Hugh Elliot, governor of Madras, and brother of the first Earl of Minto and of the Dean of Bris- tol. Born in 1808, Jie entered the Colonial Office in 1825, and, after serving in positions of distinction, he was Under Secretary for the Colonies from 1847 to 1868.
