GLAMORGAN- FINANCE. Burden of Rates. The FinaDce Committee of the Glamorgan CountyCouncil onTuesday considered the heavy burden cast upon County Councils by Govern- ment Departments, and the Chairman (Alder- man T. J. Hughes) observed that it seemed to be the studied policy of both the great admi- nistrative parties, whtber Liberal or Conser- vative, however much they differed on Imperial politics, to throw any additional cost of home administration upon the County Councils. Last year the Education Bill pro- mised them additional grants in relief, but the Bill died, and they were still without the money, though the orders of the Board of Education compelled them to spend S,2,000 a year for medical inspection, and an additional sum running into hundreds under circular 709. It was time to speak out, and to make a very practical protest. Though he was not prepared to suggest passive resistance, and the setting down of tools and refusing to do the work, he was prepared to go very far to bring home to the Government, through its departmental heads, the fact that they were crippling the resources of any county, however prosperous it was. He proposed that they ask the County Council to send a strong and numerous dele- gation to wait upon Mr Lloyd George and Mr Runciman. Tis was seconded by Dr. T. H. Morris, and carried unanimously. Alderman T. J. Hughes was re-elected chair- man of the committee for the twelfth year in succession.

Railway Report. ADVISORY COMMITTEE PLAN. The report of the Board of Trade Railway Conference, constituted in 1903 with the object of reviewing some of the more impor- tant questions which arise between railway companies on the one hand, and traders and the general public on the other, was issued as a Parliamentary Blue Book on Monday night. Among the matters discussed by the conference was the machinery for the settlement of dis- putes between railway companies and traders and with the object .of establishing some simpler and more economical procedure than that of the Railway and Canal Commission. The conference recommended preliminary procedure before the Registrar to the Commis- sioner, and that the parties may agree that a case shall be heard either by the registrar, with assessors, or by the Commissioners. On the question of the increase of rates and charges the conference's principal conclusions from which Mr Alfred Mond, M.P., dissented, is that where a reduction of the rate is here- after made the restoration of such rate within two years after the reduction to the figure from which it was reduced or to any less amount should not be deemed an increase within the meaning of the Railway and Canal Traffic Act, 1894. The conference also discussed the procedure for obtaining compulsory powers for the ac- quisition of land, and it is suggested a wider authority should be given to the Board of Trade for granting certificates for compulsory powers, still leaving to Parliament cases where the magnitude of the scheme or special cir- cumstances make a Parliamentary inquiry advisable. With regard to the method of assessing compensation, the resolution recommends the simplification of procedure under the Lands Clause Act in respect of compulsory acquisition of land with a view of securing a cheaper and more efficient tribunal and of giving less scope to extortionate claims. The conference decided that it was desirable that an Advisory Committee on railway matters should be constituted which the Board of Trade might consult on such matters as they might think fit to refer to it.

CARDIFF CORPORATION. MR SEWARD'S CLAIM. At a special meeting of thp Cardiff Corporation on Tuesday the claim of Mr Edward Seward, architect, against the Museum Committee, and his threat to oppose theCai-fliff Corporation Bill, were mentioned. The Lord Mayor said they had not had any definite claim from Mr Seward, and they could not discuss the matter till thev had that claim. They had requested Mr Seward to send in a definite claim, so that they.eould discuss it. As to the Bill, they had amended a clause in their petition, and he did n,,t think they would have any further trouble. —Dr. Biees Is not an attempt being made to mak'-an arr mii m-nt between the Corporation and the Mn- nm Committee?—The Lord Mayor: The Museum Committee is now dis- cussing it.

HEALTH COMMITTEE. Boarding Houses. A meetinrr of the Cardiff Health Committee was held 'n Tuesday for the purpose of consider- in'! the gran in' of licences to boarding houses. Dt. Robinson )r-sidecl. A letter was read from the S "ilors and Firemen's Union, objecting to the grli nt of a licencp to Ah Sam. Mr Prank G-askell appeared on behalf of Ah S^ru who, he said, could not speak English. Mr Gaskell said that Ah Sam had removed from Patrick-street to 214, Bute-street, and the applicant was then informed that if he got other premises the Committee would not object. Mr Nicholl asked if it was true that Ah Sam had shut the door in the face of the Inspector. Mr Gaskell said that Ah Sam did not do so but a, man who was left in charge of the hous might have done so. Inspector Evans said that the door was closed, but he could not say who did it. On the motion of Mr Nicholl it was decided to grant the licence subject to cer- tain alterations and to revision in January next. Several other licences were granted after applicants had been reported upon by the Chief Constable and after the Committee had had personal assurances from the applicants that the houses would be kept clean, con- ducted respectably, and managed by persons of irreproachable character. Warpings were given in every case that one black mark would take away the licence in January next. The Chief Constable reported that one appli- cant had been fined 920 for selling beer without a licence. The committee renewed the licence. Mr Nicholl did not oppose the re- newal, but protested against the inconsistency of the committee's policy, for there was a boarding-house kept by the Marquis of Bute where beer was being sold without a licence, and neither the police nor Dr. Walford were doing anything against it. Dr. Smith: I hope we are going to take action. Mr Nicholl: I bet you a sovereign you will not. There is a boarding-house at the docks, still selling beer without a licence. A Greek whom the police reported for en- couraging young gi rls to resort to the house was not given a licence, it being refused on the casting vote of the chairman. The licence of the German Sailors' Home was renewed subject to an undertaking being given to close a slop shop now upon the pre- mises. The Medical Oiffcer stated that the accom- modation for Asiatics was limited, and a new licence was granted.

NEYLAND COUNCIL SCENE. At a meeting of the Neyland Council on Monday evening, Councillor Lewis brought forward a motion to rescind a resolution passed at a previous meeting rating the owners instead of the occupiers in respect of property of an assessable value of E10 and under. In moving that the resolution be rescinded, Mr Lewis said his objection to the resolution on the books was the extra burdens it would impose on the ratepayers. On the district rate and the pool rate he calculated that it would mean the payment of about E127 a year to the land- lords, an amount equivalent to a 5!d rate. Councillor John seconded. He said that Mr Garrett, when in the chair, said that the extra 4d on the rates was for the purposes of public lighting. It now turned out that the money was not for public lighting at all, but for palm-oiling the landlords of the district. The Chairman (interrupting): Mr John, I shall not allow that expression. Mr John: Perhaps you will give me an ex- pression that I can use. The Chairman You are imputing bribery to the Council. Mr John I am applying it to the whole Council. The Chairman: Unless you can express your- self in a civilised manner as' regards the Council, I shall not allow you to go on. Mr Lewis has brought forward a resolution and has spoken in a proper manner, and if you cannot second him in a proper and respectful manner, I shall not allow you to proceed. Mr John I shall not withdraw. The Chairman: Then I shall leave the chair. You have no right to use an expression of that sort, and I shall not allow it. Mr John You must give me another expres- sion to use then. The Chairman: I cannot put brains into your head (Cries of Withdraw.") Mr John I cannot see how I can. The Chairman I shall not allow you to use that expression on this Council. Eventually Counclilor John withdrew the expression, and the resolution was defeated by a large majority, only three Aembers voting for it.

CAMP AT PORTHCAWL. BAPTISTS RELEASED. Odessa, Monday.—The 224 Baptists, includ- ing 30 women and 12 licensed preachers, have been released from prison after the seven days' incarceration to which they were condemned. Two telegrams addressed to M. Stolypin by the imprisoned Baptists, entreating his inter- vention on their behalf, remained unanswered. The Baptist meeting-house in the Pefeseyo suburb remains closed and under police seal. A similar persecution of the sectarians known as Stundists has been initiated, jointly by the orthodox missionary authorities and the police. In practice, if not in theory, the freedom of religious worship promulgated in the Imperial manifesto of October, 1905, and confirmed by a subsequent ukase in April last year, appears te have been abrogated, and all the Russian Nonconformists and sectarians are again sub- ject to the same stringent disabilities imposed upon them by what is now meaninglessly des- cribed as the old regime. To all intents and purposes the old regime has been restored.— Central News.

ELEMENTARY SCHOOL PLACES. Mr Runniman's Interesting Figures. Mr Ellis asked the President of the Board of Education what were the figures of school places in the Council, Church of England, Roman Catholic, and other public elementary schools respectively of England and Wales during the school years 1907-8 and 1908-9 and what were the figures of children in average attendance in each of these classes of schools during the same years (in the same form as reply to question, 24th November, 1908). Mr Runciman answers that the statistical year 1908-9 does not end until the 31st July next, and the figures for that year are, therefore, not yet available. The following are the figures for the years 1906-7 and 1907-8 .-—(a) Recognised accommodation.—Council, 1906-7, 3,650,503- 1907-8,3,766,824; Church of England, 2.681,442- 2,624,789 Roman Catholic, 406,137—401.595 other schools, 306,125-277,810. (b) Average attendance.—Council, 2,873, 801-2,942.482; Church of England, 1,899.365-1,857,706: Roman Catholic, 286,188-286,767; other schools, 231,330-205,073.
