From very careful analysis of the returns sent to me by the different committees, I can now say that every borough has been true to the promises sent in either by the canvassers or in writing, and it is most gratifying to be able to say that we have not been deceived in the boroughs in March, 1882, by the promises of the voters, any more than we were two years ago (nearly to a day) in the county.
