.1 IJte gkmbmn Petro Friday, June 30th, 19:6. LIBERTY AND LICENCE. THE Royal Comm;ssion on the Welsh University paid informal visits to Cardiff and Swansea last "week. This week the Commissioners are due at Bangor. In the words of Lord Haldane, they are on a voyage of dis- covery, groping about amid unlimited possibilities, seeking information with regard to the best means of dealing with University education in Wales. We are informed that the, have dis- cussed at some length the advantages z;1 and disadvantages of ai federated university and that they have an open mind on the question. Lord, Haldane, however, suggests that it is quite pos- sible that there may be need for the establishment of a new type of univer- sity which will appeal more unnni- p mously than the one now in existence to Welsh sentiment as a whole. This statement implies that the Welsh people are not satisfied with the present svstem. Now, Lord Haldane is a man of strong character, of bril- liant parts, and of unrivalled ex- perience in educational affairs; but we are at a loss to know what peculiar qualifications he has for judging the opinion of Wales in this matter, or what authoritative evidence exists for an imputation which we believe to be erroneous and mischievous. The present federal system appeals to the imagination of the Welsh people as a national institution which, like the National Eisteddfod, has done much to minimise those disintegrating influ- ences which have been the curse of Welsh public life, and to level moun- tains of local and denominational prejudice. Very convincing educa- tional advantages will have to be advanced before the Welsh people will agree to the disruption of the federal university. The men who rre clam- ouring for change are a few professors who themselves would be the last to claim that the laboratories reflect the public opinion of Wales. But they will say that their reasons are academic, not national. Thev shout for liberty. What they are after is licence, not liberty and a little of the rudder's guidance and the curb's re- straint will do them no harm. Let us give a specific example. They com- plain that an interval of two years is allowed to elapse between the prepara- tion of a scheme of study and its com- ing into operation, so that a professor who is appointed within that interval is obliged to work a scheme of which he may not approve. But this interval could, without difficultv or incon- venience, be rednced to one year. Indeed, if the required change is urgent, as may well be the case in some departments of scientific investigation, :t could be introduced even as late as September so as to become oper- ative in the following month of October. The University Senate has not been known to have rejected any such urgent innovation. If the schemes have become antiquated that has not been, the fault of the University Senate, but rather of the responsible boards. One would ex- pect that a scheme of study in science would be peculiarly liable to change, Z, and yet in thi's department very few innovations have been introduced during the past ten years Why is this ? Either the schemes submitted have been couched in such general terms as to admit of the widest latitude on the part of those who have to work them, or the professors themselves have been too lax and disinterested to bring them up to date. If the former, the cry for freedom is hollow and in- secure if the latter, the cry comes with a very bad grace. Lastly, the Z> view prevails among a few of the most influential commissioners that the separate colleges should be allowed perfect freedom of action up to the initial degree stage, and that the University itself shall deal only with post-graduate work. We refrain from discussing this fantastic proposal at Z, present. We can only say that such a university scheme, to our knowledge, does not exist anywhere else ;n the world except in the brains of its advocates, and that Wales will not readily allow itself to be made a field for such an experiment. Meanwhile, we hesitate to believe that thrs is the new type of university which Lord Haldane has in mind.

EDITORIAL NOTES. Dr. Thomas, the medical officer, made serious revelations at last week's meeting of Llanybyther Rural Council as the result of epidemics of measles. That the con- ditions he described are allowed to con- tinue indicate how important it is to avoid the neglect of sanitary improvements, especially in war time; but sanitation is the last thing to interest so-called sani- tary authorities, especially at Llanybyther. One of the inevitable consequences of the war and the raising of the massed bat- talions in this country will be the multi- plicity of men who when peaces arrives will possess the right to be called by their miltary titles of rank. After the American civil war it was remarked that almost every other man was a colonel or major, if not a brigadier-general. History is likely to repeat itself in this country at the conclusion of the war. The efforts of Machynlleth Urban Coun- cil to revive local industries for the benefit of the community and of returning soldiers afford an instance of what local public bodies can do to organise a general move- ment in that direction. It is feared that one council can do little by itself, but by co-operation the councils up and down the coast can do a great deal to promote the industrial prosperity of a large district. It is well known that the Cambrian Rail- ways Company will readily encourage all movements of that kind. » There is gratifying evidence that French public opinion is becoming more and more enlightened as to the influence that Britain and its dependencies is bringing to bear in the struggle of the nations. Owing to the disservice rendered by a disloyal sec- tion of the press, our allies have not been furnished with the material for forming a correct judgment of the effort made by this country on land, sea, and in the domain of financial credits. Our enemies have been under no such delusion. They have come to the conclusion that Britain is the one enemy which must be crushed if they are to carry out their scheme of world conquests. Recent visits by representative Frenchmen to our armies in the making,, our dockyards, and our munition factories have served to dispel the poisonous gases set loose by the unprincipled section of the press—a press content to endanger a vic- torious issue of the war if it can gratify a whim or satisfy a political prejudice. w Mr Harcourt, replying to a deputation from the Trades Union Congress in rela- tion to the alleged cornering of foodstuffs until its market value has appreciated in favour of the seller, said distinctly, "If the new Committee discovered that there were market operations or exploitation of the public to inflate prices artificially, then whoever was at the Board of Trade wou(d be prepared at once to deal with it either by administration or legislation." He further emphasised the point that the Committee was not a commission intended to sit for years. It was intended not to shelve the question, but to solve it and to report immediately. This is satisfactory from every point of view; and if Mr. Harcourt and the Government by adminis- tration or by legislation can remove this domestic nightmare of dear food, he will have rendered the country a distinct ser- vice. We have too long been subjected to the vicious circle of an inadequate advance in wages to meet enhanced prices of neces- saries. In granting conditional exemptions the Merioneth Appeal Tribunal makes it one of the conditions that exempted appellants must join the nearest Volunteer Training Corps. That is a somewhat-difficult thing to do at present, as there are two corps only in the county. A movement, how- ever, has been started for the formation cf corps in other localities. Mr. Hilton Kershaw. adjutant of the Aberdovey Oorps and a member of the County Tribunal, has been asked to seek the Lord Lieutenant's influential assistance in that direction. The movement suffers throughout the country because it depends on voluntary support and does not get adequate official encouragement. It is unreasonable to expect support from voluntary sources only, or to ask for public interest in a movement which, though it has laudable objects, does not serve an essential pur- pose in the prosecution of the war. For that reason, the condition which the Tribunal imposes without being able to enforce it is impracticable unless the formation of Volunteer Training Corps can be expedited in ways which do not now appear possible.
