Swansea Representation. SIR GEORGE NEWNES RETIRING Letter from the Hon. Member. At a special meeting of the Swansea Town Liberal Association on Wednesday night, held at the Liberal Club, Mr C. H. Perkins pre- siding, the following letter was read from Sir George Newnes, M.P. Wildcroft, Putney East, S.W., June 6, 1908. To the President of the Liberal Associa- tion, Liberal Club, Swansea. My dear sir,-I think the time has come when I should formally intimate to you that it is not my intention to stand for Swansea at another election. I need hardly say that my retirement is not in any way due to political questions. I am more than ever convinced that it is to the Liberal party the country has to look for beneficent legislation. My reasons are purely personal. "My long absence from the constituency since the election has been treated with a leniency which I wish to warmly acknowledge. It is very important that some candidate should be selected who can give more constant attention to the constituency than I am able to do. I can hardly express in the terms of a letter the great appreciation I have for all the kindnesses I have received from all classes in Swansea during the time I have had the honour and pleasure of representing them in Parliament. I wish most emphatically to say that no man jcould have been better treated in every way during that time, and there is no constituency that it would be a greater pleasure to represent. The friendships I have formed and the recollections of my pleasant associations with Swansea will remain valued traditions with me for the rest of my life.—I am, yours very faithfully, George Newnes." After a discussion the following resolution was passed :— That this Executive Committee cannot accept the decision announced by Sir George Newnes in his letter of the 16th inst. without placing on record its high appreciation of the many valuable services he has rendered to the community and the constituency during the time he has been Parliamentary representative o £ the Town Division. It desires to express its special indebted- ness to him for coming forward at a critical moment in the borough's historv, at a great personal inconvenience, and enabling the Liberal party in the division to win the seat back from the Tory, and so secure for Swan- sea Liberalism its old influence in the Parlia- ment of the nation. It. moreover, cannot let this opportunity pass without expressing its deep obligation to Sir George for establishing on a firm founda- tion in the borough a real live organ of Liberalism. It reciprocates the kind sentiments Sir George has so gracefully expressed, and sincerely trusts thathis life may be long spared to continue his many valuable services to the cause of progress." It was decided to take prompt steps for selecting a new candidate to represent them at the next General Election, a committee being appointed to select names of suitable candidates and submit them at a meeting to be held next week.

The favourite colour this year is blue in various shades, so the verdict is, of course, a Royal Blue Ascot." The King and Queen The Start for the Ascot Stakes. i— —— The Arrival of the King and Queen. Princess Victoria drove in State on Tuesday from Windsor to Ascot to witness the racing. The principal trophies at Ascot are, of course, the Ascot Gold Cup, the King's Gold Vase, and the Royal Hunt Cup. Elaborate pre- cautions have been taken to prevent the Gold Cup disappearing again.

FELL INTO DRY DOCK. Seaman Sadly Hurt in Newport. A young seaman named William Betteridge, who has recently signed on the steamer Fen- church, now lying in the Channel Dry Dock, Newport, as a seaman, was going aboard the ship on Wednesday night with his kit bag when a ladder, which formed a gang- way broke, and he fell to the bot- tom of the dry dock, a distance of between 35 and 40 feet. When picked up he was bleeding from the mouth and suffering from injuries to his head. He was conveyed to Newport and County Hospital, where he was (Retained in a critical condition. The un- fortunate man is believed to be a native of London.

I Schools' Compromise. MANCHESTER CONFERENCE. Majority Resolutions. The full terms of the resolutions passed by the Manchester education conference have now been issued. The conference was com- posed of representatives of various religious bodies, who met to endeavour to arrive at an agreement bn disputed points in the education controversy. The resolutions passed were in the following terms (1) That denominations which have built schools for denominational elementary educa- tion, if those schools are no longer used for such education, have a right to retain them for denominational purposes on refunding the unexhausted value of any building grants re- ceived from the State. (2) That the principle of equity embodied in Resolution 1. regarding schools built by de- nominations is hereby affirmed regarding all forms of school property, whether such schools be private ownership schools, family trust, estate schools, &c., i.e., they shall revert to their owners if they cease to be carried on according to the terms and conditions under which they were founded. (3) That it is not necessary that, even in single school areas, teachers should be pro- hibited from giving religious instruction, pro- vided that such safeguards can be found as shall secure their appointment from being in any way affected by their religious convic- tions. (4) That (a) In single school areas, only teachers possessing a recognised qualification to give religious teaching shall be eligible for appointments involving religious teaching and such teachers shall give only undenomina- tional teaching. (b) If the Local Educational Authority by agreement with the trustees makes use of an existing denominational school, it must pay an adequate rent for the use of the school building, and must provide facilities during school hours for the denominational teaching required by the trust deeds at the cost of the denomination. (c) Failing such agreement, the Local Edu- cation Authority shall provide its own building, and shall allow the denominations to give denominational instruction at their own cost to children whose parents desire it. (d) For the building of such a school, a substantial proportion of the cost shall be provided from the Exchequer. (e) An existing school, having 30 children in average attendance, shall be a necessary school. (f) A single school area is defined as one in which there is only one school within reason able distance of children bound to attend school. (5) That in all districts where more than one school is educationally desirable a Council school or schools shall be provided, and deno- minations shall have liberty to provide deno- minational schools on such wise as to meet the conscientious requirements of parents, with due regard to educational efficiency and economy of the rates, provided that 50 children shall always be considered a sufficient number to constitute a necessary school. There is also a minority report.

UNITED METHODIST CHURCH. Conference at Sheffield. In the spacious and beautifully decorated Hanover Chapel, on Wednesday morning a crowded audience faced the veteran president (the Rev. Edward Boaden) when he announced the usual hvrnn sung at the opening of these annual Parliaments of Methodism, And are we yet alive, and see each others face." The delegates will be fully occupied with the busi- ness of the churches for a week or more. The morning and evening sessions are set apart for business, and each evening a public meeting is held. There are nearly 400 delegates and officials about equally divided between minis; ters and laymen. The president-elect (the Rev. W. J. Town- send, D.D.) in an able and forceful address made special reference to the Licensing and Education Bills. The members of the churches had earnest duties as patriots and citizens in this strenuous and anxious time, and must take their full share in the struggle for righteousness and purity. It is for the church to be the inspired and formative agent of those principles of national righteousness which should actuate all political parties in the realm. Their immediate duty as patriots was to strain every power to destroy the overmastering power and curse of the drink traffic. The Licensing Bill he asserted was right in principle and admirable in applica- tion. The settlement of the education ques- tion was long overdue, and must be per- manently settled on just Jines. The Free Churches must insist on three imperatives -popular control without any whittling down, the abolition of sectarian tests for treachers in training colleges and schools maintained by the moneys of the people, and no sectarian teaching in the schools supported by the State. They must also oppose universal entry into the schools of the people by the denomina- tionalists,and that head-teacherships in the de- nominational schools shall be reserved for the denomination. He pleaded for a revival of Christian fellowship, and did not think the old forms of Methodism could be much im- proved, that the wooing note should be pro- minent^ with the minister, lay preacher, and Sunday school teacher, and that efforts in favour of the union of the churches should be made on the foreign mission field. The elections to connexional offices were speedily settled. For the ensuing year the Rev. John Baxter serves as secretary, the Rev. George Parker as corresponding secre- tary, and the Rev. George Packer secretary to the General Committee. The Rev. C. Stede- ford was appointed general secretary to the conference. Telegrams of cordial greeting were sent to the Pan-Anglican Congress and the Primitive Methodist Congress. Condensed reports of the various committees of the denomination are to be printed in the blue book sent to delegates prior to each annual conference. In the next list of build- ings licensed for worship issued by the Regis- trar-General it is expected all the United Methodist churches will appear under the new name, and with a more exact local description. A resolution approving of the Licensing Bill and hoping it may be strengthened in respect of Sunday closing, the sale of drink in clubs, and making compulsory the closing of public houses on election days, was moved by the Rev. J. Luke and seconded by the Rev. Dr. Brook (president of the National Evan- gelical Free Church Council), and enthusias- tically carried. A missionary demonstration was held in the evening, and addressed by missionaries from China and East Africa.

PRIMITIVE METHODISTS. New President's Address. On Wednesday morning the Primitive Methodist Conference was opened in Wesley's Chapel, London, when there was a large at- tendance of delegates and visitors. The Rev. James Pickett, London, reared in a Wiltshire village, was elected president for the year, Alderman Harrison (ex-Mayor of Hartlepool) vice-president, and the Rev. Mr Fell, of Lan- caster, secretary. It was announced that the Rev. Mr Bel- lingham, Cardiff, had resigned his position as a permanent member of the conference. In the afternoon the new president and vice- president were inducted, and in his presidential address the Rev. J. Pickett thought there was no room for depression In the review of the past year's work there was occasion for self- probing. There had been arrested progress. The Baptists had a decrease of 4,800, the W es- leyariS of nearly 8,000, and the Calvinistic Methodists—a great Church in the beautiful Principality-had a decrease for the first time in its history, and that decrease was o ver 600 The Presbyterians thad been saved-just saved- by an increase of only 19,theCongregat.ionalists by 37, and the Primitive Methodists by only 500, at the same time having a heavy decrease of Sunday school teachers and scholars. He made a strong appeal to young ministers to emphasise central truths and to be per- sistently evangelistic. Great battles were before them. They belonged to a Church of the toilers. Their Church had done its part in the creation of public opinion. Without their work the Factory Acts and Small Holdings Act would have been impossible, and their strenuous efforts in education to effect educa- tional rural emancipation was as necessary as ever. In the new England which was being formed they would have to provide leaders for the modern democracy. The democratic drift was not without danger, but there was a chance for a fuller and sweeter life by the Small Holdings Act.

Newport Harbour Board. RIVER USK IMPROVEMENTS. Co-operatien With Dock Company 7 SPEECH BY MR L LLEWELYN, J.P. At the annual meeting of the Newport Harbour Board on Wednesday, Mr L. Llew- elyn, Abersycha.n, was appointed chairman for the ensuing year, on the motion of Alderman Goldsworthy, seconded by Mr John Macaulay. Mr Llewelyn, having acknowledged the honour conferred upon him, said that the matter uppermost in their minds was the need of developing the river. Whether its present condition was due to the neglect of the Board or to the difficulty experienced in negotiating with landowners, he was not then going to say. He found, according to the statistics prepared by their clerk (Mr A. J. Phillips), that the output of coal last year from Mon- mouthshire was more than 13,000,000 tons, an increase on the previous year of 957,791 tons, but only a third of that quantity was shipped at Newport. This was disappointing. A large quantity of this coal was shipped at other ports in the Bristol Channel. Pre- parations were, however, being made to cope with this very unsatisfactory state of things. He believed the Alexandra Dock Company were doing praiseworthy work and deserved support. At the same time, he thought there was ample room for both dock and river authorities. The more they assisted MR L. He was strongly of opinion that efforts should be made to afford facilities on both banks of the river for greater shipments of coal and larger importation of general commodities than those at present afforded. This of course should be done, if possible, without prejudic- ing the port with regard to dues. They had quite near a very large field of unworked steam coal, which would soon be developed, and if the docks and river were in a position to deal expeditiously with the output of the county it was to Newport the coal would naturally come, but if vexatious delays re- curred and collieries were kept waiting for waggons then they must not be surprised if colliery owners preferred to send their output to other ports where better despatch was given. On the motion of Mr Lyndon Moore, seconded by Mr R. Wilkinson, the outgoing In chairman, Mr G. F. Colborne, was thanked for his services and was appointed vice-chairman for the ensuing year. Mr Colborne, moving the adoption of the annual report, said that the profits for the year were over £2,700, this being largely due to the receipts for hire of dredger plant. The harbour dues had reached another record maximum, and the export of coal, foreign and coastwise, exceeded 4,600,000 tons. Mr R. Wilkinson dwelt upon the excellent despatch which steamers received at Newport. Newport and the Patents Act. Mr A. J. Phillips (clerk) read a letter from the town clerk (Mr A. A. Newman) stating that the Parliamentary Committee of the Corporation had considered the advisability of appointing a sub-committee in order to place the advantages and claims of Newport before foreign patentees, and as this was re- garded as a matter for the consideration of all public bodies of the town the Harbour Board was invited to join in the formation of a joint committee. The Mayor, Alderman Canning and Bear had been appointed as the Corporation's representatives. The Board agreed to accept the invitation, and the chair- man, vice-chairman, Messrs John Macaulay, Lyndon Moore, and C. D. Phillips were nominated to represent the Board. The Mayor We propose to send out a statement in English, French, and German. Later, the new chairman invited the members of the Board to partake of refresh. ments. The Mayor, proposing the health of the new chairman, said that the dock company had recently made siding provision for 2,500 waggons, and in various ways had obviated all delay in dealing with coal cargoes.

THE NEW CHAIRMAN. Mr L. Llewelyn, J.P., is the sole proprietor of the Abersychan Collieries, and the firm, which trades under the name of Messrs Hos- kins and Llewelyn, has offices at Newport and Cardiff. For many years MrLlewelyn held an important position under the Powell Duffrvn Company at Aberdare, and subsequently he Undertook the management of the Risca Col- lieries under the present ownership. In 1879he was engaged as the manager of collieries in Chili, and remained there several years. He has been a member of Abersychan District Council for several years, and is an ex-chair- man of that body. He is a member of the South Wales Institute of Engineers. All his sons have been brought up in the coal trade, and some of them hold responsible positions— viz., Mr Ernest Llewelyn, the'Swansea mana- ger of Baldwins Collieries; Mr Leonard Llewelyn, manager of the Cambrian Collieries, Clydach Vale Mr Ivor Llewelyn, manager of the National Collieries at Risca other sons are asssting in the management of the Aber- sychan Collieries.

WESTERN VALLEY SEWERAGE. Outfall Works Practically Completed. At the annual meeting of the Western Yalleys Sewerage Board at Newport on Wed- nesday, Alderman P. W. Raffan, J.P., New- bridge, was elected chairman, and Mr B. Stacey, Mynyddislwyn, vice-chairman. It was reported that the contractor had pratically finished the outfall works. It wae resolved to inspect the sewer in a fortnight's time.

BEDRIDDEN DEPENDENT. Mountain Ash Compensation Case. Before Judge Bryn Roberts at Mountain Ash County Court on Wednesday, I Mr A. T. James (Messrs Walter Morgan, Bruce, and Nicholas) applied for the payment out of court of a sum of jEKr paid by Messrs Nixon Ltd., into court on the death of a son of David Evans, of Troedvrhiw, near Cardigan, the applicant being the father, who was bedridden. Ellen Evans, of Treorky, a sister of the deceased, said the brothers and sisters of the deceased were all earning their own livings, and the father and mother were the sole dependents. His Honour ordered the money to be paid out to the applicant. Mrs Hallaliau, of Towhead, Skibbereen, co. Cork, who was in advanced years and unable to attend the court, applied through Mr James for the payment to her of a sam of £100 paid into court on the death of her son. In this case Alderman Enoch Morroll, of Troedyrhiw, miners' agent, had by Correspondence arranged the matter, and his Honour suggested that Mrs Hallahan should file an affidavit by the jext court. Upon that he would act.

Sunday Pleasures. NEW GLAMORGAN CONDITIONS. Congregational ists' Protest. PROPOSED JOINT CONFERENCE. The annual meetings of the Welsh Congre- gationalists of Glamorganshire were held on Wednesday at Bethania Chapel, Treorky, nearly 300 delegates being in attendance. The President (Rev. John Thomas, Merthyr), occu- pied the chair, and he was supported by the joint secretaries, Revs. H. O. Evans and Grawys Jones. A resolution dealing with the obser- vance of the Sabbath was proposed by the Rev. J. Williams, Trehafod. The resolution referred to moral injury caused by the unchecked growth of Sunday travelling by pleasure parties," and of Sunday golf," and recommended that a joint conference be called of representatives of all denominations with a view to effectually dealing with the evil." Mr Williams said that the Sabbath was fast disappearing in Gla- mot-gan.and his view was that to check the evil thev would have to start with reforms ou Saturday night. He regretted the holding of sacred concerts, political meetings, and the playing of golf, very prevalent at Porth, and the practice of Sunday trips to Barry were increasing tremendously. This was a subject in which all parties could unite, and from what he knew of the Bishop of Llandaff he thought they would get his hearty support. (Hear, hear,) Rev. W. Rees, Alltwen, seconded, holding that further desecration of the Sabbath was by the holding of Labour demonstrations and all kinds of meetings. In fact, the Sabbath had become the luggage van" of the week days. Rev. T. Hughes, Cathays, Cardiff, said that to be consistent church members themselves should refrain from holding committee meet- ing-- dealing with financial and other matters on Sundays. They ought to possess enough enthusiasm to be able to get a committee meeting on week nights. Rev. Oscar Owen We should start at home in this matter. We as ministers should re- frain from travelling to our publications on Sunday, when we eould easily travel the preceding night. (Hear, hear.) Rev. W. Rees, Alltwen, remarked that he did not intend the resolution to apply to non- church goers only. They had members who were guilty of some of the practices referred to. The motion was carried, and the chairman, Revs. J. Williams (Hafod), Glyn Davies (Neath), and W. Rees (Alltwen), were ap- pointed to represent the association at the proposed joint conference. Evans, Aber- avon, the conference expressed its un- bounded pleasure at the elevation of the Right Hon. D. Llovd George as Chancellor of the Exchequer, theRight Hon. Reginald McKenna as First Lord of the Admiralty, and Sir S. T. Evans as Solicitor-General. The promotions of these distinguished Welshmen were regarded as a direct compliment to Wales and Non- conformity." The conference heartily recommended the efforts made for the deepening of the mission- ary spirit in the churches, and hoped that the Missionary Society's scheme would be adopted generally by the churches. Compromise Spirit Welcomed. A motion was submitted by the Rev. Jacob Jones, Merthyr, urging the Government to adhere to the fundamental principles of the Education Bill, which provided for the direct control of elementary schools by the local authority and the abolition of all religious tests further, that the contracting out clause was considered deleterious to the best interests of education, and should be withdrawn. At the same time, the resolution stated the asso- ciation would welcome a conference between the parties interested in the question. The speaker urged that the Government should not give too much away in compromises and commit the same mistake as in the previous Bill. He was glad the former Bill had been thrown out by the Lords because it was far from meeting their requirements. The speaker said the managers of the Voluntary school at Merthyr had banked money which had been obtained from the Government in grants, whilst a Roman Catholic school at Dowlais had saved about JE200 in the same way. This proved that they wanted a universal system. As Nonconformists who had principles as dear as other parties they were prepared to make concessions for a non-party system of educa- tion, and he hoped that concessions would be made by the other side. Rev. J. Davies. Cadle, emphasised the im- portance of endeavouring to get the present Bill passed. If this measure was lost at least 20 years would elapse before progress was reported. The resolution was carried unanimously. Licensing Bill Support. The Rev. J. Tertius Phillips, Cardiff, said that, although a. paid agent "-(Iaughter)- he would have the temerity to move the reso- lution dealing with the Licensing Bill, which expressed the pleasure of the association- representing 65,000 members—at the result of the second reading, and urging that in Committee the clauses as to clubs be strength- ened that the time limit should not be exten- ded, and that grocers' licences should be abolished. Mr r. Millward, Ton, seconded, and said that the measure was moderate but thorough. The resolution was adopted unani- mously. The Rev. S. Jones, Mountain Ash, proposed a resolution in favour of Disestablishment and Disendowment. Wales, he said, was ripe on this question 40 years ago, and they should renew their efforts for this reform with re- newed vigour. Councillor Powell, Caerphilly, seconded, and the resolution was adopted. A motion by the Chairman appealing to the Chancellor of the Exchequer for larger grants to Welsh colleges was adopted. The New President. The Rev. J. C. Evans, Gilfach Goch, one of the veterans of the Congregational pulpit, was elected by a large majority as president for the ensuing year. The invitation of Cadle was heartily accepted for the holding of next year's association. The President delivered his valedictory address, his subject being Christ's Claims to the best of our Churches."

A MONMOUTHSHIRE MARRIAGE DISSOLVED. In the Divorce Division on Wednesday, an undefended action wis brought by Elizabeth V.Jones for a divorce against her husband, William George Jones, a sculptor, on the grounds of desertion and adultery. The parties were married in Monmouthshire in March,1906. Theylived in New York for some time,and then returned to England, and were together for some time. Afterwards respondent left his wife, and then wrote that he was entirely disenchanted," and that he did not require her presence again. Evidence was given by a lady, who admitted that she had committed adultery with the respondent, but at the time, she stated, she did not know that he was married. His Lordship granted a decree nisi.

NEWPORT CHAUFFEUR'S CONDITION. Conflicting EHdence. At Abergavenny on Wednesday a Newport chauffeur, Frederick William Padfield, was charged with being drunk in charge of a motor car. Dr. Tatham, who was visited by Padfield after he had been spoken to by several police- men, deposed that the defendant was cer- tainlv under the influence of drink, but he admitted that his test was not a thorough one, in fact, he did not feel disposed to examine the man, inasmuch as it was a police court case. Dr. Genible, who afterwards saw Pad- field, said he applied all the usual tests and Padfield did not show the slightest symptonji of drunkenness. The Bench believed the pro- secution's witnesses, and fined Padfield jEl and costs. Mr Digby Powell, who defended, in- timated that there would probably be an appeal. r

Monmouthshire Licences. REDUCTIONS EFFECTED. A meeting of the Licence Compensation Authority for Monmouthshire was held at Usk on Wednesday, Mr S. C. Bosanquet presiding. There were 16 licences dealt with—one from Abergavenny Renewal Authority, eight from Bedwellty, three from Chepstow, three Mon- mouth, one Raglan, and one Skenfrith. A resolution was adopted that a Renewal Authority, wh^n satisfying the require- ments of the rules made by the Home Secretary, be requested to furnish par- ticulars showing the licensed premises referred for compensation, and all existing alehouses and beerhouses within a radius of a quarter of a mile of such licensed premises, together with the population of such districts. Failing this, that the clerk be instructed to supply the information. The extinction of the following houses was unopposed, and particulars of claims and trade will be supplied to the court later :— King William IV.. Beaufort; Mason's Arms, Monnow.street, Monmouth Temple Inn, Penrhos Royal Oak Inn, Llanwenarth Ultra Miner's Arms, Rassau, Beaufort; Full Moon, Chepstow Britannia Iwn, Beaufort; Rising Sun, Briery Hill. Ebbw Vale Nelson's Arms, Nelson-street, Chepstow Factory House, Lower Church-street, Chepstow Seven Stars, Old Dixton Gate, Monmouth; and Cherry Tree Inn, Grosmont. Recommendation Rejected. The Little Rhyd Inn, Beaufort, was recom- mended for compensation by the Bedwellty Authority, the renewal being opposed on the grounds of structural and sanitary deficiencies and redundancy. Mr Corner, for the lessee and licensee, opposed the justices' recom- mendation, and said the house had a good trade. Mr T. P. Powell, for the Duke of Beau- fort, owner, also opposed the justices' recom- mendation to close the house. The licence was renewed. Referred for Compensation. The chief objection to the Sun Inn, Com- mercial-street, Briery Hiil, Ebbw Vale, was redundancy of houses. Mr Corner said no case bad been made for the extinction of the licence. There was a large trade carried on. The hovse was referred for compensation. The grounds of objection to the Star of Gwent, Ebbw Vale, were structural deficiency and redundancy, there being 13 houses within a radius of 100 yards. Mr Corner said a large trade was done, and he objected to the closing of the house. The licence was referred for compensation. The Volunteer Inn, Beaufort, was objected to on grounds chiefiyof redundancy. Mr Hunt said there were eight houses within a radius of 300 yards. Mr Micklethwaite opposed the extinction of the licence, and said the house, structurally, was as good as the rest in the neighbourhood, and the lessees (Messrs Lloyd and Yorath) were prepaerd to bring the house into line with modern requirements. The trade also was very good. The licence was referred for compensation.

THE LICENSIN6 BILL REGULATION OF CLUBS. At a meeting of the Bedwas school managers at Newport on Wednesday it was resolved, on the motion of the Rev. Ambrose Lewis, to impress upon the Government "the imperative need of inserting a clause in the Licensing Bill with regard to the regulation of clubs in Wales and Monmouthshire so as to place them on the same basis as licensed houses, to open and close at the same hour, and to be closed all day on the Sabbath." They also urged the entire abolition of grocers' licences. Mr W. H. Davies seconded, and Mr Walters, Mr White and others supported. Itwas further resolved to send copies of the resolution to the Prime Minister, Chancellor of the Exchequer and the county members. Llandyssul Support. The Rev. Morris Morgan, of Swansea, on Tuesday evening addressed a largely-attended open-air meeting at Llandyssul, Mr J. D. Lewis, Gomerian Press, being in the chair. Mr Morris explained" the provisions of the Licensing Bill. His address bristled with figured and facts illustrating the appalling waste of money, the great percentage of crime, the infantile mortality, the mental and moral degradation, and the physical ruin due to the drink traffic, which was a source of danger to the nation. Dwelling on the evil of the tied house system, he stated that one only out of every 10 licensed houses was a free house. The Rev. J. Fisher Griffiths (Wes.), in proposing a vote of thanks to the speaker, also made a convincing speech. The Rev. Thomas James, M.A. (C.M.), proposed a resolution approving the Bill, and this was .passed unanimously. An enthusiastic meeting was held last evening at the Aberfan Hall in support of the Licensing Bill. Mrs Principal Edwards, of Cardiff, presided, and Mrs Lloyd Atkinson, of Penarth, was the principal speaker. Mrs Dr. J. C. Edwards, Aberfan, moved a resolu- tion in support of the Bill. This was seconded by Miss Maggie Edwards, Pennant House, Merthyr Vale, and carried.

BOY'S SENSATIONAL STORY. SWAM RIVER ELY TO ESCAPE. At Penarth on Wednesday (before Dr. Howell eesand Mr A. Lawrence) W. Hutchinson Knox, a seafaring man, was charged with committing ap offence on Frederick Wilson, a shoeblack, living at Adamsdown-place, Cardiff. Plaintiff said he met defendant on Monday, having known him by carrying his bag. They wan- dered around, eventually reaching Leckwith Woods. Prisoner put his coat on the grass, and sat down, and told complainant to sit down. This the boy refused to do, saying he wanted to be getting home. The man then brought out a handkerchief and put it on the lad's mouth. He struggled, and tried to shout. He thought there was chloroform on the handkerchief. Prisoner then drew out a sailor's knife and threatened to kill him if he shouted. Afterwards prisoner said It you tell any- one about this I will put this knife through you." Just after this the lad jumped into the river and swam across with all his clothes on. He lay down for some time for fear the man would see him, and then went on to the Pen- arth-road. Here he got a lift on a brake into Grangetown. He reported the assault at the Grangetown Police Station. The following night the boy saw prisoner in Bute-street, Cardiff. He informed the police, and Detec- tive Crichton arrested prisoner at a lodging- house. Prisoner was remanded in custody till Fri- day, at Barry Police Court.

J6100 DAMAGES. Welsh Breach of Promise. At the High Sheriff's Court for Cardigan- shire, held at Aberystwyth Town Hall (be- fore Mr F. R. Roberts, under-sheriff) on Tues- day, a jury were asked to assess the damages in a caSe of breach of promise. The case had been remitted from the High Court, and was one in which Miss Mary Williams, of Esgerhir,' Llanfairaa, sued John Jones, Trefeldin, Llan- fsriau, for damages for breach of promise to marriage. Mr W. Powers, who appeared for the plain- tiff, said some time ago plaintiff gave birth to a child, of which defendant was the father. A promise of marriage was made at the time, and was renewed after the child was born. De- fendant's mother raised objections to the mar- riage, which was put off, and since then de- fendant had married another womari. Four years ago, upon the death of his mother, the defendant received £ 520 as his share of the stock on the farm, but although several let- ters had been written to him, no reply was re- cei yed. Miss Williams gave her evidence in Welsh, and after a short consultation the jury awarded her E100 damages-

FRIGHTENED PLAYMATE. REMARKABLE CARDIFF FATALITY. A sensational discovery was made in the Splott district onWednesday. the body of a boy named Albert Austin Marks, son of Richard Edwards Marks, of Asgog-street, Splott, being found in Messrs Bland's timber yard, with the head badly injured. On Tuesday night the! ad was reported missing from his home, but an exhaustive search in the neighbourhood was fruitless, all trace of the boy having been lost until early onWednesdav, when his body was found in the timber yard, lying close to a railway wagon. As a result of further inquiries it seems that the deceased, who was ten years old, went on Tuesday evening with a companion named Glenelg Lewis, of Sanquhar-street, to play amongst the timber- During the evening they got amongst the railway trucks and one of the pair pulled the pin out of the door of one of the wagons. The door dropped open and struck the deceased on the head, felling him to the ground. His playmate was so terrified at the accident that he at once ran home and said nothing about what had happened until Wed- nesday morning when the discovery was made. Dr. W. G. Williams was at once summoned by the police and death is said to be due to a fracture of the skull. The body was after- wards conveyed home.

EARLY MOftNIN8 INCIDENT. At the West London Police Court on S&tur. day John Page (38), a groom, no home, was charged with breaking into the Telegraph public-house, Shepherd's Bush-green, with intent to steal. Mr Simmonds, the manager, stated that at 3 o'clock that morning he heard a noise in the house, and got up and whistled for a policeman. Search was tuade. but as no one could be found witness went back to bed. Later he was roused, and discovered that the prisoner •was in custody. P.C. 221 X said he found the prisoner in the garden at the back of the house. His boots were off. and when witness arrested him lie said," It is a fair cop. Let me put my boots on." An examina- tion of the premises showed that the billiard- room window had been forced. Prisoner was remanded.

Y' 1 ■>. I'BP Bracketed Wranglers. RESULT OF MATHEMATICAL TRIPOS. The result of the Cambridge mathematical tripos, the last under tIe old regulations, was announced on Tuesday. Senior wranglers, S. Brodetsky, Trinity College, and A. W. Ibotson, Pembroke College. Second Wrangler, S. Minson, Christ's. Third, T. K. Shaw, Sydney. Bracketed fourth, G. G. Barnes, St. John's, and R. H. Moody, Emmanuel. Martha Long, Girton College, was equal to fourth wrangler, J. F. Cameron, Newnham was equal to tenth wrangler, and L. Warren Jones, Girton, equal to twentieth. Mr Selig Brodetsky, who is a student in his second year, is the son of Mr A. Brodetsky, and was born near Odessa in 1888. He was educated at the Jews' Free School, Belt-lane, London, and the Central Foundation School, Cowper-street. Mr Archie William Ibotson is a son of Mr R. Ibotson, of Knowle, near Birmingham, aad was born in 1886. He was educated at Soli- hull Grammar School and King Edward's School, Birmingham, where he gained a foundation scholarship. On leaving he secured an exhibition at Pembroke College. Some surprise was expressed in 'Varsity circles that Welshmen have not done better in this year's mathematical tripos. Scotland has several wranglers, and Russia, Australia, and Canada also supply wranglers. Local s'nccesaot are :— Archibald Gwyn Ellis, of Trinity, is 47tfe on the list. He was born on March 9.1 1884, being the son of Mr J. G. Ellis. of 13, wpton- road, Newport. Leaving the Newport iJbunty f School, he went on to the University College of Wales, Aberystwyth, and in October, 1906, arrived at Trinity College under the tutorship of Mr Wm. Fletcher. He has studied with Dr. Askwith. He is a B.Sc. of Aberystwyth, pass- ing the examination with honoursin mathema- tics. For recreation he playshockey and tennis. Rhys Richard Percy Jones, of Corpus, bracketed 33, was born at Ammanford. His early mathematical training was received at Llandovery College. He gained an entrance scholarship of £ 40 at Corpus Christi College, and entered in October, 1905. Mr A. J. Wallis was his tutor, and he has studied for the tripos with Mr W. R. Coates, Queen's. He rowed bow of the May boat last year, which went up four places, and for this he won his oar. The crew afterwards went to Henley Regatta. Percy James Leonard, of St. John's, bracketed 53, is a son of Mr W. J. Leonard, of Alexandra-road, Newport, at which town he was born on January 15th, 1886. After being ?rivatelv educated he went to the Newport ntermediate School where he excelled at mathematics, winning the Central Welsh Board gold medal for mathematics. He matri. culated at St. John's College in October, 1905, being a mathematical scholar of that founda. tion. Mr L. H. R. Bushe Fox was his tutor. and Mr J. H. Grace, Peterhouse, his private coach. He is a keen footballer. The only Swansea name in the list is Mr H. Donaldson's. He is the son of Mr H. Donald- son, drill instructor under the Swansea Educa- tion Authority, and while at the Swansea Inter- mediate School won several scholarships which enabled him to proceed to Cambridge. Dr. Abel J. Jones, son of Mr D. R. Jones, Trealaw, Rhondda, obtained first class honours in the mental and moral tripos. The only present holders in the Principality in addition to Dr. Jones are Principal Preece, Aberys- twyth, and Dr. Phillips, Bala. Dr. Jones commenced his scholastic career at Penygraig as a pupil teacher under Mr J. W. Jones, and subsequently was placed second in the list in Wales in the Queen's Scholarship. He gained his B.Sc. at Aberystwyth College after two years' study, and afterwards took up appoint- ments at Porth Higher Grade School ana Nar- berth County School. Proceeding to the Uni- versity of Jena, Germany, he obtained the degree of Ph.D. in 15 months.

STRIKE CLAUSE SUFFICIENT. Decision for Messrs Rank. The Court of Appeal, consisting of Lords Justices Vaughan Williams, Fletcher-Moulton, and Buckley, on Wednesday concluded the hearing of an appeal by the Leonis Steamship Co., Ltd., of West Hartlepool, against a judg- ment of Mr Justice Bigham in an action brought by that steamship company against Joseph Rank, Ltd., of Hull and Cardiff. The action was brought to recover demurrage, and Mr Justice Bigham decided against the plain- tiffs, holding that a clause in the charter party sufficiently protected the charterers. Plaintiffs* steamer Leonis was chartered by the defen- dants to proceed to Bahia Blanca, and there to load a cargo of grain for Hull. Prior to the vessel's arrival there had been a strike on the Buenos Ayres and Great Southern Railway by which the grain was brought down from the interior for shipment at Bahia Blanca. The strike, however, had come to an end, but there was iu consequence considerable conges- tion on the railway and in the port. The result was the Leonis had to wait 14 days beyond her prescribed time. Mr Justice Bigham held that the defendants, as charterers, were protected from liability by reason of a strike clause in the charter party. In support of the present appeal it was argued that the delay was not immediately caused by the strike of railway employees, the strike having come to an end before the Leonis arrived, and that therefore the clause did not apply. Without calling upon counsel for the respon- dents, Lord Justice Vaughan Williams gave judg- ment. The question of fact which arose for Mr Justice Bigham to decide was whether by reason of the strike it was true to say the cargo could not be loaded on the steamer. It seemed to his Lordship that Mr Justice Bigham was perfect?y right in his finding, and that it was lay reason of the strike that the cargo intended to be loaded could not be loaded within the time prescribed. On that ground the appeal failed. Lords Justices Moultonand Buckley concurred, and the appeal was dis- missed, with costs.

POLICE OFFICERS' PENNIES. At Abertillery on Wednesday Aramiillm6 Jackson, an Italian refreshment house keeper, Abertillery, was summoned for allowing his premises to be used for unlawful gaming, on May 23rd, 24th, and 25th. Mr C. R. Lyne, Newport, prose- cuted. Defendant pleaded guilty. Inspector Lewis, Abertillery, said that in defendant's shop was a machine, with 20 boys around it. The mode of procedure was to place a penny in the slot, pull a spring, and, if the penny came a certain way, it was returned, if another way nothing was got, and if it went down another road or another way a ticket value 3d was obtained by the player. Inspector Lewis had placed 2d in the slot and lost it, but the third time he had a ticket. Sergeant Hatherall also lost 2d in the machine. Defendant was fined 40s and X3 12s 6d costs, the Chairman remarking i hat he was liable to a penalty of JE500 for every day he had the machine in use.

INSURANCE AGENT'S FALL Before the Pontypridd magistrates on Wed- nesday David Davies, insurance agent, Ponty- pridd, was summoned for having, it was alleged, misappropriated certain sums of money be- longing to the General Friendly Society, Lon- don, for whom Mr Foley, solicitor, Bolton, ap- peared to prosecute. Mr Foley said the total amount of the defalcations was iC27 12s 6d. De- fendant had acted as an agent to the Society and the deficiency was made up of sundry small amounts. Thomas Wilson, chief clerk of the audit de- partment, and Harold Betts, district inspector, proved the defalcations. The Bench ordered defendant to pay a nominal fine of 5e, to re- fund the money within six months, in inst&l- mente of tl per week (or in default to go to gaol for a month), and to pay the cost., 1.209s.
