The Clerk (Mr L. Phillips) By the authority of the committee, and the committee is respon- sible. The Chairman said that the motion was in order.- Mr jSichatd Hoyd then raised the point that the matter was governed by a previous resolu- tion, fixing the dates for payment of salaries. The Chairman, however, again ruled tba: the motion was in order, but eventually on Mr R. Lloyd moving that the recommendations of the ) committee should be adopted, it was decided to ] take Mr R. Jones's motion as an amendment. Mr Lloyd, speaking in support of the resolu- tion, reminded the committee that these pay- ments were for goods and salaries, expenses which bad' been incurred by the district com- mittees appointed on behalf of that committee. The accounts bad been carefully examined by the District Audit Committee and by the Executive Committee, of which Mr K. Jones was a. member, and that oommittee had recommende:i them for payment. The authority was responsible, and had to pay one way or the other. He quite understood their standpoint, but then they were maintaining the non-provided schools out of tbe rates. Everybody knew the grants were not sufficient for tba purpose. They oNere also going in foraschemeforteaming the teachers for these schools, and that too would have to be paid oat of the rates. It was true on the last occasion o4he salaries were paid, but it meant trouble and hardship to the teachers, and he appealed to t them to paea the resolution. -t Mr R. E. Jonea seconded. Mr Richard Jones then formally moved his tmendment, and Mr J. B. Williams seconded. Mr C. Shaker said the committee should not expect if it refused to pay the bills that the District Committees would give orders for coals and other things. I Mr LJóyd Pierce and Mr Lane Griffiths, the teachers' representatives, complained of the way in which the^committee was acting. The latter said he luiiy sympathised with the objects of the policy, but thought the methods adopted very wrong, as they caused great suffering to'tho^ teachers. Captain Mytton also made tin apneal to the committee to pay the accounts, but the amend- ment was carried by 28 votes to nine. Mr R. Lloyd and Coionet Pryee Jones then asked that the committee would give instructions 4 to the District Committees, informing them that they declined to pay the bills, but the majority refased to pass any resolution. The Chairman, following this formal an- nouncement by the clerk, stated that the Liberal members of the committee bad decided, in view of this fact, to make the Government supporters responsible for the whole manage- ment of the elemputary school* in the county. Tkey regretted the confasion that might, result from their action, but he would remind them that they were waging this battle in the interests of botttteaeherB and children. Finally Mr Lewis vacated the cbair, his action being followed by the withdrawal from the rooiu of all the Liberal members of ths committee. Mr Richard Lloyd, addressing those who were left, said he was sorry bisfriends, after taking rp the position they bad, should run away in that cowardly fashion. After aome discussion Jttwas decided to in- I struct the clerk to inform tbe Board of Edu- cation of what had happened. A gpeeial*Hieeting of the County Council was afterwards held. Fox this all the Liberal mem- bers returned to support a motion by Mr Hugh Lewis to rescind the Council's previous resolu- tions delegating all its powers nhder the Educa- tion Act to the Education Committee, and to direct that committee to report henceforth their proceedings ta the Council for confirmation or otherwise. This waa carried by large majority. The Coencil afterwards voted the sum applied for by the Education Committee to meet the salaries of teachers in the provided schools,

The action of the majority of the Montgomery County Council and the county Education Com- mittee in first ordering the payment of the claims and safeties of the teachers in the pro- vided schools while at the same time withhold- ing the claims in regard to nan-provided schools, and the subsequent decision of the Cduncil to reserve to themselves all powers under the Act, is the subject of general conversation at New- town. The question uppermost in most minds is, what will be the next move ? Our representative yesterday sought out Mr Richard Jones, of Pendenas, who is virtually the leader of the upholders of the uo-rate aid policy, and be reiterated the decision of the party to take no further parr in the administration of tbe Education Act until a settlement was arrived at. He addeel tbat besides withdrawing from the ccnnty Education Committee they wonld also withdraw themselves from the district committees and from tbe managing bodies of the non-piovided schools. They would, however, continue to serie on the Coanty Council, and in that way wonld be able to overrid* aoy deci- sion arrived at by those who were left which might run counter to the Walsh policy. Would not that be taking part in the edu- cation Wjjrk of the connty, because you will b3 dictating what can be done and what most not be done?" asked oar representative. That may be," replied Mr Jones, but it is as members of the Education Committee that we have washed onr bands of tbe work." What will be the next move ?" I do not know. Tbat depends on the action of the other side." He added that they would be trying to ontwit each other. Though so far the Government supporters had been out- manoeuvred they had made the position asre for some mouths yet, and dhectly it was foond they bad not enough to carry on the Council schools they would be placed on the campaign fund. Mr Llewellyn Phillips, the clerk to the county Education Committee, was also seen, and in reply to a. question he said the committee still I existed, but it would be unable to put Its recom- mendations into effect without the sanction of I tbe County Council. Mr Richard Lloyd, who, though a. strong Liberal, has throughout opposed the Welsh policy, assured our representative that the Edu- cation Committee would continue to act in tbe future an in tbe past, tbe only difference being that tbere would be a smaller number taking part in the work. Of course," he added, the eduoation of the county must not be brought to a standstill just because a few people won't attend to the work." In fact a. meeting of the county Education Committee is being con- vened for an early date tofdecide what is to be done." Proceeding to Welshpool our ret)resentativ-e there saw Mr Charles Howell, solicitor, who is a member of tbe County Council. He had been looking into the matter, be said, and his opinion was that as a result of the action of the majority the duties of the local education authority would revert to the Board of Education." It will be seen by the foregoing observations that even those most concerned hardly realise what the actual position really JS. Whitehall's Attitude. One London representative wires There is little prospect of the Montgomeryshire educa- tional deadlock being relieved as far 1111 the Education Department it, concerned, at any rate for some little time to come, for all the heads of the department are away on vacation. Lord Londonderry is in Durham, Mr Morantis in the South of England, and other officials are away on the Continent. Up to Tuesday the officials of the Board of Education remaining at White- hill bad inocotntsonee of the action taken on Monday by the Montgomeryshire Eduoation Committee except from what they bad seen in the papers, and were therefore unable to give any opinion concerning it.

Non-Provided Schools, POSITION IN GLAMORGAN. BOARD OF EDUCATION'S DECISION. The Glamorgan Education Committeerecently threatened a number of non-provided schools in the county that they would be declared in default becanne of their refusal to carry out the require- ments of the committee in the matter of patting the school buildings in proper repair. The managers of the schools concerned appealed to the Board of Education, and the Department have now given a decielon in favour of the schools, declaring that they are not in default." The Edacation Committee will now take counsel's opinion with the view of taking further steps to get tbis decision annulled. The matter was discussed at length at Tues- day's meeting of the Glamorgan Education Committee. Under the heading Maintenance of Defective Schools," the Non-Provided Schools Committee reported The Board of Edacation has communicated decisions that the managers of the following schools, who have not complied with the Council's requirements as to repairs and improvements, are not in defanlt in compli. ance with Sec. (7) 1 (d) of the Act :-Briton ^Ferxy, Pontlottyn, Feterston, Llan^Vnwyd,, LTandaff, Llandaff Yard, Wick, Pefinard (Parte Mill), Lottghor, Cockett (St. Pe&t's), Blldgeud, Bryncetbiu, Laleston, LlMdilo- talybont. Llansanuor and Llanbarrj^: and Llandough (Penarth), but iu many of the casEs they recommend the managers to colriy out all or some of the deficient works. Some cases present a conspicuous contradiction in tbis respect, and the sub-committee recom- mends the committee to consider the advisa- bility of taking the opinion of counsel as to the validity of the decisions and the steps that it may be expedient to take to get them annulled, and the works executed as required. The Board has ahtogiveEdectaiouaottho like character in the case of Colwinstou, Lis- worney, Llantrithyd, Portbeawl, and St. Nicholas, which had not been reported to the Council as in default, so as cot to be further maintainable. The sub-committee considered a general letter from the Board of Education in relatiou to the decision of the Council t;) discontinue the maintenance of certain schools on the 31st July, and also the decisions of the Board where appeal had been ma.de by the managers, and a reply to such communications was ordered to be prepared for the approval of the chairman, and will be laid before the com- mittee. Voluminous Coirespondence on the subject between the committee and the Board of Education was rettd to tbe committee, and the Clerk, Mr Manuel Franklen, submitted the draft of a reply be'bad prepared with refer- ence to the decision ofthe Board that the schools referred to were not in default. Tbis waw approved and ordered to be forwarded. Alderman Hugbee said that in view of the studied misrepresentation as to the action and attitude of the county committee in relation to non-provided schools, it was necessary that their constituents and the parents of the children sbonla know exactly what was the position. The remarks he was about to make would merely be emphasising the points made in the able reply of the clerk (Mr Franklen) to the Board of Educa- tion. The Board in this matter had once again nought to dragoon tbat committee into accepting the Board's own rnle of thumb policy in relation to the duties generally of that committee. It was not the tint time that such an attempt had been made. On a former occasion the Board of Edu- cation tried to enforce upon the committee their own ideas as to what their duties generally should be, bat in that instance it was an attempt to force the committee into an action which was flagrantly illegal, viz., to give money in nuppoit of a school which was admittedly in default. When that was pointed oat by, tbe cJerk, tbe Board of Education said, "We will go round the corner to onr friend the Local Government Board and will get that matter pat right. We know we are asking yon to do an illegal thing, but we will get the Local Government Board to wink at the illegality." Happily the Local Government Board was,alive to the interests of the ratepayers and declined to enter into the conspiracy, and the Board of Education bad to climb down. One would bave thought that after an experience of that kind the Board would have been discreetly. silent. The rscent correspondence, however, showed that the Board had made a fresh attempt to usurp the functions of that committee entrusted to them by Parlia. ment. He (Alderman Hughes) did not know what the Marquis's methods might now be, but he for one was not prepared to accept his method, and he hoped the committee would stand for the principle laid down by Parliament, that the general conduct of educa- tional affairs was euttusted to that committee, and that they declined to accept the bolus- bolus methods of any irresponsible cleik at Whitehall as to wilat theirdation generally were. The Board, in the correspondence, attempted to raise a laugh at the expense of the county com- mittee in regard t,) tome minute matters of detail with reference to some of the schools. Taking for illustration the case of Llanharry School, Mr Hughes, with a full sense of his re- sponsibility, charged the clerk who concocted the Board's letter, whoever he might be. with either gross and i.ulpable carele«>aa9BS which would justify bis immediate dismissal from any Respectable commercial office, or with an an. worthy and dishonourable attempt knowingly to falsify the position. At Llanharry, case re- ferred to with macb merriment by the Whitehall clerk, there were two fencas. the school being open to the road in front and to the garden at the back. The fence against the road in front, although very badly done, was carried oat by tbe managers at the committee's request, and there was now no question as to that fence at ail. The committee asked that the nnfenced portion, the back portion, should be fenced off, and the Board of Education, in their letter, referred to this as having been already fenced. In colpablaignorance, or wicked malice, they used the word this as referring to the front fence, when it should obviously refer to tbe back fence, for it was the only on., in question. The Board of Education were either too careless to ascertain the facts or too laisy :o lead their own letter to see which noun their own pronoun referred to. (Laughter.) Perhaps, it was grammar that Lord Londonderry Mas weak in in bis examination, but the records did not show. (Renewed laughter.) The Board of Education that of all committed a. blunder, and on the faith of their blunder made a cbsap'jibe at tbe expense of that authority. Bat tbis was a little too thin, and that committee would not have it. No doubt tbe Board's code jartsdictioanas unlimited-within, of course, tbe limits of tbe code—bat their appelate jurisdiction on differ- enees between that committee ani tbe managers was limited to the points in difference and the committee would not stand any Attempt to Blur tbe Issue by dragging in code instructions, as the Board noivjsought to do. The committee had had tech- nical differences with the managers, and these differences bad been submitted to the Board for decision under section 7 (3). The Board bad come to a decision on these appeals, and those decisions bad a binding effect; Now, however, the Bcaid sought on ex parte statements, obtained from goodness knows where, and Ly methods as to which it would be better not to inquire too closely, to vary these staled decisions by trying to bring in their eeneral supervision upon code regula- tions. Tbis was too thin; it would not wash, and it was illegal. (Hear. hear). They were advised that theae so-called freah decisions were altogether illegal and ultra vires, and tbe opinion of eminent counsel would be obtained. (Hear, hear.) The corres- pondence evidenced a remarkable disclosure as to the Board's method. For instance, the Board was in the position of a court of appeal. There were two litircants-on tbe one hand the County Committee, standing for fresh air and sanitation for the children, and on the other the managers standing for their own depleted parses. What would be thought of a court of appeal, before coming to a decision, sending privately for one of tbe witnesses for tbe defence, and receiving a report from him, and, in giving its decision, expressly stating it was based on this report. accepting its view apart from IIUY evidence which might be tendered on the other side? It reminded him of tbe Irish jutyman who was in the box, and who. when the prisoner pleaded rot guilty, reached for his hat, exclaim- lug, Why trouble to go on, the man Bays be is not guilty." (Laughter.) That was precisely tbe iposiiion of the Board of Education. Mr Edwards, his Majesty's inspector of schools, had noted ill tbat capacity in tbe county for many years; be had, with courtesy and ability and much patience, dis- charged difficult and .invidious duties. Ho (Mr Haghea) desired in no way to reflect upon Mr Edwards, but he attacked the principle. The Board bad communicated with Mr Edward", of all persons in tbe. world, to advise them on tbe matter of these appeals. The correspondence showed that Mr Edwards was the man who bad been certifying these non-provided school build- ings as efficient for many years past, when many of them were little better than shanties. True, he was acting under orders from Whitehall to do 80; statements to tblt effect were made in Parliament, and were not challenged. His com- plaint waa not against Mr Edwards, but against the people above him, wbo ordered him to foist upon the taxpayers for so many years ill-lighted and ill-ventilated shanties in order tbat these preeioua schools might be maintained out of Government grants. Having passed these schools when they wereconeiderably worRe thaD now as efficient, how on earth could Mr Ed- wards be now in an independent position to ad- vise the Boa.rd as to whether they were efficient, having regard to tbe requirements of the com- mittee? Not only was Mr Edwards committed by bis own report" to the Department, but lie had fprtber committed himself in a most ex- traordinary fashion. Yet this was the very gentleman whom the Board of Educa. tion now asked for his opinion on the commit. tee s requirements and acted npon it. This was A Matter of Grave Public Importance. The Board that was adopting mathodsof tbis kind had the hardihood, the opdacity, to com- plain of tbe methods of that committee. Tbe obvious retort was" Physician, heal thyself." The Board complained that they did not under- stand the principle upon which that committee was acting ia the matter of requirements. The answer was easy. Sir William Alton in the House of Commons premised that as soon as the Education Bill was paseed a memorandum should be issued bv the Board of Education to all authorities as a guide to the authorities in relation to the sanitary requirements. That memorandum bad never been issued. The pro- mise made by Sir William Anaon in the House had been flagrantly broken, and the committee had to seek for a method of their own. Had they asked their architects to gc to the schools and see what ought to be done, merely in tbeir own unfettered opinion, the committee might be open to the charge of having been too severe. What they adopted wa" tbe Board's own revised building rules, the rules which tbe Board of Education themselves applied to the Local Education Authority in regard to Council schools. But these same rnlbs, when applied to the Church schools, wore described by tbe clerk "ho wrote tbe Board's letter as unduly harrassing tbe Church managers." (Laughter.) The Board next complained that the committee were too minute in their requirements, but the answer was a very simple one. It wonld be recalled that on the original appeals the so-called decisions given by the Board rather more than a year ago :\vere largely giveu in general terms, but then they added thasa words—" The Board, however, have no donbtthata& arule these reports afforded sufficient practical information to the managers, and tbat in each case bad the parties been able to arrive at an amicable agreement, no difficulty would bave arisen owing to your Council's re- quirements not having been formulated with definiteneas in every detail." The Board then complained that tbe committee were not suffi- ciently dcfinite in their requirements now the complaint was that they were too minute. He really failed to understand what was tho princi- ple that guided the Board's extraordinary change of front. The Finance Committee last Taesday in revising the estimates for tbo remaining half of the curient year bad to add a penny to the elementary edacation rale, bringing it np to a shilling in the £ and that peony was rendered necossarv largely, if not entirely, by the expenditure on improvements and repairs in Council schools. That was the completest answer to the cheap sneers levelled at them bv bishops and politicians alike. That committee had spen$nearly £9,000 on tbeir own schools, and he would welcome every help and Knidancoftom the Board of Edacation in that direction. Buttbevasked that the same treatment should be meted ont in regard to non- provided schools as to Council schools. What was sauce for tbe Council goose should be saace for tbeclerical gander. (Laughter.) The Board of Education complained of tbe committee's threat to discontinue tbe maintenance of these non-provided schools that were in default. Tbe Board knew very wet! that tbat was their only method of enforcing tho provisions of the Act. There were two bodies tbat could force school managers to put their baildings in order. One was the local education authority, the other was the Board of Education, and a separate remedy was given to each. tthe Local Authority's Only Remedy was to tefuao, after due notice, to maintain the fabric of the schools if the baildings were allowed to go into disrepair. That wps what they bad threatened to do. The only other remedy was the Board's remedy, viz., to withhold grants bat that hit not tbe defaulting school managers, but tbe patient local education authority, Tbat was just the difference between the two. Tbe Board would undoubtedly be quite willing to refuse the grant, and indeed tbey saw by the report of the sub-committee that they cheerfully withheld Is per bead: in grants from many non-provided sohools, but in doing so they hit the committee, and through tbe committee tbe ratepayers. The only matter remaining to be dealt with was tbe correspondence Mith the Board as to tbe notices issued by the County Council to provide new schools in place of the defaulting schools. In that matter the committee had carried out what they were advised wera tho proper steps, and tho only repiedy open to tbem, tbe necessary notices wete served, bat as to the schools which were then a matter of appeal, they were of coarse Berved subject to the decision of tbe Board when received on shatters which were then pending, and in order not to waste time in the event of the appeal being favourable to tbe committee. The so-called decisions were now adverse to the-committee. Many courses were still open to them, and their ultimate dscision <vould be consideted ill tbe light of tbe opinion to be taken from eminent connaei. It was not desirable at present to indicate what those courses were. He moved :— That a sob-committee, consisting of the chairman of each atanding Aob-committee of this committee, be appointed, with power to take tbe opinion of counsel u^on tbe co-called decisions of the Board of Education, both in relation to tbe np-keep of the fabric of the non- provided schools and in regard to tbe notices which we have served to provide for new ecbool accommodation and that sub-committee ahoald take anv interim step which may appear urgently necessary. Thill was Hsconded by Alderman Morgan Williams, and unanimously carried.

Demonstration in the Rhondda. I GREAT SPEECH BY MR LLOYD GEORGE. 'H REPLY TO THE BISHOP OF ST. ASAPH. Democratic, Nonconformist Rhondda gave a magnificent reception to Mr Lloyd George, M.P., on Wednesday night, when he attended at Salem Cbapei, Porth, an important conference of representatives of the Free Charehe* and the Progressive members of tbe public bodies of tbe district. The couferenca had been convened in support of tbe Welsh National Campaign Fund, and no fewer than 900 delegates were present. The number was further considerably augmented by the presenee of prominent Liberals and Pro- gressives from the adjoining Val]eys;and Cardie also had its quota. The bon. member travailed from CardiS with Sir Alfred Thomas, and at the station tbey were met by the Cymmer Brass ) Band and escorted to tbe place of meeting py a huge concourse of people. The appearance of Mr Lloyd George at Salem was the signal for sustained cheering, tbe vast audience rising to its feet. Alderman Lticbard LewIs, J, POI Ponty- pridd, presided, aud supporting him wore Dr. W. E. Thomas (chairman of the Rhondda Edn- cation Committee), the Rev. Dr. Moriia, Treorky (chairman of the Rhondda School Board); Rev. E.Richards, Tonypandy Miss I Rees, Cranogwen and others. In consequence he rode eight miles out of Baku to their resclle-a I very courageous action in the teeth of thousandc of armed and bloodthirsty Tartars and Armenians. Mr Urqubart was born at Aidin, in the province of Smyrn& Asia Minor, where his father was in business, He studied engineer- ing in a large works in Glasgow, and at the teobmcal college there. On the completion of his time there be studied chemistry at Edinburgh University, and afterwards at the laboratories of both the Broxburn and the Lanark oil works. He then joined hia father in business at Ondjari, in the Government of Baku. Some three years ago he waa appointed general manager of the Scbibaeiff Company at Baku, and about a year ago be was appointed genetal manager in Russia of all the British oil companies at Baku, who had formed themselves into what Is now called the English Group. Mr (Jrquhart, who is an accomplished linguist, beinpr able to converse in eight or nine languages, is the ax-British Vice- Consul at Baku.

delegate meeting Been in the Rhondda for a long I time. In tbis fight many eyes had been tatned ■ towards the Rbondda, and manv hearts felt that the people had not been enthusiastic. A large number of them bad been away onr holidays, bat they returned fully ready for the tight—(hear, bear)—and thev had among them that night the idol of the Welsh people. (Applause.) Thev were told in the South Wales Daily News that morning that they were going to stand by the law. So they were— (hear, hear)-but they were also going to stand by the prophetB. (Applause.) There bad been a tremendous lot of enthnsiasm wasted in the past that must not be in the future. They had a stiff fight in front of them, bot he boped it would be effective. (Hear, hear.) Lord Kendel had written, It is not for political freedom but for religious freedom Wales leads the way. Let ns not suffer arro- gance nor wealth nor the gibes of the scoffer to induce us to give way or move a hair's breadth from the path of duty or the voice of conscience." The Rev. In a spirited Welsh speech he said tbat instead of the word ptotest in the reaotation he almost saidfor many reasons. The Acts had roqjjcd the country. He had now lived t'n the Rbondda Valley 40 ye.re, bat had never seen sucb a delegate meeting in the district. (Hear, hear.) It was an historical event in the Rhondda- (hear, bear)-and when the Rhondda was moved Wales would follow. (Loud applause.) It bad been thought that they had not the stuff to make martyis, but they wete mistaken. What abont the people of McriODetbshire and Montgomery- shire ? Did they think they were going to act the coward ? (Dries of No.") No, in the name of God they would stand for religious liberty. (Hear, bear.) Rev. T. Richards, Tonypandy, seconded, and criticised tbe action of the Cardiff Stipendiary when She passive resisters appeared before bim. Fancy asking a policeman to remove one who bad spent 41 yean* in the ivork of the Lord (Shame.) He denied him even the privileges of a drunkard or a thief in a court of jastice. (Shame.) But ho (the Stipendiary) was now in the box and tbe public sat in judgment upon him, and the enlightened portion of the nation condemned him. (Hear, hear.) MR LLOYD GEORGP/b SPEECH. Mr Lloyd George, who was received with another outburst of embosiasm, said that was a conference to organise the Rhondda Valley in snpport of the great Welsh campaign for reli- gious equality is the schools. True, they did not snPer very acutely in that valiev from the grievances from which their brother Noncon- formists suffered severely iu the rural districts, but they would not appeal in \ain to the Rhondda, for support and active sympathy. (Cheers.) The Bishop of St. Asaph bad recently made a statement. But if ne expressed his views gently, balmly, and with some *0°ee of self-restraint, be was not in earnest. That was the bishop's view of the whole duty of man. (Renewed laughter.) Let them admit that as a rule bishops practised what they preached. (Lauphter.) 10 1870 the parson and the squire and his hangers-on fought with tooth and claw agailass the School Board in every district, aud that of coarse aroused a bit of the old man on the other wide..Tha difference was that, instead of that, now they bad only a few parsons here and tbeie hghting feebly, and not in the open. They foughc by sending letters by penny post to the Board of Education, who sent emissaries through the land tlleased like anybody else —(laughter)—creature9 who were so undis- tinguished in every respect-that you oould not, pick them in a crowd an being anything 10, par. ticular. You could not see them; and when hgbtinp something intangible of that aort it was difficult to get savage. (Laughter.) Yon could. not-bit the air eveD though it be (all of poisonous germs. Let the parsons fight in the open as tbey did in the old days, parsons, srjnires, and clerks of Education Departments; and Wales would show them as good a bit of sparring as they had ever seen. (Laughter.) In 1870 they had a certain kind of "LIPPort In their Church. Tbey hadn't got it now. The Parson was Alone. and some of the best men among them were ashamed of the job. There was one thing he knew instinctively-tbat was not the way the Bishop of St. ABaph fought when he believed in a case. (Hear, hear.) Tbe buhop was one of the beat lighting men in V\ ales, and itS a Welsh- man be (tbe hon. member) was always glad to see a good fighting man, even if be got one in tbe eve from him. (Laughter.) He was certain, tbe Bishop of-St. Asaph did not believe it was fair to compel Nonconformists to pay rates towards maintaining schools in which Noncon- formists were treated as if tbey were lepers. There were many men in the Chnrch who were just as docbtful as the bishop about the justice of thin Act, and that was why there w-ts no fight in in them. When a man lay down in the ling he could not-be fought, he could not be kicked, and that was why there was not that great outburst of barbaric ferocity which the heart of tbe bishop craved for. (Lacghter-) What wflre they fight X ing for in Wales 1 Merely for fair play. There most be no distinction between one Welshman and another except the distinction set up by conduct and cbaructer. They would have no privileged citizens walking the streets they would have no castes in Wales. (Loud cheers.) And above all they etaimedfairplay for the great Free Churches to whom Wales owed all that was best here and hereafter. (Hear, hear.) Fair play to the faith that had picked Wales out of the gutter. They took no privileges from the Church that had left them in the ditch. (Cheers.) Tbey would have uo Churchman come round to plun- der them even of the twopence that the Sama- ritan had placed is their bands" (Cheers.) Fair Play was all they asked, and fair play they would get. (Hear, bear.) The Act was bad enough, but its administration was worse. When the Act left the House he thought that nothing could make it worse, but the Government had shown that it could accomplish something. (Laughtor ) There must be brain there somewhere. Wbo was govern- ing Wales now ? The King ? Weil, perhaps be knew a little about tbe country. Mr Balfour? Scarcely be had no thoughts of Wales, except perhaps when golfing be bad his bull in a bunker and wished be could express himself in the Welsh laneuage. (Langbter.) He had no thoughts to spare for an insect of a country like Wales. The Marqai^ of London- derry ? No, tbousb that would be bad enough. By the way, he had a suggestion to make for the im- provement of the Marqais of Londonderry-let him take a three years' schooling in Merioneth- shite. (Laughter.) Who governed Wales-Sir William Anson ? No, though, he got up and talked about it in the House of Cpmmons out of notes written for him by sernehody—totse, who was bidden under the Gallery. Wales, ednea- tionally, v/M governed exactly as an Indian dis- trict on the borders of the Himalayas. It was governed by a little body of a second-rate clerk in the Education Department. (Laughter.) And in tbs recent correspondence with Mr Mausel Franklen, of the Glamorgan Council, that second- rate clerk had been taught more lessons in tbs Education Act, in municipal government, and in the beU method of writing theenglish lan- guage than he bad ever learned before he got his appointment. The Act provided that local education authorities should not be compelled to maintain Non-Provided Schools unless they were in a fit sanitary condition to send cbildien to. After all; the catechism did not inoculate a child against germs. (Laaghter.) The .Glamorgan Council sent itB surveyor around, and he fonna pretty well all these schools iu a discreditable condition. As a result, notices were sent out stating that Unless they were put in order they could not be maintained. The Council was merely carrying out tbe Act itself. (Hear, hear.) The Board of Education, in- j terfering, said Your requirements are unreasonable but they were only the same f requirements as the .Board of Education de- j manded from the. Council schools Tbese people | who were now complaining against thip Glamor- gan County Council were themselves the first to break tbs very Act tbey themselves bad carried, They broke it wheneier it suited thqir purpose. They forced Nonconformiits to carry it out even though it were an offence against their con- science. It win the law. But," it might be asked, "is it not also the law for. you ?" j And the answer in effsct was, "No, we are above the law we are the privileged classes." (Sbame.) The spirit that carried the Act, that was the spirit that administered it. Nonconformi Its were the common people; Church- men were fine, enamelled clay pottery, baked in a different oven. Bnt that crockery was soon to be smashed. (Load and prolonged cheers.) The Bsard of Education was the Court of Appeal. j They were the prosecntora and the judges, and of course gave themselves the verdict. Glamor- 1 gan said, Very well, we will accept your requi- sition," and they then sent to the non-provided schools the requisitiona as decided upon by the Board of Education. Now, Glamorgan was soon going to be in default, and he wanted them to know nbo it was that was driving them into default. IG was not because Glamorgan bad broken the law, but "because the Board of Ednca. lion bad Trampled Upon Ita Own Law. Themon-provided schools in Glamorgan declined to carry out the repairs, and the Board of Educa- tion again aaid tbese requirements were unrea- sonable. But Glamorgan replied, "Thev are yours." "No matter," is the reply in effect, we don't care, they are against the parson, therefore they must be unreasonable. (Laugh- ter.) Besides, it was another clerk who wrote the first letter." (Renewed laaghter.) Could any self-respecting municipality iu' the world cousent to administer an Act of Parliament on tbese conditions, that whenever there was any- thing against them they had to submit, and wbenever there was anything in their favour they were ruled on one side ? ( No.") That was not law tbat was absolutism. It was the same at Barry, An official of the Board of Education was Kent down and conducted an inquiry. The Council appeared before him with evidence and prepared to be examined. But where was the Catholic priest ? Where was his evidence I It was aleady docketedlind dated and mgeon-holed in the Board of Education where nobody could see it and sea whetber it was true or otherwise. They could not cross- examine a letter, especially if they conld not see tbe letter. (Laughter.) We," exclaimed the speaker, have got to give our evidence in open day, to be badgered and our witnesses to be insulted, as was done by The Cardiff Stipendiary Magistrate, who, I, say, deliberately exhibited undignified insolence, unworthy of the dignity of a Police Court." (Loud cheers.) At Barry, he continued, the other side bad no need to give evidence they were presumed to be right, and, besides, there waa the law. (Laughter.) However, the barrister reported in favour of tbe Council, and after a lucid interval the Board of Education I decided upon the report in favour of the Council. ) Perhaps it was again a case of another clerk. (Langbter.) What happened? Another letter to tbe Board from tbe priest, maybe from his bishop, msvbe a private iuterview with the Board of Education behind closed doors—no Barry councillors lurking in tbe corridor and n<* inconvenient questions asked. A private little interview in the ear of a clerk — the right clerk tbis time— (laughter)—aud tbe judicial decision arrived at in a judicial manner after an open inquiry is swept on one side. We say we will not stand it." exclaimed the hon. member amid tumultuous I cheers. "If we are to have the law, very well, we will abide by it-until the time comes—(hear, bear); but this is not law; thtatf a travesty, a mockery of law. Noncon- formists have been too long-suffering. Soma of the things tbey stand in this country It baffles me to know why they tolerate it, cover: insults to Nonconformists lurking in every department of public life, a short of assumption tbat they are an inferior kind of citizens. I hope to see the day when tbat thing has been eradicated not of the whole system. It is the old story. but, thank God, I thinit it is coming to a close. I believe the final chapters are being jpritten to- j day, and I am glad tbat tbe final chapters are located in Wales. The first act at Marston Moor and Ntsebv. the second act in the prisons where Noa-^Qftraists retted in ShKUod and Wales, the final scene the great education struggle in Wales, which ends ia victory. (Loud and pro- longed cheers.) Mr Watts Morgan (Miners 'agent] proposed the following resolution That we accord our enthusiastic snpport to the Welsh National policy, and pledge our- selves to subscribe liberally to its sapport and to organise local committees in every centre in the dietrict with a view to giving every individual an opportunity of participating in this noble fivbt, and of contributing his share towards relieving Nonconformist Wales and England from the thraldom, injustice and inequalities wbich tbe iniquitons Education Act of 1902 tends to magnify and perpetuate. Mr Morgan urged the meeting to translate into effect the magnificent reception given to the bero of the educational fight by subscribing generously. (Haar, bear.) It bad been thought tbat they would be governed by the Lords and tbe squires, but there would be a change in the lesson very soon-and demonstrated that it was Trech gwallad wag Arglwydd." (Applause.) Mr W. P. Nicholas (clerk to the Rhondda Council and Education Committee) seconded the resolution. He was certain, he said, that Wales would not lag behind in this fight. Sir Alfred Thomas. who came in for a great ovation, in supporting the resolution jocularly said that he hoped the country would do with the Tories at the next election the same as tho crowd had done with the railings in ^ront of the obapel-swept tbem away. (Applause.) Wales had been preaching too long; now came the opportunity for action, and he was not afraid of the issue. (Hear, bear.) He did not like to aslc Welshmen to do their duty—it was unnecessary -all they wantjq^f was the opportunity. (Hear, bear.) Mr W. Brace, who was described by the I chairman, amid applause, as the future member for South Glamorgan, also spoke in suppoit. Both resolutions were carried with acclamation' I CAMPAIGN FUND MEETING. Alderman T. J. Hughes at Llantrisant. I At Trinity Chapel, Llantrisant, on Mondav I night a meeting was held in support of the national campaign fund. Alderman T. J. Hughes I emphasised the importance of a clear remem- brance of tho cardinal objections to the Edoca. tion Act of 1902. Wales bad high ideals and strong enthasiusms, but there was 1\ danger lest their memories might fail them in the din and smoke of the present phase of the battle. The Act of 1902 aimed a blow at tbe essential rights of citizenship. It divorced taxation and representation. It was idle for Colonel Wyndbam-Quin, with his tongue in his chrak, to regale Primrose Leaguers with statements that the County Council bad fnll and supreme control of Charch schools. A fifth form boy by this time knew that out of six foundation members of every Chnrch school one only was elected by the County Council. It was true that in Giamoigan the County Committee had endeavoured to take the sting ont of the clerical tail' by insisting on the full legtrl rights of the minority managers being maintained. Tha strength of a chain, however, was its weakest lick, and tho potential evils of an evil Act could only be realised where these evils had tbefnllest sway, as in Tory and parson- lidden English connties, where the conscience clause was a dead letter and whete the parson and his merry men rnted the roost. The Act was also monstrously unfair to members of tbe teaching profession. The existing State-aided training colleges were almost entirely closed to Nonconformists, although the few that were open to them were open alike to Church folk and Nonconformists, as indeed all should be. Then as to the teacher. Something like 17,000 posts of head teachersbips wereclosedto Nonoon- formists, and an objectionable religious test wai maintained as a condition of the employment of civil servant*. Finally, the Act was a standing menace to Nonconformity. The conscience of the nation was, however, not sleeping, and Ilia note had been struck with no uncertain sonnd. Time was on tbeir side, and it only needed that the enthusiasm of Wales should be translated into aetiou to usher in the dawn of the laiger day, when the obnoxious Act would be repealed, and a comprehensive measure introduced which would safeguard the fair interests of all, apd favour none. Merioneth Emergency Schools. All the emergency schools in Merioneth ars going strong. At Carrog the attendance has gone up from 55 to 62, and it is thought the Church schools there will not be able to keep up an average attendance of 30. At Tynant the attendance has gone up to 2f>, while at Llawary- bettws it ia abont 30, only & dozen or so attood- ing the Chnrch school. At Decwyn there is im- provement. Considerable interest has been aroused by the novelty of taking children in I vehicles from Llanelltyd to Dolgelly Council School. Catholics and the Problem. The Catholic Herald states that his Grace the Archbishop ol Westminster will address a public meeting in the Exchange Hall, Blackburn, on Monday evening in connection with tbe annual conference of the Catholic Truth Society. The subject of the Archbishop's address will be I Our future policy with regard to elementaty edacation," and his speech is iooked forwardta with the greatest interest and expectancy in I Citbolic circles.
