NOTES & COMMENTS When will the Corporation take up in earnest the matter of the projecting wall in Gorse-lane which blocks the extension of the tramway to St. Heleu's Cricket Field. A substantial public improvement affecting the comfort and convenience of hundreds of the ratepayers here calls for the prompt action of the authorities. It in alleged that the paiUfl is due to the diffi- culty in arranging terms with the owners of the land. But delay is unlikely to cheapen the property, and if reasonable terms cannot be arranged, the Corporation might do worse than schedule it, and so have the price fixed by arbitration. The extra percentage for the exercise of com- pulsory powers may possibly be otherwise oovered There seems to have been a slightly better tone in tha tin-piate market during the last few days. The improvement, however, is confined to tone, for the stocks are accumulating at Swansea and buyers do not buy. Probably thn improvement has less to do with the deraaud fur plates than with the rise in the prices ruling for the raw material. With block tin and iron on the up grad", it was inevitable that some effect should be pro- duced on tin-plates, especially as the quotations offered for the latter leave no margin whatever for profits. If makers are to pay considerably more for their steel and block tin, it follows that bolter prices must be obtained for the finished plate or no inducement will be offered the maker to place his gc)( d.1 in the market. It is a comfortless gospel to preach-but the a.;ts leave no other possible. So far nothing h-ts happened to put confidence in the hearts of Welsh manufacturers. Better times may be coming, but as yet they have not got within sighting distance. Considering that nobody believes the Welsh Church Disestablishment Bill, now before Parliament, has the remotest chance of becoming law, it is interesting to know that the Commissioners to be appointed under it are ir Algernon West, Mr. W. Napier Bruce-a. son of the late Lord Aberdare, we believe—and Colonel Hugh Roberts-Hughes. One may venture to hope that the three gentlemen have other occupations nearer in view. The Govern- ment is confessedly engaged in pushing forward the measure merely as part of the programme for "filling up the cup for the Lords, and the latter are expected to make short shrift of the bill. To render the prospects o? the proposed Commission- ers the more hopeless it is practically certain that the next Government wili be Unionist, So they are likely to remain long among the unemployed if na othe; work comes to hand. If present indications count for anything the Ministry is in a bad way. The majority, originally small, has been steadily shrinking, with the result that should the process continue at the same., rate the vanishing point must soon be reached. Mr. T. -JI. O'Connor, one of the shrewdest and most graphic of Parliamentary writers, has a striking i article on the subject in the current week's issue of the IVeekl -Sun. He alludes to the wave of depression which has passed over the Ministerialists, and substantially confesses that the collapse of the Govern- ment may come at any moment. Tay Pay" even hints that the reluctance of the Opposition to at once force a general election was a for the victory of the Government in the division on the beer duty amendment, Oppositions cannot however, Wys Mr. O'Connor in j effect, always resist the temptation to t ako advantage of their opponents' weakness. And the moral of it aii is that the genera' election is unlikely to be lono deferred.
