Aberdare District Council.
Aberdare District Council. The above body met on Monday after- noon, Mr R. Llewelyn, M.E., presiding. The other members present were Messrs John Howell (vice-chairman), E. M. Hann, Edward Morgan, D. P. Davies, J.P., L. N. Williams, D. Davies, J. Morgan Jones, B.A., Owen Harris. T. Walter Williams, B.Sc., E. Stonelake, Alderman J. W. Evans, William Rees, Wm. Thomas, R. L. Berry, with Col.T. Phillips (clerk), and Mr Owen Williams (surveyor). CONTRACTING SYSTEM. The Clerk read the minutes of an ad- journed meeting of the Council, when it was decided by a majority of 4 to adhere to the present system of contracting for a supply of horses for scavenging purposes. At a subsequent meeting two tenders were received for a supply of horses. John Pittard's tender was accepted. INCLINE ROW, CWMAMAN. The Roads and Streets Committee re- ported that they had considered the proposal to improve Incline row, but they had come to the conclusion that it would be better to let the matter stand over until the proposed new road to Cwmaman had been construc- ted. Messrs W. Rees and J. Howell observed that the new road to Cwmaman would not aftect Incline row in the least. The Committee's recommendation was, however, adopted. LIGHTING COMMITTEE. The above Committee unanimously re- commended that gas lamps be erected in Llanwonno road, Kingsbury place, Burns street, and Dagger's court, Cwmaman New street, Pleasant view, Regent street, Gas House road, and Club street, Aberaman; in two streets at Cwmbach Herbert street, Aberdare, and in several streets in Gadlys and Trecynon. The Clerk was also in- structed to write to the P.D. Co., asking if they would supply North View terrace, Aberaman, with electricity, and on what terms. Mr L. N. Williams urged the necessity of placing a large lamp on the centre of the space of ground near the lower entrance to Aberdare Park. Mr. T. Lewis observed that so far as Dagger's court was concerned, the Council ought to compel the owner to erect a lamp there. After further discussion, Mr D. Davies moved that the recommendations be adopted and Mr T. Lewis seconded. Mr E. Morgan moved an amendment that the matter be referred to Committee for reconsideration. The Chairman secon- ded this, and it was carried by a narrow majority. THE PROPOSED TRAMWAYS. The Clerk read the following estimate of the cost of proposed tramways: No. 1 Tramway, X-11,182 16s 2d; No. 2, Cl3,096 13s 4d; No. 3, X6,047 17s 7d; No. 4, £ 10,304 lls 4d; No. 5, £ 1,322 7s 7d; No. 6, e924 15s Id Power Stations. X14,500 Cars and Motors, £ 7,000; Land and Car Sheds, £ 2,500. Total for Tramways, X66,879 Is Id New Streets and Widening, C12,395 13s 9d: Destructors, &c., zC14,300, Total, £ 93,574 14s lOd. The report further ctated that the above estimate did not include legal expenses. It had been recom- mended that Mr Balfour Browne, K.C., be retained by the Council to put their case. With reference to the necessary land for destructor, the Gadlys Estate had asked for 10s per square yard, an offer which the Committee had not entertained. Mr. Edward Morgan moved the adoption of the report and estimate, and Mr E. M. Hann seconded. Mr R. Llewelyn asked what accounted for the vast difference between the present estimate and the one presented by the experts some time ago. Mr John Howell also remarked that the previous estimate only amounted to a little over £ 60,000. On that basis a profit of about C500 a year had been worked out. Now the estimate had gone up by over £ 30,000. He had said some time ago that the total cost would be about X100,000, and he was then pooh-poohed. Now it seemed he was right after all. The Surveyor replied that the estimate remained the same, except that since the previous estimate it had been resolved to extend the line to Capcoch. This exten- sion meant an additional cost of £ 6,047. This sum added to the previous estimate would amount to the figures given, viz., £ 66,879 Is 1. The difference between this sum and X93,574 14s lOd was for widening the streets, the construction of a new road to Cwmaman, and refuse destructor. Chairman I think the Council is en- titled to some explanation re the extension to Capcoch. It has not been before this Council, The Clerk then read a minute to the effect that Sir W. T. Lewis had written asking the Council to extend the line to Capcoch. He would then be prepared to withdraw his opposition to the scheme. The Council accepted this condition. Mr T. Walter Williams: Then I take it that the extension was arranged to conci- liate Sir W. T. Lewis. £6,000 is the-price we have to pay for the withdrawal of his opposition. Alderman J. W. Evans: Sir William ought to pay for the extension himself (Laughter). The adoption of the report was then agreed to. ABERAMAN CROSSING. The Clerk stated that a joint meeting of members of the Aberdare Council and Gla- morgan County Council had met to con- sider the necessity of diverting the roadway near the Aberaman Colliery. Mr Hann informed the meeting that the P. D. Co. were prepared to give the necessary land free of charge, and also £ 500 towards the cost of diverting the roadway. The County Council had also promised to contribute X2,000 and the Aberdare Council were to defray the re- mainder. The surveyor had been instruc- ted to prepare plans and estimate and to forward same to the County surveyor to be placed before the Roads and Bridges Committee at an early date. POLICE REPORT. P.C. Owen, Cwmaman, reported a boy named William Griffiths for putting out the light of a street lamp.—Decided to prose- cute him. P.S. Rees, Aberaman, reported that a fire bad occurred on the premises of the Callow j Park Milk Co., Cardiff road. The police succeeded in extinguishing it without calling out the Aberdare Fire Brigade. Considera- ble damage was done to the floor. 0 CAPTAIN BERRY'S REPORT. Captain R. L. Berry's report stated that small fires occurred at 100, Wind-street, on October 24, and at the rear of the Black Diamond Coffee Tavern on November 2nd. On November 10th a very serious fire broke out in Mr R. Lewis' Foundry, when 20 members of the Brigade turned up and succeeded in preventing the flames spreading to the other parts of the building. SCARLET FEVER EPIDEMIC. The medical officer of health (Dr Davies) reported that during the past month the number of cases of infectious diseases was as follows :-Scarlet fever, 124, 7 deaths, an increase of 53 cases over the previous month diphtheria, 13, 2 deaths erysipelas, 16 croup, 2, 1 death puerperal, 1. Dr Davies further reported that the scarlet fever cases were so scattered that it would be useless to close the schools. Dr Rhys reported that there were two patients at the hospital suffering from scarlet fever. Rev M. Powell, B.A. Aber- aman, had sent fruits to the hospital. 14, CYNON PLACE, The Clerk stated that Captain Roberts had promised to see that the above house, which had been reported as unfit for habita- tion, would be repaired. SURVEYOR'S REPORT. Rainfa,ll.-The Rainfall recorded at the Nanthir Reservoir for the month of Octo- ber was 2.81 inches, being an increase of .47 of an inch on the previous month, and a decrease of 14.57 inches on the corresponding month of last year. Rain fell on 20 days, the greatest fall being on the 16th, viz.: 1'12 inches. Brynderwen Cottages. Hirwain Boad.- In reference to the application of Mrs Richards for the removal of house refuse from and the extension of sewer to Bryn- derwen Cottages, Hirwain road, Aberdare, I have given instructions for the scavenging cart to call daily, and I beg to recommend that the sewer be extended from the Old Toll Gate for a distance of 180 yards, so as to serve these houses, at an estimated cost of t34. Stone Depot, Cwmbach -Road.-I beg to submit letter received from Mr L. Llew- elyn, Glamorganshire and Aberdare Canals, re the above. House No. 31, Trevenock Place,. Hinvain. —In compliance with your instructions, I have examined the above house, which is reported by the Medical Officer as unfit for human habitation, The house is unfit for human habitation until the following works ZD are carried out:- 1st. The roof to be repaired and made watertight, and provided with all necessary rain water gutters and down pipes. 2nd. To provide for each inhabitable room that is without a fireplace a proper and sufficient means of ventilation. 3rd. To provide and fix a window in pantry. 4th. The existing staircase to be pro- perly repaired or a new staircase provided. 5th. To provide and fix a properly trapped yard gulley in front of the house, to be properly connected to the sewer, the existing slop drain under the house to be disconnected. 6th. The whole of the broken panes in windows to be repaired. The whole of the above works ;to be carried out as directed, to the entire satis- faction of the Surveyor. No, of houses approved as above 9 No. of houses previously approved 9330 Total number of houses approved 9339 ACTION ON REPORT. Stone Depot.—Mr L. Llewelyn wrote asking the Council for £16 per annum rental for the stone depot which the Coun- cil are using. Asked by Mr D. P. Davies how much ground was used, the Surveyor replied that it was only half an acre. Mr Llewelyn's offer was not accepted. PURE WATER. Alderman Evans said he had received complaints from two persons re the con- dition of the water. He was not an autho- rity on water himself (Laughter), but he had been told that in some places the water was very dirty. Surveyor: All I can say is that the ana- lysis of our water by the highest authority in the kingdom shows that the water is thoroughly pure. The purification is 100% and it is perfectly free from suspended matter. MIDWIVES ACT. A communication from the County Medi- cal Officer of Health re the above was re- ferred to Committee. OLD AGE PENSIONS. The application of Thos. Poole, Aber- aman, for a weekly pension or gratuity, on consideration of his 40 years' service as employee under the Council, was again considered. The Clerk stated that he had written to the L.G.B. on the matter, and they had replied that it was not the Board's practice to sanction such grants. They could not entertain any application for a weekly pen- sion but if the circumstances were excep- tional, they might be agreeable to grant a gratuity, and would not disallow the sum at the audit. The Clerk further stated that the deputy clerk and deputy surveyor had looked up the books, and had found that Poole had not, as stated by him, been in the employ of the Council for 40 years. He had been in the employ of the Council for 25 years only, 16 years being continuous service. BYE-LAWS. Mr E. M. Hann's motion to amend the bye-laws dealing with wooden and corru- gated iron buildings, was adjourned. FIRE ESCAPE ENGINE. Mr R. L. Berry's motion that a fire escape engine be purchased, was, by a majority of 2, defeated, the amendment being to refer it to the Fire Brigade Com- mittee. Mr Berry, in submitting his motion, said he was sorry that the Council took such little interest in the Brigade. He himself had devoted much time and sacrificed a lot in working up the movement. Mr T. Lewis, in seconding, referred to the splendid manner ths Brigade acquitted themselves at the fire last Thursday eve- ning. Mr T. Walter Williams moved, and Alder- man Evans seconded, that the matter be referred to the Fire Brigade Committee. Mr John Howell said he was not opposed to the proper equipment of the Brigade, but at the same time the Council should con- sider what they were doing. He believed they should have a report as to what the Brigade had already cost them, and as to whether there were not more fires since the Brigade has been formed than previously. (Laughter.) Clerk Do you suggest that the existence of the Brigade is the cause of these fires ? Mr Howell: I don't believe in bungling all these things together. Here we are spending £100,000 for electric tramways. Give us breathing time — let us have breathing time in spending the ratepayers' money. The motion was then put the result being as stated above. RE-APPOINTMENT. Mr R. L. Berry was re-appointed repre- sentative of the Council on the Board of the University College of Cardiff. 11 MORTUARY. Mr F. T. James wrote on behalf of the Merthyr Tydfil Union, pointing out the need of a public mortuary at Aberdare. On the motion of Alderman Evans, it was decided to reply that there is a mor- tuary at Aberdare cemetery. INCREASE WANTED. The three grave-diggers at Aberdare cemetery, applied for an increase of wages. —Referred to Cemeteries' Committee. TAXATION OF LAND VALUES. The Town Clerk of Glasgow wrote asking the Council to support a proposal to ballot for a bill for the taxation of land values at the beginning of next session. Aid. Evans I move that Mr D. P. Davies be sent up as our representative. 0 (Laughter.) Mr E. Stonelake moved and Mr J. Howell seconded that they support the proposal.
