Monmouthshire Schools. '—-—<——— LOW AVERAGE ATTENDANCE. Propesed Conference. Alderman John Daniel, Pontypool, presided at the monthly meeting of Monmouthshire Educa- tion Committee at Newport on Wednesday. Commenting on the attendance at the schools, Alderman E. Grove said that in one case it was onlv 57-2. He offered a suggestion that their 32 attendance officers Bhonld metft in conference at Newport and consider whether some policy conld be formnlated for improving the attend- j aoce, Messrs A. Onions, T. Parry, Sir Q. Mather-Jackson, and the Rev. T. G. James sup- ported the suggestion, and it was decided that a. conference be held. Discussion took place whether the committee's architects be paid first or third staas railway fares. Mrs James, Abersychan, contended that as they bad refused first class farEls to lady teachers the architects, who were also servants of the com- mittee, should only be paid third class fares. A resolution that only third class fares be allowed was carried. A letter from the Monmouthshire Chamber of Agriculture, suggestine that teachers of rural eiementary schools be appointed from persons possessing some roral training and sympathy with rural life, was, on the motion of Mr T. Parry, Caerleon, referred to the Elementary Education Committee. Mr W. P. James, Abersychan, and the Rev. T. G. James, Rogerstone, were appointed represen- tatives on the Central Welsh Board. Messrs D. Lewis, Garnrtiffaith, M. Lewis, CwmRvon, James Jones, Blaeoavon, Henry Cocker, Cwmbran, and Philip Taylor, Pontypool Road, were added to the Eastern Valley groun of school managers. Alderman E. Grove, Newport, was added to the Higher Education Sub-committees, and Coun- cillor James Jones was appointed to tha vacancies on the Elementary Education and Sites and Buildings Sab-Committees. Mr W. B. Matthews was appointed a representative governor on the Abergavenny Girls' School. A eireulffr letter from the Bishop of Ripon and Dr. J. B. Paton re Bible teaching in elementary day schools was referred to the Elementary Edc- cation Committee. The clerk of Usk Council wrote enclosing their medical officer's report regarding an outbreak bf ringworm among school children, many of whom were affected on their bands and wrists. He attributed this to the use of slates, and recommended that slates be abolished or that they be periodically disinfected and that each scholar have a slate of its own. The director was instructed to circularise head teachers as to the best mode of properly cleaning slates. The Eiementary Education Sab-Committee reported that the managers of the Abercarn, Risca, and Rogersioue group of schools had drawn their attention to the large number of medical certificates granted in respect of chil- dren attending Rogerstone Schools, several of such children, although certified to be unable to attend school, having been seen about the roads. They were of opinion that certificates were too readily given by medical practitioners, and recommended that modical practitioners be asked to certify on printed forms that they are not pro- fessionally attending such children before pro- ceed-ings were taken. This was agreed to.

BOATMAN AND HIS WIFE. iUnsRvoury Case at Penarth. Penarth Police Court was crowded on Wednes- day when the case of Gnv v. Gay came before Mr Lewellen Wood and Mr Howell Rees. The charge was one of cruelty preferred ngainst Wm. Guy licensed boatman, of Ludlow-street, Penarth, towards hia wife, Elizabeth Ann Guy, who applied for an order of eepar*tion and main- tenance. Mr Harold Lloyd appeared for the complain- ant, and Mr Morgan Rees defended. In bis opening statement Mr Lloyd laid that the allegations were of BQch a vile character that he asked that all ladies should leave the court. In dealing with the case, Mr Lloyd said the wife had contracted a loath- some disease from her husband. On the other band the husband accused the wife of unfaithful. ness, and said she very frequently used disgust- ing language towards him before the children. Applicant taid she bad been married for 23 years on the 22nd May next. There were three children of the marriage, namely George Robert (14), Beatrice Annie (12), and Asrnea May (3). She left bar husband on the 22nd November last. The children were having breakfast when her husband came down. She was short of milk, and went to the door to see if she could see a milk- man, and found one a little way up the street. He was a stranger to her, bnt when she went back to the bouse her husoand asked her if she had had milk from her fancy man. He repeated this question wl several times. On the Monday following the milkman called as usual. Her husband went to the door and told him not to call there again, aftar which he came in and said, "There's another of your fancy men gone." Sha had not slept with her hnsband since August, 1903. H« bad frequently torned hex out of bet bed. said if she did not go and sleep with him she should not sleep there at all. He then dragged her into his room, and sho had to sit up all night until he want to work -it 6 o'clock. This thing had happened six times during the previous fort- night. She was in delicate haaltb, and had of late been a great sufferer. She had been attended by Dr. Musgrove, and later she went to the Car- diff Infirmary. Sho had been examined by Dr. Bnist, of Cardiff. On the 14th of Juno last she ran into the street and her husband followed her with a knife in bis hand. He was using the knife at the time when he jumped up and ran after her. In October, two years ago, her boy needed correction, which she administered,. Her basband then struck ber and knocked her down and kicked her. During the last three years he had continually ill-used her. By Mr Rees Her husband was fairly steady, but did not support her.and did not give her half his money. She could not say he was an abstainer. She first found she was fullering from disease ttben she went to the Infirmary about two years ago. She knew her husband led an immoral life, and she could prove it. Her husband had never complained about her conduct with other men. Dr. Buist stated that he had examined tho complainant, but he could not say the com- plainant had sofTered from the disease to which she had referred. William Gay, the eldest son, gave evidence against his father, and said that there had been repeated rows in the house, and his father bad several times smashed the furniture. Ho had seen him knock and kick his mother about, Elizabeth Churchill, wife of George Churchill, of Arcot-street, said she had once been sent for, and saw Mr Guy holding Mrs Guy by the hair and knocking ber. Mr Morgan Rees, addressing the Bench, sub- mitted that the principal act of cruelty com- plained of had not been made out by medical evi- dence. Mr Guy, defendant, examined, gave a com- plete denial to the allegations made by his wife, and called Dr. James McMullon on his behalf. An order was made for 12s a week and the cus- tody of the children, and advocate's fee allowed.

A HAPPY DISCOVERY. 11 Windfall" to Cardiff Infirmary. -'Mr William Jones made an interesting announcement at the meeting of the Cardiff Infirmary Management Committee on Wednes- day. Mr Jones, who has succeeded Mr T. H. Stephens as solicitor to the institution, had been examining various deeds and documents, and he discovered the Infirmary Committee had for 221 years been paying r15 a year ground rent to the Cardiff Corporation which they ought not to have paid. It appeared that tbe Bnte estate was j responsible to the Corporation for the payment which bad been made by the Infirmary. In addition to this £ 15 a year paid to the Corpora- tion tbe committee had also paid a ground rent of £ 15 to tbe Bute estate. As soon as Mr Corbett was satisfied a mistake bad been made the whole of the money was immediately repaid, although in law the Infirmary wan only entitled to recover repayment for a period of six years. BLAZE ON BOARD SHIP. On Tuesday evening a fire broke out in the forcpoak of the ss. Zeta, undergoing repairs in Hit) a Diy Dock, Cardiff, and caused some though not considerable damage. A quantity of rootling and other ship materials were dig- covered ablaza. but the crew, aided by the Docks police, prevented the firospreading to otftsr parts of the vessel, and succeeded in extinguishing it before the plates had suffered much injury. The cause of the fire is unknown.

Bristol, Wednesday.—The half-yearly fair yester- day was the quietest held here for many years. The attendance was limited, and there was a reluctance to do business pending furtner progress with the London sales, which only commenced on Tuesday evening. Down matchings were Hi to %d per lb. lower, and fleeces were distinctly %d down, and more in some bases. Really good Dorset fleeces could be had for about lllid Der lb. There was the same slackness noticeable in skin wools. Buyers stood out for greater reductions than holders were dis- posed to accept, and busin3ss therefore vrao practically at a standstill, except for the lower grades of wools. LEATHER. Bristol, Wednesday.—There was but a moderate attendance at this fair. C. and Cucinus was some- what quiet, but on the whole a firm tone prevailed with a confident feeling that there will be an im- provement in the near future. More business would have been done if local tanners would have accepted a shade less for their goods, but they pre- ferred to hold. Offal was reported a trifle easier, but inquiries made showed that this merely meant that tanners were not making the outside prices at which goods were listed some time back, and as a matter of fact there was little on offer. There was inquiry for dressing and shaved hides, prices fot which were practically unaltered. v HIDE, SKIN, FAT. AND WOOL. OVERBALANCED HIMSELF. Singular Fatality in Dean Forest. A remarkabl.) drowning case was investigated by the Dean Forest coroner on Tuesday at Newland. Deceased, William Gunter, head gardener to Mr C. T. Palmer, J.P., of Kewlaud House, was on Saturdayengagod clearing a watet conduit in a wood near Newland House, accom- panied by a workman named James. As the operation was of an apparently simple nature; James left his companion to gather a little moll, and on returning found that deceased had over' balanced himself and pitched head foremost into the running water, which was only a few inch** deep. He was so fixed that James was nnable to drag hi ma way, and when sufficient asaietane* '7 was obtained to extricate the poor man death A had already taken place. A verdict of il Found W drowned was returned.
