[SPECIAL REPORT FROM OUR CITY CORRESPONDENT.] LONDON, TUESDAY Evening. There has only been a moderate demand for money to-day, at the following rates :— Bank Bills.—Three months, to o-i four months, 2 J to 3g six months. 3!l. 'Y' Tradt: Bills.—Three mon ths, 3* four months, of six months, 4A. The Algeria, from New York, has brought 166,400 In specie, and the Celtic £ 53,000. The Corcovada is an- nounced at Lisbon, from the Brazils, with 2102,708. The Eastern and Australian Company's steamer Bris- bane, arrived at Brisbane from Singapore, on the 22nd May, one day early, with the London mails of the 5th of April. April. There has been rather more doing on the Stock Ex- change, but the buying has been, for the most part, on speculative account. The Premier's explanation in the House of Commons last evening hxs had a good effect, but the rumanH as to failures continue, and check business. The English Funds have been firm, and at the finish the Three per Cents were quoted at 9:3 to 94 for delivery, and 94 to 94 for the account. The New and Reduced Three per Cents were at 92f to 92|. India Five per Cents, 10e £ to 109. In the Jforeign market the tone has been good, and prices have in some instances fractionally improved. «—---HOUSE OF COMMONS.—TUESDAY.
«— HOUSE OF COMMONS.—TUESDAY. The Speaker took the chair at 2 o'clock. THE NEW MEMBER FOR B RE CONS HIRE. Mr Fuller-Maitland took the oath and hi* seat for the county of Brecon, in the room of the Hon G. C. Morgan, now Lord Tredegar. MR WHALLEY AND THE TICHBORNE TRIAL. Mr WHALLEY gave notice that on Friday he should call attention to the speeches of the Lord Chief Justice (loud cries of Oh, oh") at public banquets and elsewhere, imputing to those who took part in the efforts to obtain an enquiry into the Tichborne trial a desire to undermine public confidence in the administration of justice; and also that he should ask the Home Secretary whether it was true that his refusal to grant an enquiry was made with the assent and approval of the Lord Chief Justice. THE DERBY DAY. Mr HARDY moved that the House, at its rising, adjourn over the Derby-day to Thursday. ,.ir W. L-^VspN, after expressing regret at the ab- sence of the Prime Minister, proceeded to state his reasons for opposing the motion, the first of which was the announcement of the Government thn.t they intended to carry their Bills if they kept the House sitting till J Christmas, There appeared to be a good many people who believed that the adjournment for the Derby was as much a part of the British constitution as the Magna Charta, the Lord Mayor's show, and the exclusion of re- porters from the gallery. He did not object to members in their individual capacity going to Newmarket, Don- caster, Ascot, or Kpsom, but he found fault with the in- terruption of public business for the purpese. The adjournment for the Derby was never moved by a recog nised leader of the Government until 1S60, when it was moved by Lord Palmerston as part of the unwritten law of Parliament, and since. then it had become a popular duty of the Prime Minister. He (Sir W. Lawson) was not gOIng to set himself up as a sporting authority against the late Prime Minister, but he could see nothing noble in 20 jockeys spurring 20 horses to put money into the pockets of other people, and if a holiday was wanted, the ;launching of an iron-clad with a religious service, the Oxford and Cambridge boat race, or the Eton and Harrow cricket match, would afford a better excuse than an occasion of gambling and demoralisation. The business of the Government was so pressing that they could only afford to spare two hours on Ascension day and they now proposed to adjourn for twenty-four I hours for a horse race. It should be remembered that I arli.ament numbered distinguished ecclesiastics, and he should like to know what would be thought of a proposal hy the .Archbishop of Canterbury, seconded by the Arch- bishop of York, to adjourn for Epsom Races On the occasion of the recovery of the Prince of Wales the Speaker went through the streets in his state coach, drawn by brewers' horses, which before had never been put to so noble a use, and if the light hon. gentleman was to go in the same way to Epsom he should withdraw his opposition to the motion. It was said that men should be gentlemen first and patrons afterwards, and he desired to see them gentlemen first and bettiilg men afterwards. The honour, dignity, and reputation of the House was dear to ail, and he appealed to members not to allow the first assembly of gentlemen in Europe to be degraded before the world as the patrons of a cockney carnival, and suburban saturnalia. n f a' remiQ(led the hon. baronet that the Oxford and Cambridge boat race had for many years past been rowed on a Saturday, a day on which the House did not sit. He regarded it as of national importance that the House should not be overworked, and it was desirable that the rest should be taken on days most con- venient for the majority of members. He did not take the interest in the Derby that many did, but he could not help thinking that a practice which had been followed since since 1847 without impairing the dignity of the House for the lion. bart. admitted that it was still the first assembly of gentlemen in the world-cotild do any harm ¡ by being followed in 1875. The House then divided | J?or the-adjournment 206 j Against 81 Majority 125 I Majority.125 PUBLIC HEALTH BILL. ir°r1l.LtIl?.,?lot,ion for 8°ing into committee on the Public Health Bill (recommitted), .Colonel BARTTELOT criticised some of the pro- visions, and urged that more time was required f°r the consideration of the amendments introduced by the Government. Sir L. PALK complained that while the Bill gave immense powers over private property to Local Govern- ment Boards, it did not give the public any control over those Boards. He also regretted that the Bill did not contain compulsory provision for dealing with contagious diseases. Dr. PLAYFAIR supported the Bill as a measure of consolidation, but as an Amendment Bill regarded it as wholly insufficient. Mr NEWDEGATE approved of the Bill generally- but was satisfied from his knowledge of populous dis- tricts that the question of the storage of water in t c summer months was at the root of all sanitary reform After some remarks from Mr HenW and l)c Lush. Sir H. JOHNSTONE said th^fc the powers f«r the supply of water should he Upoye compulsory and 110 mis,.ilve. I Mr SCLATER BOOTH said that he ^^on- pleased with the results of the Public Health ^cc, w sidering the short time which it had been »n na had He was quite aware that many useful sugSeB anJ been made, but this was purely a consolidation ,Jxte'nai as such it was not desirable to introduce into > rrect:n alterations from the existing law, bey°°. machinerv obvious defects and simplifying details i to brim? rn With respect to water supply, it was iofn,S more fffi a measure as soon aa the Government r,revention considered the question. The sitting was suspended at five mm«tes to 7 o'clock.
THE EVENING. SITTING.
THE EVENING. SITTING. THE SCOTCH EDUCATION ACT. Sir W. STIRLING MAXWELL called attention to certain defects of the Scotch Education Act, and moved a resolution declaring tLat it is expedient that the provisions of the Scotch Education Act, relating to the transfer of Denominational and Sub- scription schools to School Boards be assimilated to those of the English Education Act, iu order that such trans- ference may be facilitate and the burden on the 'rate- payers thereby relieved and that an effectual audit of the annual accounts of school boards in Scotland be by law provided. Among the defects of the present Act he pointed out that there were no means of money for furniture or repairs, the only powers íven having re- lation to the obtaiuing of sites and the eraction of build- ings, There was also an absence d eompuitOTy powers for obtaining sites, and there was 11 'thing in the a t which had the efiect of vacating ttie seats of members of school boards m case3 oi bankruptcy and under ethei' circum- stanccs 5 and the teachers u*tci no under tbe law of enforcing their rights as between themselves and the boards, except by an appeal to the ordinary tribunals of the country. He also adduced figures to show h..w small was the proportion of the schools that had been trans- ferred to the school boards, and how great was the difficulty and expense that had resulted from this state of things. He urged upon the Government the necessity of taking these grievances at once into consideration, with the view of passing a short act before the new elections which were to take place next spring. Mr RAMSAY recommended that School Board Elections should not be triennial but should take place once every five years. The LORD ADVOCATE agreed that the Act re- quired amendment, and said the reason why no proposals had been mndo for the purpoa" was that, the time allowed for the trial cf the law had been vt-rv short. He would duly consider the suggestions inade by the hon. member for Perthshire, and he should not object to a measure for dealing with the question of audit if it did not open up the general question. The motion was negatived without a diviiion. The next matter on the paper was a motion by Mr Dillwyn, to the effect that in future strangers be not ordered to withdraw except upon a question put and agreed to without amendment or debate, but the peaker ruled that the subject was already before the House in another form, in which it had become an order of the day. The motion could not be token. Leave was given to Sir E. WATKIN to hrin'; in a Bill to facilitate the establishment ot provident savings banks m connection with industrial enterprise. Ihe Matrimonial Causes and Marriage L::1.w (Ireland) Bill was read a third time. Leave was givgn to Sir J. ASTLEY to bring in a bill to make the administration of poisonous drugs to horsey and other animals a punishable offence. The Parliamentary Elections Returning Officeio Bill was considered as amended. The other business was disposed of, ard the House adjourned at 11.50 p.m.
