Close students of the welfare of the University College of Aberystwyth had hoped that the fact of the appointment of principal having been made at a ifr ope rly-con s t i t u te d meeting, fully attended, those who supported losing candidates would accept defeat in a sportsmanlike manner. It is, there- fore, with profound regret that they read in a Welsh monthly an article re opening the controversy, and re-open- ing it in a manner which can only be described as the outcome of a narrow point of view. The writer states that it is not his intention to criticise the final selection, either in the case of Aberystwyth or in the case of another recent appointment of principal—pre- sumably Cardiff; but he does criticise very strongly the spirit in which the selection was carried out, and adds that there is "a vast deal to be ashamed of in connection with both." It is unnecessary to burden readers of this journal with further quotations from an article; which breathes such a spirit; and, at the same time, professes to lament the appear- ance of this same spirit in the Court of Governors of the Aberystwyth Univer- sity College. It is difficult to find lan- guage suthciently strong to condemn the attitude taken up by the writer of this article. Throughout this very bitted Controversy the Cambrian News I' has demanded that the best man should be appointed. The best man in the opinion of the Court of Governors—certainly in the opinion of those who had the best interests of the College at heart—has been appointed. He happens to be Mr. J. H. Davies, one who has given the best years of his life ,to the building of a people's college—the gateway of thousands of young men and women into a life of usefulness and service to the com- munity. Mr. Davies is not a scholar who is buried up to the eyebrows in obscure lore. He has proved himself not only a scholar, but one able to use his own knowledge for the benefit of his fellows. He has also proved to be I an administrator possessed of the highest qualities. If Mr. Davies has been appointed fairly in accordance with the rules of the institution—and this nobody can deny—it is fair and right to throw down a challenge to those who criticise the spirit in which selections were carried out—a chal- lenge to prove the truth of their words, or to withdraw. The attempt to draw a veil over the obnoxious phraseology by refer- ring later to the creation of a healthy public opinion" may be likened to an attempt to exclude the light of the sun I by hanging up a muslin curtain. If this article is to be taken as a type of the articles which are to create in Wales "healthy public opinion" there can be but one conclusion and that con- clusion is that Wales prefers the dis- ease to the remedy and that she scorns the adoption of methods which she re- gards as beneath her dignity and un- I worthy of the reputation that her lead- ing educational institutions have won —and won by the work of men wh s are the children of the people, men who have worked for meagre salaries in order that education should be as free to the child of the artisan as it is to the child of the millionaire. The writer of the article calls upon the young people of Wales to take a larger share in the direction of the University and its Colleges. The young people of Wales will be welcomed, but they must be ycung people who will possess true judgment of values—-in men as well as in material things. The UniversIty of Wales has no place in the ranks of its controllers for those who are possessed of the spirit demonstrated in the article, referred to no place for those who having tried and failed to secure appointment for their own cand dates cannot join hands with those who WID: no place for those who talk of healthy public opinion and poison the air with vituperation and recrimination that would not have been tolerated even in election days at Etanswill

All that can be said m its favour is. that it. is consistent with the town's attitude of superiolalootness to the projects of the Cambrian Resorts Association and similar movements whose sole motive is to secure a further measure of prosperity for West WsJcs resorts. If Dolgelley is content with its stlf imposed isolation, then its psaints of poverty wi 1 not impress the public to any appreciabla extent. There is an economy of the penny- wise-and-pound-foolish order and Do.gelley appears determined to sample its quality. The Brewers' Gazette" for November 6UI quotes American alnti-jprohibition authorities as stating that a ioss -of 250 million debars a year in railway charges will result through, prohibition in the United States. In 1918, 8,500,000 tons of beer, wine, and spirits were carried by railroads—three times the haulage required tor poultry, game, and fhil; as much as required fev ootton; doube that of wag- gons, carriages, tools ate.; more than double the tonnage of agriculture implements; double the amount of household goods and furniture; and equal to that of hay. That is how beer has been blocking commerce in America, ac- cording to "The Trade." In the United Kingdom during the present finan- cial year transport by rail, motor, ancf lorry will have to be found for 37,500,000 bar- rels of beer and 37,500,000 etapty barrels; 21,400,000 galons of spirits; about 20,000,000 gallons of wine; over 1,000,000 tons of coal; and at least 1,000,000 tons of grain and sugar. In spite of much correspondence between public bodies and the Ministry of Health in reference to the provision of houses in this district, as in others, very little tangible evidence of progress is yet observable, not- withstanding frequent visits by inspectors, architects, experts, et hoc genus omne. There is a marked and instinctive reluctance felt by members of public bodies to commit them- selves to schemes and projects that may in- volve the community in expensive experi- ments, but in this case though tl,, needs in many instances are most pressing, the natural reluctance of public bodies is greatly intensi- fied by the drastic policy and mutually con- tradictory orders and arrangements made from week to week by the Ministry of Health itself whose schemes lack definitcless and any evidence of clear thinking and constructive policy.
