The North and South Wales Hank have de- clared a dividend of 10s per share ior the past half-year, with a bonus of 7s 6d per share, together at the rate of' 17$per cant per annum. A like dividend pro rata will be paid on the new shares issued a year ago.

LATE GENERAL NEWS. Summonses have been issued for a Cabinet Cotmcil to be held at the official residence of the First Lord of the Treasury in Downing-street on Monday. A great fire has occurred at the bleach-works of Messrs. Smith, at Great Leach, near Bolton. The premises were totally destroyed, the damage amounting to £ 50,000. The premises were insured. Telegraphing from Berlin yesterday the correspondent of the Patl lIfall (iavefte says :-The Emperor Wilham has by a special order forbidden German officers on the active list to take service in the Russian army. Messrs. Laird Brothers have launched at Birkenheae. the war sloop Falcon. The Falcon carries three gans-one ty ton 100-ponnder, muzzle-loading i-ifle gun amidships, and two 64-pounder muzzle-loading rifle guns, one at the bow and the other* at the stern. She is framed of iron, and planked with two: thicknesSes of teak planking. The length of the Falcon is 157ft., breadth of beam 29ft. 6ino; tonnage and displacement load 775 tpns. The vessel will be finally'rigged for steiwn" or Su.it, and is fitted with a horizontal direct acting compound engine of 700-horse power. The usual form of prayer was said, and the christening" of the vessel was performed by Miss Pritchard, of L'Esgol, Anglesea.

[SPECIAL BEPOBT FROM OCR OWN CORRESPONDENT.] NEWCASTLE, Thursday.—The storms and the holidays have materially interfered with the trade of the district, and while the holidays' are over, although business htis not yet resumed its general tone, the new year has been ushered in with storms searcpiy less severe, though not so disastrous locally, as those with which the year closed. From the tone ot ,the market, nothing can be predicted in respect to the future, for trade has scarcely been set going yet, and the TnterraptioBerto the iocat trade by the storm -ha^e1 not improved it. Prices remain much as they were,' and sellers do -not appear to look for much change at present. The iron trade remains quiet, altoge- thar there is rather more inquiry for manufactured iron. and prices are firm, with a fair amount of business,, plates being A;7 5s, common bars 26 7s, and angles 26 15a per toii. In the chemical trade prices are still easier than they were, and the uncertainty as regards the Turkish question is affecting the Continental trade. Shipbuilding is going-on with more spirit, and. marine engineers are busy, but locomotive builders are quiet.

REFRACTORY SEAMEN. A bad case of sailors refusing to proceed to sea has been heard before the Weymouth magistrates, who committed three of them to prison for two months. They belonged to the ship Martina Mnria, and were on a voyage from Shields to Minorca. When the ship was in a fearful gale one of the prisoners refused to work, remaining in cabin two days. During the gale the captain bad one of his wrists broken, r.nd on arrival at Weymouth had to give up command. Another chief officer came down when the prisoners refused to work.

They had no shelter of any kind and only enough fuel to cook food, and; insufficient to keep up a fire during the night. The weather has cleared considerably at most of ur southern stations, but rain is falling at Valentiaand Biarritz, and enow at Nairn.
