GENTLEMEN,— In appearing before you as Candidate for the representation of your Borough in Parliament, I Ten- ture to impress upon you the extreme gravity of the decision you will be called upon to exorcise. At no period in the history of this great empire have your rights and institutions been in greater peril than they are at the present day. My claims to represent you are threefold :— (1) With regard to local matters. (2)< With regard to the Home policy of the party to which I belong. (3) With regard to Foreign policy. Swansea has been under the dominion of one political party since it first sent a representative to Parliament, 53 years ago. That dominion has been as oppressive as it has been injurious to the best interests of your town. The time has come for you to assert your political freedom, and to throw off the yoke of this the so-called Liberal party. If you do me the honour to return me, I will devote my best abilities to obtain the following objects (a) A Harbour of Refuge for Swansea. (b) A Readjustment of Railway Rates, and an Ira- provement in the Service of Passenger Trains, particu- larly with regard to the Great Western Railway, whose action in the pa.st has not been conducive to the interests of the borough. (c) A complete and thorough application of the Artisans' Dwellings Act. in order to improve the hous. ing of the working classes. These, gentlemen, are a few of the advantages an active representative could obtain for you. I should firmly, resolutely, and uncompromisingly resist the Disestablishment or the Disendowment of the Church. Disestablishment would, I am convinced, mean the triumph of infidelity, and no nation can prosper if it deliberately shuts out from its councils the blessings of religion. The Endowments of the Church being purely private property, it would be as much an act of spoliation to interfere with them as with the endowments of the various chapels and other religious denominations. I should strongly oppose the scheme of State-con- trolled Education, which Mr Chamberlain (I suppose in derision) is pleased to call free education. With regard to the Land Question, a true Tory policy will tend to cheapen the transfer of land, and to pro. mote the interests of small holders and tenant farmers by just and honourable means. The legislation of the late Lord Cairns in this direc. tion is an illustration of my meaning. I will heartily support a Reform of the System of Local Self-Government, by an extension of the powers of local authorities in the manner indicated by Lord Salisbury in bis speech at Newport—a policy which means a true consolidation of the United Kingdom, With regard to Shipping, I should strongly oppose such unpractical and dangerous schemes as those pro- posed by Mr Chamberlain last year. At the same time, I think there is room for useful legislation in this direction. To a nation such as our, whoso interests are so deeply involved in the Maintenance of our Mercantile Marine, it is essential that our navy should be able to resist a coalition of Foreign Powers. I should there- fore do my best to promote its efficiency. I welcome the fact that the Conservative Govern- ment has at length been able to govern Ireland with- out coercive legislation. It will be their policy to win back the affections of the Queen's subjects in that part of her dominions, so outraged and alienated by the late Liberal Government. But I should strongly oppose any legislation tending to disintegrate the empire. When turning to the State of Trade, I view with the gravest apprehension the remote possibility of a Liberal victory. During those five hopeless, dreary years that the Liberal Government was in office from 1880 to 1885, the trade of the country had fallen into an unequalled and terrible condition. This was attributable to two circumstances. Firstly, the discredit and distrust with which the Liberal Government was regarded by the whole civilised world. Secondly, the system of so called Free Trade, which unfortunately for this country has been in existence for nearly forty years. I heartily ap- proved of the commission appointed by the Conserva- tive Government to enquire into the causes of this de- pression. In Colonial matters, I believe the only true and patriotic policy will be that of Imperial Federation. 1 believe India to be not only the most glorious, but also the most necessary of all our possessions. I would, therefore, grudge no sacrifice for its presev- vation. In Foreign Affairs, I should consistently support a firm and statesmanlike policy which is only to be found in the councils of the Conservative Party. In dealing with Foreign Powers, I believe injustice and moderation. At the same time, I should jealously uphold the honour and prestige of this country. I should oppose a withdrawal of our troops from Egypt at the present conjuncture of affairs. In conclusion, gentlemen, I venture to remind you that you will not again have an opportunity of ex. pressing your opinions for another six years. I would ask you, therefore, seriously to consider the grave and terrible responsibility you will incur if you continue to support a political party which has already brought upon you the evils of an increased taxation, a depressed trade, and a dishonoured name. East Glamorgan being essentially a mining constitu- ency, the necessary amendments of the Employers' Liability Act and the Mines Regulation Act, especially to include in the latter a provision for the appoint. mcnt of competent working men as assistant mines inspectors, would receive my best attention.
