Sir,—With reference to the case of William Beavan, who was at the Monmouth Assizes in November, 1905, sentenced to penal servitude for life for the manslaughter of his wife at Newport, under most distressing cir- cumstances, we beg to inform you that in res- ponse to appeals made from time to time, and particularly a special appeal we lately made on his behalf on the accession of his Majesty King George, we have received the enclosed communication from the Secretary of State. We are sure this will be read with interest by your readers, many of whom were doubtless amongst the 30,000 signatories to the petition presented to the Home Secretary after Beavan's conviction. The effect of this reduc- tion of Beavan's sentence will be that he will obtain his release in May, 1913, subject to good conduct.—We are, &c., DIGBY POWELL & MACKIE. Gentlemen,-With reference to previous cor- respondence in the case of William Beavan, I am directed by the Secretary of State to in- form you that, after full consideration of the facts of the case, he has recommended that the sentence should be treated as one of ten years' penal servitude, and that, subject to good con- duct, the prisoner should be released after serving seven and a half years.—I am, gentle- men, your obedient servant (signed), E. Black- well. It will be recalled that the case created considerable interest at the time. Beavan had served in the South African War, and obtained good conduct medals. He did not return un- til some time after the war was over, his regiment being ordered to other foreign parts. When Beavan returned home he met his wife at a restaurant in Commercial-street, Newport, and there he cut his wife's throat with a razor.

USK SENTENCE REDUCED. In the Court of Criminal Appeal on Monday, before Justices Darling, PhiHimore, and Ruck- nill, George FisMock, who was convicted at Usk Sessions of larceny, and sentenced to five years' penal servitude and three years' police ^sunervi«on, appealed against his sentence, reave of appeM havin^oeen gfren toy SSr Jus- tice Bucknill. Mr Lawrie, for the Crown, said as the appel- lant was not present and not represented, he would like to point out in his favour that it was ten years since his previous conviction. Mr Justice Phillimore said the chairman of the Quarter Sessions informed the Court that he was under a wrong impression as to the date of the previous conviction. Mr Justice Bucknill, in delivering the judg- ment of the Court, said there were three offences of fowl stealing to which the appellant had pleaded guilty. One of the witnesses said she had previously dealt with the accused and had about sixteen receipts from him. He mentioned that fact because it might have been taken into consideration as to character. As the chairman of the Quarter Sessions bad passed sentence under a misapprehension the period would be reduced to eighteen months.

CARDIFF PARTNERSHIP. In the Chancery Division on Tuesday, before Mr Justice Joyce, application was made in the Cardiff partnership case of Lewis v. Hill for judgment for plaintiff. It was stated that the parties arranged tA) divide profits and com- mission, but plaintiff had been unable to obtain an account. Mr Hogge, for the plaintiff, said it was not an affidavit, but Mr Scott Spencer had written to the solicitors telling them his version of the transaction. If the defendant were worth pow- der and shot a considerable amount would come to the plaintiff. His Lordship Is there any allegation that you have sustained damage ? Mr Hogge he did not claim for that. He only asked for an inquiry as to accounts. His Lordship: Very w«l} an account you shall > have and nothing else. DETECTIVE LYNCHED. Newark, Ohio, Saturday;—Ten Anti-Saloon League detectives yesterday attacked an alleged illicit saloon and shot and killed the saloon keeper, a man named William Howard. Other saloon keepers were also attacked. Nine of the detectives were arrested and put in prison. In the evening a mob gathered, battered down the prison doors, and took possession of a detective named Carl Etherington, who cou- fessed that it was he that shot Howard. He was promptly lynched in the public square. Hundreds of women and children wit- nessed the execution,. The demonstrators made no attempt to con- ceal their identity. The death of Etherington apparently appeased the crowd.aReuter.

Fashion and Things Feminine. By Miss IDA MELLER. A Charming Style for Shantung. We have now arrived at a period when sum- mer fashions have settled down, and curiosity is appeased as to the success or otherwise of the narrow tied-in skirt, the past few weeks having shown that those whose views may be fathered from the way in which they them- elves are attired, will have nothing to do with the hobble skirt, but accept only the moderately narrow model, that while hanging straight and slim, of course, is nevertheless graceful. The deep hem. so pretty in itself, is ungainly when cut very small round, and giving scarce room enough for the lower limbs to move, but when of ample circumference, the deep band is a charming finish to a skirt. Sometimes the drapery above is united to the hem with a loose pouched effect, sometimes it is drawn tight, while again among the prettiest skirts are those with hems as wide round as the over-drapery, the whole falling softly and gracefully. Very pretty is the princess dress sketched, which is composed of pale mave Shaunting, the skirt gathered into a deep hem of cloth to match surmounted by a band of mauve guipure, the full bodice gathered at the neck and waist, having a band of lace to match running across the figure, and the short sleeves are also finished with dyed guipure, while at the neck is a Toby frill of pleated cambric. If preferred the hem might be of the dress material, and the whole might be carred out in a natural coloured tussore. The quantities of material required are 8 yards of single-width Shaunt- ing and Ii yard of double-width cloth for the hem. The smart hat that crowns the toilette is of Tuscan straw, trimmed with wide ribbon and a single feather. A Girl's Holiday Outflt. The holiday outfit for a girl should include a substantial dress or coat and skirt costume of serge, besides the cooler and less durable linen and muslin dresses. A jumper frock of navy serge is an invalu- able "stand-by" for a girl, and useful, too, for seaside or country wear is a frock of brown linen or cotton Shaunting, made with a pleated bodice, cut low and square at the neck, joined to a skirt arranged in fine tucks at the waist and finished with a deep hem. Let the sleeves be three-quarter length, the tops drawn into cuff-bands, and cut rather fuller than an ^^ydinary stllrt sleeve, and finish the neck with an inek-vi>Sde band of the dress material em- broidered with French fiMots, an embroidery that might be repeated on the o-.íi1-bands. The neck should finally be filled in with a vest of ecru-tinted, spotted net. A style for mixed materials, such as Paisley sateen and cotton Shaunting, is shown in our illustration, which depicts a girl's dress of these two fabrics. The predominant colour in the fancy material should be taken up by the cot- ton Shaunting, which is used for the hem, front, panels, cuffs, and collar. The sash is of soft silk. The front of the frock is trimmed with a twin row of buttons covered with cotton Shantung, while the deep hem has a piping of its own material at the top, and the cuffs should be likewise piped. Of Paisley sateen 31 yards, double-width will be required, and 2i yards of plain material, single-widtb. The hat worn is a pretty style for basket straw, draped with a foulard or Paisley scarf. The envelope, should be marked Patterns." To Clean a White Feather Boa. A white coque boa should be cleaned in the following way: Make a very hot lather of water and soap powder. Shake the boa con- tinuously in several relays of this until it is quite clean. It will present a bedraggled ap- pearance, but this will be remedied later on. Rinse the boa well in more and more hot water,, shaking it continuously then, when it is clean, shake it before the kitchen fire until it is dry and fluffy. Fruit Syrups. Very refreshing drinks in hot weather are fruit syrups, flavoured with pineapple, currant, raspberry, etc. Put about a tablespoonful of syrup in a tumbler, and fill up with sparkling water. TREDEGAR APPEAL DISMISSED. The employers' appeal from the award of the Tredegar County Court Judge to a workman of compensation in the case of Hoskins v. Lan- caster was concluded by the Court of Appeal on Monday. The County Court Judge had held the workman, who was injured by the slamm- ing of a gate on the employers' premises, was injured in the course of employment. The Lords Justices dismissed the appeal.

| I [(iftftftEKMSl Vegetables and Fruit, It is usual, now that asparagus beds have served their purpose, to leave them for the rest of the season, but when the successful gardener gives the overtaxed roots every encourage- ment by mulchings, top-dressings, and plenty of liquid manure, they will then be well pre- pared to produce a crop of thick stems next season. It is neglect which ruins asparagus beds after one heavy period of yielding. Late peas are rarely sown after midsummer day, and indifferent results must be expected if this is done, as a great deal depends upon the season. Crops in full bearing should, if a dry time prevails, have a surface dressing of short or well-rotted dung, laid on a foot each side of the rows, and well watered. The ap- plication of manure in this manner keeps the soil about the roots in a more uniform de- gree of moisture than would otherwise be the case, and the nutriment from the manure being washed down to the roots is obviously beneficial to both the weight and quality of the produce. In the selection of pods for ex- hibition care should be taken to select those of one colour, of one size, and of one shape at the nose of the pod. C&ouago growers should take a hint from the report recently issued by the National Vegetable Society of trials with autumn-sown cabbages. Some thirty-nine stocks were sown last year on July 31st and August 14th, in each case from the same packets, and it is conclusively shown that not only is it needful, if very early small, firm hearts are needed for cutting in April, to sow the seed the last day in July, and also that only certain varieties for such purpose should be sown. Out of the number tried only eleven could be recom- mended as the best for giving very early hearts. Numerous others were later and larger, and about a dozen so badly bolted pre- maturely to flower that they should never be sown earlier than August 20th, or, better still, in March for summer cutting. The varieties specially recommended for first sowing and early hearting are Harbinger,. April, Flower of Spring, Ellam's Dwarf, First and Best, Wheeler's Imperial, Early Market, Early Felt- hams, Myatt's Offenham, and Early Evesham. Now is the time to prepare for the planting of next year's strawberry bed, that a good crop of strawberries may be obtained next summer. Runners for the purpose should never be saved from strawberry plants which have been planted two or more years, because these do not make good or early plants. The new plants must not be left to the chance of rooting themselves. They should for prefer- ence be layered in small pots, and planted in their permanent places as soon as they have become well rooted. The pots should be half- plunged in the soil in one or more rows by the side of the plants from which the runners are to be taken this half-plunging keeps the pots upright, and also prevents them from drying up so soon. The first crown on the runner must be selected, and the runner beyond this should be pinched off to prevent any further growth. A stone should be laid on the runner just behind the crown. This keeps the runner in its place, and there is moisture under the stone, which assists the formation of roots. The pots will need water every day in fine weather, and the plants should be ready for planting out the first week in August in well- prepared soil. More than usual care with outdoor toma- toes will be needed to ensure results wholly satisfactory at cropping time. The shoots which always form in the axils of the leaves ought to be systematically removed in each case before they are a quarter of an inch long. Their removal ensures all the strength of the plant being directed into the main stem. It is well to do this work early in the morning, when the growths are most tender. They can then be easily pushed out one by one with the touch of a bluntly-pointed stick. Later in the day the growths harden a little, and have, per- haps, to be removed by cutting away with the knife. Particular discretion is desirable in watering and applying liquid manures. It is well to wait until the soil is almost dry before watering. Doses of special liquid plant food for stimulating progress should not be given until they are clearly seen to be necessary. Undue stimulation produces grossness of growth, and this is not favourable to fruit pro- duction. Better results in the production of good crops can generally be obtained by using concentrated complete fertilisers than with liquids made from natural manures. In the Fltwer Garden. However powerful sunshine may be, fresh air must be given to greenhouses, to ensure that summer temperatures suitable for each form of structure will not be exceeded. This is best assured by efficient shadings at the hottest parts of days and damping internal surfaces. No fear need be entertained of in- jury from draught. Let the warm winds blow freely through wide open side sashes and doors. Early morning and late afternoon syringings will prove very beneficial to non- flowering plants. In dry weather it is far better to divide the garden into six parts and to give each of them a thorough soaking once a week than to give a little to the whole every evening. Sprinklers are good friends to the gardener, and in the absence of much rain in summer- time they should be in operation both night and day. Mulching is wonderfully efficacious in this respect. A great deal of material which usually goes upon the rubbish heap might well be applied to crops as a mulch; not only would it stimulate their growth and fruitfulness, but it would also help to keep down weeds. In the absence of a mulch it is an economy in labour to be constantly using the hoe. The presence of an inch or so of dust- like soil on the top prevents evaporation to a wonderful degree. It is difficult for water to soak in, and it is even more efficacious in pre- venting it being drawn out by the rays of the sun. Pansies generally will not give satisfaction in dry, sunny situations. The wild types love the shelter of a hedge bank, and it is best to imitate Nature's conditions. The morning or late afternoon sun will do good the full glare of the sun from 11 to 3 o'clock will make named pansies unhappy. Prepare the ground in autumn by deep cultivation, enriching liberally with half-decomposed cow dung, if it can be had. Fork over the surface in January or February. Transfer the plants from the qold frames in March, with as much soil adhering to the roots as possible, and with careful tending to watering and other details, splendid flowers will be had during most of the summer. To obtain fine, strong plants for spring planting cuttings should be inserted in cold frames in a shaded position from July onwards to Septem- ber, and named varieties should certainly be allowed to winter in frames. These and other instructive remarks were contained in a recent lecture by a well-known authority on the sub- ject. I. The rose grower who is puzzled by the cease- less attacks upon his plants by insect and fun- gus plants cannot do better than equip himself with that excellent little volume, The Enemies of the Rose," of which the 1910 edition has recently been published by the National Rose Society. Mem- bers of this progressive society receive a copy as one of the privileges of their membership, but non-members may obtain the book from Mr Edward Mawley, Berkhamsted, the inde- fatigable honorary secretary of the society, for half-a-crown post free. The book, written by Mr George Massee and Mr F. V. Theo- bald, two accredited experts, gives the life history of the different fungus and insect pests which attack the rose, together with instruc- tions as to how they may be kept in check and destroyed. Excellent coloured illustrations and photographs will be of great help in identi- fying the various pests. It may be noted that the society offers further assistance than is afforded by the handbook to members who find special difficulty in ridding their plants of parasites and disease. In a little intro- duction Mr Mawley declares that by the ob- servation of certain rules be has for a long period kept his own collection of over two "thousand rose trees free from all fungus and insect pests throughout the year, and with the aid of the handbook there is evidently no reason why all other rose growers should not have equal success.

RIVER WYE MYSTERY. Mr Fothergill Evans, coroner for the manor of Chepstow, on Monday held an inquest at Chepstow Police Station touching the death of William Bond, a gardener and a local preacher, belonging to Tidenham, near Chepstow, whose body was found in the rivar Wye near Rock- wood Quarry at about 6 o'clock that morning. Deceased, who was 26 years of age, came to his brother's at Tidenham from Kidderminster on account of his health, and for about a fortnight previous to May 26th he was attended by Dr. Thompson for general depressi on following influenza. He went to work tem- porarily at Mr Brown's nursery at Tidenham, but left there on the morning of June 4th and was not heard further of till his body was found in the river by Caleb Cumper, a fisher- man. The body was very much decomposed, but by the clothing it was identified by his brother, James Bond. It was found that the throat was cut, and a razor was found in the pocket of deceased. For a month afterwards I was confined to the house, and I even had to be carried up and downstairs, for I was crippled and helpless with the gain. I hadn't strength to stand up my limbs were like wood- they had no use in them. Many a time the pains in the groin were so frightful that I screamed with the agony. For a fortnight I was in such torture that I didn't know — what to do with myself. I couldn't get a moment's peace day or night. I couldn*t lie on my side, or move in bed without being helped. The least turn caused me agony. I put it all down to rheumatism, but although I was continually trying different things, I did not get well until I tried Doan's backache kidney pills. The very first box did my back good, and then I began to get stronger, until at last I was able to move my limbs without pain. The full facts of the double crime at Forest Gate, a northern suburb of London, became known on Tuesday A husband and wife, Mr and Mrs William Slatford, were found shot dead in their house in Shrewsbury-road, a pleasant residential district. The couple had lived happily together in the house for many years, and had one child, a son who died some time ago. As far as can be ascertained there is no motive whatever for the crime, both Mr and Mrs Slatford being on excellent terms with each other and with their neighbours, by whom they were greatly respected. A neighbour informed the police that re- cently Mr Flatford, who was employed in a solicitor's office in the City, had become some- what strange in his manner, and his wife had mentioned this fact on more than one occa- sion, but no serious consequences were ever anticipated. On Monday, however, after the couple had returned from a walk, Mrs Slatford again remarked to a neighbour ihat her hus- band's demeanour had been peculiar, but with that remark the matter dropped, and the hus- band and wife retired for the night. This was the last time they were seen alive. As they did not oome down to breakfast this morning the maid servant went upstairs and knocked at the bedroom door, but receiving no answer she entered and found the unfortu- nate couple in bed shot through the head. A six-chambered revolver was lying on the bed. A doctor was immediately summoned, but pronounced that life had been extinct for some hours. Mr Slatford was 54 years of age, and his wife 37. They were a very quiet and reserved couple.

PONTYPRIDD TRAMWAYS. At a meeting of Pontypridd Electricity and Tramway Committee on Tuesday, Councillor Hopkin Morgan presiding, it was reported that the estimated revenue from the electric light- ing department last month was £60116s 2d, as compared with JE580 Os 2d in the corresponding month of last year. The number of passengers carried was 415,265, and the receipts amounted to jEl.731 7s 7d, as compared with £ 1,798 6s 41d in June of last year. The corresponding period last year included the holiday Whit- week, which accounted for the decreased receipts this year. Omitting the holiday week the receipts were up to the extent of Z22 17s 9d. They had carried approximately 30,000 more workmen, but there was a decrease in the ordinary fares of nearly 18,000. Councillor Moses Jones asked what the tramways would pay if they were run as a private concern.-The Accountant (Mr L. R. CHANCELLOR'S FELLOWSHIP. The Chancellor of the Exchequer was recently appointed an Honorary Fellow of Jesus College, Oxford, and the Principal has received the following letter :— Dear Sir John Rhys,-I wish to express to you and to the Fellows of Jesus College my deep sense of the great honour which you have done me in electing me to be one of your body. Eight-inch seams of coal are mined commercially in Europe, while few veins less than 14 inches thick are worked in America.

HAVOC OF CONSUMPTION. A meeting of the Carmarthenshire PubIIa Health Committee was held at Carmarthen oa Tuesday afternoon, Dr. R. L. Thomas, Whit" land, presiding. A deputation of ladies fron* the South Wales Nursing Association appeatod to the committee to allow a grant of about for one year to Miss Lena Crowther, as lady inspector of midwives. She had been doing excellent work in Radnorshire and Breconshire. The work to be done by the association would, it was explained, pave the way for tike medical officer whom the committee had proposed should be appointed. Mr C. E. Morris proposed, and the Rev. A. Fuller Mills seconded, that the County Council be recommended to gra,nt£70. The members who advocated deferring the appointment stated that some £ 50 to £ 60 a year was being paid fu the district medical officers, and before their recommendation to: grant £ 70 could be adopted, it would be neces- sary to rescind certain resolutions. The question was ultimately deferred. Dr. Denzil Harries, Carmarthen, a member of the committee, in his statement on the reports of the medical officers of health in the eastern part of the county, observed that it was difficult to believe the isolation instruc- tions of the medical officer of health at LIaD- elly had been carried out, as so many deatb8 had occurred there from sdlrlet fever. The most disquieting feature of the returns was- the excessive mortality among children. The deaths of children one year old and under averaged 20 per cent. of the total number of registered deaths. The rate of deaths from corn" sumption was 12 per cent. of the total number of deaths and 80 per cent. of the number from infectious diseases. This was a terribly signifi- cant record amongst a class of diseases which science said was preventible. I The Chairman called attention to the high mortality in rural districts. Young people who were in perfect health left the country for industrial centres, but through the unhealthy work in steel works and collieries tSieir consti- tutions were shattered, and they returned home to die, thus swelling the number at deaths. „ The committee expressed their graofieatfuB at the excellent digest of the medical officer's report, and decided to print it.

CHAR&ED WITH UStM THREATS. At Tredegar on Monday W. Smith, a traw^ ling draper, was brought up in Custody charged with using threats towards Mr Benjamin SawtelL, landlord of the Britannia Inn, Trede- gar, on July 9th. Mr R. H. Spencer, who prose- cuted, applied that the prisoner should be remandall in custody in order that he might be examined by the prison doctor. P.C. Jones stated that when he arrested Smith on Satur- day night he had a small butcher's knife and a small hatchet in his possession. He was not drunk, but appeared very wild. Prisoner W88 remanded in custody for a week. i
