R 031 AN TIC STiOny OF A SHIPWRECK, Some of the mystery surrounding the dis appearance of the French 'barque Le Marechal Lannes has now been cleared up. It will be remembered that it wa.s reported that wreckage from her came into St. Bride's Bay, on the South Wales coast, on the morning of Thurs- day, the 30th of March last. The vessel only left the Prince of Wales Dock, Swansea, on the previous Tuesday for San Francisco, with a cargo of 3,000 of coal and a crew of twenty-fivo hands. At that time considerable speculation wa.3 rife as to how this beautiful boat met her fate on her maiden voyage, the generally accepted theory being that she foundered in a collision with another vessel or that she struck the Hats and Barrel- some dangerous rocks off the Pembrokeshire coast. Recently, however, some Cornish long- line fishermen discovered the unfortunate barque at Grasshoiin, an island sixteen miles out in St. Bride's Bay. made famous some years ago by a representative of the "Graphic," who exposed the wanton and cruel destruction of a number of beautiful seabirds and their eggs which took place there. The barque's three masts are visible at low water. She is a steel barque, her mizzenmast being of iron, and as she lies submerged she has a strong list to port. She must have gone considerably out of her course to have struck on these rocks. The fishermen have reported their discovery to the French consul at Milford Haven and the agent to the underwriters, Mr. Kelway. Grassholm is an uninhabited islet of a few acres m extent, and the Cornishmen are said to have searched it for signs of the crew, but they could find none. On Saturday last, how- ever, as some Welsh fishermen—the Jenkinses and Trustcott. of Broadhaven—were fishing near Ramsey Sound, off St. David's, they came upon the body of a seaman floating face down- wards in the currents which run very swiftly there. He was in oilskins and sea boots, and the seaweed had begun to grow around him. The face was partially decomposed. He was in appearance a Frenchman, was of fair com- plexion. and was wearing a life-jacket. A bunch of keys was found in his pockets, and Mr. Jenkins informed our correspondent that they fit the locks that came in with the wreck- age. The body was taken into Porth Lliskey harbour, and conveyed to Porth Lliskey Farm- house, where an inquest will be held. The Jenkinses believed him to be the steward of Le Marechal Lannes. and. if so, this is the only body yet recovered.

HEALTH OF CARDIFF. MEDICAL OFFICER'S ANNUAL REPORT. Dr. Walford's reports on the health of the county boiough of Cardiff are increasing in bulk every year, and that for 1893, which has just como to hand, covers 84 foolscap pages, in addition to several very interesting diagrams. The birth and death rates are worked out in the first place upon the Registrar-General's esti- mate that the population of the borough in the middle of last year was 177.770. Owing, probably, to the strike, the proportion of vacant houses last year was rather above the average, and Dr. Walford calculates the population iu June, 1898, to be 176.384. Or the Registrar- General's estimate for 1898 the death- rate of Cardiff was 14.77 per 1,000, whereas on the lesser population cal- culated by the medical officer it was 14.89. Whichever basis is taken, the death-rate of Cardiff, as in 1897, is far below the average of the 33 large towns of England and Wales (19.0), and is only beaten by Croydon (13.9). The highest death-rate last year was at Liverpool (24.0). The most fatal of the zymotic diseases was diarrhoea, which caused 149 deaths, but of the-e 137 were amongst children under one year. Next in order comes diphtheria, which caused 96 deaths under five years out of a total of 129 at all ages. The death-rate from the seven chief infectious diseases was 2.2 per 1,000 for the year. The highest death-rate frcm all causes occurred in the Central District of the town (15.0 per 1,003). and the lowest (12.4) in the Eastern, the death-rate in the Western District being 12.6 per 1.000. The death-rat? from the chief zymotic diseases ranged from 1.2 in the South Ward and 1.4 in Riverside, to 2.3 in Adamsdown, 2.5 in Cathays, and 2,7 in Grangetown. Dr. Walford deals very fully with the marked prevalence of diphtheria in South Wales durin" recent year. The number of notified cases rose from 235 in the fourth quarter of 1897 to 357 in the first quarter of 1898; declined to 213 in the second quarter, and to 145 in the third quarter of this year, but rose again in the fourth quarter to 225. The mortality from diphtheria during the ten years ending 1396 was below the average of the large towns in England and Wales, but in 1897 it rose to 0 53, as compared with 0.31, and in 1898 to 0.72, as against 0.31 in the large towns. This, the medical officer thinks, may be due to the increased density of the population, the number of persons per acre having increased from 14.7 in 1888 to 29.3 in 1898. Dr. Walford advises prompt isolation of infected children, which would, he says, very often prevent a serero outbreak. Dr. Walford also devotes a good deal of space to tuberculosis, and makes several recommendations with the view of preventing the spread of infection amongst human beings and by means of meat and milk. and by means of meat and milk.
