Bythway watched the case on behalf of the owner of the house. Police-coigtable Vaughan, stationed at Garn- diffaith, stated that on the 16th of October, about 1.15 ii the afternoon, he was passing the Black Horai when he saw through the tap- room wmdl« Mary Williams and Hannah Walters. 14 went in. and found them lean- over a tableau which was about 13s. in money and betting tickets. Mary Williams ran into another r", and Hannah Walters tried to get away. The. latter said that that was the first time foe her "to go there," but witness had seen net- there several times before. Police-serg^nt Jones now gave evidence as to the conventions and the tickets seized. which, he sait bore the names of horses which ran in the Ce^jrewitch the day previous. He was about to refer to a newspaper, but Mr. Corner objectti. Mr. Corner emitted that he had no case to answer fot several reasons. After a brief retipment, the Chairman said the magistrates welJ of the strongest opinion that the police were perfectly justified in bringing the case prward. but the evidence was not sufficient tojustify a conviction. A meeting of the promoters of the Carmarthenshire Hunt Steeplechases was held at the Boar's Head Hotel, Carn,arthen, on Satllrday afternoon, Sir Marteine Lloyd, Bart., Bronwydd, presiding. The accounts showed that the hon. secretary (Mr. W. V. Howell Thomas) had at the bank £14 6s 100 in favour of the fund. That amount excluded the outstanding account.—On the motion of Major Ghiscott, seconded by Mr. R. H. Harries, M.F.H., the secretary was requested to write to all who had not paid their entrance fees. Md defaulters were to be reported to Messrs. THE ADEN HINTERLAND The negotiations relating to the encroach- ment by Turkish troops upon the Aden hinter- land have resulted (saya a Constantinople telegram) in a satisfactory settlement. The Porte has ordered the recall of the troops.— Reuter.

MR. CHAMBERLAIN'S TRIP TO SOUTH AFRICA. The "St. James's Gazette" is informed that Mr. Chamberlain will not settle the details of his tour in South Africa until he has seen Lord Milner. The journal understands, how- ever, that the right hon. gentleman will remain at Cape Town for a few days, and during his stay he will confer not only with the Ministry, but with the Bond leaders. From the Cape Mr. Chamberlain, according to the provisional programme, will proceed to B:oem- fontein. He is prepared to receive deputa- tions en route, an arrangement which will apply to the whole of the tour. His stay in the Orange River Colony and in the Transvaal is likely to extend over a considerable period, as he will not only make exhaustive inquiries into the present position of the various indus- tries—the mining industry in particular—but ascertain as far as possible what the prospects are likely to be. A visit to Portuguese East Africa. is spoken of during the tour. Mr. Chamberlain will be accompanied by Lord Milner- One of the most important proposals in connection with Mr. Chamberlain's visit to South Africa is the holding of a joint con- ference, presided over by the Colonial Secre- tary, of representatives of all the Colonies. This suggestion, the "St. James's Gazette" believes, entirely belongs to Mr. Chamberlain, who considers that much good will arise from the leaders of the different parts of South Africa coming together and talking over the future of their colonies and of the country generally. Orders have been given that his Majesty's ship Good Hope is to be commissioned on the 8th inst., instead of the 11th as at first arranged.

DEPARTURE OF DE WRT General De Wet, who was accompanied by Mr. Wessels, reached Southampton shortly before three o'clock on Saturday, and imme- diately proceeded on board the Castle liner Saxon, which lay berthed at the Ocean Quay. The famous Boer general passed on board unnoticed, and immediately went below to his cabin, where he remained until the vessel cast her moorings. Before sailing General De Wet said he had enjoyed his visit to Eng- land, but had nothing to say on the subject of his Continental tour. He did not know when he should return to England. That would depsnd upon circumstances. Asked if De Wet would meet Mr. Chamberlain in South Africa, Mr. Wessels said General De Wet could not say anything about the future. ARRIVAL OF MR. SCHALK BURGHER. Mr. Schalk Burger, who was Acting-Presi- dent in 1 he Transvaal after Mr. Kruger'e departure, arrived at Southampton on Satur- day from the Cape in the Union Castle liner Norman and proceeded to London.

CLERGYMAN'S STRANGE CONDUCT. The Rev. Geo. Martin, an unbeneficed clergy- man, formerly of Truro, was committed for trial in London on Saturday charged with hav- ing in his possession a pound of gunpowder on the occasion of the King's visit to the City with intent to commit a felony. The accused, who has an objection to stands being placed in front of chu. ches, threatened to destroy the Coronation stand at St. Saviour's Church. Southwark, in June last, but was then libe- rated in his own recognisances. He now made a long speech in court, stating his reasons for objecting to the stands. He spoke with a rich voice and much em, phasis, and greatly touched his hearers. The Magistrate said a number of letters had been received speaking of the accused in thf highest terms, and these would be handed to the judge. The accused, who was refused bail. and was removed in custody, bowed respect- fully to the magistrate as he left the court.

DOMESTIC INFELICITY NEAR CARMARTHEN. Lettice Phillips applied to the Carmarthen magistrates on Saturday for a separation order against her husband, David Phillips licensee of the Farmers' Arms. Llanybri, near Llanstephan, on the ground of persistem orueltv. Mr. W. Howell (Llanelly) appeared for the applicant, and Mr. H. Brunei White (Carmarthen) for the defendant. The Applicant, who is 40 years of age. said she had been married to defendant (who is eleven years her junior) since 1&96. and there was one child of the marriage. She formerly carried on business at Tirydail. Her husband had beaten her with his clenched fist almost daily. On one occasion, about one a.m" he got out of bed in search of his razor with which to kill her, and being unable to find it returned to bed and struck her about the head with his fists. He had also threatened her with a knife and with a double-barrelled gun. Her I husband drank. For the defence it was alleged that the woma.n was a hard drinker, and had been unfaithful. In the result the Chairman stated that the evidence on both sides was most unsatisfac- tory, and there being great doubt in the case the summons would be dismissed.

THE DEMAND FOR WELSH COAL. In an article by Mr. D. Å. Thomas on "The Demand for Welsh Coal which appeared in our Saturday's issue it was stated that the average selling price of South Wales coal- ahown by sliding-scale audits—for export to the principal foregn parts during 1901 was 6s. 0.75d. This should obviously have been I63. 0.75d.

Charles Corfield, a Pontnewynydd juvenile, was charged at Pontypool Police-court on Saturday with stealing a silver watch, the property of Mary Morris, of the same place. It appears that prosecutrix went to Newport on October 27, and when she returned the watch was missing from the mantelpiece. She ascertained from her son that Corfield had .een to her kouse. Upon inquiries being nade the boy returned the watch, and said hat he only took it for fun, he believing that t belonged to prosecutrix's son. He was reated under the First Offenders' Act. Mr. Thomas Jones, the newly-appointed manager for Messrs. Lancaster's Blaina Collieries, was on Saturday evening the jaest of the officials of the company at a dinner held to celebrate his appointment. Mr. John Swinburne, engineer, occupied the chair. WIRELESS TELEGRAPHY. Signor Marconi arrived at Table Head, Nova Scotia, on Friday on board the Italian crniser Carlo Alberto. He attempted to land his apparatus before the ship entered the harbour, but the Customs offi- cials prevented his doing so until permission had been received from Ottawa. This was subsequently obtained. Signor Marconi then came ashore, but refused to make any state- ment as to the result of the tests made by him while crossing the Atlantic.

PERILOUS JUMP FROM NEWPORT BRIDGE. Persons paesing along Newport Bridge about noon on Saturday were alarmed and shocked at seeing a well-dressed man, about 30 years of age. mount the railings and jump over the bridge into the waters of the fast ebbing River Usk. He disappeared from view on striking the water, but a minute later appeared again, and, part wading and part swimming, malh his way to the east bank, near Messrs. Davies' Brothers' Wharf, where he clambered up through the mud. He was quickly rendered assistance, and taken to the house of the gridiron attendant (Mr. William I Birt), where he was warmed and supplied with dry clothes. His friends afterwards attended I and it was found that he was Wm. Watts, of Wingate-street (near the Alexandra Docks), the son of Mr. William Watts, a Newport pilot. He had been ill for about six months, with influenza, pneumonia, and their after effects (including depression of spirits and ner- vousness), and told his friends that something absolutely impelled him to jump over the bridge, and that there was a feeling of great distress in his chest. Watts, who had served an apprenticeship with his father as a pilot, was driven to his home in a cab, and subse- quently put to bed.

A middle-aged, comfortable-looking gea tleman, with a ehcrubic countenance anc an agreeable manner of saving nice things en suitable occasions—such is Sir Henry. After last week's exhibition when tha • Irish moved the adjournment it was not I unfair to assume that if. as is doubt- ful, the Opposition have any active • leader, that leader is not '"C.-B. but he I of Monmouth, Sir William Harcourt. "I During the previous week Sir Henry CampbelI-Bannerman had been struggling to escape the meshes of Irish intngue, I oDd succeeding with singular tact. Sir William would have none of it, and when, in response to the request of the Speaker, members stood "up to support the Irish demand Sir William caught hold of "C.-B.V coat and pulled him into the breach. None so uncomfortable as the erstwhile leader of the party at this moment; none so iubilaut as the Irish aud the Govern- ment. Behind him the Radicals rose in solid phalanx: Oil the very Front Bench from, which he is supposed to control his satel- lites there was a wavering and a weeping. Ono or two half-hesitatingly rose, but • such "'stalwarts*' as Sir Henry Fowler I and Mr. Robertson sat immovable, and refused to be drawn into the political pit which the Irish had so successfully dug. And Sir Henry was far from comfort- able. It was one thing to support the Irish request in a personal capacity, quite another to be compelled to lend official countenance. Ever since his, accession to leadership Sir Henry, has, however, been badly treated by his friends. Personally friendly with Lord Rose- bery, he has yet been prevented from actively associating himself with the ex- Prime Minister by reason of the conduct of his most active followers. His first lieutenant will have none of the Primrose Earl. His second and third none but lie. The Irish hate the very name of Rosebery, and second only to this • intensity is the hatred of the pro-Boers, with. possibly, the exception of Mr. Lloyd-George, who on other than Soutfc African topics is somewhat of an Im- perialist And between the Scylla and Charybdis of these antagonists it is not to be won- dered at that the falls of Sir Henry are frequent and painful. Surprise has. indeed, often been expressed that one who enjoys so much the ease of private life should have volun- tarily placed himself in a position of such thanklessness and so fraught with anxiety. Sir Henry was and is, however, the only possible "ostensible" leader of a party of factions and fractions, and it will always be held to his credit that he assumed the position when he did. That he is a born leader of men or that his personality has the fascinating ele- ments of a Gladstone or a Rosebery his most fervent admirer will not admit. Under criticism he is impatient, under attack visibly perturbed. His honesty of purpose is. however, transparent. And ) in an age of intrigue this counts for much. At the present moment Sir William Harcourt is his first-lieutenant. Together they sit side by side, consult on tactics and business, and generally act in unison. It was far otherwise but a few weeks ago. Then neither Sir William nor Mr. John Morley would take any part in the doings of the official Opposition. As previous holders of office they were entitled to seats on the Front Bench, but these seats they took in the cold corner adjacent to the Gangway—an action tan- tamount to the admission that, though opposed to the Government and forming part of the Opposition, they were yet apart from the official section, and, in fact. independent of any and every party. Mr. John Morley still fills the corner scat, but Sir William has gradually moved his place until now he sits opposite the dispatch-box and on the left- hand of the official leader. On the other side is Mr. Ascruith, not so frequent an attendant at debates as formerly, yet a force to be reckoned with. He and his fellow-Imperialist, Sir Henry Fowler, are not very popular with the rump of the party. They are, however, too strong to be ignored in a party which., can boast few' strong men. and, despite lack of personal popularity, they continue to hold their own. Sir Robert Reid and Professor Bryce, other prominent, occupants of these benches, are, perhaps, the two men for whom "C.-B." has the greatest affection, and upon whom he relies for chief sup- port—a st-pport also extended to him by Mr. Sydney Buxton and Mr. Robertson, former Secretary to the Admiralty. Still, the real opposition comes not from this quarter. I commenced by saying that, ostensibly, Sir Henry Campbell-Bannerman was the Leader of the Opposition. In the present sitting the real leader is Mr. Lloyd- George. with Mr. S. T. Evans as an excel- lent substitute. These are two men who, „ in the opinion. ,.0.£ the Prime Minister, know more about the Education BSt; than any other men in the House." Apparently, they do not act together. They sit on different benches, yet each is as keen to seize a point, as eager to t support one another, as though in active unison. Other Welsh members rally round, and. form a formidable array. There is Mr. Lloyd Morgan, as persistent in support of principle, as vigorous in attack, as either: Mr. Reginald M'Kenna, coldly critical, and with never-ceasing vigilance, always ready to seize hold of some poiofc and press it home to advantage. Mr. Labouchere, who used to be a thorn in the side of any Government, and who occupies the seat generally allotted to the temporary "Prince Ruperts" of debate— the corner seat of the Front Bench below the Gang-way-has become a staid old representative: the fires of yonth are burning low. and now that lie is in the seventies the slippered ease of Parlia- mentary life appears to delight him than the fierce existence of an Opposition freebooter. He has. however, sacrificed none of his cherished convictions. He is still the stern and unbending opponent of Imperialism, the unconvinced and un- ccnvincible Radical and economist yet his voice is not now heard in the of the House as often as of yore, and his influence is waning in consequence. Not so his fidus Achates. Sir Charles Dilke. who is still a figure to be reckoned with. None so attentive at the House; none so insistent in debate. Possessing an unrivalled knowledge of Parliamentary life and its traditions, of Constitutional government and its administration, he is the first to be consulted by both Ministe- >• rialists and colleagues on any aDd every subject under discussion.
