THE TORIES AND IRELAND. IN the graphic language of Mr GLADSTONE, Ireland still holds the Held. There is no other question at aU equalling it in magni- tude. Everything pales into insigniticance in the presence of the Irish problem. Mr GLADSTONE has attempted to solve the dimculty, but ignorance and prejudice combined and baffled him. History repeats itself in Irish matters. When Mr Prrr held out the olive branch to Erin, Tory aristocrats played upon the fears of the king, and thwarted the foremost statesmen of the time. Lord FirzwiLLiAM resigned omce because Mr PiTT was not allowed to grant the just demands of HENRY GRATTAN Mr GLADSTONE and Lord ABER- DEEN give up the seals because they a.re not permitted to meet the legiti- mate aspirations of the Irish people, as stated by CHARLES STEWART PARNELL. But Mr GLADSTONE'S failure has been brought about by a force essentially different from that which operated so disas- trously on Mr PiTT. It was the monarch who prevented Catholics from sitting in the Irish Parliament, it is the people who refuse Ireland a statutory Parliament. Mr PiTT was the servant of an all-powerful sovereign Mr GLADSTONE submitted his proposals to an all-powerful democracy. This comparison enables us to see at a glance the important political progress which has been made, culminating in self-govern- ment. The nation is not ripe for the Irish measures, propounded with such consum- mate skill by Mr GLADSTONE. The parrot cries of the Torles did much to mislead the public mind. All through the elections falsehood was promulgated in the most unblushing fashion. Electora were told that a Parliament could not ait in Dublin with- out the disruption of the Empire, and that the Land Purchase scheme would saddle the nation with a terrible burden of taxation. But the object of the Toriea was to get Mr GLADSTONE out of the way. They were more opposed to him personally than to his Irish Bills. We know that last year the Tories promised to meet the demands of Mr PARNELL, even going so far as to offer protection against English manufactures. Well, with the aid of weak-kneed Liberals, the Tories have gained the day, and the Irish ball lies once more at their feet. When taking part in the raving chorua against Mr GLADSTONE, Lord SALISBURY talked bravely about twenty years of firm government. But his lordship is not nearly so terrible in action as might be feared from his platform utterances. When Foreign Secretary under Lord BEACONS- FiELb, he indulged in threats against Russia, and the world regarded him as a II valiant nre-eater, but the inopportune pub- lication of a secret agreement proved the harmless nature of his swaggering mien, for he had conceded to Russia all that he 'I declared must be held at the point of the sword. There are Tories who were weak enough to suppose that Lord SALISBURY, on entering omce, would promote a policy of Manacles and Manitoba. Yesterday his lordship met a large number of his supporters, and, more or leas, took them into his con&dence. Possibly he announced the promotion of Lord RANDOLPH CHURCHILL, reminding th<* f%ithitil Titles of the Commons that henceforth they must look upon him as their "guide, philosopher, and friend." Lord RANDOLPH CHURCHILL has plenty of assurance, not unmixed with ability, but it remains yet to be seen whether he possesses the rare qualities necessary to success in leading the House of Commons. Lord RANDOLPH'S accom- modating conscience enables him to bless the Irish or to work against them, as the poli- tical exigencies of the time demand. Lately his lordship has been the idol of Ulster, but Ulster cannot command many votes, whereas Mr P.4RNELL has a con- siderable following. Lord SALISBURY Is re- ported to have expressed a hope that the Irish question would be speedily settled. But such a settlement is impossible without the co-operation of the ParneHites. The Paper-Unionists are not in favour of an Irish scheme which would satisfy Ireland; but these gentlemen may yet be thrownoverboard. \\itha Cabinet in which Lord RANDOLPH CHURCHH.L is the dominating spirit, almost any surprise is possible. If he thought it safe to formulate a comprehensive plan, based on lines laid down by Mr GLADSTONE, then such a plan would be laid before Parliament. Lord SALISBURY and Lord RANDOLPH CHURCHILL are united in one desire-to keep themselves in power as long as they can. The present position of the Irish Question is a menace to Tory Ministerial hfe. Hence the anxiety for a solution of some kind. Yesterday Lord SALISBURY was asked if coercion would be adopted, and he replied that the present law would be strictly enforced. This was fencing the question. The law is strictly en- forced, and the general condition of Ireland anbrds no excuse for repressive measures. At present, however, the friends of Ireland need not be alarmed. The Tories, after their mournful experience in January last, will not be in a hurry in applying coercion. Should the manacle policy be attempted, many of the Paper Unionists would walk into the Opposition lobby. Tory folly will, in any event, heal the diif.'rences which now distract and divide the Liberal party. p-

CARDIFF LIBERAL CLUB. I DO not think the Cardiff Liberal Club fultils, in the best sense, the mission of a Liberal Club. The inadtution is well patronised and comfortably appointed. There is a capable and attentive steward and a good cook, while the cellar leaves little to be desired. If the club existed only for social purposes, then everything would be most satisfactory. But the propagation of Liberal principles is supposed to be the primary aim of the institution. Good Liberals meet in order to discuss politics and to make and receive suggestions for the better equipment of the Liberal army in the borough. The club is composed of willing and enthusiastic workers, and I regret that they do not make more stir in the world. I am afraid there is an absence of organization—a diffidence, if not timidity, on the part of the gentle- men who should lead the way. The club ought to be regarded as a centre of aggres- sive and enlightened Liberalism. cl If frequent meetings were held in ordertodebate public questions in a friendly manner, the speaking powers of the members would be improved, and much useful knowledge would be disseminated. From the Cardlii' Liberal Club men ought to go forth into the districts preaching the Liberal propaganda. I know there is plenty of debating material in the club, and if a few of the leading spirits would take the initiative, the club might become a more powerful factor in 1. FORCIBLY PROTESTING AGAINST THE BRIDGE TOLL. No one can doubt that the strongest possible feeling is entertained against the new t<dl on the Docks-road bridge, Cardiff. On Mon- day evening, and again last night, the objectionable toil bar was unceremoniously knocked into the river. Of course, it was wrong on the part of the people to take the taw mto their own hands. They should have waited, and conducted their agitation in a perfectly legal manner. I have no sympathy with mob law, for in this country we have ample machinery for redressing grievances. Still, I hope the Tan'Vale railway Company will not allow the indiscretion of a small section of the public to influence their decision to-day. The people of Grangetown consider they are suffering an injustice, and they are as deeply opposed to the toll-bar as the Re- becca.ites of 1843 were opposed to toll-bars. Many persons think that it is unworthy of a rich railway company to harass and oppress a large body of artizans. The directors and shareholders of the Tan' Vale Company receive dividends large enough in all conscience, without seizing the ewe lamb of the working folk of Grangetown. But I trust that at to-day's meeting the directors and the deputation from the Cardiff Corporation will endeavour to arrive at an agreement whereby the new and unpopular impost may be abolished. I understand that last evenincr a considerable force of borough police were on the bridge, but they properly refrained from attacking the populace.

A WORD TO OVERSEERS. Now that registration work is at its height, I have been requested to draw the attention of overseers in the principality to their responsibilities and the penalties to which they are subject should they neglect their duties. As stipulated by the Regis- tration Acts, the overseers, in making out the poor rate, shall in every case—whether the rate is collected from the owner or occupier, or the owner is liable for the pay- ment of the rate instead of tlie occupier— enter in the occupier's column of the rate- book the name of the occupier of every rate- able hereditament, and such occupier shall be deemed to be duly rated for any qualifica- tion or franchise, attd if any overseer negligently or wilfally, and without reason- able cause, omits the name of the occupier of any rateable hereditament from the rate, or negligently or wilfully mis-states any name therein, such overseer shall be liable for every such omission or mistatatement, on summary conviction, to a penalty not exceeding JS2. Overseers have to make out and publish, on or before the 51st July, lists of voters made out by them, lists of claims of old lodgers, and to fix them on the doors of all churches and chapels in their parish or township, and at every post-onice and telegraph omce, and at or near every public, or municipal, or parochial office within the parish to which the lists belong. By the Registration Acts, where the owner of premises agrees with the overseers to pay the poor rate, or where the owner is rated, or liable to be rated, for any hereditament instead of the occupier, such owner shall deliver to the overaeers from time to time, in writing, a list containing the names of such occupiers of the hereditaments and if any such owner wilfully omits to deliver such list, or wilfully omits therefrom the name of such occupier, he shall be liable for every such omission or misstatement, on summary conviction, to a penalty not exceeding ;22.

PRINCIPAL EDWARDS ON POLITICS. ACCORDING to information supplied to me, Principal Edwards, of Aberystwith College, is not in love with Welsh politics. During the elections an arrangement was made for a London Intermediate Examination at Aberystwith. The local college was asked to contribute a share of the expenses, a reasonable proposal seeing that most of the students were from that institution. The Principal sanctioned the expenditure, but only on condition that each student would promise not to attend any political meeting or demonstration. I understand the young gentlemen concerned were highly indignant, considering their political rights infringed. Professor Brouh and Mr Penllyn Jones were not prevented from supporting the candidature of Mi-David Davies, and a bill was published contain- ing a telegram from Principal Jayne. Many of the professors at Welsh colleges actively engaged in the electoral contests, and the same liberty might well have been extended to the students, who, I doubt not, would have refrained from rowdyism.

THE INCOME-TAX QUESTION AT SWANSEA. SWANSEA people are not the only ones who are supporting Mr Councillor Rocke. Landore intends to have a, voice, and, with this object, a meeting isto be held dur'ng the present week. The intention is noc only to express indignation on the subject, but to take action in view of the coming election, and to arrange that no candidate shall be returned to the Council Chamber who will not directly represent their wishes. With respect to the statement made yester- day as to the payment of income tax on a salary on which it was not last year charge- able, I should say that the investigation which has followed the publication of my note Ims shewn that though the salary was below .C150 a year, yet, because the omcial in question had some private means, income tax was payable on the two combined. This is all very well, bull fail to see why the corporation need concern. themselves with outside questions. They had to pay a salary of less than .6)50 a year, and, therefore, it was wrong to make the ratepayers pay the income tax on another sum with which they had nothing to do. This year, however, tlie salary is above the limit, and no one will object to the payment: in future, though. I think, a,Il will a<Tee with me that the payment in the past "was wrong.

Apart from the intrinsic value of the books, which will interest all ardent bibliopolists, and auord a. rare purchasing opportunity to the lovers of Cymric lore and learning, the event recalls to memory the indebtedness of the Welsh to these three eminent men, and the peculiarity of the family association. They were to Wales in a degree what the Brothers Hare were to England, except that they were one more in number. Sanders presided, and there were also present the Rev. W. E. Winks, Dr VacbeU, and Messrs R. Coy, Trounce. Oliver, Proger, Bea.van, Evans, Rodnfeldt, P. Price, G. E. Robinson, and P. Davies.—The Secretary stated that Mr Richards, a student who held the Ware Scholarship in connection with the Science and Art School, Cardiff, had been awarded the Whitworth Bronze Medal on completion of his second year's course of study at the Normal School of South The career of lYh Richards was most creditable, seeing that he com- menced I'fe with very scanty education, and after working some years as a blacksmith, had now raised 11llllse]f to a position of being either first 01' second scholar at the end of his second course of study in the Normal School of Science. Mr R'chards had still another year in which to complete his course of study. The secretary also reported that Mr W. H. P. Caple had been awarded a silver medal in the national competi- tion or w)rks sent from schools of art to London lo'' exhibition, the award being for measured drawing;- of an oak screen in St. John's Church, Cardiff. The results of the exhibition generally showed a very marked improvement upon even the high standard attained last year.
