GENTLEMEN, By the death of the Lord Lieutenant of his County, you have all lost a true and long tried friend, many of you a kind and generous landlord. In consequence of this your great loss, and thereby the removal of your present Member to the House of Lords, the duty devolves upon you -of choosing another repre- sentative of your County in the House of Commons. You will recollect that at the genaral election of 1874 I offered myself, to you almost a stranger, as a Liberal candidate for the county. The hearty support which you then gave me has strengthened me in my resolve to again solicit the honour of your votes. By the accession to power of the Conservative party, many measures, beneficial to the country, which I had hoped to see before this thoroughly handled by a Liberal Government, have for a time been laid aside. The pre- sent Government, by their marked inertness, have dis- appointed the expectations of the country, and already a feeling of dissatisfaction begins to ehow itself through every section of the people. The Agricultural Holdings Bill, by its permissive character, divests the measure of any real benefit to the farmers, who cannot fail to be disappointed at the non- fulfilment of the Prime Minister's promise to their depu- tation on this question. The introduction of the Endowed Schools' Bill, doubt- less still fresh in your memories, may serve to point out to you the true leaning of the Conservative Government in that direction, and must have filled with indignation the minds of no small portion of your constituency. I would call your attention to the financial statement just made to the country. Last year the Conservatives entered office with a surplus of nearly six millions be- queathed them by the Liberals. Notwithstanding this good fortune, arising from the financial skill of the Liber- als, the Conservatives have this year a surplus of only half a million. The facts speak for themselves. Since I had the pleasure of meeting you I have in no way altered my opinions; I am still anxious to see the introduction of measures to amend the laws relating to the transfer and descent of land, I am still in favour of unsectarian education, and I shall give my unhesitating support to a Bill securing compensation to Tenants for unexhausted and durable improvements and for damage done by Game. On other matters on which you may wish to know my opinions, I hope to have an opportunity of answering your questions befoie the day of election. I am, Gentlemen, Your obedient Servant, W.
