LOCAL COLLISION CASE. THE OWNKBS OF THE BKRNINA V. THE OWNERS OF THE BUSHIRE. In tho Court of Admiralty, London, on Friday (before Mr Justice Butt with Trinity Masters), the above case was heard. It was an action and a cross-action to recover compensation for loss and damage sustained by the plaintiffs and the defen- dants, respectively, to tboir vp?a*>)^ when in col- lision off the coast of Portugal, on the 23th Sep tember last. It appeaf-ed that the Bernina is a Liverpool steamer, of 954- tons registered, and at the time of the collision she was on a voyage from Carthagena to Cardiff, laden with a cargo of minerals and esparto grass and the Bushire was owned by the Persian Gulf Steamship Company, Limited, and was a screw steamer of 1,011 tons registered, being at the time on a voyage from London and Cardiff to Aden and the Persian Gulf with a general cargo, and a crew of 24 hands, all told. The vessels came into collision at three a.m., between Cape St. Vincent and Cape Roca, off the Portugal coast. The Bernilla was greatly damaged, and th3 Bushire soon sank with 15 hands, who were lost. The plaintiffs alleged that the collision was caused by the defendants not having exhibited side lights, and by those on board of her improperly porting, and the defendants alleged that the Bernina had a bad look out, and that she did not stop and reverse. Mr C. Russell, Q.C., Dr. Phil) imore, and Mr Bucknill appeared for the plaintiffs Mi Webster, I Q.C., Mr C. Hall, Q.C., and Mr E. A. Nelson were counsel for the defendents. Mr Justice Butt, after hearing only one wit- ness, hold that both vessels were to blame—the Bernina for not having a good look out, and the Bushire for having neglected to stop and reverse her engines when there was danger of a collision.

The fire which broke out on board the Allan steamer Caspian, on her voyage from Quebec, last Monday, was effectually subdued on Friday morning, at Li ve. pool. SATURDAY, NOVEMBER 29, I884, A TEST QUESTION IN THE NEW PROGRAMME. THE Monmouthshire Liberals deserve to be commended for having, put to their newly- selected candidate a test question, which it may now be assumed will be addressed here- after to everyone who hopes to be returned by a reformed constituency. It is perfectly useless now to candidates whether they Iledrstril)u*tron of these bills has yet become law, both political parties are now pledged to pass them. They may, therefore, be regarded as virtually accomplished facts, and no one can expect to have any credit as a Liberal merely because ko 13 prepared to support either or both. The best question addressed to Mr PRICE was whether he would owppori, a Bill in favour of Disestablishing the Chuioiv in Wales, and his reply was that whenever such a Bill should be brought forward it would have his support. That gentleman's sup- porters seem to have been quite satisfied with the answer given, and probably they have good reason for believing that Mr PRICE is a thorough going Liberat:onist, but it is necessary to put electors on their guard against replies which are misleading. There are, for example, many persons prepared to support a Disestablishment Bill who would not vote for an abstract resolution aiming at disestablishment. There are some who will go any length with the Government, but will always be cautious enough to hang back until the Government shows signs of ad- vancing. Such candidates will, at the hustings, profess themselves ready to fight for the disestablishmentofthe Church when every one else has begun to clamour for it, but they will hang on until the whole country gives the cause such an impetus as will make it diflicult for any person to lag behind. Now, it is very necessary for the supporters of Mr DILLWYN S resolution to adopt a somewhat different attitude from this. If Monmouth- shire means to keep up its ecclesiastical connection with Wales, its members must be prepared to be among the Uhlans in this warfare. We have heard enough of Liberal candidates who are prepared to fight after all the figh ting has been done. There are probably quite a sufficient number of warriors of this class already in the political battle field. They constitute a kind of reserve force, prepared to come in at the end like BLUCHER and his brave men on the field of Waterloo. But there is an important distinction between BIXCHI F.'S forces and those who are prepared to fight for the separation of Church and State when the end of the struggle is near at hand. The former did the best they could to aid the English general who had hazarded everything upon one stake. If they could have appeared earlier upon the field, they would certainly have (Tone so. They did not hang back from any dread of losing caste or giv- ing offence to friends. They pushed for- ward with all haste, hoping to come up to the English forces and fight side by side with them, taking, with them, the chances of war. B it this is not the case with many of those who profess, after a manner, to be prepared to go in for the Disestablishment of the Church in Scotland, England, and Wales. Many of them shrink from the encounter, do not care to hazard anything in the strug- gle now proceeding, but are perfectly willing to profess that the Church should be dis- established whenever such progress has been made as would cause any other profession to appear ridiculous. One would be sur- prised if any Tory appearing now before a constituency and begging to be returned to Parliament should say that he will vote against the Franchise Bill and the Redistri- bution of Seats. Any one must know that a member returned at present to Parliament will have no chance of airing his notions upon these subjects. But it is very different with the new test question. The Welsh people are very properly and prudently looking forward to the business which the next Parliament will have to take in hand, and are, therefore, putting these questions with a view to ascertain how far present candidates wiil be able to do the work of Liberalism when it comes to be done. It is not to be supposed that constituencies will go on electing members without an eye to the future. It will not be wise even to choose a candidate without bearing in mind that the next general elec- tion will, in all probability, take place on the new extended register. It would be absurd to forget that the half- hearted Liberalism which has sufficed in some counties and boroughs hitherto, will be acceptable te the new constituencies with their influx of new blood. The two millions who are coming in will have their opinions, and will have something to say for them- selves. It would be rather too much to expect them to accept the cut-and-dry pro- gramme of those who have had it all their own way. up to thepruent time. An extension of tho franchise means a 1 revision of the Liberal programme, and tha.t revision will necessarily involve tho admis- sion of claims on the part of many persons whose views are considerably advanced. Strictly speaking, the selection of candi- dates should not take place until the new electors have been consulted, and if those Liberals who are now making arrangements forget to consult those who, though they are at present excluded, will ultimately come in, they will have to give way to them. Without the slightest wish to cast suspicion upon the opinions of any candidate, we must, therefore, ask committees to be perfectly clear in the shaping and putting of their questions, so that the replies will not leave any doubt upon the public mind. Mr PRICE'S reply is somewhat ambiguous, and yet not more ambiguous than were those of Mr PAAN when appea'eel to by the electors of Cardiganshire. Such replies have the unfortunate effect of stirring up useless dis- cussions, and a considerable amount of bad feeling. The friends of the candidate pre- tend to know a great deal more about his in- ward opinions than he himself has ever chosen to reveal, and they unreasonably expect the constituency to accept their word for it instead of demanding his. Be- hind their solemn assurances the candidate seeks shelter, preserves an ominou3 silence, and sometimes eludes the notice of those who would sift him more thoroughly. Now this is a state of things which can 110 longer be suffered. It cannot be too clearly borne in mind that the Liberal programme hitherto in use is now almost exhausted. The man who consents to all that is on that programme must be prepared to go much further if ho is to occupy a place on the same side of the House as he occupied before. The voice of the country must now be heard as it has never yet been heard, and every person who seeka the suffrages of the people must giirfl a certain sound. This statement, affecting the Liberalism of the future, is not intended to cast any reflection upon Mr PRICE or upon his constituency. We have always recognised the right of every consti- tuency to choose for itself and to vote for itself, without interference from others, and so the county of Monmouth will have this claim. But, as we have already said, Mon- mouthshire cannot expect to rank with the more advanced Liberal constituencies unless it is very definite in the questions which it addresses, and somewhat fastidious as to the replies which it receives.

NEWPORT CHAMBER OF COMMERCE. THE TOLL ON COAL SHIPPED AT NIGHT. A monthly meeting of the members of this chamber was held at the offices, Newport, on Friday afternoon. The mayor (Alderman Lyne) presided, and there were also present—Messrs W. West, R. E. Paynter, T. Colborne, Getliing, H. It. Evans, Mawson, Winn, E. Grove, G. 1. Jones, W. E. Heard, T. J. Heybyrne, T. L. Moore, Martyu, Captain Lonsdale, etc. Tho following gentlemen were also elected new members of the chamber, namely, Messrs Edward Jones, W. Jones, E. W. Jones, F. R. Bladon, H. E. Bad- deloy, F. C. Thomas, Hy. Jayne, E. Lawrence, and H. K. Foote. The secretary read a memorial, signed by about twenty colliery proprietors and coal shippers, asking that the chamber would use its influence to secure the removal of the penny per ton charged by the dock company for coal shipped between the hours of 6 p.m. and 6 a.m. This charge was not made, so the memorial affirmed, at any other port in the kingdom, and formed a serious and growing burden on the trade of the port. Shippers were in the habit of keeping back coal until the day time, and in this way something like a deadlock frequently occurred, and loss from de- murrage was incurred. The Newport Ship- owners' Association also forwarded a letter, in which disapprobation was expressed at the charge, which the association considered was detrimental to the interests of the port generally, and invited the co-operation of the chamber in obtaining re- dress. The MAYOR said that as a director of the Alexandra and Newport Old Dock Company, he did not take part in the discussion, beyond stating that the night work was at present carried on at a serious loss at both docks even with the charge in force. Mr G. 1. JONES, in proposing a resolution to the effect that the charge was gravely inimical to the best interests of the port, inasmuch as it placed it at a great disadvantage in comparison with other ports, and urging upon the dock company its removal at the earliest possible opportunity, pointed out that it was the duty of the chamber to give every assistance in its power to further the trade and commerce of the port. (Hear, bear.) To Newport, its docks and shipping were its very life and soul, and upon the facilities afforded by the dock company to a very large extent depended its future prosperity. (Hear, hear.) At Cardiff, Swansea, New- castle, and Sunderland the shipping of coal was carried on by night in precisely the same manner as by day, without extra cost to the merchant or shipper; whereas Newport was the only port in the kingdom where the extra penny was imposed. He felt confident that Sir George Elliot, who had done so much for New- port, and who desired to promote its interests still further, would, upon the requisition of that chamber, take the necessary steps to ensure the ^•^continuance of the tax. said$ £ LmAND'in seconding the resolution, said that if the cwfja we discontinued, a large profit would be made by tin, A_ 1 f t present the Id per ton realised £ 3,b$u Jt. and be was confident that sum would be doubled in other ways if the work of shipping were carried on continuously at night. (Hear, hear.) Mr H. JAYNE also supported the motion, and mentioned that in order to overcome the bias to Mcnmouthshire coal as compared with Cardiff coal, every facility should be given to shippers. and they should be able to go unfettered into the market. The steps taken two years since to re- duce the cost of trimming to the price charged at Cardiff had been of general benefit, although he himself had lost a good deal by the change. Mr MARTYN asked if members who were agents for Cardiff firms found any difficulty in inducing their friends to ship coal at Newport in conse- quence of the extra charge. Mr W. E. Heard, representing Nixon's Navigation Company, Mr Lloyd, the Ocean Collieries, and Mr Wilson, also a representative, said the charge was practically prohibitive. Mr Coi.BORNE said that in the matter referred to by Mr Jayne, it was an understood thing thal., the colliery proprietors, in return for aid then rendered, should help the shippers in getting this obnoxious charge removed.. The penny was imposed at the period of inflation in 1871-4-, when wages and coal were much higher than they now were, and it was only right, now that both had returned to their nominal price, that the charge should be taken off. (Hear, hear.) Mr WINN and Mr MAWSON also spoke in favour of the resolution, which was carried unanimously. It was agreed, on the motion of Mr HOLLAND, that a deputation, consisting of Messrs G I Jones, T. Beyiion.C. b. HoUatldj Et Watt j_ Vipond, J. Williams, Oolquhoun, and W. E. Heard, should wait upon the directors of the company at an early date. On the reading of the minutes, which contained mention of the passing of a resolution in favour of the elimination in coal charters of the clause requiring captains to sign for weight (a matter brought on by Mr Mordey), Mr E. Grove gave notice that he would at the next meeting move that the resolution be rescinded. The minutes also contained reference to the provision of extra chairs and ti e Mayor observing that the chamber did not yet possess a clock, promised to present one, for which a vote of thanks was afterwards tendered him.
