A STEP TOWARDS INCOR- PORATION. Ws are glad to note that the Aberdare Chamber of Trade are moving towards Incorporation. Some gentlemen from Merthyr, who have witnessed the growth of the incorporation movement in that town from its inception to the confer- ment of the charter, and who have since watched the results of incorporation, visited the Aberdare Chamber of Trade recently. They unhesitatingly declared in favour of the charter. There may be another side to the question, and we observe that the Chamber have acted fairly in inviting the opposition to come and have their say. We have no doubt that eventually the borough of Merthyr will discover that it has benefited financially to an enormous extent through the charter, But apart from this consideration a charter raises the status of a town. A town without a charter is like a Government without a constitution. Besides, it gives to a municipality that right which is the. ambition of all boroughs, shires and nations—the right of self-government, The charter would me^n Home Rule for Aberdare. At present we are dominated by the county caucus. Aberdare's representation on the county authority is very small, consequently the crumbs we obtain from the table of that author- ity are not of very great value. Nation- al Home Rale may be a debateable question in the instance of some coun- tries, but municipal Home Rule is bound to benefit the municipality that obtains it, especially in the case of a prosperous community like Aberdare. Now that the Chamber of Trade has put its hands to the plough of municipal independence we trust that it will keep its eye well on the furrow until the headland of charter- dom is reached.

Aberdare Education Committee« WEDNESDAY.—Mr. L. N. Williams, J.P., in the chair. There were also present: Mrs. Davies, Councillors Owen Powell, J. O. George, T. W. Williams, Illtyd Hopkins, A. P. Jones, T. Lewis, Rees Llewelyn, J.P., W, Harper, W. Thomas, D. Davies, and T. Bowen, with Messrs. J. Morris (clerk), T. D. Jones (deputy clerk), and Dr. M. J. Rees. HOLIDAYS. The conference held on the 5th ult. between the members of the Education Committee and the head teachers of the various schools recommended the follow- ing holidays:—Xmas, 2 weeks; Easter, one week and Good Friday; Whitsun, one week; Mid-summer, 4 weeks and one day; also that teachers be granted a maximum of ten half-holidays during the year for Sunday School festivals, outings, Fairs, etc., notice of which must be re- ported at the office. Mr. T. W. Williams moved the adop- tion of the report, which was duly second- ed. Mr. O. Powell said he considered a fortnight at Xmas too long, and moved that it be 8 days. Mrs. Davies seconded. On a division the report was adopted by 5 to 4. It was further resolved that the ten half-holidays be given by arrangement with the Director. PAINTING CONTRACT. The Building Committee submitted the following report, which was aclopted- u Re complaint made by Mr. E. L. Shadbolt respecting painting contracts at St. Margaret's Catholic Schools and Abernant Schools, The members of the committee are satisfied, after a careful inspection of the painting work carried out at the above schools, that on the whole the work has been carried out satisfac- torily, and in the main, in accordance with the specification, but they recom- mend that the contractor be required- (1) To varnish the top portions of the rails in the entrance lobby of the Abernant Schools; and (2) To retouch certain portions of walls in the Catholic School, as may be directed. Resolved: That on the contractor giv- ing a satisfactory assurance that the above requirements are carried out, the Clerk be directed to pay him the cheque for the contract amount." FEEDING THE CHILDREN. The hon. treasurer of the Canteen Com- mifrtee (Mr. T. Lewis) reported that the outstanding accounts, up to the 31st March last, amounted to £ 7 14s. 4d. It was decided to make an application to the Aberdare Park Regatta Committee for a grant from their surplus fund for clearing off the above deficiency. SCHOOL MANAGEMENT COMMITTEE The applications of Messrs. John Davies and D. S. Miles for an increase in their salaries were considered, and de- ferred until further particulars were ob- tained of the salaries paid to attendance officers in other districts. It was decided to grant an advance of « £ 10 per annum to Miss M. Winstone Jones, Town Church Infants School. NON-PROVIDED SCHOOLS. HEATED DISCUSSION. An application was received from Miss Rees, the head mistress of the Aberdare Church School, asked the Committee to give her an advance in her salary. Mr. A. P. Jones moved that the advance asked for be granted. This was duly seconded, and a lengthy discussion ensued. Ultimately Mr. T. Lewis moved as an amendment that the matter be referred to the Staff and Management Committee. He strongly felt that the Committee was doing a grave injustice to the teachers at the non-provided schools. They had now stood it for six years, and he was surprised that they had d-Glie so. The members around that table would not have done so, he was sure. Mr. D. Davies: You did not say so at the last election. Mr. Lewis: I defy you to show that'I have not carried out the promises I made at the last election. I have a copy of what I said and will show it you next time. I am not in favour of placing them on the same scale as the teachers in our own schools. Let us deduct from them for the time they are engaged in giving religious instruction. That would bo about one-nintli of the whole time. Mr. W. Harper seconded the amend- ment. That vexed question had been hanging fire for a very long time. It was unfair not only to the teachers but also to the Children, to have a less efficient staff and 'not the best apparatus. Be- cause the legislators had made a blunder that was no reason why the teachers, and especially the children, should suffer. The Chairman said he felt that a very important principle was involved. Were they going to give lip the position they had maintained from the beginning P Were they going to treat the teachers in the non-provided schools, over which they had no control, the same as those in their own schools? He for one was not going to agree to that proposal. He ad- mitted that there was some amount of 'unfairness in the matter, but the fault was not that of the committee, which had passed a strong resolution, and he was surprised at the attitude taken up by Mr Lewis, which was merely quibbling. iSomething had been said about a confer- ence. He had no faith in conferences. They had had one before, and they then offered a fair compromise, which was not accepted. He could not go beyond that. Mr. Illtyd Hopkins said that if the committee had acted consistently all through, they would have campelled the Churchmen in Aberdare to'do something before now. The Churchmen were laugh- ing in the Committee's face. Mr. A. P. Jones: They are not. Mf. Illtyd Hopkins: They are. Mr. A. P. Jones: The teachers are weeping. Mr. Illtyd Hopkins: The Churchmen, are laughing. Mr. A. P. Jones: I am not. Mr. Illtyd Hopkins: The Churchmen have passed resolutions in favour of the Act. After further discussion 9 voted for the amendment and 2 for the original- motion. APPLICATIONS. An application from the head teachers for a revision of the salaries was re- ferred to the Staff and Management Com- mittee. Mr. A. Keast applied for an extension of one year. He would be 65'years of age in February next. He would not ask for another year. Mr. W. Thomas moved that the appli- cation be granted. Mr. J. O. George seconded. Mr. T. W. Williams said. he had al- ways opposed such applications, and he did so now. He moved that the request be not granted. Mr. T. Lewis seconded, and referred to the number of certificated teachers who were now without headships. Mr. J. O. George withdrew as the seconder of the motion. After a lengthy discussion permission. was granted by 8 to 4. MEDICAL INSPECTION. Mr. Jack Thomas, secretary of the local N.U.T. branch, enclosed a resolu- tion re medical inspection. Mr. T. W. Williams charged the clerk with not having carried out the resolu- tion which was passed in May last. The Clerk said he had not been in- structed to do so. After some discussion the matter was referred to the Staff and Management Committee. TENDER. For erecting the new Capcoch School, the tender of Messrs. John Morgan and Son, Ltd., was accepted. PUPIL TEACHERS. Mr. T. Walter Williams moved that no one be appointed as P.T.. in future unless he or she had passed the senior certificate examination of the Welsh Central Board. In order to elicit discussion the Chair- man seconded. An amendment was moved that the,, matter be deferred for a month, which was ultimately carried. HOUSE WIFERY. In accordance with notice, Mrs. Davies moved that the subject of house wifery be taken up at the Higher Standard Girls School. She did not advocate a training school for domestic servants, but she wanted the girls in that school taught everything that was required in the man- agement of the home. Mr. T, W. Williams seconded. He mentioned that the only place in the county which had adopted this subject was Ponarth. A lengthy discussion ensued, and the resolution was passed, a committee being appointed to go into the matter.

More Fioccis at AbfiPaman HOUSES AND GARDENS INUNDATED As a result of the heavy downpours of rain from Sunday till the early hours of Wednesday morning, much devastation has been caused in Aberaman and the district. Many persons in Cardiff-road and elsewhere were obliged to bale out the water from their houses about seven o'clock on Wednesday morning. Furni- ture and food stuffs were in many cases destroyed. At the bottom of Hill-street the gutters were choked, and a large pool was formed which was quite impassable. In Jubilee Road also water flooded sever- al houses. The low-lying ground between Aber- aman and Cwmbach was- one complete mass of water, and it was impossible to traverse the pathways past the Devil's Bridge and the Aberaman Farm road. Even the upper path along Well-place and the G.W.R. siding, which is usually unaffected by heavy rains, was flooded, and access to the Plough Road could only be got along the G.W. Railway and through a garden belonging to Mr. G. Hawkins. Such crises as these serve to point out the great need of a proper road between Aberaman and Cwmbach.
