I Exemptions Reviewed. LONG LIST AT ABERYSTWYTH. POINTS OF PRINCIPLE DISCUSSED. The Mayor (Alderman John Evans) pre- sided over a sitting of Aberystwyth Borough Tribunal on Friday when thirty- six applications were heard. Twenty- two of the applications were made six applications were heard, mostly made by the military for withdrawal or variation of exemptions previously given. The majority of the previous decisions were renewed; but four of the conditional ex- emptions already given were varied. (Before proceeding with the business, the Military Representative (Mr. T. H. Edwards) said he had received a number of anonymous letters, of which he had taken absolutely no notice. ("Quite right.") He received another letter the previous night, containing serous allega- tions. Captain Doughton—If it is anonymous, you should not bring it here. Mr. Edwards said the letter was signed "Yours in Khaki." As yet, he (Mr. Edwards) was not in khaki. As military representative he would be pleased to re- ceive all information, if informants signed their names. The letters received showed that the writers seemed to be under the impression that their lettersi would be given publicity; but the names would be kept absolutely secret. Mr T. J Morrison-You said you are not in khaki vet. Do you intend to be? Mr. Eawards-No; but I may be. If so, I would like to go to the front at once. The first case heard was that of Thomas Evans, Llanrarian, assistant teacher at Alexandra-road Schools Mr. Morrison asked what new reasons had arisen since conditional exemption was given in that case P Mr. Edwards explained that all over the country the lists were being reviewed after investigation by the Advisory Com- mittee. Circumstances were attached to some of the applications which the military authorities considered right and proper to be reviewed. In the case of Evans, who was a single man of twenty-five years, it was felt that he should be serving in the army. As it was one of the first cases in the history of the Tribunal circumstances had altered materially since then. The Clerk (Mr John Evans) pointed The Clerk (Mr John Evans) pointed i out that it was for the Military Repre- 1 sentative to make out a prima facie case that there were alterations in circum- stances, or in point of law or principle, or that there was something wrong in the former decisions. Mr Edwards—If you wish to press me I can give you more reasons. (Mil". Wi. p: Owen, who .appeared in other cases of an analagous character, said the onus was on the Military Representa- tive to prove that the circumstances called for review. It was all very well to say that the cases had been investigated by the Advisory Committee. He did not know of whom the Committee consisted. In fact, he was informed that the Committee had not met for a considerable time Mr. Edwards rose on a point of order and objected to Mr. Owen speaking in a case in which he did not appear. Mr. Owen replied that he was speaking on behalf of himself and other solicitors with the view of helping the Tribunal in dealing with the point of principle raised, He contended that it was for the Military Representative to prove affirmatively that circumstances had altered since exemption was granted. Mr. Edwards said the Advisory Com- mittee spent five hours investigating the cases. Mr. Owen—Where and when? Mr Edwards—Within the past fortnight. Mr. Owen—There is only one Advisory Committee and only four members, I am informed Mr. Edwards said the mistake was made in referring to the County Advisory Com- mittee. He referred to the Borough Advisory Committee. Mr. Owen—Who are they? Mr. Edwards-I am not allowed to name; them. I Mr. Morrisoll-Are they public men? Mr. Edwards—Yes Mr. MOFison-Are they members of the Council ? Mr Edwards—You might as well ask me for their names. There is an advisory committee for every military lepresenta- tive's area, Mr. Morrison said he was satisfied with the Military Representative's explanation as it was possible that in the early stages the Tribunal might have erred on the side of leniency. Mr. David Davies, Talfan. thought the question should be clearly understood. The Advisory Committee had been in exist- ence for a. long Lime. One member of the Borough Tribunal—Mr. C. M. Williams- had resigned in order to act on the Com- mittee. He would like to know if cases were brought on that day after having been considered by the Advisory Committee and if there was substantial evidence in favour of reviewing them. Otherwise it was waste of time for members of the Tribunal to meet there week after week. Mr. Edwards said the Borough Advisory Committee was different from the County Advisory Committee and met a fortnight that night at the Drill Hall. They went through all the cases conditionally ex- empted. The Borough Advisory Com- mittee was formed to help the Military Representative in his work, while the County Advisory Committee advised the military representatives in cases of appeal to the County Tribunal. Mr J. Williams asked if the Tribunal could know .something of the constitution of the Borough Committee ? Mr. Rhys Jones called attention to a case heard that day fortnight when Colonel King Hunter said a man was not fit for the army. That man had since been appealed against though the Military Representa- tive agreed to give him conditional exemp- ¡ tion. Mr. Edwards—I differ from that entirely. Captain Doughton asked if he was to understand that in cases where the Advisory Committee came to a different conclusion the Tribunal must review those I cases ? Supposing the Tribunal confirmed the previous decisions, what was to be done? The Advisory Committee would I say "You are like a lot of children. You do not know how to decide cases." If so, he was prepared to resign his membership. The Borough Tribunal could go to Jericho as far as he was concerned. He did not think it was proper treatment. Mr. Morrison—Do not let us go to Jericho. (Laughter). Captain Doughton added that it wa-s not right for the Advisory Committee, who- ever they were, to treat the members of the Tribunal like a lot of noodles who | could not be reckoned to decide cases. Having had ten years experience as a magistrate, he claimed to know something of how to deal with cases; but it seemed that he could not do so without consulting the Advisory Committee. Did it mean that if the Tribunal did not come to the same conclusion as the Advisory Committee the cases must be reviewed? The Mayor—Yes. in mv opinion, Captain Doughton—Then I will send you my resignation. I will not stand it any longer Mr. David Davies pointed out that the Advisory Committee had authority to deal with the cases. The Clerk said the only body that could interfere with the Tribunal's decisions was the County Tribunal, and the only body that could interfere with the Uounty Tribunal's decision was the Central Appeal Tribunal. No other body he knew of could disturb the Tribunal's decisions. Captain Dought-on-Then what s the Advisory Committee ? The Clerk said that according to the regulations the holder of a certificate, or the military representative, if they thought fit, might at any time ask the Tribunal to reconsider the decision. When that was done, the applicant ought to be in a posi- tion to show a change in the circumstances or that the Tribunal erred in its former decision. The Tribunal had nothing to do with the Advisory Committee, who were appointed for the purpose of advising re- cruiting officers. What was more reason- able than than Colonel Brewer, who was a stranger to the county, should be able to consult a committee in the county who knew the men ? Mr. Owen said he agreed with that; but the Advisory Committee had never met. The Clerk—That does not affect us at a11- t Mr Owen was proceeding to speak when Mr. Edwards asked the Mayor not to allow those speeches, and MT. Owen told Mr. Edwards to be quiet. Mr. Edwards—You need not be rude. Mr. Owen said he did not know what qualified Mr Edwards to be an advocate. Mr Edwards-And I do not know what qualifies you to be a bully. After further remarks between Mr Owen and Mr. Edwards, the cases were pro- ceeded with. Captain Doughton remaining. Resuming the case of Thomas Evans, the Director of Education (Mr Jenkin James) said the facts mentioned by Mr. Edwards were considered by the Tribunal at the former hearing. Of fifty-two teachers of military age in the county, the Education Committee had asked for exemption for military age in the county, the Education Committee had asked for exemption for six only. Evans was one of the six, and it was impossible to replace him. Mr. Rhys Jones—Is it your experience that Aberystwyth boys are the most diffi- cult boys in the county to deal with? The Director—I always consider that the Aberystwyth product is a difficult problem. The Mayor said town boys were gener- ally worse than country boy si Mr. Edwards—I have managed a lot of them. The conditional exemption previously granted was confirmed. TREGARON. INTERMEDIATE! SCHOOL.—A Corres- pondent writes: It is a matter of complaint by parents of pupils attend- ing the Intermediate School that no arrangement has so far been made by which pupils can obtain at cheap rates books re- quired for their period of study. In the industrial parts of W ales, where wages are high compared with he wages in agricul- tural districts, school authorities have in vogue systems whereby books used by senior pupils are passed on to new-comers at much reduced prices, and new books can be obtained at about two-thirds the published prices. Is it beyond the power of the Governors of Tregaron School to devise some system that would make it possible for the working classes to take full advantage of a course of education which was meant to be more or less free and democratic? It is absurd that a new pupil on entering an intermediate school should, during the first few days be obliged to spend two or three pounds on the purchase of books which should be obtained under proper management, for less than a sovereign. The same corres- pondent states There is a movement afoot to induce the Lord Lieutenant to appoint a town representative on the local Bench in succession to the late Dr Evan Lloyd. Two or three names have been mentioned and all of them are connected with the same family. There is a feeling that the local Bench should be more representative, and it is to be hoped that in the selection, when it comes, the Lord Lieutenant and his Advisory Committee will pay due re- gard to the interests of Labour.

I Correondenc THE BRAIN ATTIC. Silt, -III attacking the "scattered char- acter of instruction "prevailing in present day schools you quote with some enthusiasm a well-known passage from A Study in Scarlet" which likens a man's brain to a little empty attic which has to be stored, but which will only hold a certain amount of furniture. I need hardly remind you that the book was written thirty years ago by a young author who had no very accurate know- ledge of the human mind. But it may be I useful to recall the following criticism made on the passage twenty years ago by Pro- fessor John Adams:—" It may be main- tained without an undue appearance of pardox that this leakage of which Holmes complains is a positive advantage. It implies a losing of details, details which are a hindrance, not a help. Intellectual pro- gress is a progress towards abstraction. It is a huge mistake to suppose that the man who has forgotten something he once learned is in exactly the same position as as if he had never known that something. True learning is really judicious forgetting. The great scientist is the man who has wisely dropped out of knowledge all the myriad facts he had to examine in order to come to his valuable conclusions. The mind is an organism. To Holmes it is a mere idea trap," and the quotation is an "eminently material- istic statement." By all means let us have educational reform; but for pity's sake do not let us be so foolish as to turn to the inaccurate distorted, mide, and out-of-date ideas of Sherlock Holmes for guidance, or even for support. We have made some progress in pedagogy and psychology in the past thirty years. Let us use it.—Yours etc., LAND VALUES. Sir,-I aim 'afraid I cannot agree with Mr. Bagot that I am not taxed as a land- owner. Indeed I should, as I think I have conclusively proved, be very much better off as taxes go were I a sitting yearly tenant and not an owner 'at all. That my tenants, not I, pay all the taxes is assuredly not the case. Have I not been at some trouble to show that for every acre of land I retain in my hands and do not let to a tenant I am charged from six to eight times over on every acre and I maintain and shall continue to main- tain that land is already far more fully burdened than it can hear and any additional burdens placed thereon must re- sult in the taking over of the land by the State to do the best that it can with it, for assuredly there will be nothing left for the present owners. That people in general hardly anticipate such a drastic proceeding and wholesale Jobbery is best proved by the announcement which I read in last week's "Cambrian News." that several farms near Oswestry had been sold for thirty years purchase. Certainly no one under the present burden of taxation will keen more land in hand than he can possibly avoid and labour is at a premium. So what becomes of Mr. Bagot's sneer at my class that holds possession of all the natural opportunities of employment in the country and keeps a considerable portion of them out of use?" Where are all these acres out of use and the poor people anxious to be employed upon them ? Every acre is let or worked by the owners, and tenants and freeholders will welcome with open arms any of these poor in the par- ish, deserving or otherwise," who will come forward to assist in the tilling there- of. If any one is to be abused it is, I suppose, the tenant farmer for having the temerity to keep other people out of the land by which he makes his livelihood. Land in the Colonies stands in a differ- ent category. Until quite recently land there was to be had wlmost for the asking. You fenced it in and it was yours. Natur- ally the State required certain dues there- from und as land became of some value one can quite understand the taxes being levied in the form of land values, as being most probably the most convenient method of collection. But in this country land has always been and still is only one particular form of investment—a very poor one, but up to mow considered to be the safest; and the price paid has always been, and still is, high, not allowing for additional taxation. So why, I ask again, is this particular form of investment to be penalised by the State more than any other form of investment? It is now, for as food prices rise, so do tithes; but rents do not and cannot, as I have already been at some trouble to explain. Mr. Bagot compares the landowner to a flea on a dog. Well I am sorry; but I cannot see the resemblance. The landowner has paid for his home. The flea never bought the dog. I have taken some trouble to answer all Mr. Bagot's arguments and theories, both individually and collectively, because I consider that as much light as possible should be thrown on the land question, about which there is still, it is evident, an appalling amount of ignorance. Now why does he not oblige me by answering, if hie can, my oft-repeated query as to how in a. land where justice is still enthroned can it be possible to tax at its source one par- ticular form of investment more than another? If we are to have a tax of a penny or more in the pound on the value of every acre of land in the country, then we must in common fairness have a similar penny in thje pound on every rail- way or other share, war bonds, treasury notes, mining shares, and every form of investment. You cannot, with any show of justice, tax and ruin one particular industry and leave out the rest. A man pays hard cash for every acre of land that he buys or for his house to shelter him and expects to get his fair interest in the shape of rent on that purchase just as he does on his railway shares. How caji you aitrerentiate and penalise one form of in- vestment more than another? Again, I pause for a. reply. A tourist passing -niough TV ales or Scotland might easily think that there is a great deal of waste land about; but this is, as the natives well know, not really so, the apparent wastes being nierely sheep runs, necessarily kept uncultivated, from which so much "of our national-food and wealth are derived; and if an extra crop of food, in the shape of T ? Indeed it is now becoming quite the cus- tom in many parts to wire in large tracts oi, ,vvas,^ and devote them to bunny who is nowadays becoming an item of some importance in our food category. <gr I am obliged to Mr. Bagot for starting this discussion on the land.
