IN RIGHT DIRECTIONS. THE Development of Roads Improve- ment Bill, introduced by Mr. LLOYD GEORGE, is a step in the right direc- tion. The Bill consolidates certain grants already in existence with ^,200,000 set aside for the purpose in the Budget, and among The objects for which the fund is to be applied mention has been made of afiorestation, experimental farms, im- provement of stock, agricultural light railways, etc. Part II. of the Bill contains the proposals which the CHANCELLOR of the EXCHEQUER out- lined in the Budget speech for the improvement of roads, and makes provision for the expenditure of the estimated sum of ^600,000 which is anticipated from the duty on petrol and the increased! duties on motor cars and motor cycles. Something far more is neede<\ than this Bill in- cludes, but it is a great thing- that a start should be made. Very few people realise how much the millions who live in small towns and rural dis- tricts suffer owing to conditions which ought not to exist, but which it is locally impossible to remove, partly owing to lack of funds, partly because of the impossibility of co- operation, and partly because the need for development is not generally recognised either by the State or by local g-ovcrning bodies. Mr. LLOYD GEORGE'S Bill is most valuable, per- haps, because it recognises needs which have hitherto been ignored, and those needs will probably be more fully met if the measure is delayed until next session. Almost every week, in one part or another of the district where this paper mainly circulates, cases arise in which some scheme is shelved, as a drainage scheme has just been shelved at Lampeter, owing to its cost which is rightly or wronglv deemed to be greater than the place can bear. This is what happens over and over again and there is no wav out of the difficulty as far as we can see unless there are State-aided and controlled arterial systems of drain- age and water supplies. Many years ago Aberystwyth was saved by going to Llyn Llygad Rheidol, a lake on Plvnlimon mountain, for a supply of water. The undertaking cost far more than the town could afford, although the scheme was carried out when iron pipes were cheap and labour was plentiful. The town is a place of only about eight thousand inhabitants, and the water scheme, which cost between twenty and thirty thousand pounds, was a verv heavy burden upon the people. About the same time a costly drainage scheme was carried out and, unlike the water scheme, was not worth what it cost. Drainage has made great progress since the early seventies and Aberyst- wyth is not in a position to do over again the work of drainage so as to avail itself of all that science and experience have discovered in drain- age. From about 1870 the harbour has been a burden to the town owing to the decline of local shipping. The harbour is necessary in many ways, but its upkeep is a heavy and continuous local burden, and if it had not been for the Corpora- tion estate it would have had to go to ruin, however disastrous the ruin might have been to the whole com- munity. In protecting herself against sea erosion Aberystwyth has spent not less than twenty thousand pounds during the past forty years, and that necessary work makes annual demands upon the town's resources. At the present moment a large sum of money is required to carry the sea wall three or four hundred yards to the north in order to increase that protection. This necessary extension is hindered in ways we will not now attempt to deal with, as local hindriances from landowners are well understood. Our main point is that Aberystwyth, a beautifully-situated town of eight thousand inhabitants, the home of two colleges and of the Welsh National Library, and also widely known as a pleasure and health resort, has spent between ^80,000 and £ 100,000 during the past forty or fifty years in quite necessary works of the kind contemplated by the Develop- ment of Roads and Improvement Bill. This money could not have been spent if it were not for the fact that the larger portion of the town is built on land which belongs to the Corpora- tion and the outlay has not had to be wholly met out of local rates. The Corporation is the ground landlord, and the rentals now7 amount to between £3,000 and p £ 4,ooo a year, and yet the Borough Fund is deeply in debt. notwithstanding the fact that the local rates are very high. We are not going to plead that Aberystwyth should be helped by grants under "the new measure when it becomes 1£1\ as we hope it will become law, but to show the Government how utterly helpless places like Borth, Aberayron, Aberdovey, Barmouth, Criccieth, PwIl- heli, and other places on the coast are without that outside help which Aber- ystwyth can dispense with because that town was its own landlord, and a most exacting and meddling landlord it is, as many of the leaseholders know to their cost. Pwllheli, by a Govern- ment grant, and because of the needs of the Cambrian Railway, has been ablc to do something for 'the harbour, aimough perhaps, not all that was needed, but other places, Borth and Aberayron for instance, are Dowerless to protect themselves from the cease- less inroads of the sea, to say nothing of other requirements such as water supplies and drainage. X 0 doubt the interests of the ratepayers will be safeguarded carcfuiiy. At'present the only question before the Council and the community is whether the land is available if the project is feasible, and the Council have declared that the land is available, a declaration which would be endorsed, we presume, bv nine- tenths of the inhabitants. The project is a large one—far larger than is, perhaps, generally realised, but no scheme is too large for the TOWN- CLERK of Pwllheli, and we are not going to say that he will not be the chief means of carrying- it through, if it is carried through. Tt is said that the intention is to spend ^20,000 of more in building houses. This would mean the erection of about a hundred and fifty dwellings which on a moderate computation would add a thousand people to the population and increase the ratable value of the town bv any thing from £ ~oo to £ 1,000, and bring in about ^400 a year in locaI rates. Resides the houses there would have to be buildings erected for curing* packing, and other work. Agai'1* there would have to be many fishing" boots—perhaps not hundreds as ;|1j Swansea, but surely scores.
