it would not be an advantage to increase the number to 30. There was a feeling at Abercynon that certain people who had identified themselves with the Prince of Wales Fund and other similar organis- ations, should be appointed on this Pen- sions Committee. Personally he was prepared to stand outside to enable such persons to get on the committee, j Clerk The committee h^> not yet Clerk The committee h not yet been appointed, and any member could decline to sit so that some one else might be appointed. Mr. Ciias. Maddox Will Ward Com- mittees be selected? Clerk Yes, out of the full committee. Mr. Bruce Jones: Is the number fixed at 25? Clerk: Yes, and it is too late to alter it. The scheme has been approved by the Statutory Committee. Rev. Geo. Neighbour remarked that there was a good deal in the point raised by Mr. Bruce Jones. Persons who had had experience in administering war funds ought to be elected on the pro- posed committee. Unless the arrange- ments at headquarters would be better in future than they had been, there was a great deal of work in store for the Pensions Committee. I Mr. Rogers remarked that possibly the work could be divided so that Ward Committees might be able to perform it. Penderyn Water.—The report from the Penderyn Waterworks Contractors stated that the number of men had fallen to 35. It was hoped to let water run into one of the new reservoirs at the end of the present week.—Survey- or: Any formal opening?—Mr. Bruce Jones: Yes, I think we should have a bottle of champagne cracked. (Laugh- ter.)—Mr. T. W. Jones suggested that they do have a formal opening, and that the chairman perform the cere- mony.—Ultimately the matter was de- ferred. Refuse Tipping.-Mr. J. J. Jones, agent of the Robert Town Estate, Ynysybwl, agreed to a request from the Council for land to be used for tipping refuse. The consent was sub- ject to the carrying out, by the Coun- oil, of certain undertakings, and these the Council agreed to. Censorship of Films.-The Glamorgan County Council wrote to the effect that the Secretary of State intended forming a censorship to deal with films which had the tendency of encouraging juvenile crime. It would be the function of the Censorship to examine, and if found necessary, prohibit ob- jectionable films.-Mi-. J. Powell said he certainly thought the Council should agree to take any steps to prevent the exhibition of films which had a demor- alising tendency. The Council con- curred with the appointment of such <~ censorship. War Allowances.—There was a letter from the Local Government Board with; regard to the Emergency Provisions Act, 1916, dealing with war allowances to men who had joined the colours. The Clerk remafked that the Act would only effect the salaries of the medical officer of health (Dr. Williams) and the school dentist. He was in consultation with the Director of Education and would report further to the Council. Another provision enacted that medical men's notification fees were reduced from 2s. 6d. to Is., and town halls were legalised for various meetings held in connection with the war. Married Soldiers' Furniture. The Clerk added that the same Act gave power to Municipal Authorities to in- cur expense in storing the furniture of married men who might be called to serve in H.M. Forces. Mr. Noah Bowles said he had been approached re this very subject. A good many people were anxious to know what was the real position. He would like if the Clerk would "boil" the clause down and let the Council have the gist of it. Clerk: That is a very difficult thing to do, because there is not a word wasted in drafting these things. Mr. Bruce Jones: Then they are different to the usual legal documents. (Laughter.)— The Clerk read the section, which was to the effect that the Council could make arrangements and incur reason- able expense in storing the furniture of any married soldier (at a nominal charge) and further that the Council must insure such furniture against fire. —Mr. Bruce Jones The first thing to is to find a depository. We have no room.—Mr. Neighbour There is Noah's Ark-the Pavilion.—Mr. Bruce Jones: Or we may utilise the proposed Small- pox Hospital.—The Chairman said that this question could be deferred until ap- plications were made. Small-pox Hospital- H was reported that a joint committee meeting or Aberdare & Mountain Ash mem- bers had been held with the view of dis- cussing the provision of a small-pox hospital. It was resolved that enquir- ies be made of Mrs. Evans, owner of Cefnpenn;;r House*, to what terms would she be prepared to let the house for the purpose of a small-pox hospitaJ. L.G.B. and Newspapers.-The Coun- cil were in receipt of a letter from the L.G.B. recommending them to appoint :1 second lady health visitor. The Clerk said he had replied to the elfect that they had advertised for one. but had only received three applicants, neither of whom was suitable. The L.G.B. then wrote asking the Council what newspapers did they advertise in. and what salary was offered. "J don't know," observed the clerk, "whether the Local Government Board are can- vassing on behalf of any newspaper. (Laught-et-.)-It was stated that the ad- vertisement had appeared in the two daily papers only, and the Clerk was directed to furnish the L.G.B. with the II required information. Russian Jews.—There was an appeal to the Council to organise a Flag Day (:u behalf of Russian Jews, who were suffering privations as the result of German occupation of Poland.—It was stated by the chairman that Mountain Ash had another Flag Day in view at present, and they would consider this )' appeal later. Combed Out.—In his fortnightly re- port the Surveyor asked for instructions as to whether the Council would pay half wage to a stoker employed at the Gasworks, and who was now joining the Army. He was not one of the per- Gasworks, and who was now joining the Army. He was not one of the per- manent stokers, having been engaged last October. In December he was badged by the Ministry of Munitions, but the badge had now been withdrawn. —It was resolved that inasmuch as he was not in the Council's permanent employ, the half wage be not paid. Fire Brigade Day. Mr. R. L. Berry, instructor of the Council's Bri- gades, wrote asking whether it was the Council's intention to organise a Fire Brigade Competition Day this year. He suggested that it be held in July, and that prizes be offered in the com- petition.—Referred to the Clerk and Surveyor. Dangerous Quarry. Mr. Noah Bowles called attention to the state of q quarry, which was not fenced, near Arthur Street and Irene Street, Mis- kin. One child had fallen down there, and had had a miraculous escape.—The Inspector of Nuisances said he would write to the owner. Dirty Water. Mr. Griffith Evans said there were complaints respecting the water in Phillip Street and Allen Street, Mountain Ash. It was very dirty.-Clerk: It is the same at Cefn- pennar. Medical Officer's Report.-Di-. A. T. Jones' fortnightly report was as fol- lows :—Scarlet fever, 11 cases; diph- theria, 7; erysipelas, 3; measles, 32, 29 being at Ynysybwl; tuberculosis, 1. Drain Sweepings.—Rev. Geo. Neigh- bour said that something ought to be done, and that quickly, to remedy the state of affairs re drain sweepings. This refuse was scraped up from sinks, and left on the road for hours and for days sometimes, with the result that it dried up and was spread over the road. It was most injurious to health, for children played in it and scattered it about.—Mr. Griffith Evans The sweep- ings are gathered after the scavenging cart has gone by, in some instances.— Mr. Lamburn moved, and Mr. Griffith Evans seconded, that the matter be referred to the surveyor and sanitary inspector.

-+ St. El van's, Aberdare. The Vicar on Lord Kitchener. At St. Elvan's on Whitsun-Day there were two early celebrations of the Holy Communion and a choral celebra- tion at 11. The Vicar was celebrant, assisted by the Revs. D. J. Wills and C. G. Wright. In the afternoon there was a children's service. At Evensong the Canticles were sung to Maunder in G. The Vicar in the course of his ser- mon paid a tribute to Lord Kitchener. We, as a nation, said the preacher, mourned to-day one of the noblest and most devoted of our sons, Kitchener. No honour, no title could ennoble him in the minds and hearts of his fellow citi- zens. The silent man who did what no other man could accomplish met his death on the ocean, and found as his burial place the waters that protected his native land from invasion. His ver- dict on events and his outlook on the future were accepted unhesitatingly by a people that has ever loved honesty of purpose and devotion to duty. We were fighting for moral issues of over- whelming importance, and in the con- sciousness of the presence of God with us in the conflict we could face the future, knowing that He who gave us Lord Kitchener would, not desert us now that Kitchener's work was done. Remembering, too, all the other brave men who* had given their lives for their country there wrere grounds for tears of sympathy, but none for downheart- edness or despair.—There were proces- sions at each service, and at the close of the evening service the National Anthem was sung.

Carmel, Aberdare. Carmel English Baptist Sunday School held its anniversary services on Whit-Sunday and Monday. The morn- ing programme consisted of recits by Florrie Owens and G. Couldrey, and hymns by the scholars. An address, The Life Story of David Livingstone" was given by the pastor, Rev. T. Ed- munds, B.A.. Mr. Edmunds present- ed the story of David Livingstone to the children as a Sunday School scholar 1 who though poor became a world- famous hero. Nurtured in a religious home, he was deeply impressed by David Hogg, his Sunday School teacher, who on his deathbed enjoined him to make religion a matter for every day life, not a thing of fits and starts. He was an adventuresome explorer, a ten- der physician and a Christian Evangel- ist. Mr. Edmunds told the children vivid stories illustrating his strength, bravery, indomitable resolution and Christian gentlemanliness. All his work was done that Africa might be opened up to civiliz&tioin and Christ- ianity—his greatest desire being that the African Slave Trade should be ex- posed and abolished. In the afternoon the President, Mr. Wm. Eynon, gave as his address an outline of the rise and development of Baptist Sunday Schools at Aberdare. This was followed by the cantata, "Bird and Blossom," by the Juvenile Choir. Conductress, Miss Irene Jones. The conductress and choir are to be compli- mented for the excellency of the recita- tions, solos and chorus singing. Each scholar displayed a motto decorated with moss representing the various lessons taught. These were arranged and linked together so that the initials spelt the title, Bird of Blossom," pre- senting a pretty effect. Parts were taken by Willie Lodwig, Lilian Rogers, Irene George and Irene Davies, Ivy Evans, Violet Jones and Kathleen Jones, Phyllis Coxon and Audrey Jones, George Couldrey, Florrie Owen, Rosie Evans, Amy John, Annie Bryant, Kathleen Jones, Mattie Jones, Violet Jones, Beatrice Davies, Rosie Dash, B. Davies, R. Evans, M. Jones, Muriel Jenkins and Willie Lodwig. At the evening meeting the chapel was full to overflowing. The meeting was presided over by the pastor. The choir gave an effective rendering of Goss' anthem, "0 Saviour of the world." Solo, Hear, ye Israel" (Mendelsohn) by Miss Elsie Williams; A.R.C.M. Schubert's Song of Mir- iam," was performed by the choir, assisted by an efficient orchestra. So- prano, Miss Elsie Williams. Conduc- tor, Mr. T. Jones, L.R.A.M., A.R.C.O. Organist, Miss Agnes Davies. Miss Williams is the possessor of a beautiful resonant voice of exceptional range. Her enunciation was clear, and com- mand of tone colour perfect. It was felt at once in the singing of the first solo that the singer had caught the spirit of the work. The choir was at its best in its rendering of the massive choruses. The tone was dignified throughout, and at times soul-stirring, especially in the storm chorus with solo, chorus and orchestra in combin- ation. The orchestra were: 1st violins, Messrs. W. Carrol, Bert Phillips and Ben Lewis; 2nd violins, Mr. T. Davies, Miss M. Powell, Miss Lea, and Mr. W. Davies; viola, Mr. Wm. Thomas; bass, Mr. David Jones; flutes, Mr. Tom: Lawrence; clarinets, Messrs. T. Cower and T. Sage; bassoon, Mr D. Williams, Mr.^Roderick; trumpet, Mr. T. White; drums, Mr. Hy. Grey. In his address on "The Home and the School the pastor, on behalf of the superintendent and teachers, plead- ed with parents for their interest and co-operation. He contended against the tendency to relegate religious train- ing to the Sunday School, insisting that the teaching of the young is primarily the parents work. The teachers only supplement what should be done in the home. The Sunday School was found- ed not to relieve parents of their educa- tional responsibility, but to evangelise the children of irreligious homes. Let the parents interest themselves in all the children learnt, teaching them to respect their teachers and aiding the church in all possible ways. The com- munity hardly realises the debt it owes to the quiet voluntary work of our Sun- day School teachers. On Monday evening, to a crowded audience, the cantata, Spring Tri- umphant (in character) was present- ed by the Juvenile Choir. Conductor, Mr. John Davies. Accompanist, Miss Lily Bosher. The chair was taken by Mrs. T. Edmunds. Characters repre- sented Spring, Rosie Evans Prim- rose, Dolly Jones; Crocus, Ivy Evans; Violet, Hilda Jeffries; Snowdrop, Bea- trice Smith; Winter, Beatrice Davies, and attendants. I In the light of recent developments < concerning the erection of a new Gen- eral Hospital at Aberdare, the follow- ing note, taken from an old Aberdare Almanack for 1893, is interesting:— Cottage Hospital, Trap Road. — i'ne Marchioness of Bute takes much inter- est in this institution, and occasionally makes informal visits to it. Owmg to the present building having become in- < adequate to the numerous cases there- i in, her Ladyship has expressed her in- tention of erecting an additional build- i ing near the Vicarage, and plans of i the new building have now been passed by the Aberdare Local Board of i Health." i ———— And curiously enough the next para- i graph in the almanack deals with "S. Michael and All Angels Theological Col- < lege, Abernant House." Abernant I House and Aberdare General Hospital will soon be one and the same struc- i ture, thanks to the initiative of the High Constable, Mr. Charles Kenshole. oj From being a place for the cure of i souls, as it once was, Abernant House will in the course of a year or so be a hospital for the cure of men's bodies. < By the way, what became of the plans < of the proposed new hospital 23 years j ago? 1 ¡ In the same Almanack appears a photo and biography of Mr F. W. Man- der, the then High Constable. He was only 34 years of age when he held office, having started business on his own ac- count at Aberdare when 23. Compar- ing the photo of 23 years ago with the Mr. Mander of to-day, he has aged very little. That is perhaps because he leads such an active life. j The news of Mr. Windsor Lewis' death, which reached Aberdare on } Saturday morning, caused as much pain and sorrow locally as the announce- ment of Lord Kitchener's end did in a national sense. His kindness and gen- erosity were household words here, es- pecially in Llwydcoed. No landowner or landlord was held in such high es- teem by his tenants. The beautiful Park which he gave free to the inhabit- ] ants was only one of many generous acts. His father, Mr. James Lewis, Plasdraw, sat on the Aberdare School Board for a period many years ago. 1 In the newspapers a few weeks ago appeared an announcement that ar- rangements were being made whereby j men eligible for the Army could, if they so desired, be examined by the Medical Board prior to their being called up or prior to appealing for exemption before j the local Tribunals. Many have availed themselves of this facility but many more have not, and that from a purely mistaken idea. That mistaken idea is this, and it is held rather generally. If a person j passes the Medical Board with 'hon- hours,' that is Class A. or B., or Class 1 or 2, it is thought that that will pre- judice his case before the Tribunal and that the chances of exemption or post- ponement are reduced, as compared with the man who has not submitted himself to medical examination. Of course such reasoning is utterly absurd. It is advisable that every, eligible person should be examined. If that had been done during the last few months a great deal of worry and trouble could have been avoided by the men appealing, and much time would have been saved by the Tribunals. There have been cases where men have applied for exemption and failed; where they have gone to the County Tribunal and failed, and yet after months of needless anxiety, when they came before the doctors at Cardiff, were rejected, or simply passed for sedentary work, which means much the same thing. j]
