NEWPORT TOWN COUNCIL. On Tuesday a special meeting of the Corporation was held at the Town Hall, to consider various matters which had been postponed from the recent quarterly meeting. Mr. N. Hewertson, the mayor, presided, and there was a. full attendance. The Finance Committee recommended an increase in the pay of the police force, of 2s. 6d. per week for inspec- tors, 2s. per week for sergeants, and an advance of Is per week in all grades of police officer except the first, which was still to be continued at jSl 2t!. weekly for the first 12 months. This was agreed to, as was also the proposal to pay the.medical officer of health, at the rate of £1 per head for attending to the police force, the extra amount being an equivalent value of jg25 per annum in Dr. Davies's salary, this, however, to include cases in which the Doctor should be called on to attend casually at the Police-station. The Finance Committee recommended a rate to be made for genera! district purposes of 2a. in the pound, and a call upon the overseers of 9d. in the pound and, further, that the sum of jB200 be paid as a moiety for the pm poses of the Library. After some discussion, the motion was carried. THE ELECTION KIoTS AND COMPENSATION TO THE SUFFERED BY DAMAGE. The MAYOR reviewed wliat had been done in this mat- ter, and called upon the Town-clerk to read the corres- pondence which he had had with the Town-clerk of Nottingham in reference to the course adopted there. The replies received stated that counsel's opinion had been taken on the point, as to whether the Council could legally impose a rate for the purpose .of compensating persons who had sustained damage. The opinion was ad- verse to those whodesired to defray the costs outof the rates unless it could be shown thet there was a felonious intent on the part of those who were engaged in rioting, and it was held that in such a case it would be necessary to show that it was the intention oi the mob to pull down the house which was attacked. After considerable discussion as to the best and most equitable means which cüuld be adopted, it was unani- mously resolved, on the motion of Alderman Homfrav that the Fmar.ee Committee be authorised to investi- gate the claims of all parties for damage done during the late riot, and that the Corporation pay all parties such sums as the Committee shall certify, the entire amount of such claims not to exceed £ 400." It was further agreed to advertise that all claims must be sent in on or before Monday next. HIR ENTRANCE PROM MARSHES BOAD. Mr. Kirby, lown Surveyor, presented the following short report from the Newport members of the Joint Committee as fcilows-" Tne members of the Council on ^Qinmittee for the new entrance b«r to report that they have had three meetings with the Great Wes- tern Railway member of such committee, and arrange- mente have been made with the Monmouthshire Railway and Canal Company and their lessees-Mr. Parnall and Alderman Townsend. It is necessary that formal notice- should be given to the owners and lessees of the Castle property and other persons interested, and your com- mittee recommend that such notice be forthwith pro- ceeded with, and that steps be taken for obtaining com- pulsors possession of the land required. (Signed), T. M. Llewellin, Charles Lyw:, and L. A. Homfray." The report was understood to be approved. IMPORTANT IMPROVEMENTS AND ALTERATIONS BT THE MONMOUTHSHIRE RAILWAY COMPANY. Mr LLEWELLIN, at the request of the Mayor read the heads of a draft agreement which it was proposed to make between the Monmouthshire Railway Company on the one hand, and the Corporation on the other. It may be briefly set forth. A long discussion followed, and it was at length re- solved to adjourn the further consideration of the subject to 12 o'clock on Monday fortnight.
