MONDAY, MARCH 4, 1872. SEVERAL amendments will be proposed to the Army Estimates by advanced Liberals, and objection has already been raised to the enormous expenditure incurred in the maintenance of a standing army. We cannot but admit, however, as we pointed out in our comments upon the debate last week, that Mr. CARDWELL, in moving the estimates, shadowed forth a scheme, so much superior to any yet pro- pounded, as in the main to elicit approval from both sides of the House. There is a difference, we know, sometimes between promise and performance even in Parliament but if anything like the changes indicated are carried out, there may be an end to dissatisfaction, and the country will possess at length what it has been praying for ever since the great Duke's letter-an efficient army of de- fence. Want of organisation was the stumbling- block, not of materiel or money, and this is the point which Mr. CARDWELL has concentrated his attention upon. The changes will be the more ac- ceptable for not being radical. Vested interests— if we discard features such as the dismissal of incom- petent officers-are not much interfered with. Pur- chase being done away with, the ground was cleared for reform but there was no necessity for violent, sweeping changes. Mr. CARDWELL could proceed to work with an easy conscience, and with a con- viction that, whatever changes he proposed, they would stand a good chance of being approved. The chief merit, indeed, of his scheme is practica- bility. It is possible as well as plausible. The country is to be divided into a certain num- ber of new military districts, of which Cardiff is to be one, and each division will have its own head-quarters and its special officers. In the dis- tricts thus proposed the different branches of the military service will be associated together, for exercise, instruction, and general organisation. The line, the militia, and the volunteers will form parts of "one harmonious whole," instead of being disjointed and partly antagonistic as hitherto. Camps will be formed for the training of the auxiliary forces with the regulars, and each district is to have its own depot for stores, the cost of which will be borne by Government. Nor are minor matters overlooked in Mr. CARDWELL's plan of reform. A limited number of officers are to be allowed to retire, receiving half-pay for ten years, on condition of joining one of the Militia regiments of their country. Commanding Officers are to be superannuated at sixty. The peculiar privileges of the Guards are to be abolished, and their officers in future are to undergo examination. Practical education, in the shape of annual manoeuvres, is to be adopted, the first trial of which proved so successful last year and a camp of instruction, for the northern countries, is to be established en per- manence. The whole scheme is so comprehensive that we question whether all requirements are not provided for and many objections anticipated. The wisdom of making abolition of purchase a first step to military reform, is now seen. It would have been difficult to accomplish all at one time. The forest was to be cleared before building be- came either desirable or possible. There will be nothing henceforth to prevent our having a really efficient Army. Mr. CARDWELL makes out that we possess of all kinds nearly half a million soldiers, of whom 146,000 are liable to serve ,abroad. Eng- land may well point with pride to this result of her voluntary system, and the chief consolation is that the contemplated changes will bring still greater attractions to the service. In anticipation of them, recruiting during the past year has proceeded at an unprecedented rate; what will it attain to when organisation becomes complete, and the conve- niences as well as the comforts of the service are fully enjoyed ? There need be no longer any appre- hension of the country's safety, and panics, we trust, may be reckoned amongst the things of the past. As for compulsory service, which only last year was recommended for adoption, the idea seems almost absurd now that a really practical scheme of organisation is prepared. Doubtless the volun- tary principle suits the Englishman's nature best and as it can be made compatible with efficiency and strength, there is no reason why the speciality of which we have so much reason to be proud, should not be maintained in our army.

• i THE NEW VICAR OF ST. MARY'S, CARDIFF. The Rev. G. ARTHUR JONES availed himself of the opportunity which the opening of a new organ at Llanegyrn Church recently afforded, to bid farewell to his congregation, before leaving for St. Mary's, Cardiff, to the vicarage of which he has been appointed. We gather, from a report of the proceedings in a contem- porary, that there was "Low Mass "at 8.30, "High Mass at 10.30., in Welsh .that there was a large procession, with a long array of clergy, white-robed choristers, and acolytes;" that altar Ughts were used, and that generally the ceremony was of that florid character peculiar to the section of the Anglican Church most of all bent upon what is conventionally styled a restoration of fabric and service." Advocates of reli. gious freedom will, perhaps, find no fault with the pro- ceedings, but it may be open to doubt whether the de- velopment of devotional feeling among the ordinary worshippers at St. Mary's, will justify the introduction of similar services at that Church. Certainly the cere- mony in which the new Vicar took part, was of a re- markably ornate character, and leads to the supposition that Puseyism, in its most striking form, may shortly appeal for countenance to the aesthetically inclined Churchmen of Cardiff.

P A R LI AM EJN T A R Y GOSSIP. [BY AN INDEPENDENT WELSH MEMBER.'] The great event of the week has been the Thanks- giving service at St. Paul's. The arrangements made for the safe and satisfactory conduct of this grand cere- monial, both within and without the Cathedral, seem to have been such as to reflect much credit on the autho- rities'. The great majority of the members of both Houses of Parliament went from Westminster it, steamers, and landing at Paul's Wharf, walked up to the church. There was not much attempt at orna- mentation within the walls, beyond fest@ons of scarlet cloth; nor was it necessary, for the great, and majestic temple did not require or admit of any tinsel decoration. And certainly, after the streaming crowds that for hours were pouring into the building, had all taken their places, uutil every niche and corner was occupied, the spectacle was magnificent and imposing. Thirteen or fourteen thousand persons, representing every class in the community, were supposed to be gathered within those capacious walls; and when, a few minutes before one o'clock, the organ struck up God save the Queen," and her Majesty slowly walked up the nave, leaning on the arm of the son that had been restored to her, as it were, from the Valley of the Shadow of Death, a thrill of emotion ran through most hearts, for one touch of nature makes the whole world kin." As a spectacle the ceremony was no doubt a great success. But as a religious service, many felt it hollow and unsatisfying. Most people thought it was a mistake to have new music, of no great excellence, introduced on such an occasion, instead of some of the grand compositions of Handel or Mendelsohn. And cer- tainly the Archbishop did not prove himself a Bossuet or a Massilon. There was a general impression that his ad- dress was pointless and jejune, andthat a great opportunity was lost, which a man of real eloquence could have turned to precious account. The most touchingpoint in the service was when the last hymn was sung, and when her Majesty and the other members of the Royal Family were seen to join, and the whole vast assembly lent their voices to swell the simple melody. The other parts had been performed by a choir, but this seemed to proceed from the heart of the congregation. The outrage on her Majesty on the following day by the wretched boy, whose brain is probably crazed, pro- duced, as will be readily imagined, a thrill of indignation when it first became known. And, though since the facts have been fully ascertained, it is seen that the Queen was not really exposed to any danger, does not detract from the admirable composure and self-command which Her Majesty displayed, because when she found the muzzle of a pistol within a foot of her head, she could not, of course, be aware that it was not loaded. And yet she seems not to have betrayed a sound or sign of alarm. The discussion on the second reading of the lballot Bill was weary, stale, flat, and unprofitable. It turned mainly on a question of favour, whether that and the Corrupt Practices Bill should be considered together in the Committee. The Government was thought to have taken the wind out of the sails of the Opposition by accepting the amendment of Sir Michael Hicks-Beach. But nothing can stop the flow of talk, and protests were still found for going on with the debate for hours, the old arguments against the Ballot, which had been rejected a hundred times, being once more re-stated, while of the friends of that measure it may be said that- Thrice they vanquished all their foes, And thrice they slew the slain." But the utter weariness of the scene culminated when Mr. Cavendish Bentinck, by dint of mere audacity, kept several hundreds of gentlemen waiting in or about the house, while he elaborately argued a proposal which, of course, was a mere joke, that votes in the House of Com- mons should be taken by the Ballot. Rumours are still in circulation that the Lord Chan- cellor may before long retire, in which case there is only one possible successor-Sir Roundell Palmer.

FLEUR-DE-LIS. CONCERT.—A concert of vocal music was given at Salem chapel, on Saturday evening. There was a very numerous attendance. The concert was got up the Rhym- ney choir for the purpose of raising funds to place a suit- able monument over the late Rev. E. C. Jenkins whose remains lie in the Old Salem burying ground. The, whole of the pieces in the programme were well rendered.

ABERYSTWITH. COUNCIL MEETING There was a special meeting of the Corporation on Friday, the Mayor presiding. A petition to the House of Lords on behalf of the Mid- Wales Railway (Western Extension) Bill was adopted, and the corporate seal attached. Mr. J B. Balcombe then moved as follows That a special meeting of the council be ordered to be called to appoint a committee to consider and report on 'the best means to acquire powers to enable the council to enter into covenants with the pre- sent or future holders of corporate freehold ground for the conversion of the present terminal eases into perpetual leases on such terms, by way of fine or otherwise as mlJ. be hereafter resolved upon." Ordered accordingly AUDITORS AND ASSESSORS.—On Friday, Mr. Henry Culleford, licensed victualler, Great Dark Gate-street, and Mr. Hugh Davies, North-parade, were chosen audi- tors for the year. The assessors elected were-Mr. D. Jenkins, printer, Pier-street, and Mr. Hughes, chemist Market-street. The Mayor nominated Councillor J- Balcombe as his auditor.

PONTYPRIDD. t THE NINE HOURS' MOVEMENT.—The1 final meeting 01' the trades of Pontypridd was held at the Union Bride, Trailwn, on Friday evening, when the different appointed at the last meeting to wait upon the employerS presented their reports, which were to the effect that different firms in the town were in favour of conceding movement from the 1st of April next. This was accepted by the workmen present. A resolution was agreed to- that the hours of labour should be from six to five, aB" on Saturdays six to one, it being the object of the mo* ment to secure to the classes affected an additional hour ° recreation of an evening. A vote of thanks to the epl ployers for their concession to the movement; and also vote of thanks to the chairman and secretary brought tft proceedings to a close. SAD CASE OF DROWNING.—A young girl was drownea on Tuesday last under the following circumstances. was sent to the tips of the Treforest Tin-plate Works W her mother to gather some cinders arid bits of coal, while on the side of the tip which slopes down to the she missed her footing, slipped into the river and washed down by the rapid current, her body has not recovered. She was the daughter of Richard Han' working in the tin works, and residing in Rhydfelan> ne to the scene of the accident, <
