CHOLERA EP!DEM!C. Amsterdam, Tuesday.—The" Handlesblad publishes a telegram [rom Bat-avia stating that cholera is spreading there rapidly, there being an avc-rage of 40 cases a day.

STORY OF DtAMOND EARRtNCS. Curious evidence was given at CardiS Police Court on Monday (before Messrs Da\ id Duncan and C. E. Dovey) when Edward Mafoney (44) was charged with stealing a box containing a pair of diamond earrings, valued at £38 10s, the property of Solomon Fishman, between the 10th and 12th March. Prosecutor, a pawnbroker in business at 208. Bute-street, stated that he placed the box in tus safe in the afternoon of the 10th inst., and missed it on the morning of the 12th. He ]ocked the safe after placing the box inside, but his wife had to]d him she noticed it was open on Friday evening. The Magistrates' Clerk Is your wife here !— No. The Clerk Then that is not evidence. Answering questions, prosecutor admitted that he had oc( asionallv carried, the box in his pocket, and that he had had it in his possession since the 10th inst. He could not say whether it bad been out of bis possession during that time. Mr Kattenbach. jeweller, Caroline-street, stated that the prisoner 'came to his shop on j Saturday and produced a case containing a pair of earrings—since identified by the prosecutor as his property—nnd asked, Is it of any value ?" Witness told him to come back in half an hour. and meanwhile called in a constable. Before prisoner left the shop he stated he was willing to give his name and ad- dreas. P.O. Tasker stated that he was called to Mr Kaltenbach's shop. where be saw the prisoner, whom he charged with stealing the earrings. Prisoner replied," If ound them outside Mr Fishman's shop." The police gave prisoner a good character, and Mr Duncan said the Bench believed that prisoner did &nd the earrings. Ha had a good character, and they had no reason to doubt his word, therefore he would be discharged.

Goad of giving him a black eye in the charge room. The oiHcer, however, said when he arrested defendant he tried to trip him up, that they fell, and that the assis- ? tance of P.C. Tomlinson was necessary to get defendant to the police station. Sergeant Pilrey said defendant had the black eye before be entered the station. P.C. Goad informed the chairman (Mr Hall) that defendant tried r to nssault him, and that he upsided him He might have hurt himself in the fall. A nn< of 10s was imposed.

An inquest at Mitchcldean, Dean Forest. hld on Monday, touch'ng the death of John Sht)tt (54), a. quarrymau. belonging to Mitchel- dean. lodging at 1, William-street, Ebbw Vale. and employed as a quarryman at that place by the Coal, Iron, and Steel Company, re- sulted in a verdict of Death from heart failure supervening on influenza." Mr McKenna's Constituency. The North Monmouthshire Liberals are actively engaged in strengthening their organi- sation. Two associations have been formed in the Western Valley portion of the con- stituency. where there was only one pre- viously, while branches of the League of Young Liberals havt been formed in almost every populous centre in the division. In a letter to Mr Rhys Stephens, the Liberal agent. Ponty- pool, the Right Hon. R.McKenna, M.P., states that it is his desire and intention to visit his constituency, probably on May 9tb. for the purpose of personally thanking his friends, who fought so splendidly m the last election in the several polling districts, and he hopes to spend a fortnight in the division. Cardiff District Rechabites. The 28th annual meeting of the Cardiff District (No. 58) Independent Order of Rechabites was held at Paper's Hotel, Cardiff, on Saturday, Bro. F. Glover, D.C.R., presid- ing The membership cf the adult section was reported as 1,456 and that of the juvenile section 1,758. The funds amount to £9,068. The District Secretary reported that during 1908, in consequence of the depression of trade, the work of Friendly Societies had not been so successful as in past years. Nevertheless. 299 branches of all societies had been registered, the Independent Order of Rechabites being responsible for no le-s than 108. The Inde- pendent Order of Rechabites with an increase of 17,241 still occupied the premier position for progress, the Sons of Temperance again following with an increase of 7.224, The leading omcers elected for 1910 were—Bro. W. R. Williams, D.C.B. Bro. A. Berry, district secretary and Bro. F. Gravil, district trea- surer. Funerai of Miss Sessions, Cardiff. At Cardin Cemetery on Tuesday the funeral took place of Miss Eileen Sessions, eldest daughter of Mr Arthur Sessions, of St. Wini- fred's, Cathedral-road, Cardin. The comn was covered with a large number of beaut'ful wreaths from relatives and friends, and also from the Omcials and members of the Grange Liberal Institute," the CardiS Y.M.C.A. Swimming Club, and from the omee stafT and workpeople of Messrs Sessions and Sons, Ltd. The services at the cemetery were of the simple order of the Society of Friends. In the chapel Mr Mark Lawson, of Gloucester, read a passage of Scripture, and delivered a brief address, while at the graveside Mr Fred- erick Sessions, oTKendal, uncle of the deceased, spoke impressively and oSered prayer. Breaking )nto a Post Office. The post omce at Abertridwr was broken into in the early hours of on Tuesday. Entry was gained by smashing a window-pane at the back of the premises. Damage was done to some drawers and a desk which were forced open, but there is nothing missing. Newport and Foreshore Rights. Newport Parliamentary Committee on Tues- day decided to give every assistance to the movement to resist the claim which is being made by the Crown to certain foreshore rights on the banks of the River Usk. The question of the removal of the Assizes to Newport was also considered, and it v/as pointed out that Newport had not yet received an assurance that the Assizes would be removed to the town provided the Corporation erected Assize Courts. Bed !i nog Cottier injured. Thomas Henry Tippett was injured at Bed- linog Pit on Tuesday afternoon. He was stoop- ing down to mark a tram which he had just filled when a, large stone fell on his head. causing a serious fracture. Dr. Hopkins, of Bedlinog, attended him at the colliery, and he was afterwards convoyed to Dowlais by train and removed to the Merthyr Hospital. He ia in a serious condition. Disposal of Diseased Meat. Councillor Grey called the attention of the Cardiff Health Committee on Tuesd&y to the question of the disposal of diseased meat condemned at Roath Market. From the dis- cussion it was made clear that the meat was slashed and carbolised," and then destroyed at a factory. It was decided to request Dr. MuUane (chief inspector at Roa-th Market) to attend the next meeting of the committee and describe the method at present in vogue. Cardiff Sunday Schoot Union. The annual Council meeting of the CardiS Sunday School Union was held on Tuesday, Mr W. Broben in the chair. The following oulcers were appointed :—President-designate, Mr Richard Cory chairman of the Council, Mr W. Broben; treasurer, Mr W- G. Howell; general secretary. Mr W. Anthony Davies nnance secretary, Mr D. Davies Anti- Cigarette League representative. Mr Robert Read: Continental mission representative, Mrs C. Vickers representative London Council, Mr W. Anthony Hughes. Mr Hughes also was reappointed honorary general secre- tary, a position he has nlled with great credit for so manyyeara. The vice-presidents were re-elected en bloc. The Council passed a vote of sympathy with the relatives of the late Mr James Waugh. Complete arrangements were made for the Good Friday conference. Conservative Agent's Resignation. The resignation of Mr Henry HalliweU, who has been chief Conservative agent for the Parliamentary division of North Monmonth- shire for the past nine years, was accepted with regret at a meeting of the Executive Com- mittee of the North Monmouthshire Conserva- tive Association, held at Pontypool yesterday. Lord Uangattock occupied the chair.

GRUESOME BARRY SU!C!DE. Mr D. Rees, coroner, held an inquest on Mon- day at Barry into the circumstances of the death of William Flair (62), a dock labourer. Mary Fowler, a widow, said deceased was a lodger at her house in Queen-street, Barry. Five weeks ago he was taken ill with influenza, and on Tuesday evening last she was preparing his tea, and he went out into the yard. Going out later to call him she could get no answer, but heard him gasping in an outhouse. Roac Fowler, daughter, said when she entered the outhouse Flair was taking the knife from his throat, and the blood was spurting out from the cut. A verdict of Suicide during tem- porary insanity was returned. Another Tragic Affair. Police-sergeant Phillips. of the Barry Dock police, had a somewhat sensational experience on Monday. Whilst on duty in Sydenham- street he heard screams for help from No. 15, and a woman named Jane Docherty rushed into the street in a terrified state, begging the sergeant to return to the bouse with her. Ser- geant Phillrps immediately entered, and on ascending the staircase found Mrs Docherty's father—a seaman named Thomas Johnson (62) —lying on his side in a pool of blood, his throat cut and a razor in his hand. Sergeant Phillips took the razor from the man's grasp and rendered aid until ths arrival of Dr. Bray, who ordered Johnson's removal to the Acci- dent Hospital.

FRENCH STEAMER SALVED. The Swansea steam trawler Swansea CasUe, which has arrived at Swansea from the Bay of Biscay, has performed an important piece of salvage work. On February 12th, while in the Bay, the master's attention was directed to signals of distress from a large steamer. Although a high sea wan running and the wind was blowing with almost hurricane force, the mate and two deck hands proceeded in a boat to the scene, and discovered that the vessel was the French steamer Udola. X. Mendi, from Bilbao, with 4,500 tons of iron ore. She was helpless, with her rudder gone. The trawler took the big steamer in tow. Two ropes, how- ever, successively snapped, and ou the French captain's suggestion the trawler proceeded to St. Nazaire with the object of obtaining assist- ance. Here the trawler took aboard more bunkers, and, returning to the Bay, after two days' search again found the disabled vessel, and eventuaHy, after 10 days' effort, got the vessel safely into St. Nazaire.

Training Young Liberats. LEAGUE WORK !N CARDtFF. The first of a. serifs of meetings under the auspices of the Cardiff branch of the National League of Young Liberals was held on Tuesday at the Centra.! Hcte.i. Mr T. Ingram Recs pre- siding. M'' W. A. Howclls, the assistant secre- tary. said the League was progressing rapidly. 11' E. H. Clothier thanked the members rm' the great assistance rendered in the South Glamorgan contest. M)' Brace valued their help immensely. He thought they should interest themselves in the establishment of a. library of Liberal 'iterature. There might also be an opportunity for the young Liberals of Cardiff to carry on active work in the border counties in co-operation with the Gladstone League. The Chairman said that in the border countiea there was considerable political ignorance. Mid there was a vast amount of work to be done in the ruraJ distri s. Mr Kyte, of Dinas Powis, speaking of the lamentable ignorance of-many young meaon political subjects, attributed this to the fact that they read cheap Tory newspapers. Mr Lloyd Tanner and Mr T. E. Gouxh followed, remarking that lukewarm Liberals, who could not give reasons for their faith, were the greatest danger to Liberalism. Mr G. F- Forsdikc, the president of the branch, said that work and duty lay before them, and the question of duty appealed to him. They were taught that they must not live unto themselves alone—that they owed a duty to their neighbours, using the phrase in its widest sense, and they believed that the betterment of their fellow men could be brought about by the application of Liberal politics. The young men of to-day were th'nkers and readers. and "ne of the objact" of the League was to direct that thinking and reading. They hoped to have weekly meetings, and by and bye they would be housed in their own premises.

!NTERCHANG!foF STUDENTS. A meeting wag held at the University Col- lege of South Wales, Cardiff, on Tuesday in furtherance of the international interchange of students' scheme. Principal E. H. GriiHths presided. The objects of the movement, which were explained by Mr Henry W. Cress, honorary secretary, are to provide opportuni- ties for as many-as -possible of the educated youths of the United States, Canada, and the United Kingdom to obtain some real insight into *-he life. customs, and progress of other nab 'as at a time when their own opinions are fl" tng, with a minimum of inconvenience to f academic work, and the least possible nee. with a view to broadening their con- :ions, and rendering them of greater econo- lu1\: and social value, such knowledge being, it is believed. essential for enectua! leadership. These scholarships will enable those students to benefit who might otherwise be unable to do so through financial restrictions, and will allow the administration .to exercise greater power of direction in the form the travel's to take. In addition to academic qualifications, the candidate should be what is popularly known as an all round man. All the other universities in the country have undertaken to get together a sufficient sum of money for at least one of these travel- ling scholarships, tc be used during the coming summer. Mr Cress, in explaining in detail the objects, spoke of the importance of travel as a means of education, and pointed out that America and Germany spent far more on education than we dicL in this country. It was hoped in time to extend the scholarships to other coun- tries besides those mentioned. Principal Grimths said he did not know what they would be able to do in CardiN, aa they had already a number of irons in the nre, some of which were not even warm.

WELSH NATtONAL SHOW. LLANELLY INVITATION ACCEPTED. At the annual meeting < f the Welsh National Agricultural Society, held at Aberystwyth, Sir Edward Parry Pryse. Bart., presiding, the Council reported with regret an adverse balance sheet, especially as the expenditure showed a considerable decrease. There was a decrease of :E205 in gate money and of JB235 in subscrip- tions. As a show of stock, last year's would undoubtedly compare favourably with any the society had yet held. all sections being well patronised. If the show this year was held at LIanelly, the Carmarthenshire Agricultural Society had promised 25 acres of ground, with the free use of the grand stand and horse ring, and a subscription of £200. The Council recom- mended the acceptance of the oSer, 25 per cent. of any proSt remaining after liquidating the present deficit to be handed over to the Carmarthenshire Society. Mr R. Roberts, ofTowyn.wa-s appointed secretary until December, 1910, at a salary of jE50, to be increased to JE100 if the shew should be a success. Prof. Byner J ones was chosen hon. director. CARDtFF STATEMENT. On Tuesday at the Barry Education Commit- tee Councillor J. A. Manaton. the chairman. referred to a statement made at a meeting oi the CardiS School Attendance Committee on Friday last by Mr J. Jackson, the director of educat;;on, who was reported to have said about Barry that at Barry the children excluded by the doctor were included in the attendance. He wrote about this to the Board of Education. the reply being that this was not a correct method of calculation." I should like," added MrManaton. "to say that Mr Jackson is entirely wrong in bis facts. Children who have been excluded by the school medical omcer or the medical omcer of health are not included in the attendance. It is a reflec- tion upon those who are in charge of the educa- tion at Barry. I beg to move that we write to the Cardiff Schoof Attendance Committee and Mr Jackson, and ask him to explain why he made use of a statement which is entirely untrue and uncalledfor." Dt. P. J. 280 LUNATICS LET LOOSE. Hints for Mr Asqmth. Two hundred and eighty lunatics have just been released from the public asylums in Bohemia owing to financial considerations. The obstruction of the German deputies against government by the Czech majority has pre- vented any Budget being passed for the current year. The term of validity of the beer-tax has now elapsed, and as this important part of the revenue can no longer be collected, the provincial Government has been forced to cut down the expenditure largely, and. among other measures, has ordered that all harmless lunatics who were kept at the public expense should be discharged. The doctors sanctioned the release of the number mentioned above. All lunatics who have committed crimes will in future be connned in prisons, as these are found to be far cheaper than asylums. Other measures of this enforced economy arc the suspension of all building and the stoppage of subventions to charitable institutions.

MERTHYRCOUNTY ASSESSMENT At a meeting of the Finance Committee of the Mcrthyr Corporation on Tuesday, the Borough Controller reported that the County Rate Assessment Committee had given notice that they had decided to alter the basis for county rate as regarded the parish of Merthvr from £271,462 to JE279.960. and that they would report this alteration to the County Council at their, next meeting. The Controller reported that the costs of prosecutions charged against the borough of Merthyr for tried ab the Assizes now being held at Cardiff amounted to nearly .E500, one case alone costing jbllO. The summary of the Council's nnances showed a balance in favour of the Corporation of £4,(111 2s 7d.

NEWPORT LAD'S DELUSIONS. At Bristol on Tuesday a Newport lad—Albert Knight—was charged with stealing a pair of boots. The story was rather a curious one. He endeavoured to pledge a pair of boots, but the pawnbroker detained nim and sent for a constable. To the latter the youth said he visited a veterinary surgeon to have his eye attended to. Theservant said he could not see the doctor." but gave him the boots as "a mark of respect." The defendant, despite his very youthful look, said his age was 29, and added that lost his whiskers from some disease. He also averred that he had been in the Army and bad medals. The lad had been under the observation of a doctor, who certi- fied that he was mentally affected. Inspector Tanner said the lad's parents were respectable Newport people.

Saudford said he had not been outside the house the complainant was a hypocrite, and he (defen- E dant) had not clapped eyes on him. Defendant was bound over to keep the peace, and ordered to pay costs.

Cart pigs realised 20a to 25s apiece. Talgarth, Saturday .—The March fair was held bete on Saturday, the 12th inst. The supply of carthorses was exceptionally smaH, which was probably due to the fact that. the winter having been so wet and stormy, farmers were unable to go upon the land hence, the work is not so forward as usual, and as a result the auimais are needed upon the farms. Most of the cart horses on offer were sold, the prices in many better class. Some buyers maintained that prices were quite £10 per head higher for the best animals than at this fair last year. Cobs were in demand as well as carters. There was an exceptionally number of horse dealers present. Large cattle were in demand—barreners averaged £10 to C12, cows and caives few on offer. Beef 6d. best quality 6id to 7d. Few sheep were in the market, mostly fat—yearling wether mutton WM worth from 8d toStd. Pigs still continue to realise high prices. Carmarthen, Tuesday.—This fair was held here to- day, the horses being displayed in Priory-street and Church-street and the cattle in the cattle market. The supply of horses was smaller than the demand. Between two and three dozcn of the best four year and six year old carters went at C40 to S50 each 'bus horses at £28 to £35, of which there was a fairly large number har- ness and carriage horses, S30 to &40, which were not numerous a'few cobs, £21 to £29 and ponies. &10 to £15. Most of (hecattie were sold by auction by Messrs Lloyd and Thomas, the quotations being :— Cows and calves. £15 to £16 fat cattle. SI3 10s to £17 10s; thesnpptywasnotso large as usual. CARDtFF MEAT ARBtTRAT!ON. At a meeting of the Bristol Salutary Com- mittee on Tuesday it was reported that Dr. D. 8. Daviea, the Bristol medical omcer, had been asked by the Cardiff Sanitary Authority to act as on of two arbitrators in the case of a seizure of meat. It was stated that the meat had been seized in November, and there was a dispute as to whether it bad been properly condemned. The Cardiff Sanitary Authority had invited Dr. Davies to act as arbitrator, and the other side would appoint one. In the case of their not r.oming to terms an umpire would be appointed. The Bristol Committee granted Dr. Davies permission to act.

MUTILATED tN MACHtNERY. John Grimths (30). single, residing with his father at Water-street. Pontardulais, met with a shocking death at Tcilo Tinplate Works, Pontardulais, on Tuesday evening shortly after nine o'clock. GrifHths was employed as tin man, and apparently went to adjust a pulley outside when his clothes got entangled in the leather belt. Before his cries could be heard and the engine stopped he was pulled into the machinery and horribly mutilated. Dr. &. J. Williams was in immediate attend- ance, but deceased must have been instantly killed, for the poor fellow's clothing waa torn to shreds.
