BELGIUM. DEA 1"11 kjit THE BELGIAN FOREIGN MINISTER. BHUSSKLS, Tuesday (Central News).—The death has occurred here of Prinoe Caraman de Chimay, Minister of Foreign Affairs, at the age of 56 years. Prince De Chimay was formerly Governor of Hainault, and at one time Belgian Minister to Switzerland.

CHINA. MASSACRES IN CHINA. • CAN FBANCISCO, Monday (Heuter).- Advices from Shanghai regarding the recent rising in Mongolia state that the engage- ment between the Imperial troops ,and the rebels resulted in the slaughter of Several thousands of the latter,while the losses on the Government side consisted of only five billed and 45 wounded. Upwards of 8,000 rebels were put to the sword, while 500 were actually burned alive. Numerous engagements are reported. In one case 300 insur- gents were overtaken near Kulon, and about a hundred were killed in the first encounter. Fifty more were out down in the second skirmish, the remainder taking refuge in a pawnshop. Here they were immediately bemmed in by the Imperial troops, who in the end put all the 150 occupants to the aword. Shortly afterwards the report reached the Imperial camp that 600 cavalry and 800 infantry were hastening to the rescue of their confederates. The Government there- upon attacked and routed the reinforcements, killing 400. Among the leaders captured was Lehung Tsa, who was at once beheaded. In the Chien Chang district 1,300 Imperial troops fell into the hands of the rebels, who put 800 to the sword and burned the remainder.

FRANCE. ANOTHER DYNAMITE OUTRAGE IN PARIS. PARIS, Sunday (Central News),-The faot that another abominable dynamite outrage was perpetrated in this city to-day proves that the vigorous measures contemplated by the Government with a view of preventing these horrible orimes need to be hastened. The inhabitants of a large area of Paris were startled this afternoon by the sound of a terrible explosion and the simultaneous crash- ing of hundreds of windows. So severe was the shook that persons in houses some distance from the aotual scene of the discharge thought it had taken place in their own residencies. Crowds of people rushed into the streets, and gradually learned that a house, No. 39, Rue Clichy, was the place where the outrage had been perpetrated. The police took possession of the place, and excluded the people who thronged round to learn the extent of the misohief. This proves to have been very serious. The interior of the building, which is let in flats, is com- pletely wrecked. Thhe stairoase has col- lapsed, and no longer affords com- munioation between the ground and the various floors. Every room in the house presents an appearance of a rubbish heap of fragments of furniture. Tables, chairs, pictures, mirrors, &o., are icattered in all direotions, and it would be difficult to find an article of household use or ornament which remains whole or undamaged. Unfortunately, to this lamentable destruction of property, which at the lowest estimate must exceed 28,000 in value, has to be added injury to no fewer than seven occupants of the house. So far as can be ascertained at present the injuries are not very severe, but that unoffending persons should have become in any degree the victims of this cowardly outrage has excited intense indignation. The reason for the selection of this house by the perpetrators for their latest infernal trick is not difficult to find. The fifth floor is tenanted by M. Bulot, one of the Public Prosecutors, who is well known as a terror to evildoers. It is certain that a very large quantity of dynamite was exploded, and the destruction wrought leads experts to believe that no less than 81b. weight was em- ployed, PARIS, Sunday Evening (Heuter).—The exoitement and consternation caused through- out Paris by the explosion in the Rue de jplicby cannot be described. There is a general feeling that such outrages may be perpetrated at any time and at any plaoe, and that the miscreants who cause them have every ohance of enjoying complete immunity. There is little doubt that to-day's explosion, which has wrought far more serious damage than any of the preceding ones in Paris, will have the effeot of securing an easy and prompt passage through the Legislature of the new Bill against dynamitards. PARIS, Sunday night (Reutet.).- To-night a gendarme found on the window sill of the Gendarmerie Barracks at Ivry, near Paris, a tube containing a powerful explosive. Attached was a fuse, half of which was burned when the gendarme saw it, and which be immediately extinguished. PARIS, Tuesday (Renter).—The dynamite outrage in the Rue de Cliohy was to-day under consideration at the Cabinet Council, in the course of which M. Loubet, the Premier, con- ferred with the Minister of Justice, several magistrates, and the Prefect of police. The authorities feel convinced that Ravooket is the author of the outrages in the Boulevard Pt. Germain and the Rue de Cliohy. Nearly all his supposed accomplices have been arrested. THE QUEEN AND THE TRAFALGAR HERO. PARIS, Friday (Central News).—M.Amedee Bodenier, grandson of the late M. Gartigny, the hero of Trafalgar, has sent a bouquet to Bir Henry Ponsonby, with the following touohing letter:—"I learnt that her very Graoious Majesty deigned to express regret that she did not receive notice of the funeral of my maternal grandfather, M. Cartigny, in Ltime to be represented thereat. So muoh kindness fills me with thankfulness, and I peg you to place at the feet of your glorious and good Sovereign, in the name of myself and of my entire family, our humble homage and eternal gratitude. The hope of my grandfather—the last survivor of the Battle of Trafalgar, in which, as Colonel Gariel expressed it, Frenchmen and English- men behaved like heroes—was that he might live long enough to see the Queen and to offer her flowers. lie is dead, alaa! with the regret expressed by him in his last moments that he would be unable to realise that which had become his dearest wish, and which he would have regarded as the crowning of a long and honourable career. May her Majesty deign to permit the grandson to fulfil the first wish of his dead grandsire by kindly accepting the flowers which I now send to r"-r in the name of a brave man who is no more." ANARCHISM AT PARIS. PARIS, Friday (Reuter).The police yes- terday arrested two more Anarchists named Debastard and Simon. They are supposed to be accomplices of Ravachol, the man who is believed to be one of the chief authors of the recent dynamite outrages, and for whom the police are searching. In the room occupisd by Simon a document was found advising the Anarchists to obtain situations in the houses of the well-to-do class with the object of poisoning their employers. The Matin says that Ravachol is the man who placed the bomb on the staircase of the house in the Boulevard St. Germain, and who stole the dynamite cartridges from the Soisy Sous Etoille Quarry. Debastard is believed to be the author of the explosion at the Loban Barracks. PARIS, Thursday (Reuter).-The Paris police are stated by the Journal des Debats to have made discoveries revealing the existence of a band of Anarohists who, instead of using dynamite, had resolved to have recourse to poison in the execution of their nefarious designs. Three members of the band were arrested yesterday, and the preparations of their manufacture found in their rooms were forwarded for analysis to the municipal labo- ratory. SALE OF BOULANGKR8 EFFECTS. BRUSSELS, Thursday (Dalziel).—The sale of the furniture and effects of the late General Boulanger began yesterday at Brussels. Several faithful Boulangists attended from Paris. Most of the articles sold realised higher prices than they originally cost. The famous battle horse, Jupiter, fetched £ 80. The sale of the furniture will begin to-day. SOCIALISM IN FRANCE. PARIS, Sunday (Dalziel).—A sermon had been announced for this evening at the Churoh of St. Joseph by the Uev. Fathers Gejnberque and Leufant, and they had specially invited the members of the Socialist club in the district to attend the service. The Socialists came in great numbers, and the ohurch was crowded. At eight o'clock the first-named preacher addressed the congregation without any incident occurring, but upon the Rev. Leufant ascending the pulpit he very soon aroused the susceptibilities of the Socialists among the congregation. Loud ories of protest were heard repeatedly to the senti- ments expressed by the preacher, which were to the effeot that the Roman Catholio Churoh could alone bring salvation to the working classes, It did not take long for matters to come to a crisis, although the preacher did his best to avert a confliot. The congrega- tion were requested to sing a psalm, where- upon all the Socialists present struok up the "Carmagnole." A band of the faithful, hpaded by a priest, thereupon made a deter- mined onslaught upon the sacrilegious dis- turbers, but the priest had his head broken open by a chair, and the Socialists alto- gether bad the best of the encounter, and ultimately remained victors, and celebrated their victory by an uproarious dance in the middle of the nave, accompanied by vociferous singing of the Carmagnole." The preaoher hadmeanwhile sturdily refused to descend from the pulpit, although adjured to do so by his congregation. At about ten o'clock a few police entered the churoh, but, after vainly endeavouring to urge the Socialists to with- draw, they retired. About twenty people were more or less seriously injured, and a great deal of damage was done to the church property, two or three confessionals and a number of chairs being smashed. PETROLEUM EXPLOSION IN PARIS. PARIS, Monday (Reuter).—An explosion, which, however, had nothing in common with the recent dynamite outrages, occurred yesterday in a petroleum refinery at Auter- villiers, near this oity. It was caused by the imprudence of two workmen, who were seriously injured. A fire which followed the explosion rapidly spread to the large tank, containing 10,000 litres of petroleum, and the firemen, who soon arrived on the scene, had to confine their efforts to prevent- ing the flames extending to the other petro- leum tanks. One fireman was severely burnt.

GERMANY. SERIOUS RIOTING AT PRAGUE. PRAGUE, Tuesday (Reutei-).- Serious riot- ing occurred here last night in connection with the celebration by the Czeoh National Party of the three hundredth anniversary of the birth of Comenius. As the Government had forbidden the celebration, the whole police force of the oity was kept on duty in order to enforoe the prohibition. Towards seven dolook an enormous crowd gathered round the monument to Halek, the Bohemian poet, on the Carls Platz. The police set about dispersing the people, and a scene of great turbulance was the result. Many people refused to move when ordered to do so by the police, who thereupon arrested them. Then followed rescues, and again deter- mined charges of the officers of the law to re-capture prisoners. On every aide hand- to-hand fighting went on, the people striking with sticks and fists, while the gendarmes slashed about right and left with their swords. After strenuous exertions the police succeeded in clearing the square, but the crowd departed only to re-assemble in the Bethlehem Platz, where John Huss preaohed. The air rang with cheers for Comenius and cries of Down with Gaohoh" (the Austrian Minister of Publio Instruction). Being once more dispersed, the crowd started for the Town-hall,'before which they gathered and sang Nationalist songs. Here, again, the police intervened, and there was more souffling. At length the cry was raised, Let ns make for the Jews; to the Josephstadt," this being the principal Jewish quarter. Fortunately, the police caught the alarm, and a force of mounted men was despatched in hot haste by a detour to the thoroughfare leading into the Josephstadt, and arrived in time to forestall the mob, who found themselves confronted by a strong body of police on horseback. As the crowd pressed on, the police charged and broke up the ranks of the people for the last time. After this quiet was restored, and to-day the city wears its normal aspect. PRINCE BISMARCK'S RECENT ILLNESS. Berlin, Wednesday (Central News).— According to private information from Friedriohsruhe, Prince Bismarck's indisposi- tion the other day was of a very alarming nature, and caused the greatest anxiety to the household. The Prince had a sudden fit of fainting, which-appeared to be an apoplectic seizure. Telegrams were immediately sent to all absent members of the family, 'but the ex-Chancellor soon recovered, and re-assuring telegrams followed those which had carried the bad news. SHOCKING DOUBLE MURDER. HALLE, Mondav (Reuter), A double murder is reported from the village of Sins- leben, near Aschersleben, a town situated not far from the Ilartz Mountains, the victims being a master carpenter named Saenker and his daughter, sixteen years of age. No clue has yet been discovered to the perpetrators of the crimes, which were committed under circumstances of great atrocity. RELIGIOUS MANIA. BERLIN, Monday (Reuter).-A Konigsberg telegram relates a remarkable case of reli- gious mania. A peasant named Puschke was seized with religious mania and attempted to crucify himself. He was unconscious when found on the cross. THE PRUSSIAN MINISTRY. BERLIN, Friday (Reuter).—The Reichan- zeiger this afternoon makes the oflioial announcement that Count Von Caprivi has been relieved of his functions of President of the Prussian Ministry, retaining, however, his position as Prussian Minister for Foreign Affairs. The appointments of Count Von Calenburg as President of the Prussian Ministry, and of Dr. Bosse, Secretary of State, as Minister of Publio Worship, are also gazetted. Count Von Zedlitz, although resigning the latter portfolio, retains the rank of Minister of State.

I HOLLAND. FIVE PERSONS KILLED AT A FIRE. AMSTKROAM, Wednesday (Reuter).—The fire which broke out yesterday evening on the Keizer's Gracht Canal proves to have been more serious in its result than at first supposed. Altogether five persona were killed and twenty injured, seven seriously. The remains of the three persons missing last night have been found, but one is still un- accounted for. The fire. which was at first reported to have been due to the result of a gas explosion, is now stated to have been due to an explosion of a barrel of benzine, which was lying in the druggist's shop where the outbreak originated.

I RUSSIA. THE FAMINE. ST. PkT E R S BVH G, Wednesday (Reuter).— The Official Messenger to-day announces that the provinces affected by the failure of the crops are provided with snfTioient food to last until May, and that the supply of seeds to the peasants for the next sowings is also assured. Agricultural operations are proceeding unin- terruptedly, and the Minister of the Interior has made a grant of four million roubles for taking measures to feed the draught cattle and assist the peasants in the work of plough- ing the land.

SPAIN. DESTRUCTIVE CONFLAGRATION AT BARCELONA. BARCELONA, Sunday (Reute,.).-Barcelona Harbour to-day was the scene of a remarkable conflagration, which resulted in the destruc- tion of no less than seven vessels. The disaster originated on board a large lighter, to which a cargo of petroleum was being transhipped from a vessel recently arrived from the United States. By some mischance a lighted match was dropped by one of tho lightermen upon one of the barrels containing the oil, and in an instant the inflammable fluid was alight and pouring over the other barrels, whioh also caught fire. In a few moments the lighter was aflame from stem to stern, and the men soarceiy had time to escape before the vessel alongside was itself involved in the conflagration. The hatches being off the hold for the purpose of unloading, it was not long before the cargo itself was ignited, and flames poured from the portholes of the vessel. The timbers of the hull soon began to break away, and tons of blazing petroleum poured forth over the still waters of the harbour, which was thus transformed into a veritable sea of fire. Meanwhile the greatest exoite- ment and alarm prevailed on board the vessels moored in the vicinity, and all haste was made to get them safely out of the harbour before they should be reached by the flames. Several managed to save themselves, but the oil spread with such rapidity that six vessels were surrounded by fire before they could esoape. The corvette Thyra was the first to catch alight, and four steamers, the Casilla, Abono, Wallar, and Pi (?), were overtaken by the flames in rapid succession. The war vessel Lepanto, which was lying at anchor not far off, was also soon involved in the general conflagration. The launch Caimar was alllo I burned, and all seven had to be sunk, there being no hope of extinguishing the flames in any other way. The spectacle from the shore was grandly terrible. The wide expanse was covered with fire, and the blazing vessels resembled oolumns of flames while over all hung a canopy of thick, brown smoke. The loss is enormous, but, fortunately, the catas- trophe was wnattendad by any injury to per-1 sons. The Spanish war vessel Lepanto— which the vessel mentioned above under that name is presumed to be—is a firat-class steel deck-proteoted cruiser of 4,800 tons displaoe- ment, built at Carthagena. STRIKE OF CUSTOM HOUSE CLERKS. BARCELONA, Thursday (Dalziel).—The clerks of the Custom House have gone oat on strike in consequence of being overworked, as a result of the applioation of the new tariff. SEIZURE OF A BHITISH STEAMER. BILBAO, Tuesday (Reuter).—The British steamer i hor has been seized by the authori- ties here on account of the refusal of her captain to pay the towage fees demanded by the Cantabnan Tug Company for servioes renderit to the Thor,

UNITED STATES. ENGLAND AND AMERICA. 'V ASIIINGTON, Friday (Reuter).—A meet- ing of the Cabinet was held to-day, and was attended by all the members, including Mr. B aine, notwithstanding that he has not yet fully recovered from his ill-health. Prior to thr. meeting of the Cabinet Mr. Foster con- ferred with Mr. Traoy, Secretary of the Navy, presumably in regard to the orders for the naval and revenue vessels to be assigned for the duty of p&trolling the sealing grounds. It has been practically settled that this service will be performed by the United States cruisei s Charleston, Baltimore, and Boston, the gunboat Yorktown, the sloops Adams, Ranger, and Mohican, and the revenue vessels Cor win, Bear, Rash, and Albatross. Of the naval vessels mentioned, only the first three are armoured, the others being unpro- tected wooden vessels, except the Yorktown, which is steel. WASHINGTON, Saturday (Renter), — A member of the Cabinet, speaking of the Behring Sea difficulty to-dav, said that be saw no reason for supposing that the compli- cation would not be settled amicably. It would, he declared, be the height of folly fori two countries that had f,o much in common to quarrel over a matter they had alteady agreed to settle by arbitra- tion. He was confident that Great Britain would either consent to a renewal of the modus vivendi, or, if she did not do so, would not interfere with nor resist the efforts of the United States to preserve the seals pending arbitration. At the State department, the I Minister continued, nothing had yet been heard of the reply of Lord Salisbury to Mr. Wharton's note of the 22nd, and the officials there would certainly be disappointed if a reply was not received within a few days. The Press Association states that important telegraphic correspondence respecting the dispute with the c United States on the Behring Sea question was issued on Sunday evening. The dispatches date from February 8 of this year to Saturday last. NEW YORK, Friday (Dalziel).—The Evening Post publishes the following dispatch from Washington A well-grounded rumour is current here that the Behring Sea Arbitra- tion Treaty has been ratified by the Senate. It is certain that one senator, who was obliged to absent himself from to-day a session, oon- fided to a friend that the question was already decided, and that he felt perfectly safe in going away. This statement, coupled with the fact of Senator Frye's conversation with certain friends of his to the effeot that the ratification was most probable, causes general- credence to be given to the report." WASHINGTON, Friday (Dalziel). — It is defi- nitely stated here that the Behring Sea Arbitration Treaty has been ratified, with the proviso that the arbitration will not be entered into unless the modus vivendi be renewed. WASHINGTON, Sunday (Dalziel).-Politi- cians are expressing themselves freely on the situation. The feeling is pretty general amongst them that England could not preci- pitate hostilities with the United States with- out risking an assault by Russia upon the frontier of India and luch I a disturbance in international affairs on the Continent as might lead to a general European war. The outoome of such a confliot would probably, they think, be that the United States would add to its terri- tory all British Columbia. The men-of-war which have been stationed at various ports and at Honolulu] are being concentrated at San Francisco for service in the Behring Sea. Within two weeks' run of San Francisoo there are nine naval vessels which can be sent to Behring waters in less than a fortnight. These are the San Franoisoo, the Charleston, the Boston, the Yorktown, the Mohican, the Ranger, the Adams, the Iroquois, and the Theist. The Adams and the Ranger will in a day or two bo directed to proceed to the Behring Sea. The Ilydrographio Oflice has sent charts of the waters in that part of the Pacific to these vessels. WASHINGTON, Tuesday (Dahiel).—The orisis in connection with the Behring Sea question may now be considered as having passed. Lord Salisbury's last dispatch is regarded by the United States Government in the light of a oomplete surrender. Lord Salisbury has conoeded the point for which we have been contending," said a mem- ber of the Cabinet last night, and the only thing which remained to be agreed upon." In transmitting the correspondence to the Senate, President Harrison adds a format letter to the statemen that Lord Salisbury's reply is very satisfactory to the Government. He is preparing a suitable response, the oharacter of which is indicated briefly in the letter referred to. Substantially it is an acceptance of Lord Salisbury's proposals with a few modifications. Much discussion is taking place M to the amount of damages which might be awarded to or against the United States according to the decision of the arbi- trators. WASHINGTON, Tuesday (Reuter). — It is understood that the Cabinet has practically agreed to acoept Lord Salisbury's proposal for the renewal of the modu8 vivendi, with certain limitations in regard to the character of the damage to be left to the determinakeion of the arbitrators. It is expected that the President will communicate his views on this subject to Sir Julian Paunoefote in the course of a few days. FIRE AT THE WASHINGTON CAPITOL. WASHINGTON, Wednesday (Reuter).—A fire, which for a time caused much alarm, broke out at the Capitol yesterday shortly before the evening silting of the House of Representatives commenced. The outbreak occurred in the folding-room in a sub-basement of the Routh wing of the building in which the House of Representatives is situated. The oorridors became filled with smoke, and great excitement prevailed among the members of Congress present and the officials of the Capitol. The firemen, however, acted with great promptitude, and soon succeeded in quenching the flames. A number of public documents of minor importance were burned but the damage done is not extensive. FRIGHTFUL ACCIDENT AT STEEL- WORKS. NBW YORK, Saturday (Reuter),-A terrible accident occurred to-day at Messrs. Carnegie's y 0 steelworks at Homestead, Pennsylvania. A vessel filled with molten steel in the convert- ing department turned on its trunnions by some mischance, throwing the liquid metal into the pit beneath. Four men were literally bathed in the molten stream, and sustained the most frightful injuries, which must prove fatal very speedily; and five others, who were only splashed with the liquid metal, were ter- ribly burned. ABANDONMENT OF THE AMERICAN SILVER BILL. NEW YORK, Tuesday (Central News).—Mr. Bland has definitely deolared that, owing to the circumstances made known yesterday in connection with the Free Coinage Bill, he will not resume the fight on behalf of the measure. This, of course, amounts to the abandonment of the Bill, which is not likely to be again heard of—at any rate, for a con- siderable time. A QUACK DOC ROR'S TREATMENT. NEW YORK, Tuesday (Reuter).—The Herald publishes a telegram from Salvador reporting that a quack doctor in the village of Cimar- ron, pretending to be able to prevent the pread of smallpox, inoculated twenty chil- dren with the virus of the disease. On the following morning sixteen of them died, and there is small hope of the recovery of the remainder. The inhabitants of the village are greatly excited, and threaten vengeanoe on the man. INDIAN OUTBREAK IMMINENT. PINF, RIDGR (DAK.), Tuesday (Dalziel).— Another Indian outbreak is imminent here. General aotivity prevails among the mounted police and tb" resident troops, and any attempts at violence v. nl be promptly suppressed ANOTHER ELECTRIC EXECUTION. NEW YORK, Monday (Dalziel).—Jeremiah Cotton, the murderer of Louis Trankeloao, was electrocuted at 10.53 this forenoon. The new death chair was used, and only one shock was required to produce death. He was the seventh man executed by this method. EX-CONVICTS NOT WANTED. NRW YORK, Thursday (Reuter).—Twenty Italian emigrants who recently arrived here were detained bv the authorities, who Huspected them of being ex-convicts. The emigrants subsequently admitted this sus- I I pieion to be correct, and they will consequently be sent back to Europe, A NEUHO BISHOP SHOT DEAD IS THE PULPIT. AUGUSTA (GEORGIA), Monday (Dahiel). A shooting affray took plaoe in & negro church here yesterday, the minister, a bishop by the name of Jones, being shot dead in his pulpit.

WEST INDIES, ROUGH PASSAGE OF AN ENGLISH I TROOPER. BERMUDA, Wednesday (Reuter) — The steamship State of California, which arrived here on Monday from Devonport with II number of troops, experienced some very rough weather during her passage. On the 17th Private Grennan was so severely injured that he died next day and was buried at sea. Three of the crew of the vessel also suffered injuries,

The retirement of Mr. Black, and the impu- tations now suggested by Mr. Redmond—one of which, that Mr. Black has absconded, is not Isss cruel than untruthful—have just as much to do with the conviction of E.i,an and Daly as Mon* mouth has to do with Maceilon. It lias been shown over and over agnin that there is no pretence for saying that these men were not guilty of the offence charged against them, or that their trial was not a perfectly fair one, and this matter, there- fore, cannot be in anyway affected by gossip, set going years afterwards, as to the personal character of a constable who was only one of the witnessed in the case, and who, as the Home Secretary say3» was not the most important witness.
