BATHS FOR NEWPORT. The corporation have taken up the matter of the provision of swimming and other baths at Newport in good earnest, and intend to convert the Waterworks Company's old premises on Stow- hill into an establishment which shall be worthy of the town, and of all the good things which were said and predicted of it at the gathering of commercial visitors at the Town-hall on Saturday, Plans of a very complete establishment, providing tepid swimming baths, hot and cold private baths, and ao forth, have been forwarded for the sanction of the Local Government Board; and, in connection with the application to borrow £ 7,500 to defray the cost, it is announced that Major-General Pfaipps Carey, R.E., will hold an inquiry at Newport on Friday week.

THE ELY AND CANTON COMMONS, Proposed Formation of Pleasure Grounds. On Wednesday morniug Mr S. H. Terrff Assoc. Member Inst. C.E., an inspector undertu^ Local Government Board, attended at the Town" hall, Cardiff, for the purpose of bolding au inquiryr owing to an application having been made by thf Cardiff Corporation to the Local Government Board for sanction to borrow £ 30,000 for the purchase of land and laying out the same aspublitf pleasure grounds. The inquiry was officially attended by the Mayor of Cardiff (Alderman Jacobs), Mr J. L. Wheatley (town clerk), and 1dI Harpur (borough engineer). The MAYOR, in the first instance, gave evidence, and briefly reviewed the growth of Cardiff and it* position M the first port in the United Ktng Join. He showed how, although Cardiff had developed so marvellously in every other respect, it was practically devoid of public pleasure grounds, and the absence of such parks had been keenly felt. Certain lands in the parish of Roath had recently been presented to the town by Lord Bute and other landowners, and the corporation were now proceeding to lay out the same at a cost of £ 30,000. The acquisition of the Ely and Canton Commons for the purposes of pleasure grounds was part of the improvement scheme of 1875, and public recreation grounds for the benefit of the inhabitants of that portion of the borough, some 30,000 in number, were urgently needed. The corporation therefore, in order to complete the purchase of the said commons and properly 1101 them out, had obtained the sanction ot parliament by tn.-ails of a provisional order to raise the surn of £ 30,000 for those purposes, and subsequently resolved to borrow that amount, repayable in a period of 60 years, the council being unanimously of opinion that future generations, who would cenetit so much by these lasting and pernansisl PUivr ?orks» should bear a portion of the cost. j ■• 'WHEATLKY, the town clerk, the" reviewed the transactions with regard to the purchase of the Ely and Canton Commit By Mr Sturge'g award, published in I885J it was decided that £ 9,730 should be as the purchase money of th* commonable righ" on the Ely Common, and £ 5,970 for the CautoO Common. He further awarded that £ 2,500 should be paid to the lord of the manor for ins interest the soil of both properties. The corporation h»d borrowing powers to the extent of only £ 4,000» and they paid the lord of the manor, the cosW amounting to £1,226, leaving a balance in hand of J6274. The corporation memorialized tba Treasury for authority to borrow the further saB* necessary, but were told that the only way to do this was to have the Public Improvemeot Act of 1875 amended. The commoners' corn' mittee hail instituted legal proceedings against corporation, which he (Mr Wheatley) arranged with them to stay until a later period to give the corporation an opportunity of o.btainidg the necessary powers to borrow the money This would amount to £ 9,730, anC* £5,970 for the purchase of the Ely aud Canton Commons, j315,000 for laying them out as pleasure- grounds, and £ 1,300 for incidental expenses^ mak* ing a total sum ot £ 30,000. By the Local Government Board Provi" sional Order Confirmation Act (No. 2), 1888, the Cardiff Improvement Act of 1875 was so altered as to provide tbat the corporation might, with tb« sanction of the Local Government Board, borro# the necessary money on the security of tbe general district rate, and the corporation were desirous of proceeding with the work.
