There has been a better tone on the Stock Exchange to-day. The English Funds have been steady. The Three per Cents at the finish were at 9411-16 to 13-16 for money, and at 94f to é for the account. The dealings in the Foreign market have been checked, owing to to-morrow (Saturday) being a holiday on the Stock Exchange. The IJabilitiea WL.C, shown to amount ia the aggregato to £ 128,605, ■which, it was expected, would be reduced by seenrities to £ 44,090. The assets are estimated at 1:18,015. It was unanimoubly resolved to liquidate by an arrange ment, Mr G, Waddell being appointed tmstee. At a meeting of the bondholders of the Paraguay Loans, held at the offices of the Corporation of Foreign Bondholders, yesterday, a committee was formed to prctoct the interests of the bondholders, and to appoint an agent to proceed immediately to Ascension to con- fer with the Government of the republic.

Analysts are to be everywhere appointed and a purchaser can have an article analysed for 10s. 64' Certain officers can purchase articles, aad for refusing sell the same a penalty of £ 10 cun be imposed. A defen- dant and his wife are capable of being examined. The most important provision is that a defendant is to be dis- charged if he prove that he bought the article in the same- state as he sold it with a warranty. The Act is to ^pply to 6e United Kingdom.

CARDIFF, Thursday Night.—The shipments are not quite up to the total of clearances for foreign ports for the previous week, but the port seems, nevertheless, in a satisfactory state of activity. The docks are well filled with tonnage, and the principal shippers are not only well employed, but even in some cases inconveniently busy. Perhaps owing tn this temporary pressure opera- tions for future shipments have during the pafct week been ratbtr few. LONDON GRAIN TRADE REPORT. (SPECIAL REPORT FROM OUR OWN consizsroNDFNT.) LONDON, Friday.-The grain trade has been very quiet. The weather has been fine for harvest purposes, and the wheat has been secured in much bttter condition than waa expected would be the case a short time ago. Still, the yield is very deficient, and really choice samples are scarce. At Mark-lane, to-rly, there has been a fair show of new produce, the condition of which has been good, but the quality rather second rate. Business has pro- gressed very quietly, and prices have fallen one or two t-t%es per quarter, the best Talavera being obtainable at 54s per qr. Old samples have been held for about late rates. Foreign wheat has been in full averase supply, and has sold slowly at drooping prices. The quantity of British wheat disposed of at Mark-lane during the week ending August 17th was 794qrs.,and the average price 54s 4d. Barley has been dull and weak. Oats have been barely so firm, but not quotably lower. Maize, bean?, and peas have been quiet and unaltered. The flour market has been dull, and prices have encouraged pur- chasers.

An action Drought by tfte Mersey Docks ar.d Harbour Board, as owners of the Liverpool landing-stage, against t ie Liverpool Gas Company to recover compensation for the destruction of the stage in July last, has been commenced as the Liverpool Assizes. The plaintiffs allege that the defendants'servants negligently laid down the pipes and wade connections, so causing the fire that bumt the stage down. Parliamentary elections hns been issued, and will take effect on the Itit October next. This statute will considerably reduce the expenses of candi- dates according to the charges'to be allowed as set forth in the schedules. A returning officer may require a deposit or security, and he is not to be entitled to payment for any other servicefl or. egpenses. Within 24 days after tho return the returning-officer'is to send in his account, and the same may be taxed in the county courts, etc. Claims against a rcturJlillgofficer are to be made within 14 days alter the return, or to be barred. The ballc, boxes at municipal flections and school board elections to be used. The New York correspondent of the Daily News states that in consequence ot information supplied to theauthoii- ties 80negroes have been arrested in Washington and Jeffer- ion Counties, Georgia, on the charge of being con- cerned in a conspiracy for a general massacre of the whites. letters seized at various jplaces are alleged to indicate that there exists a secret military 'orgnn.'sation of negroes in four counties. The letters contain orders to the coloured militia companies, to seize the dojtots and stores of Arms, and to kill every white man. The existence of the plot as represented is not credited in the North, hub more credence is given to it in the South, Ilnd there is a great deal of dangerous exoitemeni and exasperation iu Georgia, where the Governor has called out the while militia.
