THE Cardiganshire County Council at the request of the Local Government Board have decided to issue a strong appeal to Cardiganshire people on behalf of the .Bi-igian Refugees. Tm-: brav stand maie by Belgium, ia the War has given her a strong claim upna the Allies. The Honour of Englaud is involved in the restoration of Bo lgiti-ii and in assisting its population in their prapent clisaistrous condition. It is estimated that there are about three millions of the population cf Belgium without any means of sub-» ietence. Already a number are being liosp tably treated in certain districts in Cardiganshire. The Council feel that the condition of these brave people cannot fail to appeal to the people of CHrdiganRhire and hops that individuals who are in the position to'do 80 will respond ta the appeal and dfr to house and maintain a certain number of families or individuals. A,ti appeal is also made to the Clergy and Officers of the Churches in the C unty, as the work cannot fail to appeal, to Christian Churches. My policy is—improvement, progress, and, as a main object, economy. At present we. live on promises and heavy expenditure. I need do no more now than direct your attention to much-needed Shelters, Public Conveniences, and. above all, to the provision of a Playground for the children of the town, which last year was the strongest plank in the platform of one of the Candidates. Up to the present time, however, this most im- portant necessity is, like many other things municipal—a dry crust crumbled away. There are other very important Schemes on t.1and in the Council-such as the new Sewer- age Works, the perfecting of the Water Supply on which many thousands have already been spent-which will receive my constant attention. My general aim will be to cater for visitors, this being now the staple trade of Aberystwyth. At the Public Meeting which will doubtless be held I shall be able to amplify my views. In the meantime I shall make an effort to personally visit every Elector but as time is short if I fail to call on each one I hope my fellow Electors will not regard it as a want of courtesy. I must admit that I strongly object to personal canvassing as it is an annoyance to the Electors and derogatory to the Candi- date. As the term of office is limited to onei year only, I refrain from making many promises. Tnere are several improve- ments I should like to advocate, but tho unfortunate crisis which our country is in at present behoves us to be caref ul and, if pe-ssible, to reduce expenditure. On a.ll matters pertaining to the advancement of the town as a residential and seaside resort, I shall do all I possibly can. The Extension of the Borough, which applies wholly to this Ward, had my active .support; it lends itself admirably to residential purposes and no effort should be spared in developing the project—sueh extension will not only provide work for our people, but will materially strengthen the stability of the town—financially and otherwise; and enhance the c.feims of Gtcater Aberystwyth. I feel strongly that the present method of Advertising leaves room for improve- ment. For instance, the money snent on advertising along the Coast and in Mid- Wales could be more profitably used in making Aberystwyth better known in Laii cashire and the Midlands.
